The visit of Prime Minister ManmohanSingh and Madam Sonia Gandhi to theriot torn villages of Muzzafarnagar hasrevealed a strange story of sorts. Thevisit took place late but still it is better

should have proved a balm to bothcommunities but unfortunately itseemed that the PM and Sonia Gandhiwere pre-tuned to focus only on onecommunity. The reports suggest thatalong with the minority community, the
members of the majority too suffered.It was incumbent upon the PM and
Sonia Gandhi to listen to the woes ofthe people drawn from Jats who werefirst targeted in Kawal village on
August 27, when two boys objected toteasing of their sister by a Muslimyouth Shahnawaz. All the three werekilled in the fight that ensued afterheated arguments between them. Jats
are sore that the PM chose to meet onlyMuslims in the relief camps ofMuzaffarnagar. This cannot be anexample of Raj Dharma. The PM andSonia Gandhi ought to have visited suf-
fering men of both communities
because they have all suffered the c om-munal passions. 42000 people have fledtheir villages. Religious places of bothHindus and Muslims have been dam-aged. Sadly, perhaps votes are importantthan Raj Dharma. Opposing Modi for
Gujarat riots is easy but playing politicswith votes in mind by the highest politi-

lenge the aspirations of the young peopleof Kashmir in the name of religion. He isriding a dangerous path by deriding thesecular traditions of the valley. Song,drama, theatre, and singing have always
been part and parcel of Kash mirs cul-ture. The world has travelled too far andthe progress of time cannot be marched
backwards at the call of misinformed andrisky men like him. Poisoning the youngminds of the valley that India is a differ-ent nation, Geelani ought to know wellfor himself that Kashmir was always a
part of India. History cannot be contestedon the statement of a maverick who doesnot wish to look beyond some narrowvisions. The funny part of the insidiousGeelani diatribe comes to naught whenthe Principal of Government MedicalCollege, Srinagar said that the studentshad gone there to attend academicactivities and not in any immoral activ-ities. Immoral activities have manyconnotations. Geelani has indulged insuch activities by hoodwinking public
opinion and instigating people to meethis own vision of a narrow, sectarianand retrograde Kashmir. He ought tohave been in jail and not free.

NEW DELHI, SEP 17: AlthoughGujarat Chief Minister NarendraModi has expressed no desire toappoint a deputy in Gujarat, his sup-
porters are putting pressure on him to
let them assist him. This could lead toa significant churn in the leadershipof the BJP in Gujarat and Delhi in thecoming weeks. The campaign com-mittee chief will not only decide the
outline of the party's campaign activ-ity but will have a significant say indeciding candidates in the Lok Sabhaelection.

Selection Board of Jammu and Kashmir
conducted a Written Test for various cate-
gories of posts (Teachers, Village Level
Workers and Laboratory Assistants) where
basic qualifi cation was 10+2. According
to Secretary, SSB, there were 190229 can-
didates who were scheduled to appear for
the written test. The test was conducted in
20 districts of Jammu & Kashmir across
603 centres. The overall turn-out as per

leave a sulking Lal Krishna Advani to
fend for himself, even as the party
patriarch tried reaching out to Modi in
his Korba rally on Monday. The party
is not going to take any disciplinary
action against the leader, nor would
any emissary be going to Advani to
placate him.
BJP leaders close to Advani said his
concerns over Modi's elevation were
conveyed by Sushma Swaraj to the
BJP's Parliamentary Board on the day
of Modi's appointment. These were
seconded by former BJP President
Nitin Gadkari, but in a much more
muted way.
Advani believes because of Modi's
elevation the anti-congress movement
will be hijacked by an anti-Modi cam-
paign. Modi's elevation will substan-
tially damage BJP's prospects of
attracting any allies. Finally, in case of
BJP losing in any of the states in the
upcoming Assembly elections, thedefeat will be read as a defeat of Modi,
so his elevation should be delayed.

neither does nor inspires much confi-

an un diluted bill that would bring
within its ambit all the temples and
shrines in Kashmir.

youth seems to be taking ages to come

Truwah on Tuesday near Verinag in
south Kashmir.
The main features of the festival and
yatra were Puja Archana held during
the night of 16th September and 17th
September at the shrine complex.
Vetasta Devasthan Prabandak
Committee(VDPC) had made all the
arrangements for the smooth conduct
of yatra and festival with the active
cooperation of district and local
administration.
The initiative in this regard was taken
by the VDPC, to bring the Muslim
brethren and Kashmiri Pandits closer
through two days festival.
All the Pandits of Achabal,Akingam,Anantnag, Dooru, verinag and
Chingund have hailed the efforts of
Vitasta Devsathan Prabandak
Committee (VDPC) for taking initia-
tive for revival and restoration of one
of the most sacred shrines of Kashmir.

the area thronged the place to have a
glimpse of the festivities and utilized
the occasion to reunite with their old
friends presently living in other

tance from the Veth-Vitru springs, he
added.

Al Qaida is sues ....Osama bin Laden lived there until his
death in May 2011. It also has close
ties to the Tehrik-e-Taliban Pakistan,
with which the Pakistan government
has said it will hold peace talks.
Zawahri cited the need to weaken
Algeria - which crushed Islamist mili-
tants in a civil war in the 1990s - andspread jihadi influence throughout the
Maghreb and West Africa.
And, in an apparent nod to those who
say al-Qaida's focus on the United
States weakens their battle against
governments at home, he endorsed the
right of militants to fight Russians in
the Caucasus, Indians in Kashmir and
Chinese in Xinjiang.
Avoid attacking other sects
Founded in 1988 during the Soviet
occupation of Afghanistan, al-Qaida
has adapted to the Western onslaught
against it which followed the
September 11 attacks by building a
network of alliances and affiliates in
Muslim countries around the world.
Adept at exploiting conflicts like
Afghanistan and Iraq, the Arab upris-
ings have given al-Qaida a new lease
of life - in Syria, for example, fighters
loyal to al-Qaida play a powerful role
in the opposition to President Bashar
al-Assad.
But its indiscriminate violence,
including suicide bombings and tar-
geting of Shia Muslims, has made it
unpopular among many Muslims.
Zawahri called on his mainly Salafist
followers to avoid attacking other
Muslim sects, and said if they were
attacked, they should limit their
response to those involved in fighting.
They should also leave alone
Christians, Hindus and Sikhs living in
Muslim lands, respect the lives of
women and children and refrain from
targeting enemies in mosques, mar-
kets and gatherings where they mix
with Muslims they were not fighting.
But while affiliates subscribe to al-
Qaida's ideology, they are largely
autonomous in day-to-day operations,
making it hard for Zawahri to control
the behaviour of their fighters.
"The biggest theme in Zawahri's doc-
ument is restraint," Daveed
Gartenstein-Ross, a expert at the
Foundation for Defense of
Democracies, said on Twitter. "This
seems to acknowledge the excesses
that have tarnished AQ's brand."
The document was posted on
September 13, according to SITE,
although it was unclear when the
guidelines were written by Zawahri,
whose messages - based on their con-
tent - appear to take weeks to be
smuggled out from where he is in hid-
ing.
Zawahri, an Egyptian, made no spe-
cific reference to Egypt, though he
said that "in the environs of Jerusalem,
the foremost and primary battle is
against the Jews."
He had previously been critical of the
Islamist Muslim Brotherhood for par-
ticipating in democracy, and the over-
throw of President Mohamed Morsi
by the Egyptian army has raised fearsal-Qaida would exploit this to encour-
age conflict in Egypt.
However, noting that al-Qaida would
cooperate with other Islamic groups
on areas of agreement, he said "our
differences with other Islamic groups
should not distract us from con-
fronting the enemies of Islam ..."
Indian posts ...troops targeted three Indian posts in
Mendhar sub-sector at around 2330
hours last night injuring BSF consta-
ble Mohammad Abu Siddiqi.
They also fired rocket projectile
grenades, the BSF officials said. The
injured jawan was hospitalised, they
said adding the splinters embedded in
his body had been removed and he
was out of danger.
Indian border guards gave a befitting
reply firing 98 rounds of medium
machine guns and 34 grenades, trig-
gering exchanges which continued for
a few hours.Pakistani troops also fired on Indian
forward posts in other belt of Mendhar
at around 2125 hours last night,
Defence spokesman SN Acharya said
adding India gave a calibrated reply.
The firing and mortar shelling contin-
ued till 2 pm today.
Forty-year-old Taj Mohammad, a
civilian, was injured in the Pakistani
firing at Dera Basi in Mendhar this
afternoon and was admitted to a hospi-
tal, police said.
On September 16, Pakistani troops
violated the ceasefire twice in Mandi
and Garhi sectors in Poonch district.
There has been over 90 ceasefire vio-
lations by Pakistan since January one
this year.
Two militants ..spokesman said. He said the security
forces came under firing from mili-
tants when troops surrounded a build-
ing where they were hiding. The secu-
rity forces returned the firing, trigger-
ing a fierce gun battle, the spokesman
said adding the operation was in
progress till late in the night. A police
spokesman said two militants were
killed and they were yet to be identi-
fied.

JAMMU, SEPTEMBER16: Chief Minister OmarAbdullah on Monday saidthat his political agenda is notfocused on obtaining thechair but to serve people andsteer the State towards peace,
prosperity and development.
He said some politicians mayhave the political aim ofobtaining power but his poli-tics revolves round the publicservice. The Chief Ministersaid that all the politicians arenot with motivated interests
but they are with aim to servetheir people. "Like in otherfields of life there may besome bad politicians in politi-cal field but the majority ofthem are good people com-mitted to the service to the
people and the Nation", hesaid and asked the studentsnot to shun the desire ofentering politics after com-
pleting their studies by get-ting disappointed with the
performance and actions ofsome politicians.Describing youth future ofthe country, the ChiefMinister told them to nurturethemselves into best possible
human resource to lead theState and the country as capa-
ble, qualified and astute lead-ers. "All of us have to leavethe field for younger genera-tion. Politics is no differentgame. Politicians have also tomake way for young peopleto come in and hold thestage", he said and expressedthe hope that younger genera-tion would be better man-agers of the affairs in future.

opment of sports infrastruc-
ture is a priority with his
Department.
Addressing a public meeting
here, the Minister said the
State Government has sub-
mitted a sports infrastructure
development proposal of Rs.
1000 crore to the centre and
Prime Minister, Dr.
Manmohan Singh has been
kind to approve the proposal.
He said under the proposal
stadia and sports fields would
be constructed all around the
State.
Mr. Taj said Government has
made a policy under which
every block in the State
would be provided with both
indoor and outdoor sports
complexes. The idea, he said,
is to make sports activity and
infrastructure available all
through the year. He said
many parts of the State,
owing to harsh winters, do
not have facilities to conduct
sports events during winter
and youth of these areas have
to suffer by remaining idle.
The Minister said every pan-
chayat in the State would be
provided with a sports field
and asked people to look for
available land so that the
same is developed as sports
fields. He said the other
sports paraphernalia like
equipment etc. is also being
upgraded and strengthened to
meet the requirements of
present times.
Mr. Taj said many epoch
making steps have been taken
by the Government during
the past five years or so. He
said historic legislations like
J&K Water Resources Act,
RTI Act, Public Services
Guarantee Act etc. have been
passed during this period. He
said the State has also seen a
boom of develo pment activi-
ty by construction of schools,
hospitals, roads and strength-
ening of facilities like health-
care, education, social wel-
fare etc.
During his tour of the area,
the Minister also inaugurated
a T 20 cricket tournament.
The inaugural match was
played between the teams of
Darhal and Jammu.

academic institutions have
slipped down the rungs in
global rankings but the uni-
versity that once led the orderof excellence at home has
taken the worst tumble.
Calcutta University, the 157-
year-old institution that
counts Meghnad Saha,
Bankim Chandra Chatterjee,
Rajendra Prasad, Subhash
Chandra Bose and Nirad C
Chaudhuri among its alma
mater, has dropped 100
places in world rankings to
below 700. Not a single
Indian university figured
among the top 200 in the QS
World University Rankings.
The ranks were given on four
key parameters: research ,
teaching, employability and
internationalization. The
methodology has six indica-
tors : academic reputation
(40%), employer reputation
(10%), and facultystudent
ratio (20%), citations per fac-
ulty (20%), international stu-
dents (5%) and internationalfaculty (5%). CU was among
the worst performers in all
parameters, showing i ts pre-
cipitous decline as a world-
class institution. The ranking
was a wakeup call for the
Mamata Banerjee govern-
ment, which has vowed to
restore the state's academic
institutions to their old glory.
Education minister Bratya
Basu, however, said the
parameters for ra nkings were
not always applicable to
Indian institutions.
IIMC among top 20 B-
schools
C alcutta University's dismal
performance has somewhat
been miti gated with the
Financial Times Global
Rankings for Masters in
Management programs put-
ting IIM-Calcutta among the
top 20 in the world. At 19th,
the IIM-C is placed above theprestigious London School of
Economics.
'Didn't participate in rank-
ings' They award points on
international faculty, students
from abroad and number of
Nobel laureates, which are
obviously very few in Indian
universities. CU is perform-
ing very well and has
received accolades from all
over the world. So, I don't see
any reason to panic or fret,"
Basu said.
CU vice-chancellor Suranjan
Das said the university didn't
participate in the rankings.
"They had asked for data but
we didn't provide it to them.
Some of the parameters
included were not applicable
for CU, like international fac-
ulty, international students,
student-teacher ratio. We
function under a different
paradigm. On the other hand,the methodology for assess-
ing excellence which should
be applicable for India is the
input-output ratio. What
should be considered is the
number of graduates we pro-
duce with the limited funds
that are allocated to us. That
our university has still got a
rank despite the severe con-
straints is indeed commend-
able," said Das.
In 2012, the University of
Kolkata - students of which
included Nobel prize winners
was ranked around 600
among the world's top col-
leges and universities. Pro
VC (academics) of CU
Dhrubajyoti Chattopadhyay
termed the drop in rankings
as 'unfortunate'. "While the
other universities and insti-
tutes have made considerable
progre ss, we have lagged
behind. We have not beenpro-ac tive enough to stay
ahead. This is a wake-up call
for us and let's hope it
ensures an all-out effort to
turn things around," said
Chattopadhyay.
The QS World University
Rankings published last
week featured 11 Indian
institutions in the top 800
with the highest ranking
going to IIT Delhi, placed
222 on the list. Two other
institutions made it to the top
300 - IIT Bombay (233) and
IIT Kanpur (295). IIT Madras
was ranked 313 while IIT
Kharagpur stands at 346, the
only Indian institute that has
gained ranking from 349 in
2012.
CALCUTTA UNIVERSITY WORST INDIANPERFORMER IN GLOBAL RANKINGS
NEW DELHI, SEP 17:After dilly-dallying for years,IITs have agreed to get them-selves accredited bytheNational Board ofAccreditation (NBA), the
premier accreditation body inthe country. However, con-sidering their high academic
standards, IITs have beengiven the freedom to carryout the review themselvesand submit the report to
NBA.IITs have also been asked towork towards reinforcing the
brand so that it has betterchances of making it to pres-tigious 'QS Ranking' of bestinstitutions. IITs have alsodecided to continue with thisyear's format of JEE(advanced) test without anychange.Talking to reporters at theend of the IIT Council meet-ing on Monday, HRD minis-ter M M Pallam Raju saidIITs agreeing for accredita-tion would help India
become a part of theWashington Accord, an inter-national agreement amongaccrediting agencies of 14
nations that recognizes engi-neering degree programmesof each other.India is now a provisionalmember of the WashingtonAccord. One of the main cri-teria for any country to be
part of the Accord i s that itsengineering degrees should
be accredited. So far, IITswere lukewarm towards ful-filling this condition.Raju said, "IIT directors feltthat the annual review theysubject themselves to will beenough and in line with the
Washington Accord." Theminister had to face a volleyof questions as to why anexception was being madefor IITs and would it mean
other engineering institutions
also seek similar internalassessment instead of the onedone by the NBA. Educationsecretary Ashok Thakur said,
"IITs proposal would be nowtaken to the NBA."As decided in the last IITCouncil meeting, perform-ance review of directors oncea year based on the visionand mission of the institutewas also taken up. So far,review reports of directors ofIIT Patna, Roorkee andGuwahati have beenreceived. The review is to bedone by the chairman of the
board of governors of eachIIT. In June, HRD ministryhad written to the IITCouncil seeking quick imple-mentation.
IITs agree to get accredited by NBA
NEW DELHI, SEP 17:
Students with CGPA above7.0 and graduating from cen-
trally funded technical insti-
tutes (CFTIs) will be eligible
to enrol in PhD programmes
in Indian Institutes of
Technologies without GATE
score.
This and a number of meas-
ures have been approved by
the IIT Council in its 47th
meeting on Monday to
encourage students to enrol
in PhD programmes in IITs.
The meeting chaired by HRD
minister M M Pallam Raju
also deliberated on the issue
of positioning of IITs global-
ly. The council decided to
focus on augmenting
research.
Among the measures
approved is to encourage stu-
dents to take up PhD pro-
grammes in IITs and the IIT
research systems to work
closely with national devel-
opment goals such as
defence, energy, urban devel-
opment and manufacturing.
On the ranking front, a com-mittee of IIT directors is
looking into the issue and has
already interacted with QS
ranking officials to under-
stand the methodology of the
ranking agencies and sys-
tems.
Towards enhancing trans-
parency and accountability,
an annual performance
appraisal of the IIT Director
by the Board of Governors
(BoGs) of respective IITs
was emphasised. A new IIT
Council website was also
inaugurated with an aim to
place information in public
domain. A leadership devel-opment programme, first for
the senior management and
then for the younger faculty
is expected to be introduced
for the IITs to help augment
leadership qualities of the top
management in IITs.
The IIT Council also
approved the decision of the
JAB (Advanced) to continue
with the examination pattern
introduced in 2012. The
meeting was attended by
chairmen and directors of 16
IITs besides other members
of the Council.
CFTI graduates can join PhD in IITs without GATE

Nagar; Sacred Heart ConventSchool, BRS Nagar; KundanVidya Mandir; Bharti VidyaMandir and Bal BhartiPublic School are some ofthe prominent schools whichhave not updated their web-sites as per the instructions
of the CBSE. And someschools have updated vagueor complex details leaving
parents confused. Parentsfrom across the city said theywere waiting for the daywhen they can check and
compare the facilities andfee structures of all theschools. Manish Sharma, aresident of Civil Lines, said,"I was curious about feestructure, salaries of teach-ers, but the informationupdated on school websitesis not at all clear. Manyschools have just done theformality by updating payscale of the teaching facili-ty. It seems like schoolshave updated their websitesfor the CBSE, not for the
parent s."

colleges, the sanctionedposts are 2,415 . Of these ,
fixed salary lecturers are894 who are on an 11-
month contract. "Theselecturers are laid off after
the 11 months and thus,
these posts are perpetually
empty.The scenario is bleak in the
16 degree engineering col-leges of Gujarat where
sanctioned posts for pro-
fessors are 279, of these
only 27 have been filledand 252 remain empty.

AHMEDABAD, SEP 17:This winter, professionalsand students from the coun-try and abroad may brushshoulders on the CeptUniversity campus.Authorities have decided tolaunch a month-long winterschool from December where25 to 30 programmes will betaught to add to the skill setof the students. "It is one ofthe many changes we haveenvisioned for the university.As a world class institute,Cept is ensuring it is at parwith global colleges, espe-cially when it comes to morethan just the regular curricu-lum," said AnitaHiranandani, registrar, Cept.
As a habitat specific institute,the introduction of a winterschool will add to its reper-toire as students can now optfor any of the 30 odd pro-grammes and gain knowl-edge on subjects other thantheir chosen courses. "It isnot just for students, young-sters across the country canapply to these programmes.They will be on a number ofsubjects; from music to lan-guages. We will design themas certificate courses," sheadded. It will be compulsoryfor Cept students as they willget credits on the basis ofthese programmes. From thisyear, every student will getonly 75 credits from one's
chosen faculty, the other 25credits will have to besecured from other faculties."There will be 20 credits forundergraduate students and10 credits for postgraduatestudents," she said. Cept offers winter school for students across globe
PATNA, SEP 17: The mid-day meal wascooked for the first time in two months in a
primary school in Bihar where 23 school chil-dren died after eating contaminated food, offi-cials said on Tuesday. The meal was cookedMonday in the school in DharmasatiGandaman village in Saran district, a district
official said. "A total of 103 school childrenate the mid-day meal Sep 16. After the July 16tragedy, no meal was cooked in the school fortwo months as parents and villagers wereagainst it," the official said. Authorities per-suaded the villagers to accede to the resump-tion of mid-day meals. "As per an officialorder, teachers of the school first tasted themidday meal and then served it to children,"the official said. Rameshwar Mahto, a vil-lager, said children brought lunch from homelast month. The primary school does not haveits own building and was earlier running froma one-room community centre when thetragedy occurred. Later, the state governmentshut the primary school and clubbed it with a
middle school in the village, said AmarjeetSinha, state principal secretary for education.A special investigation team probing the inci-dent is yet to submit its final report. A foren-sic lab report confirmed traces of insecticidein the cooking oil used to cook the mid-daymeal July 16. Nearly 50 children were admit-
ted to hospital where 23 died. Around 16 mil-lion children in 72,000 schools across Bihareat the mid-day meal every day.
