The villagers including Girdhari Lal, Dharam Singh, Babu Ram and Om Parkash Sharma said that Tehsil Bhella was approved by the Govt of Jammu and Kashmir under its Order No 242 dated 21st October, 2014 but due to delayed implementation, they had moved the High Court Single Bench. The writ was allowed by the Single Bench on 13th October, 2015 with directions to make it functional within three months' period. The State instead of implementing this judgment, filed an LPA which was disposed off by the Double Bench under its judg- ment dated 29th December, 2016 directing the State to make Tehsil Bhella functional for all practical purposes in terms of Government Order dated 21st October, 2014 within a period of six months. The villagers have appealed to the govern- ment to make Tehsil Bhella functional at the earliest possible. Acquittal in ‘rape bid’ case STATE TIMES NEWS JAMMU: Presiding Officer, Fast Track Court on Monday acquitted one, Davinder Kumar in an attempt to rape case, as prosecution failed to prove its case. According to police, the mother of the prosecutrix alleged that during the inter- vening night of 4/5th July, 2014, the prosecutrix aged 12 years was sleeping with her younger sister in a room when the aforementioned person entered their room at about 01:30/02:00 AM. It was further alleged that the accused opened the door of the said room, went inside and started behaving inappropri- ately and tried to commit the rape. Upon which the pros- ecutrix raised alarm and called her father. In the meantime, the accused managed to flee from the spot. After hearing both the sides, the Court observed that it is the duty of the prosecution to prove the role played by the accused person for the commission of the offence. The Court further observed that the prosecution story was shrouded with mystery and cannot be relied upon. With these observations, the Court acquitted the accused. Court denies bail to rape accused STATE TIMES NEWS JAMMU: Principal Sessions Judge, Kathua Vinod Chatterji Koul on Monday rejected the bail application of Gorkhu, son of Nasib Chand, resident of village Sunkhul at Dinga Amb, Kathua for his alleged involvement in rape case. According to police, the accused was arrested in FIR No. 129/2016 for offence punishable under Section 363 RPC but during investigation, the police recorded statement of the victim under Section 164-A CrPC and prima facie estab- lished the offences punishable under Sections 363, 376 and 342 RPC against the accused. The Court observed that severity of the crime alleged to have been committed by the petitioner, the supporting evi- dence and all other connected facts, justify an inference that he may misuse the concession of bail to escape the dragnet of law. With these observations, the Court rejected the bail application of the rape accused. STATE TIMES NEWS KATHUA: The seven-day Shrimad Bhagwat Katha began with religious fervour at Jasrotia Biradari Dev Sathaan Jasrota, here for peace and goodwill among the Jasrotia Biradari. The Katha will conclude on 22nd January. An inaugural function was organised by the blessings of Krishan Nand Maharaj in which over 1,000 members of the Jasrotia Biradari and other took part. The Shrimad Bhagwat Katha, narrated by Romesh Shastri and his team, will start daily at 11:00 AM and close with Aarti at 4:00 PM. Angrej Singh, a singer from Jammu and his team would also be presenting Bhajans and songs during the seven days Katha and enthrall the devotees. Krishan Nand Ji Maharaj appealed peo- ple to come forward to make this event a great success. Seven-day Shrimad Bhagwat Katha begins Devotees during the inaugural function of Shrimad Bhagwat Katha at Kathua. STATE TIMES NEWS JAMMU: The Legislative Council on Monday con- cluded the discussion on Motion of Thanks on Governor's Address. Resuming the discussion in the House, Ghulam Nabi Monga expressed concern over diminishing role of Panchayats and urged for early conduct of elections to rural and urban bodies. He also called for consti- tution of State Information Commission (SIC) and asked the gov- ernment to initiate dia- logue process in the Valley with involvement of Members of Legislature. Ramesh Arora under- scored the importance of democratic framework and institutions for ensuring peace and harmony. He called for strengthen- ing democratic institutions in the State. Meanwhile, Zaffar Iqbal Manhas said that peace is indispensible for development, adding that, youth is the vehicle of development and called for harnessing young energies. STATE TIMES NEWSDODA: The residents of Tehsil Bhella havedemanded implementation of Jammu andKashmir High Court judgment issued bythe Bench comprising of Chief JusticeN.Paul Vasantha Kumar and Justice TashiRabstan in the OWP No 1497/2015, MPNo 1/2015.

The villagers including Girdhari Lal,Dharam Singh, Babu Ram and OmParkash Sharma said that Tehsil Bhellawas approved by the Govt of Jammu andKashmir under its Order No 242 dated21st October, 2014 but due to delayedimplementation, they had moved the High

Court Single Bench. The writ was allowedby the Single Bench on 13th October, 2015with directions to make it functional withinthree months' period.

The State instead of implementing thisjudgment, filed an LPA which was disposedoff by the Double Bench under its judg-ment dated 29th December, 2016 directingthe State to make Tehsil Bhella functionalfor all practical purposes in terms ofGovernment Order dated 21st October,2014 within a period of six months.

The villagers have appealed to the govern-ment to make Tehsil Bhella functional atthe earliest possible.

Acquittal in‘rape bid’ caseSTATE TIMES NEWS

JAMMU: Presiding Officer,Fast Track Court on Mondayacquitted one, DavinderKumar in an attempt to rapecase, as prosecution failed toprove its case.

According to police, themother of the prosecutrixalleged that during the inter-vening night of 4/5th July,2014, the prosecutrix aged 12years was sleeping with heryounger sister in a room whenthe aforementioned personentered their room at about01:30/02:00 AM.

It was further alleged that theaccused opened the door of thesaid room, went inside andstarted behaving inappropri-ately and tried to commit therape. Upon which the pros-ecutrix raised alarm and calledher father. In the meantime,the accused managed to fleefrom the spot.

After hearing both the sides,the Court observed that it is theduty of the prosecution to provethe role played by the accusedperson for the commission ofthe offence.

The Court further observedthat the prosecution story wasshrouded with mystery andcannot be relied upon. Withthese observations, the Courtacquitted the accused.

Court denies bail to rape accused STATE TIMES NEWS

JAMMU: Principal Sessions Judge, Kathua Vinod ChatterjiKoul on Monday rejected the bail application of Gorkhu, sonof Nasib Chand, resident of village Sunkhul at Dinga Amb,Kathua for his alleged involvement in rape case.

According to police, the accused was arrested in FIR No.129/2016 for offence punishable under Section 363 RPCbut during investigation, the police recorded statement ofthe victim under Section 164-A CrPC and prima facie estab-lished the offences punishable under Sections 363, 376 and342 RPC against the accused.

The Court observed that severity of the crime alleged tohave been committed by the petitioner, the supporting evi-dence and all other connected facts, justify an inference thathe may misuse the concession of bail to escape the dragnetof law. With these observations, the Court rejected the bailapplication of the rape accused.
