DAVID PEKOSKEAdministrator

Transportation Security Administration (TSA)

David Pekoske was confirmed by the U.S. Senate as the Transportation Security Administration’s seventh administrator in August 2017. He leads a workforce of approximately 60,000 employees, including the Federal Air Marshal Service, and is responsible for security operations at nearly 450 airports throughout the United States and shared security for highways, railroads, ports, mass transit systems and pipelines. Under his leadership, TSA is working continuously to raise the security baseline for both aviation and surface transportation through close partnerships and alliances, and a robust homeland security network.

Before joining TSA, Pekoske was an executive in the government services industry where he led teams that provided counterterrorism, security and intelligence support services to government agencies. Most notably, Pekoske served as the 26th Vice Commandant of the U.S. Coast Guard culminating a Coast Guard career that included extensive operational and command experience. As the Vice Commandant, Pekoske was second in command, also serving as Chief Operating Officer and Component Acquisition Executive of the U.S. Coast Guard. He is a recognized expert in crisis management, strategic planning, innovation and port and maritime security.

Pekoske holds a Master of Public Administration degree from Columbia University and a Master of Business Administration degree from the Massachusetts Institute of Technology. He earned his Bachelor of Science degree in ocean engineering from the U.S. Coast Guard Academy. His awards include the Homeland Security Distinguished Service Medal, Coast Guard Distinguished Service Medal, the Meritorious Service Medal, Coast Guard Commendation and Achievement Medals.

Adrienne GibbsDevelopment Manager, IATAAdrienne currently works as a Development Manager, in the Airport, Passenger, Cargo and Security division of the International Air Transport Association (IATA). In this role Adrienne works to improve the passenger journey by collaborating with airports, airlines and regulatory bodies to assess and drive wider adoption of innovative security screening solutions through the joint IATA/ACI Smart Security initiative, as well as through provision of operational and technical inputs to support policy development and industry advocacy activities.

With a background in aviation security, Adrienne has worked in both a regulatory and operational capacity through roles in the public and private sector. During her time at the Office of Transport Security of Australia, Adrienne worked on a number of key projects including the Liquids Aerosols and Gels implementation in 2007, the hardened cockpit doors safety and security review, as well as the development of air cargo screening requirements. In an audit and compli-ance capacity as an Aviation Transport Security Inspector, Adrienne supported both airports and airlines to better comply with Australian and international security requirements.

Alan EstevezSpecialist Leader, Deloitte Consulting LLPMr. Estevez is currently a national security strategy and logistics executive for Deloitte Consulting LLP, working with a range of clients to help innovate and transform their acquisition, logistics, supply chain, and sustainment operations.

He most recently served as the Principal Deputy Under Secretary of Defense for Acquisition, Technology and Logistics at the Department of Defense, and he was the first career federal executive confirmed by the U.S. Senate as the Assistant Secretary of Defense (Logistics and Materiel Readiness). At the Defense Department, he developed, implemented and managed acquisition, contracting, and supply chain programs and policies that increased the combat effectiveness as well as the Department’s efficiency and buying power.

Mr. Estevez holds a Bachelor of Arts in political science from Rutgers University and a Master of Science in national resource strategy from the Industrial College of the Armed Forces at the National Defense University.

Amy KrauseSenior Program Manager, LeidosAmy Krause is the Senior Program Manager for Leidos’ Transportation Security Administration (TSA) efforts, specifically the Transportation Security Equipment Deployment Services (TEDS) program. In this capacity she works with TSA to manage the design, engineering, installation, integration and evaluation of Transportation Security Equipment (TSE) at airports across the U.S. and internationally.

Ms. Krause is with Leidos (formerly Lockheed Martin/Loral/IBM Federal Systems). She began her career as a software engineer and assumed positions of increasing responsibility. She has held positions as Operations Director, Portfolio Manager, Senior Program Manager, Engineering Manager, Software Development Lead and Site Technical Planner for over 2,000 employees. She has served numerous customers including DHS, TSA, the U.S. Army, Air Force, Navy, and various classified agencies.

Ms. Krause holds a Master of Science degree in Computer Science from Johns Hopkins University and graduated magna cum laude from the University Of Maryland, College Park with a Bachelor of Science degree in Computer Science. She has a Project Management Professional (PMP) certification and is also a Certified Information Systems Security Professional (CISSP).

Amir NeemanFounder and Principal, Amir Neeman Consulting, LLCFor over 25 years, Mr. Neeman has been involved in aviation security, homeland protection; specifically focusing on security technologies. His diverse background as an airport operator, government regulator, equipment manufacturer and strategic advisor to TSA enables him to utilize a holistic approach critically required to develop and implement successful and sustainable security solutions. A globally recognized expert in systems analysis and Transportation Security Equipment (TSE) design, development and implementation, TSE test & evaluation (T&E), business analysis and change management for large and complex project teams and a frequent public speaker and writer on these topics. Mr. Neeman holds an MBA (Technology Management Major) from the Technion Institute of Technology, Israel and is a former IDF Explosive Ordinance Disposal Officer.

Andy LeeDirector, Test & Evaluation Division, TSAAndy Lee is the Director of the Test and Evaluation Division within the Office of Acquisition Program Management. In this role, he leads all developmental and operational testing of technologies and capabilities for TSA. Andy is also the Director of the TSA’s Systems Integration Facility (TSIF) and he serves as the Director of the Department of Homeland Security designated Independent Operational Test Agent.

Andy has been with the Federal Government for 26 years, serving time in both the Federal Aviation Administration (FAA) and the Transportation Security Administration (TSA). His career started in airport management, running a medium-sized commercial airport that also served as a test bed for FAA research and development programs.

Andy has a Bachelor of Science Degree in Aviation and Engineering from The Ohio State University and a Master of Aeronautical Science Degree from Embry-Riddle Aeronautical University. Andy is also a graduate of the DHS Senior Executive Service Candidate Development Program.

Anne CowanActing Director, Capabilities Management Division, RCA, TSAAnne Cowan is the Acting Director for the Capabilities Management Division (CMD) in the Transportation Security Administration’s (TSA) Requirements and Capabilities Analysis (RCA) office. CMD is responsible for providing proactive assistance to field operations by identifying measurable strategies to improve operational performance. The division also serves as a liaison between various TSA Headquarters components and field elements to ensure efficient and effective implementation of new initiatives, screening equipment, and standardization efforts. CMD serves as the User Representative in support of RCA’s Department of Homeland Security designated role as the Lead Business Authority.

Ms. Cowan joined TSA in 2009 as the Deputy Program Manager of the Electronic Baggage Screening Program. In 2013, Ms. Cowan transitioned to the Office of Security Operations (OSO) Operations Improvement Branch (OIB) where she supported TSA Pre✓® expansion, was the Section Chief for the Checked Baggage team, and finally the OIB Branch Manager. Prior to joining TSA, Ms. Cowan provided contract support to the Office of Security Technology (OST) for over two years with Triumph Enterprises; served two years as the Business Operations Manager within the Government and Infrastructure Division at Kellogg Brown and Root (KBR); and was a lead business analyst, instructor, and training and development manager for a KBR implementation of SAP enterprise software for two years. Ms. Cowan has a Bachelor of Science degree in Construction Management from the University of Florida and has been a certified Project Management Professional since 2005.

Armen Ara SahagianProgram Manager, Computed Tomography, RCA, TCAIn September 2012, Armen A. Sahagian served as a Level III COR on explosives detection systems (EDS) for checked baggage screening within TSA’s Acquisition Program Management (APM) until accepting a new position in July 2018 with TSA’s Requirements & Capabilities Analysis (RCA) as the Program Manager for Computed Tomography.

From September 2008 until August 2012, he returned from a four-year diplomatic assignment in Sin-gapore to Washington, D.C. where he accepted a new position within the U.S. Transportation Security Administration’s (TSA) Office of Security Technology (OST) as an engineer. His responsibilities included, but were not limited to, serving as Program Manager for Newton (aircraft vulnerability and mitigation), coordinating OST’s international harmonization efforts, serving as one of the TSA official representatives to the European Civil Aviation Conference (ECAC) Technical Task Force (TTF), and serving as a co-lead for one of the three sub groups (aviation vulnerability assessment) under the newly established U.S. Depart-ment of Homeland Security-U.S. Department of Energy Aviation Security Enhancement Partnership as a result of the attempted bombing on board NW Flight 253 on December 25, 2009.

Austin GouldAssistant Administrator, RCA, TSAMr. Austin Gould is the Transportation Security Administration’s Assistant Administrator for Requirements and Capabilities Analysis. Mr. Gould has served in this capacity since June of 2018 and is a member of the Senior Executive Service.

Most recently, Mr. Gould served as the Sector Commander of Coast Guard Sector Miami and as the Chief of Staff for the Coast Guard’s Seventh Coast Guard District, also headquartered in Miami. As the Sector Commander, he was responsible for Search and Rescue and Law Enforcement at the Coast Guard’s largest Sector. He was also responsible for the safety and security of over 11 million cruise ship passengers trans-ing Port Miami and Port Everglades annually. As the District Chief of Staff, he was second in command of the largest Coast Guard District, with an area running from North Carolina south to the Gulf of Mexico and including Puerto Rico, the U.S. Virgin Islands, and the Caribbean. In this role, he coordinated the unprecedented response to the 2017 hurricane season, when Hurricanes IRMA and MARIA impacted the entire region.

Mr. Gould holds a B.S. in Government from the United States Coast Guard Academy and a Masters in Business Administration from the Stern School of Business at New York University. He is a 2011 gradu-ate of the Naval Postgraduate School in Acquisition Management and holds a Department of Homeland Security Level III Acquisition Program Management Certificate.

Bart MosSr. Security Officer, Schiphol GroupBart Mos has been employed by Amsterdam Airport Schiphol since 1998. He was appointed Corporate Security adviser, which changed to Sr. Security Officer in 2006. Before this position, he worked for the Dutch Ministry of Transport and Public Works from 1976 till 1998. From 1980 till 1998 at the Department of Civil Aviation in various jobs. He was national security adviser civil aviation at this Department from 1989-1998. During that time, he was, among other things, the representative for the Netherlands in the Security Working Group of the European Civil Aviation Conference (ECAC). At that time, he worked closely together with other governmental organisations, like FAA and ICAO.

While working for Amsterdam Airport Schiphol/Schiphol Group he was Chairman of the Aviation Security Committee of Airports’ Council International (ACI) Europe from 2001-2005. He was also Vice Chairman of the ACI World Security Committee from 2005 till 2009. He still represents Amsterdam Airport Schiphol in the different ACI Security Committees, like ACI Europe, the Strategy Group and the World Committee.

He has represented ACI Europe in the EU SAGAS (stakeholders) Committee from 2002 till 2010. After that he was amongst others chairman of the ACI LAGS Committee and at present chair of the ACI Risk Based Task force.

Bob PryorDirector, Intermodal Division, TSARobert A. Pryor serves as the Director of the Intermodal Division within Requirements and Capabilities Analysis (RCA) in the Transportation Security Administration (TSA). Mr. Pryor returned to government service in 2003, after 10 years working in the private sector. During that time, he held several director and program manager positions, and served in several security-related foreign assignments. A former Marine officer, Mr. Pryor’s active duty experience included a variety of Fleet Marine Force command and staff assignments, and specialized research and development and counter intelligence/counter terrorism assignments.

Cassie BeamerFounder, B&B Consulting EnterprisesCassie Beamer, founder and owner of B&B Consulting Enterprises, has over fifteen years of experience in federal government program management, as well as aviation security industry stakeholder coordination and outreach. In 2002, she was employed by the Federal Aviation Administration and subsequently joined the Transportation Security Administration upon its inception in 2003.

In 2005, she joined Leigh Fisher Associates to build the firm’s security practice. While at Leigh Fisher, she worked closely with the TSA and focused on strategic planning, industry outreach, development of funding and financing strategies for security technology projects. Cassie departed Leigh Fisher in 2013 and started B&B Consulting Enterprises in 2015. Her experience provides clients with a broad understanding of industry stakeholders and effective communication strategies.

Charlotte PeedSenior Consultant, Rapiscan SystemsCharlotte S. Peed has over 25 years of aviation industry experience working with both public and private sector organizations. Charlotte has held the leadership positions of Manager of Community Relations and Chief of Staff at Washington Dulles International Airport for the Metropolitan Washington Airports Authority, operators of Reagan Washington National Airport and Washington Dulles International Airport. In 2002 she joined the newly formed TSA as Deputy Area Director for the North Central Area, Aviation Operations, responsible for establishing a TSA presence at 117 airports. She was Stakeholder and Acting General Manager for Commercial Airports in the Office of Transportation Sector Network Management, dealing with a wide-range of aviation/airport policy issues. Charlotte established the Office of Industry Outreach in TSA’s Office of Security Technology. Charlotte is known nationally for her work with airports during the formative stages of the TSA. Currently Ms. Peed is a Senior Consultant to Rapiscan Systems, the providers of passenger, baggage and cargo security screening equipment deployed globally. Charlotte S. Peed holds a Bachelor of Science degree from James Madison University and a Masters degree from Virginia Polytechnic Institute.

Chris McLaughlinVice President, Global Solutions, EvolvChris joined Evolv Technology in the fall 2016 to lead our work in the transportation sector. In this role, he leads our engagement with airports, airlines, and rail organizations and assists in other sectors to develop concepts of operation and configurations that integrate into existing and emerging landscapes.Prior to joining Evolv, Chris worked for the Transportation Security Administration first as a Federal Secu-rity Director in Colorado and then as the Assistant Administrator for Security Operations where he led a team of 56,000 employees across more than 450 airports nationwide and managed a budget of $4 billion. As a national policy maker, he worked closely with national industry associations, other federal agencies, and Congress, and was instrumental in shaping and advancing TSA’s current philosophy of risked based security.

Chris also led field operations and security for the biometric security provider, CLEAR, as well running ground operations at major hubs and line stations for United Express and Frontier Airlines. Following in his father’s footsteps, he started his career as a self-employed blacksmith, providing top end farrier services in the mountains of Colorado.

Dale MasonProgram Manager, Solutions and Process Integration, RCA, TSADale Mason is Program Manager, Solutions and Process Integration, for the Transportation Security Administration’s (TSA’s) Innovation Task Force (ITF), Checkpoint Design, under the Office of Requirements and Capabilities Analysis. Mr. Mason has been with the TSA for the past 15 years, sinceinception. He started with the TSA federalizing the airports back in 2002. Mr. Mason has been working on Checkpoint/Design and Optimization for the past 12 years of his service with the TSA.

Denis PerronSenior Director, Screening Technology, CATSADenis Perron has been working in the aviation security industry for over 14 years.Mr. Perron joined the Canadian Air Transport Security Authority in 2004 as a testing advisor, later to become the General Manager of the New Technology team. Mr. Perron is currently serving as the acting Senior Director of CATSA’s Screening Technology team.

Mr. Perron is a graduate of the University of New Brunswick with a Bachelor of Applied Science in Electrical Engineering. Since joining CATSA, Mr. Perron has been heavily involved in all aspects of the testing, evaluation, and deployment of screening technologies, including airport trials, as well as the testing of hold-baggage screening systems.

In his current role, Mr. Perron is responsible for managing CATSA’s fleet of screening equipment, including evaluations, trials, airport deployments, and on-going maintenance. As well, Mr. Perron is also responsible for managing CATSA’s long-term screening equipment capital replacement program, which encompasses hold-baggage screening, pre-board screening and non-passenger vehicle screening.

Doug MacIvorActing Manager, Countermeasury Architecture, TSADoug MacIvor is the acting manager for the Countermeasures Architecture Branch in TSA Requirements and Capabilities Analysis. He has been with TSA for over 8 years, serving as one of the first test engineers at the TSA Systems Integration Facility, as a risk analyst leading efforts to model & connect intelligence information to TSA acquisitions, as a detailee to the Senate Commerce Committee, and as a student at Air War College. Prior to joining TSA Doug was an active-duty C-17 pilot in the US Air Force, and currently flies 737s as a Lieutenant Colonel in the DC Air National Guard. He has a bachelor’s degree in aerospace engineering from MIT and confesses to having two masters’ degrees from USAF’s Air University.

Dr. Eric HouserDirector, Analysis Division, TSA Acting Director, RAD, RCA, TSADr. Eric Houser is the Director for the Analysis Division (AD) and the acting Director of Requirements and Architecture Division (RAD) within Requirements and Capabilities Analysis (RCA) in the Transportation Security Administration (TSA). Dr. Houser brings over 15 years of experience in security technology devel-opment and a proven ability in establishing and executing multi-disciplinary programs to achieve strategic goals. Prior to his selection for this position, Dr. Houser worked for the DHS Science and Technology Direc-torate (DHS S&T) in several capacities, including the Director of the Explosives Division where he helped lead the development of advanced technologies for explosives threat screening applications to provide enhanced detection capability and improved throughput at reduced life cycle costs; the use of technolo-gies such as flat panel advanced imaging technology; coded aperture X-Ray systems; and mass spectrom-eter explosive trace detectors. He also established the first joint RDT&E strategy with TSA for aviation security to form the basis of a revised RDT&E program portfolio. Dr. Houser attended the University of Illinois where he earned his Ph.D. in Inorganic Chemistry.

Dr. John FortuneProgram Manager, S&T Explosives Division, DHSDr. John M. Fortune is the Apex Screening at Speed Program Manager in the Explosives Division of the DHS Science and Technology (S&T) Directorate. The Screening at Speed Program is pursuing transforma-tive R&D activities that support a future vision for increasing aviation security effectiveness and improv-ing the passenger experience. He is also the program manager for the Resilient Tunnel Project, which is designing inflatable plugs to protect subway tunnels from flooding. Previously, Dr. Fortune was a Branch Chief in S&T’s Resilient Systems Division, where he focused on enhancing resilience of the Nation’s most critical infrastructure sectors, such as energy, transportation, water, and communications. He oversaw several projects to assess vulnerability and design countermeasures for critical transportation infrastruc-ture, including development of a blast protection strategy that was purchased and installed by a major U.S. mass transit agency in 2011. In his earlier work at S&T, Dr. Fortune served in the Emerging Threats Portfolio, where he oversaw a nationwide assessment of underwater subway tunnels, a high priority effort requested by the TSA Administrator, and he worked closely with the intelligence community to understand potentially disruptive threats to the Nation’s security. Dr. Fortune came to DHS in 2005 as a Science and Technology Policy Fellow with the American Association for the Advancement of Science. Prior to joining DHS, Dr. Fortune was a researcher at the National Institutes of Health. He holds a Ph.D. in biochemistry from Vanderbilt University and a B.S. in chemistry from Duke University.

Dr. Scott TaylorCognitive/Experimental Psychologist, Battelle Memorial InstituteDr. Taylor’s expertise lies in understanding and maximizing human performance in complex, high-stakes interactions through improvements in technologies, operating procedures, team dynamics, and training. For the past 15 years, as Battelle-Atlantic City’s Human Factors Program Area Manager, Dr. Taylor has successfully planned, guided, and executed Battelle HF’s research, design, test, and evaluation efforts for clients including the Transportation Security Administration (TSA) and Department of Homeland Security (DHS). He has evaluated and provided direction to designers of many complex user interfaces for TSA security systems (including Computed Tomography & X-ray systems, automated credential validation devices, explosives trace systems, advanced imaging technologies, & automated screening lanes), and the standard operating procedures associated with them.

Dr. Taylor holds a M.S. and Ph.D. in Cognitive/Experimental Psychology from the University of Georgia at Athens, and a B.S. in Psychology/Pre-Medicine from the University of Nebraska-Lincoln. He currently participates in TSA’s Integrated Product Team (IPT) on Computed Tomography-Accessible Property Screening Systems (CT-APSS), and is the co-inventor and cognitive training subject matter expert (SME) for Battelle’s ProDetect™ TSO training platform, currently being evaluated by the Integration Task Force.

Gene MaddoxManager of Global Security Compliance, American AirlinesGene Maddox III is Manager of Global Security Compliance for American Airlines, Inc. responsible for global aviation security and compliance. He’s an airline professional with over 20 years’ of knowledge and experience in the aviation industry. He has held a number of key positions within American Airlines, Inc. ranging from Sales to Operations and within the last 15 years he’s held positions of oversight with a special emphasis on Regulatory compliance, Cargo Security compliance, and Aviation Security compliance working directly with TSA, FAA, DOT and OSHA. He served as Chair on the Airlines for America (A4A) Cargo Security Working Group from 2015-2017 and remains an active member presently. In addition to continuing his industry engagement with cargo security compliance, he’s currently a member of the A4A Security Council and he also serves as a subcommittee member of the Aviation Security Advisory Committee (ASAC) for Cargo and Cargo Screening Technology.

His areas of responsibility include management and oversight of American Airlines, Inc. security compliance for airports within the United States and foreign locations. This would include development, implementation and maintenance of a risk-based security program while working with Department Homeland Security, Customs Border Patrol, Customs-Trade Partnership Against Terrorism and other agencies. His team consists of project managers, security analysts, security technology analysts, training compliance analysts and auditors to ensure security compliance with all host country governments world-wide. In addition, he’s responsible for evaluating screening technology for passengers, baggage and cargo -- while looking for innovative security technological solutions to enhance the customer experience for passengers when traveling. indicators to ensure safety and security for American Airlines global network.

George MerrittSenior Vice President, Government Community Affairs, DENGeorge Merritt is the Senior Vice President of Government and Community Affairs for Denver International Airport. Since joining DEN, Merritt led the political effort to win approval of DEN’s $1.8 billion public-private partnership to renovate its main terminal and overhaul its security checkpoints. He has since led DEN’s collaboration with the Transportation Security Administration to develop a modern security experience as DEN seeks to push innovation at new checkpoints for the renovation project. He worked with TSA to fund an innovative consolidation of DEN’s checked baggage screening areas, and pushed federal legislation in 2016 to stand up a pilot program for innovation at TSA. He helped pass a voter-approved intergovernmental agreement with communities around the airport to allow on-airport economic development in 2015, and is currently a stakeholder representative on the FAA’s Airspace Access Priorities rulemaking committee examining space industry integration in the National Airspace.

Merritt was a strategic communications consultant prior to joining DEN, managing successful initiatives to overhaul Colorado’s state government structure and allow Coloradans to vote by mail, and he was Communications Director on Gov. He is the technical liaison to global aviation regulators and oversees the development of detection technologies from inception to deployment. Gerard has worked in the counter-terrorism technologies field since 2000 with Quantum Magnetics (InVision Technologies/ GE Security), Q Sciences and Spectrum San Diego.

Gloria BenderManaging Principal, Transsolutions LLCMs. Bender is co-founder of TransSolutions, a 25-person consulting firm celebrating its 20th year! The firm is known principally for modeling everything that moves at an airport. This DBE/WOSB firm has completed hundreds of planning and modeling projects for airports and airlines worldwide since 1998. She directs projects that focus on pedestrian flow, advanced passenger and baggage processing and security. Recently, she has served as Project Manager for the firm’s subconsultant role on the TSA’s Professional Engineering and Logistics Support Service. Ms. Bender actively supports applied research by the ACRP and PARAS. In January 2016, she was appointed to serve on the ACRP Oversight Committee.

Prior to forming TransSolutions, Ms. Bender worked at American Airlines, SABRE, AA Decision Technologies, Jostens, Texas Instruments and Sky Chefs.

Ms. Bender holds both an M.S. and B.S. in Industrial Engineering from the University of Texas at Arlington. She is a Fellow in the Institute of Industrial and Systems Engineers, a former Chair of the ACI-NA World Business Partners and a member of the TSA’s Planning Guidelines and Planning Standards Industry Working Group.

Gus CampbellLeidosMr. Campbell is an airport site lead for Leidos. In this capacity he coordinates site surveys to provide the information required to develop design drawings, scopes of work for subcontractors and installation and rigging plans. As the project progresses the site lead manages site preparation work and coordinates with all affected airport stakeholders to ensure a successful installation of the required systems.

Mr. Campbell began his career in general construction in 1981. He has specialized in airport construction since 1997. He has worked on the construction of Terminal B/C at Reagan Washington National Airport (DCA) and the Automated Train Station at the Main Terminal at Dulles International Airport (IAD). As part of his responsibilities on that project Mr. Campbell was the owner’s representative during the phased relocations of the passenger screening at IAD. BHS work includes management of the TSIF CBIS during testing for the current generation of in-line EDS systems, Recapitalization of the BHS at Tulsa International Airport as Project Manager, Site Lead for 34 Stand Alone installations, Site lead for Jacksonville International and Baltimore Washington Thurgood Marshall International Airport (BWI) BHS EDS Recapitalization. Before that John P. Rooney served as the Technical Director of JPO MRAP from December 2009 to December 2013 and on 3 May 2013 added the role as Joint Program Manager. Prior to his arrival in JPO MRAP he concluded 31 years on active duty in the US Army with his final position as the Commander of Aberdeen Test Center, Aberdeen Proving Ground, Maryland from June 2005 – June 2009.

Jose FreigManaging Director, International Government Affairs Chief Security Officer, American AirlinesJose Freig is the Managing Director, International Government Affairs, and Chief Security offier for Amer-ican Airlines. In this role, Freig oversees the airline’s corporate security and international government affairs team to include th relationship with all federal agencies focused on security. He is responsible for the airline’s foreign government affairs efforts, domestic and international security programs, and regulatory compliance. Jose oversees the airline’s relationship with foreign governments and represents American Airlines’ interests and priorities before agencies under the Department of Homeland Security, including TSA, U.S. Customs and Border Protection (CBP). Jose also leads American’s security and related policy development and advocacy efforts on Capitol Hill and at the White House.

Prior to joining American in 2008, Freig served as the Area Director, West Region for Siemens Govern-ment Technologies in Phoenix, Arizona, as the security technology and screening liaison to TSA, CBP, Department of State, airport authorities and original equipment manufactuerers.

Jose is the Vice Chairman of the International Air Transport Association (IATA) Security Group, former Chairman of the Airlines for America (A4A) Security Council, and is amember of the Aspen Institute Homeland Security Group, International Security Management Association (ISMA) and Domestic Security Alliance Council (DSAC). He is also a board member for Hostage US.

Keith GollActing Deputy Administrator, RCA, TSAMr. Goll has been with Transportation Security Administration from its inception. He is currently the Acting Deputy Assistant Administrator for Requirements and Capability Analysis (RCA). In that role, he leads efforts to grow capability analysis expertise, centralize requirements for the agency, and demonstrate emerging technologies through TSA’s Innovation Task Force and Air Cargo and Surface Technology Test beds. In addition, he guides the activities for development of future technologies – a current focus is advancing computed technology (CT) capabilities to meet the demands of the evolving threats against transportation security. He is also responsible for establishing the agency’s strategy for implementation of biometrics.

Additionally, Mr. Goll is co-chairman of the Aviation Security Advisory Committee, Security Technology subcommittee, and has led past efforts for development of TSA’s Five-Year Technology Investment plan. He’s held various leadership roles within the now defunct Office of Security Capabilities, including responsibility for technology deployment, test and evaluation, business operations and life cycle support. From his initial employment with Federal Aviation Administration starting in 1992 until now, his focus has been on the development, acquisition, deployment and operational support of Explosives Detection Systems and other security technologies (with a good bit of experience in policy and operational procedures background thrown in).

Justin CollensCenter for Acquisition and Management Sciences, MITREJustin is an acquisition lead for MITRE Corporation’s Center for Acquisition and Management Sciences (CAMS). As a CAMS acquisition lead, Justin provides strategic support for acquisition strategy development and execution. Currently, Justin is supporting Department of Defense Sponsors including Joint, Navy, and Army initiatives ranging from Weapon/Business System modernizations to Defensive Cyber Operations. Within MITRE, Justin also is part of an “Accelerate” cohort responsible to develop and implement modules designed to accelerate capability delivery schedules. Larry PanettaDirector, Biometric Exit Strategic Transformation, PPAE, CBPLarry Panetta has been the Director of Biometric Exit Startegic Transformation for the Office of Field Operations since February of 2017. In this role, Mr. Panetta oversees the implementation of the Con-gressionally mandated biometric exit program to U.S. airports.

Assigned to U.S. Customs and Border Protection (CBP) Headquarters in Washington, DC since 2009, Mr. Panetta has worked on a wide variety of operational and policy issues. Mr. Panetta previously served as the Deputy Chief of Staff for the Office of Field Operations. Prior to that, he managed the inter-nationally acclaimed Global Entry program, increasing membership in the program to over 5 million travelers, and expanding the program to every major international U.S. airport.

A native of New York, New York, Mr. Panetta graduated from the State University of New York at Alba-ny, with a Bachelors of Arts degree in Political Science. He began his Federal law enforcement carrer in 2003 when he joined the U.S. Immigration and Naturalization Service as an Immigration Inspector. He has worked at New York’s JFK International Airport and at the New York Field Office before being assigned to Headquarters.

Larry StuddifordPresident, Studdiford Technical Solutions LLCLarry has a 23-year aviation career specializing in the design, project, program, and construction management-related services of complex baggage handling systems (BHS), Checked Baggage Inspection Systems (CBIS), and Security Screening Checkpoints (SSCP) for airports worldwide. He has an extensive functional knowledge of the Transportation Security Administration (TSA) and its policies and procedures, having worked alongside the agency since its inauguration. He was one of the founding participants of the TSA’s Baggage Screening Investment Study (BSIS) and contributed to multi-ple versions of the TSA’s Planning Guidelines and Design Standards (PGDS), currently as a charter member of the PGDS Industry Working Group (IWG). In 2015, he formed Studdiford Technical Solutions, LLC, a specialty consulting firm that works primarily with architectural and engineering firms, other specialty consultants, BHS and security Original Equipment Manufacturers (OEMs), airlines, airport authorities, and the federal government.

A former chair of ACC’s Security Committee, Larry currently serves as a member of ACC’s Board of Directors and is a member of numerous industry association groups including ACI-NA’s Public Safety & Security committee, National SafeSkies Alliance’s Program for Applied Research in Airport Security (PARAS) oversight committee, the PGDS IWG, and is a current board member of the International Association of Baggage System Companies (IABSC). Logan has worked closely with the TSA to implement Automated Screening Lanes and has been involved with the planning of new CBP international arrivals halls utilizing the most recent innovations in biometric authentication systems. Ms. Winn joined TSA is 2014 and has served roles in Deployment and Logistics and Mission Analysis Divisions. Prior to joining TSA, Ms. Winn worked for Schafer Corporation and Zeichner Risk Analytics supporting DHS in cybersecurity and nuclear detection. She also spent 9 years in medical device product development.

Latetia HendersonAssistant Adminstrator, APM, TSALatetia Henderson was named Assistant Administrator for Acquisition Program Management in No-vember 2016. In this role, she manages nearly $1 billion in funding for acquisition programs that are responsible for leading the procurement, testing and deployment of new capabilities across 440 airports nationwide.

Prior to assuming her current duties, Henderson served as the Assistant Administrator and Deputy Assistant Administrator of the Office of Acquisition. In addition, she has served in several leadership roles at TSA, including project lead in the Office of Human Capital and Division Director for the Security Technology Acquisition Division within the Office of Acquisition.

Henderson has more than 30 years of experience as a federal acquisition professional making significant contributions to the execution of critical missions and held managerial positions at various federal agencies including the Federal Aviation Administration, Department of the Interior, Department of the Navy and Department of Defense.

Mark CrosbyPrincipal Consultant, Ross & BaruzziniMark Crosby is a principal consultant with Ross & Baruzzini focused in the areas of aviation and maritime operations and security, public safety, and emergency management. Mark joined Ross & Baruzzini in June 2016 after a successful and diversified 23-year career as an airport executive. Most recently, he was the Director of Public Safety and Security at Portland International Airport (PDX). At PDX, Mark oversaw the Police, Fire, Security, Communications Center and Emergency Management Departments. Previous-ly, Mark held various positions in operations, security and real estate in the Portland and Sacramento Airport systems.

At the national level, Mark is active with AAAE, ACI-NA, and ACC serving on various steering group and committees. Previously, Mark was the Chair of the AAAE Transportation Security Services Committee for five years.

Mark is a graduate of the Air Force Academy and currently serves as a brigadier general in the Oregon Air National Guard where he is an Assistant Adjutant General in charge of National Guard forces during state emergencies.

Mario WilsonDirector, Checkpoint Solutions and Integration Division (CSID), TSAMario Wilson assumed the role of Director, Checkpoint Solutions and Integration Division at TSA in January 2017. As the Director, he has served as the Program Manager of the Passenger Screening Program (PSP), and he has directed the activities of the Security Technology Integrated Program (STIP). He is responsible for the test, procurement, deployment, installation, sustainment, network integration, and recapitalization of checkpoint-related Transportation Security Equipment across all 450 federalized airports to ensure passengers and their accessible property are electronically screened for explosive threats and prohibited items. Prior to his current assignment, he served as the Director of the Checked Baggage Technologies Division and the Program Manager of the Electronic Baggage Screening Program.

Prior to joining TSA, he served as a program manager at the Department of Homeland Security (DHS) Science and Technology (S&T) Directorate; project manager at the Department of Defense’s Joint IED Defeat Organization (JIEDDO); and project and crisis manager at Verizon Business. He also served sixteen years in the United States Navy, where he completed four combat tours as a naval aviator and one combat tour with the United States Army Infantry as an Electronic Warfare Officer.

Michael SaundersDirector, Homeland Security Strategic Initiatives, GDMSCommittee Chair, ACC Security CommitteeMichael Saunders is Director of Homeland Security Strategic Initiatives with General Dynamics Mission Systems in Fairfax, Virginia. He currently serves as the Account Director for the Transportation Security Administration (TSA). Matt JohnsonChief of Staff, Enterprise Support, TSAPrior to his selection to this position, Matt had served as the Executive Advisor for Enterprise Support in an acting capacity since April 2017. In this role, he was responsible for providing advice and guidance on matters affecting the strategic and operational direction of TSA in all areas relative to enterprise support, such as human capital, acquisition program management, contracting and procurement, training and development, inspection, professional responsibility and information technology.

Before this detail assignment, Matt was the Executive Advisor for Acquisition Program Management. In this position, he was responsible for assisting in the planning and execution of the organizational realignment of TSA acquisition functions, improving program and procurement efficiency and effectiveness, and serving as an industry liaison for TSA. He facilitated meaningful engagement across TSA’s numerous and complex lines of business, and planned and executed multiple industry events. Paul BurrowesPortfolio Manager, Accessible Property Screening (APS), TSAOn April 20th, 2014, Mr. Burrowes assumed the duties and responsibilities as Portfolio Manager for Accessible Property Screening (APS) technologies in the U.S. Department of Homeland Security’s Transportation Security Administration

Under his leadership, APS develops Transportation Security Equipment (TSE) detection capabilities, monitors detector system performance, ensures TSE is meeting mission needs, supports transforma-tional research and development, and coordinates the improvement of technical capabilities for TSE deployed across the U.S. at airports. Prior to this role, Mr. Burrowes served at the Domestic Nuclear Detection Office (DNDO) as Deputy Assistant Director within the Product Acquisition and Deployment Directorate from 2009 to 2014 and Lead Systems Engineer within the Transformational and Applied Research Directorate from 2007 to 2009.

Before joining DNDO, Mr. Burrowes led the Modeling and Simulation (M&S) Team for Operational Test Agency Ballistic Missile Defense System in the Department of Defense from 2004 to 2007. Mr. Erhard has worked at L-3 since 2003 providing oversight for the development of security screening technology as well as managing multiple TSA contracts. His work on TSA programs includes the qualification and deployment of Checkpoint Passenger Screening and Carry-On Bag Scanning technologies, as well as Checked Baggage Explosive Detection Systems for use throughout the US. Raymond FastSenior Manager, Innovation, United AirlinesRay Fast is Senior Manager of Customer Service Delivery (CSD) Innovation at United Airlines, responsible for catalyzing process improvement and technology investment across the operation. In this role, he supports projects across several operating groups within United with the goal of improving both the customer and employee experience. In the airport security space, TSA and airport authorities are key partners in improving this area of the travel journey.

Prior to joining the Innovation team, Ray managed the onboard amenities portfolio for the airline and led the development of the United Polaris suite of cabin comfort products. He has also managed a va-riety of ancillary revenue products for the airline, including the United Club membership and one-time pass programs, bonus mileage programs, and development of United’s first bundled ancillary services.Ray started his career at United in 2008 in revenue management, and graduated from the University of Notre Dame with a BA in Marketing.

Reshma Kumar, Ph.D.Chief Human Factors Scientist, Human Solutions, Inc. (HSI)Dr. Kumar has extensive experience in Human Factors (HF) with expertise in leading Usability Assessments, Task/workflow Analyses, Graphical User Interface (GUI) design, system and CHI Requirements and specifications development, Test Evaluation, Training Development, Human System Integration (HSI), User-Centered Design (UCD), and related disciplines.

Dr. Kumar currently serves as the technical HF Lead on the FAA’s NextGen flagship programs -- Terminal Flight Data Management (TFDM) Program and Data Communications Program (DCP). Prior to joining VTC, Ms. Baughman was with an international Planning / Architecture / Engineering firm for more than 20 years. Ms. Baughman’s responsibilities as an owner and executive at VTC include oversight of BHS/CBIS projects at twelve U.S. airports, as well as serving the Aviation Industry as a sought-out expert in security technology planning and innovation. In addition to serving as Principal-in-Charge for specific projects, Ms. Baughman has leadership responsibility for VTC’s Airport Integration Test Laboratory (AITL).

Robyn PetersExecutive Advisor, APM, TSARobyn Peters is an Executive Advisor within the Transportation Security Administration’s Acquisition Program Management (APM). Specifically she supports APM in its mission to deliver innovative, mission-driven capabilities by providing management and direction to execute APM’s strategic goals and projects. She joined TSA in February 2005 and has held a variety of positions within the Office of Acquisition and now within Acquisition Program Management. Ms. Peters has a Bachelor of Science degree from Texas Christian University and a Master’s in Business Administration from the George Washington University.

Scott RooneyTest Lead, T&E, TSAScott Rooney is a Test Lead at the TSA System Integration Facility for the Test and Evaluation (T&E) Division in the Transportation Security Administration’s (TSA) Acquisition and Program Management (APM).Prior to joining TSA, Mr. Rooney was as a contractor and later joined the civilian service at the U.S. Army Evaluation Center (AEC) evaluating joint globally-deployed medical Information Technology systems within Program Executive Office Joint Medical Information Systems (PEO JMIS).

Mr. Rooney holds a Bachelor of Science in Business Information Technology, with a concentration in Decision Support Systems and a minor in Mathematics from Virginia Polytechnic Institute and State University (Virginia Tech). Stacey FitzmauriceExecutive Assistant Administrator, Operations Support, TSAStacey Fitzmaurice was selected as TSA’s Executive Assistant Administrator for Operations Support in July 2018 and is responsible for implementing processes that strengthen operations support services to enhance TSA’s global strategies, security policy and industry engagements, intelligence and analysis, as well as requirements and capabilities analysis efforts.

Most recently, she served as Deputy Executive Assistant Administrator for Security Operations and responsible for managing TSA’s domestic security operations for over 53,000 employees and a $4.1B annual budget. She oversaw airport checkpoint, baggage, and air cargo screening operations for ap-proximately 450 federalized airports, enforced regulatory compliance for transportation security, and delivers advanced explosive detection capabilities through TSA’s specialized behavior detection, canine, and transportation security explosive teams.

In her previous role as Deputy Assistant Administrator for TSA’s Office Intelligence & Analysis (OIA) she led the efforts to strengthen the Agency’s intelligence information sharing and counterterrorism pro-grams and oversaw the implementation of recurrent criminal vetting while leading the development of OIA’s first set of priority intelligence requirements.

Tim SmithProgram Manager, TSATim L. Smith joined the Transportation Security Administration (TSA) in May 2008. He currently serves as the Program Manager for the Security Technology Integrated Program (STIP) within TSA’s Acquisition Program Management (APM). Tim is responsible for the overall direction and execution of all projects under STIP program including development and enhancement activities, cybersecurity implementation and remediation, requirements and solicitation analysis, system architecture and design and engineering, testing and evaluation, and release management. Tim additionally serves as the primary liaison to system integration vendors for APM.

Todd AldermanVice President, Daifuku Airport TechnologiesMr. Alderman has over 20 years of experience in the baggage handling industry. Much of his career has been spent managing design teams and developing control systems for large baggage handling systems at many of the largest airports in the world. He is responsible for the airport business for the Jervis B. Webb Company of Daifuku Airport Technologies which provides baggage handling solutions, including: Conveyor systems, ICS, Mobile Inspection Tables, and Self-Service Bags Drops. Mr. Alderman developed the concept for the Mobile Inspection Table which is utilized by the TSA at several airports to efficiently deliver baggage to the officers for inspection. In addition, he serves on the TSA Industry Working Group for the development of the Planning Guidelines and Design Specification for Checked Baggage Inspection Systems (PGDS). Mr. Alderman is a graduate from the University of Michigan with a Bachelor’s of Science in Mechanical Engineering and a Masters of Business Administration.

Walter DickeyDirector, Checked Baggage Technologies Division (CBTD), TSAMr. Walter Dickey is the Director for the Checked Baggage Technologies Division (CBTD) in the Transportation Security Administration (TSA) Office of Acquisition Program Management. He is also the Program Manager of the Electronic Baggage Screening Program (EBSP). He provides management and oversight of this Level 1 Department of Homeland Security (DHS) Major Acquisition Program to support screening capabilities in the checked baggage environment. Before joining the TSA team, he provided support to multiple DHS components as lead analyst for the Office of Program Accountability and Risk Management (PARM); Deputy, T&E Infrastructure for Director of Operational Test and Evaluation under S&T; Deputy Assistant Director, T&E for the Domestic Nuclear Detection Office (DNDO); and Test Director for the United States Coast Guard. Prior to his service with DHS, Mr. Dickey supported the United States Navy Aviation community in multiple capacities.

Wendy ReiterDirector of theAviation Security Department, Port of SeattleAs the Director Wendy leads the Aviation Security Department which includes the Port of Seattle Fire Department and Airport Training. She oversees all Transportation Security Administration mandates that involve the safety and security of the 22,000 employees and traveling public at the Seattle-Tacoma International Airport.

She is a Chair of the ACI-NA Public Safety & Security Steering Group and currently holds the Vice Chair position for the American Association of Airport Executives Transportation Security Policy position.

Prior to joining the Port of Seattle in 2002, Wendy was highly successful Station Manager for Southwest Airlines and Director of Customer Service for Northwest Airlines. She received numerous awards for outstanding customer service and leadership while working with both airlines. Wendy is a graduate from Great Falls University in Great Falls, Montana and successfully completed the University of Washington’s Advanced Management Program in May 2005.
