The British Columbia Seniors Living Association (BCSLA) is a voluntary, membership-driven organization dedicated to the promotion and protection of the best interests of its members.
BCSLA provides two types of Membership: Site Membership – Retirement Communities which includes owners and operators of Independent and Assisted Living communities in BC; and and those companies that support them. Associate Membership – Organizations and individuals, who provide products and services to these retirement communities relating to the operating of the residence or to the seniors that live there The four cornerstones of BCSLA are: Advocate, Educate, Mediate and Celebrate Advocate: We identify and promote the interests of the membership with external stakeholders in seniors living and government. Educate: We inform the public, government and consumers about the role of senior living communities and the benefits they offer. Mediate: We identify challenges and opportunities faced by our members and seek solutions by bringing together appropriate collaborators. Celebrate: We collect and disseminate real life stories and successes that demonstrate that seniors living within our communities remain vital and active members of society.

What does BCSLA do?

The majority of retirement communities offer the same base service package. Depending on the community, additional services may also be available. Whether the community is a main level building or an 18 story high rise all retirement communities feature a front desk, common socializing area, dining room, and an activities and exercise area. Most have hair dressing salons with spa services available on certain days. Many communities feature outdoor areas designed to garden, take a stroll or simply sit and enjoy the fresh air. The communities provide two or three meals a day. The number of daily meals depends on the community and what is included in the monthly service package. Lunch and Dinner meals allows for an alternate choice in addition to the main menu item. All meals are prepared by chefs and carefully planned in accordance to the dietary requirements of the seniors. The communities offer a variety of accommodation which could range from a studio apartment right up to a two bedroom suite with every suite equipped with an emergency call system. Each floor provides laundry facilities and common sitting areas. While the resident’s may come and go as they please, most buildings have security features that do not allow for non resident’s to access the building without being buzzed in by the resident or reception. Your suite will be decorated with your own furniture and other belongings. Social interaction is a very important component in our retirement living. It has been suggested that if you have a sense of purpose you will stay healthy, active and fit longer. Retirement communities strive to prove this theory by creating monthly activity calendars which feature daily exercise programs, outings and community club meetings. You may participate in as many as often as you like because unless specified these activities are all included in the monthly fee.

BCSLA currently represents 127 Retirement Communities. This translates to 12,000 suites with approximately 13,000 seniors residing in those suites. BCSLA has a diverse membership base who offer a wide range of services.

For those used to an extravagant lifestyle the new ‘state of the art’ buildings being built portray the feeling of living in a luxurious environment complete with a la carte restaurant style menus, lounges, pubs, concierge service, socializing areas and four star resident services. These communities gear themselves to the resident’s active lifestyle both inside and outside the community. Examples of some of these communities are Tapestry at Westbrook Mall and Tapestry at the O’Keefe in Vancouver, Berwick Royal Oak in Victoria and Origin at Longwood in Nanaimo.
Home Like Setting Retirement Living Inspired by the ‘home like setting’ style these senior living communities welcome those that want to maintain a supported, independent lifestyle in a diverse, welcoming and community house like setting. These communities provide a large house with usually between nine and twelve private, ground level suites, encircling a central common area. This type of retirement living boasts a friendly, home-style environment - a welcome alternative for those who prefer a small community feel. Home makers are on duty usually mid morning until early evening and are available via emergency pager 24 hours a day, 365 days a year. The General Managers are on site 5 days a week, maintaining the highest standards of performance and service. Examples of these types of communities are Heritage Place for Seniors, Salt Spring Island and the Abbeyfield Society throughout BC. Regardless of your preference and style there is a retirement community in BC to suit your needs and budget.

Terminology in Senior Housing and Frequently Asked Questions
Confused about the terminology and what it all means? We have listed below terms commonly used in the senior living industry and what each term means.
Independent Living Independent Living communities include a combination of housing and hospitality services for retired adults who are functionally independent seniors capable of directing their own lives. This may also be referred to as Supportive, Retirement or Congregate Living. These seniors choose to be free of the home management duties and prefer the convenience of service in a social atmosphere that provides services and security. Seniors direct their own lives, come and go as they please and participate in activities of their choosing within their community. The senior pays a monthly fee with all services included such as meals, activities, exercise programs and use of the indoor and outdoor common space. Heat, hydro, electricity and safety and security could be included in the package. Cable TV and telephone are usually extra depending on the community. Each community will provide a detailed list of the services which are included in the monthly fee and they will also supply a list of additional services available for an additional fee. Suites are rented on a month by month basis and you will be required to sign an occupancy agreement with the community.
What do I need to know/do to move into an Independent Living Community?
Criteria: 1. You must be financially qualified 2. Average monthly rate of $3000 - $5000/month and higher depending on the
area 3. Couples may live in Independent Living but both must meet criteria. 4. Usually there is a second person charge. 5. May need to have an assessment completed to determine eligibility;
MMSE – Mini Mental State Exam 5. Must be able to make decisions and direct your own care, take your own
medications and come to meals independently

Is there funding available for Independent Living?
Currently in BC there is no funding available for most Independent Living Communities. The majority of Independent Living Communities in BC are, independently owned by for profit or faith based, not for profit organizations and they are Private Pay. However there are some programs available for lower income seniors with partial funding from the provincial government. BC Housing offers programs that are Rent Geared to Income (RGI) for individuals over the age of 55. The Seniors' Supportive Housing program provides specially modified rental homes, in selected subsidized housing developments, primarily to low-income seniors or people with disabilities who need some assistance in order to continue living independently. The program provides support services such as a daily meal, weekly housekeeping and linen and laundry services, social and recreational activities and a 24 hour emergency response system.
The criteria for Seniors’ Supportive Housing are 1. You are a low-income senior or person with disabilities who would benefit from an accessible home 2. You require some support services to continue to live independently You are able to manage your own lifestyle
What do I pay? As a Seniors’ Supportive Housing tenant you pay 50% of your gross household income for your home. This price includes the support service package listed above.

Safer Program BC Housing also offers the Shelter Aid for Elderly Renters (SAFER) program that provides monthly cash payments to help subsidize the rent seniors pay for their homes. Some Independent Living Communities may be part of the SAFER program to help seniors live in a community environment.
The criteria for the SAFER program are 1. You are age 60 or over 2. You and/or your spouse have been living in BC for a full 12 months immediately
preceding your application 3. Meet one of the following Citizenship requirements
a. Canadian citizen b. Authorized to take up permanent residence in Canada c. Convention refugee
4. You pay more than 30% of your gross (before tax) monthly household income towards rent for your home
5. Your gross (before tax) monthly household income does not exceed the requirements below:
How is Safer Calculated? SAFER reimburses between 35% - 90% of the difference between 30% of your total income and your rent. The program provides the most subsidy to people with the least income. There are maximum rent levels with this program.

Seniors’ Rental Housing
There is also a Seniors’ Rental Housing (SRH) initiative in BC available for those over the age of 55. Approximately 40 developments are being built around the province providing new one-bedroom apartments for individuals who are still able to live independently with an option for staying in the community they know and love. These units have been made more affordable through contributions from all three levels of government. Most low-income seniors and persons with disabilities will pay 30% of the household income on rent. However, as there is no ongoing operating subsidy, the non-profit operators also offer housing units to those at a higher range of income levels to ensure that they are able to meet their operating costs.
The criteria for the Seniors Rental Housing are: Seniors age 55 and older who are able to live independently Couples where at least one person is age 55 or older
Available options for the Seniors' Rental Housing initiative are determined by tenant income:
The seniors’ income must be below the SRH limits listed below: Lower Mainland - $48,000 Southern BC - $47,500 Vancouver Island - $47,000 Northern BC - $40,000
The rent is geared to income based on 30% of total income. Seniors with a higher range of income but with a maximum income of $61,300 may apply however the rent will be set to a fixed rate.

Assisted Living The definition for Assisted Living is the same as Independent Living (above) with the same services included in the monthly fee however seniors living in Assisted Living require help with activities of daily living. Assisted Living services will be included and identified in the list similar to Independent Living. Assisted Living Communities may be separate buildings or they may be designated suites within an Independent Living building. Suites are rented on a month to month basis and you are required to sign occupancy agreements that will outline the services provided.
In BC Assisted Living communities there are mainly two prescribed services available in both funded and private care 1. Regular assistance with activities of daily living, including eating, mobility,
dressing, grooming, bathing or personal hygiene 2. Central storage of medication, distribution of medication, or monitoring the
taking of medication These two prescribed services listed above are provided by a Health Care Aide. These Health Care Aides may be the employee of the community or they may be the employee of a company contracted to the community to provide these services to their residents. All Health Care Aides, as of last year are required to register with the BC Care Aide Registry. The registry is a data base of credentialed or registered care aides and community health workers. The purpose of this registry is to ensure the protection of vulnerable adults, to promote and improve standards of care and to promote professional development in the Care Aide profession. This registry provides peace of mind to the families knowing their loved ones requiring Assisted Living prescribed services are in the best of care.

Is there funding available for Assisted Living? All Heath Authorities throughout BC offer a subsidized (also called publicly funded) Assisted Living program. The Assisted Living program is a collaboration among the Health Authorities, BC Housing and private and non-profit housing providers. Subsidized Assisted Living is the same as Private Pay Assisted Living which includes accommodation, hospitality services and personal care. Private pay or subsidized assisted living offers the services previously stated in this document, hospitality services include meals, weekly cleaning and linen laundry, social and recreational activities and 24 hour emergency response. Personal services are the two prescribed services stated above. This subsidized funding is primarily intended for seniors with low to moderate income.
How do I apply? You first must determine which local Health Authority you are living in or wish to live in. The map below shows the areas.

Criteria for Subsidized Assisted Living
First you must contact the local Health Authority and ask to speak with a Case Manager. The Case Manager will use a standard assessment tool to determine if you are eligible and an appropriate candidate.
You may be a candidate if you are: 1. Eligible to receive home support services 2. Able to direct your own care and make decisions about your needs 3. Able to live independently but require help with day to day activities 4. Do not behave in ways that put the safety of others at risk 5. Are able to take direction in an emergency 6. Can communicate and be understood by others 7. Not managing well in your home with the current available services The Case Manager will discuss subsidized Assisted Living with you, complete an assessment and if you are eligible provide you with the names of subsidized sites in your area. They will also suggest you complete a tour of the communities you are interested in. If the community you choose is not available you will be placed on the wait list. At this time the Case Manager will tell you the estimated waiting period. Once the suite becomes available you will be interviewed again to ensure your needs have not changed significantly and final approval will begin. Once the Assisted Living Community and your Case Manager have agreed on your suitability your move-in will be scheduled.
What does Subsidized Assisted Living Cost? Each Health Authority has a slightly different model however the concept is similar in all regions across BC. The senior pays 70% of their most recent year’s income after taxes. This amount is paid directly to the housing provider. This amount includes all services and personal care. Couples living in Assisted Living are charged 70% of their combined after tax income.

Assisted Living Cost
Assisted living rates are reviewed and adjusted annually based on your latest tax information available. Any adjustments to the rate will take effect January 1st of each year. While living in an Assisted Living community, if your expenses increase and you are not left with $300 of disposable income each month for other essentials, the Case Manager may review your file and make adjustments to the rate. Gifting money to family is not considered a valid reason for income reduction causing disposable income to not be $300 per month. Some Assisted Living buildings in some Health Authority districts may also be eligible for the SAFER program which was identified earlier. Should you require additional help your Case Manager will advise you if this program is applicable for your area and building. Some of the Health Authorities have created a Subsidized Assisted Living Handbooks (links below) which provide detailed information on this program. While each Health Authority may vary to a certain degree, the basic information and questions and answers remain the same for subsidized Assisted Living. We highly recommend you review these because they are extremely useful in explaining the information. Long Term Care/Residential Care This segment provides housing, hospitality services and personal assistance as identified above except with 24 hour professional nursing care for seniors unable to care for themselves. These facilities provide care on a regular basis in a facility setting for seniors who cannot take care of themselves but are not in need of hospitalization. This also includes intermediate care, also referred to as licensed care, multi-level care, extended care hospitals, private hospitals, Palliative Care or Respite Care. These must be licensed and may be private pay or government funded. Long Term Care can be operated by the Health Authorities (owned), non-profit, private or subsidized community operators. There are some operators that operate all 3 segments, Independent Living, Assisted Living and Long Term Complex Care buildings. Companies like Chartwell Senior Housing, Revera Living and Retirement Concepts are an example of companies that are involved in all 3 segments of senior living. The majority of Long Term Care is funded by the government however there is a growing demand for Private Pay Long Term Care because of the large shortage of funded beds in BC. Sunrise Senior Living is an example of a private pay community. Private Pay may cost $5000 per month and up.
What does Subsidized/Funded Long Term Care Cost? While the BC Health Authorities publicly subsidize residential care facilities, the residents contribute towards the daily costs of food and accommodation. Seniors pay 80% of their after tax income and by a rate schedule determined by the Province. http://www.health.gov.bc.ca/hcc/rcr.html

Long Term Care Cost Criteria: 1. You have a health care need that requires 24-hour residential care 2. You are a Canadian citizen or a permanent resident meeting BC’s residency
requirements 3. You agree to the assessment process including the release of financial information 4. You have tried all of the avenues available for receiving care at home
How to access residential care if you are living at home? You should contact your local Health Authority and speak with a Home Health Case Manager who will determine your needs and eligibility. Priority is always given to those with the highest need and at the greatest risk. The search for a residential care bed that best meets your needs starts as soon as the case manager completes your assessment. It is important to let the case manager know if you experience changes in your health while waiting for a bed. If you are already living in an Independent or Assisted Living Community your Community Relations Manager will help you to determine the best option for you.
Some More Information to Consider:
Campus of Care This community consists of either buildings wings or floors that provide all aspects of care for seniors. Independent Living, Assisted Living, Licensed Care and Residential Care are provided in one location which enables the senior to age in place and not be required to change communities when their needs change. Unfortunately most Campus of Care communities are located in urban areas due to the land pricing and ability to expand being limited in the city environments.
Home Support Services This term is used to identify help to support senior’s still living in their own home and/or in Independent Living Communities. Services are non-medical in nature and include meal preparation/delivery, homemaking, home maintenance, transportation, security checks and friendly visits among others. This would also include assistance with activities of daily living.

Areas of their expertise they may be able to help you may include: 1. deciding what is right for you 2. when is the right time to move 3. what is your price range 4. what is available, setting up appointments and taking you to the
