The visit of Prime Minister ManmohanSingh and Madam Sonia Gandhi to theriot torn villages of Muzzafarnagar hasrevealed a strange story of sorts. Thevisit took place late but still it is better

late than never. In all ways, the visit ofthe PM triggered hopes. But it seemsthat wherever he goes he leaves a lot tobe desir ed. A disap point ed PrimeMinister creates unfortunately disap-

pointment . The Muzzafarn agar visit

should have proved a balm to bothcommunities but unfortunately itseemed that the PM and Sonia Gandhiwere pre-tuned to focus only on onecommunity. The reports suggest thatalong with the minority community, the

members of the majority too suffered. It was incumbent upon the PM and

Sonia Gandhi to listen to the woes ofthe people drawn from Jats who werefirst targeted in Kawal village on

August 27, when two boys objected toteasing of their sister by a Muslimyouth Shahnawaz. All the three werekilled in the fight that ensued afterheated arguments between them. Jats

are sore that the PM chose to meet onlyMuslims in the relief camps ofMuzaffarnagar. This cannot be anexample of Raj Dharma. The PM andSonia Gandhi ought to have visited suf-

    fering men of both communities

because they have all suffered the c om-munal passions. 42000 people have fledtheir villages. Religious places of bothHindus and Muslims have been dam-aged. Sadly, perhaps votes are importantthan Raj Dharma. Opposing Modi for

Gujarat riots is easy but playing politicswith votes in mind by the highest politi-

cal personalities will result only inpolitical su icide for t hem.

NOW GEELANI TO CONTROL ALL LIFE IN KASHMIR

    ROHIT SINGH RANA

Geelani, the Man Friday of instigatingviolence in the valley is now furiouswhy a group of students of GovernmentMedical College, Srinagar participatedin a cultural show at AIIMS, New Delhi. The news has shocked me and that par-ents of the said students and the collegeadministration while overlooking theirresponsibilities have devoid of all senseof dignity agreed to send their daughtersoutside the state. Indias military powerand their approach could not discourageme, however, such cases tends to be acause of concern for us. When I seesome of my people, unlike their Muslimtraditions and identity are on track toadopt a secular culture and I feel fortheir future. An authoritarian and arbi-trary rule could not make any nationtheir slaves forever, however when a

nation cease to adopt its religious andcultural traditions it is definite that theyfall prey for the nations strange to them.We took a serious notice of this cultural

show and we are investigating the matterseriously and after the quires are com-

pleted we will make it to public andthose responsible would be asked to facetrial in open. Mercifully Jammu andmany lakhs on the mountains in the Stateare not under the control of the militanthawk Syed Ali Shah Geelani. He is outwith full fury as if he were in haste tocontrol all life of the people in the valley.Jammu has rejected him and his nar-row religio-political doctrine. It willcontinue to do so, given the tremen-dous faith of the people of Jammu inupholding the truly secular and toler-ant view of life. Unfortunately it is notthat on the other side of the PeerPanchal. Kashmir valley is today pass-ing through a difficult phase. Whilethe killing of innocents is a cause ofgreat concern and every civilized soci-ety has to come out strongly to con-demn it. At the same time it has not to

be forgotten who brought the happyvalley to this position. Think of the

same lot Geelanis, Maliks, Shahs,Latrams, Sallahudins etc. Kashmir val-ley was relatively peaceful in the time

prior to 1990 and if has turned into a

place of strif e who are r esponsi ble fo rit is not difficult to surmise. Coming

back to Geelani bravado in which heboastful ly states , as if he were thechampion of Kashmiris, it is crucial toanalyse the inner working of this mili-tant hawk in order to understand theominous plan up his sleeve. Having

been given the best possibl e medicaltreatment at the cost of Indian TaxPayers money and attended by somefamous doctors whose community, hisseparatist policies turned them out;Geelani is fit for along innings inwhich he is bound to bring on the faceof the valley, death, and misery. In theform of forced shutdown calls and

publicat ion of protest calend ars, hewants to create an Intifada like situa-tion in the valley. But unfortunately forhim, the world has seen the ways of Jihadand borne it through. Terror and espous-al of narrow mind set will not work any-where now. The Egyptian people haveshown that there is a credible opposition

to Muslim Brotherhood. Pakistans armytoo is coming round the point that themonster it reared for India is ea ting themtoo. The octogenarian hawk cannot chal-

lenge the aspirations of the young peopleof Kashmir in the name of religion. He isriding a dangerous path by deriding thesecular traditions of the valley. Song, drama, theatre, and singing have always

been part and parcel of Kash mirs cul-ture. The world has travelled too far andthe progress of time cannot be marched

backwards at the call of misinformed andrisky men like him. Poisoning the youngminds of the valley that India is a differ-ent nation, Geelani ought to know wellfor himself that Kashmir was always a

part of India. History cannot be contestedon the statement of a maverick who doesnot wish to look beyond some narrowvisions. The funny part of the insidiousGeelani diatribe comes to naught whenthe Principal of Government MedicalCollege, Srinagar said that the studentshad gone there to attend academicactivities and not in any immoral activ-ities. Immoral activities have manyconnotations. Geelani has indulged insuch activities by hoodwinking public

opinion and instigating people to meethis own vision of a narrow, sectarianand retrograde Kashmir. He ought tohave been in jail and not free.

NEW DELHI, SEP 17: AlthoughGujarat Chief Minister NarendraModi has expressed no desire toappoint a deputy in Gujarat, his sup-

porters are putting pressure on him to

let them assist him. This could lead toa significant churn in the leadershipof the BJP in Gujarat and Delhi in thecoming weeks. The campaign com-mittee chief will not only decide the

outline of the party's campaign activ-ity but will have a significant say indeciding candidates in the Lok Sabhaelection.

Party leaders say the party's cam-paign comm ittee acti vity has sloweddown significantly. Alliances have to

be sewn up, conflict with allies has tobe avoided and candidates have to bechosen. The party hasn't done any ofthis so far.

If Modi is to be the face of theBJP all over India, it is highly unlike-ly that he will have time to run thecampaign, run Gujarat and also travelthe length and breadth of the country.

A senior leader of the party said, leader of Opposition in Rajya Sabha,Arun Jaitley was the frontrunner forthe post of the campaign committeechief.

"Jaitley is lobbying very hard forthe post," said the leader.

A deputy chief minister is likely

to be appointed in the days immedi-ately before the Lok Sabha polls of2014, when Modi will be more occu-

pied with election rallies . Party insid-ers said Modi fears an alternative

persons of 1965 and 1971wars. Adding furtherAvinash khanna pointed thatthis was unheard of in anydemocratic dispensationthat a large chunk of popula-tion was suffering onaccount of total apathy onthe part of the StateGovernment. Khanna lam-

basted the Omar r egime forits failure to address the var-ious issues of these dis-

place d peopl e who have

been l eft to their f ate for nofault of theirs. Avinash whois on a tour to the various

parts of th e State on gett ingthe first hand experience oftheir plight, informed that inorder to secure the future ofthe children of these unfor-tunate and politically orphan

people he has writt en lette rsto Human DevelopmentMinister Pallam Raju urginghim to reserve seats on the

In a letter addressedto the standing committee ofthe HRD Ministry, khannahas impressed upon the needto reserve seats in the techni-cal colleges all over Indiafor these refugees.Otherwise, Khanna addedthat in the context of the stepmotherly treatment metedout to them by the State gov-ernment the future of theirchildren is uncertain. In a letter written to Punjab

    Chief Minister Prakash

    Singh Badal Khanna urged

    him to consider reservation

    of seats in Punjab Techinical

    University (PTU) as is being

    done in case of Kashmiri

Migrants.Khanna further said that theHRD Ministry is asked to

extend the reservationtowards the ward of theserefugees by incorporatingword 'refugees' with so thatit reads reservation forKashmiri migrants andrefugees. Similar pleas have

been ma de to the co ncernedquarters in this matter.Taking a dig at the govern-

ment for its failure toaddress the pressing needsof the various sections of thesociety he added that thisattitude will turn the tide ofthe elections in favour ofBJP in the coming elections

as the common voter hasseen through the gimmicksof the Coalition regime.

LONDON, SEP 17: Al-Qaidaleader Ayman al-Zawahri hasissued his first specific guidelinesfor jihad, urging restraint inattacking other Muslim sects andnon-Muslims and in starting con-flicts in countries where jihadismight find a safe base to promotetheir ideas. The document, pub-lished by the SITE monitoringservice, provides a rare look at al-Qaida's strategy 12 years after theSeptember 11 attacks on theUnited States and the nature of itsglobal ambitions from NorthAfrica to the Caucasus to

Kashmir. While al-Qaida's military aimremained to weaken the United

States and Israel, Zawahristressed the importance of"dawa", or missionary work, to

spread its ideas."As far as targeting the prox-

ies of America is concerned, itdiffers from place to place. The

basic principle is t o avoid enter-ing into any conflict with them, except in the countries where con-fronting them becomesinevitable," he said. Those com-ments are particularly relevant for

North Africa, where many ana-lysts believe al-Qaida is using theless restrictive environmentwhich followed the 2011 Arabuprisings to seek new followers, often through local alliances,

while avoiding drawing attentionto itself by eschewing attacks."... our struggle is a long one,

and jihad is in need of safe bases,"Zawahri said in his "generalguidelines for jihad" posted on

    jihadi forums.Zawahri spelled out where

conflict was inevitable, includingAfghanistan, Iraq, Syria, Yemenand Somalia.

In Pakistan, where intelli-gence sources believe Zawahri ishiding, he said fighting "aims atcreating a safe haven for themujahideen in Pakistan, whichcan then be used as a launching

    WEDNESDAY, SEPTEMBER 18, 20132

Post anointment ...Gujarat, hence, is likely to appoint one

of his loyalists. Among those who

    could be considered include

    Anandiben Patel, revenue minister in

    Gujarat, and Purshottam Rupala, a

    Rajya Sabha MP from Gujarat.

    Earlier, speaking to Business

Standard, Rupala said, "I should be

    considered. I am the senior-most

leader in Gujarat."Meanwhile, the BJP has decided to

leave a sulking Lal Krishna Advani to

fend for himself, even as the party

patriarch tried reaching out to Modi in

his Korba rally on Monday. The party

is not going to take any disciplinary

action against the leader, nor would

any emissary be going to Advani to

    placate him.

BJP leaders close to Advani said his

    concerns over Modi's elevation were

conveyed by Sushma Swaraj to the

BJP's Parliamentary Board on the day

    of Modi's appointment. These were

    seconded by former BJP President

Nitin Gadkari, but in a much more

    muted way.

    Advani believes because of Modi's

    elevation the anti-congress movement

will be hijacked by an anti-Modi cam-

    paign. Modi's elevation will substan-

    tially damage BJP's prospects of

attracting any allies. Finally, in case of

BJP losing in any of the states in the

upcoming Assembly elections, thedefeat will be read as a defeat of Modi,

so his elevation should be delayed.

Modi to resign ...CM of Gujarat as well.

Earlier addressing a group of young

student in Gujarat, Modi had promised

that he would not leave his responsi-

bilities for Gujarat if he would be

given any bigger role in national poli-

tics. Modi won assembly elections for

    fourth consecutive times in Gujarat.

    Despite Advani's reservation on the

    announcement on Modi, the Gujarat

CM has been named the prime minis-

terial candidate of BJP. Advani earlier

had resigned from crucial posts in

    NDA following Modi's previous ele-

    vation as election campaign chief.

However, the veteran later had with-

    drawn his resignation being convinced

    by RSS.

Court asks ...Murtaza and Justice Arvind Kumar

    Tripathi-II directed the state's

    Additional Advocate General Bulbul

Godiyal to apprise the court within

two weeks on writs on communal riots

filed in the Supreme Court and the

    Allahabad high court as well.

According to the PIL, the action and

policy of the current government and

its officials has been such that it shows

a definite tilt towards a particular sect.

In all the riots that took place in the last

    18 months, the administration shied

away from taking action against cul-

prits of that particular sect, it contend-

ed, claiming this has resulted in a sense

of mistrust in members of the other

    community, including the petitioner.

Kashmiri Pandits ...members of the youth wing and

DOPK.Deep Visarjan was done by themembers by immersing the lit

Deepak's in the canal creating an exot-

    ic atmosphere.Leading members of

    the community including H.L.Chatta

    President ASKPC President PNBMT

    A.N.Pandit,Shri M.K.Raina President

Jwala Ji samiti also spoke on the occa-

    sion.

    Virender Raina while addressing the

gathering said that the cultural geno-

cide is going on at a fast pace and

    unless drastic measures are taken

    irreparable damage would take place

to the cultural heritage of Kashmiri

    Pandits. Destruction and usurpation of

the temples of Kashmir is going on

unabated and there is an urgent need

for the passage of the Temples and

Shrines Bill. Temples of Kashmir rep-

resent the ancient heritage of all

    Kashmiris irrespective of religious

beliefs and we have to rise above the

narrow parochial interests in this mat-

    ter.Kashmiri Pandits would only

return to their own Homeland in

Kashmir where there is free flow of

    Indian constitution and no possibility

of any refoulment. There is a need to

    take massive confidence building

measures to instil a sense of confi-

    dence among the displaced communi-

ty. The outcome of the recent so called

    Apex Committee meeting in Kashmir

neither does nor inspires much confi-

    dence.Memers of the community want

an un diluted bill that would bring

within its ambit all the temples and

    shrines in Kashmir.

    H.L.Chatta while addressing the gath-

ering said that The special employ-

ment package of the PM for the KP

youth seems to be taking ages to come

into effect and is getting mired into all

    kinds' of administrative and bureau-

cratic wrangles. There is a need to

    remove the draconian conditions

    attached to the employment package

and to make it humane and fair. The

    recent apex comittee meeting in

Kashmir has failed to address any of

the concerns of the displaced popula-

    tion instead only hollow promises

    have been given to the

    community.The civic amenities in the

Jagti township leave much to be

    desired.

A leading member of the community

Utpal Kaul came from Delhi today to

    attend the Vitasta day

    celebrations.This year Ashwani

    Kumar chrungoo observed the Vitasta

    day celebration in Chandigarh along

with the members of the Chandigarh

    and Panckula associations. Shiv Dass,

    The co-ordinator of Chandigarh chap-

ter of Panun Kashmir informed that

    the preparations for the fortcoming

    holocaust exhibition and Anandpur

Sahib yatra on 21st and 22nd

September are in full swing.Meanwhile the Kashmiri Pandits also

celebrates the Birthday of river Vitasta

or Jhelum at its original place Veth-

Vitru on Veth Truwah on Tuesday.

    Hundreds of displaced Kashmiri

Pandits who arrived here from Jammu

took part in Yatra and offered prayers

on Tuesday at Veth-Vitru on Veth

Truwah on Tuesday near Verinag in

    south Kashmir.

The main features of the festival and

yatra were Puja Archana held during

the night of 16th September and 17th

    September at the shrine complex.

    Vetasta Devasthan Prabandak

    Committee(VDPC) had made all the

    arrangements for the smooth conduct

of yatra and festival with the active

    cooperation of district and local

    administration.

The initiative in this regard was taken

by the VDPC, to bring the Muslim

    brethren and Kashmiri Pandits closer

    through two days festival.

All the Pandits of Achabal,Akingam,Anantnag, Dooru, verinag and

Chingund have hailed the efforts of

    Vitasta Devsathan Prabandak

    Committee (VDPC) for taking initia-

tive for revival and restoration of one

of the most sacred shrines of Kashmir.

Large number of local residents from

the area thronged the place to have a

glimpse of the festivities and utilized

the occasion to reunite with their old

    friends presently living in other

    areas." We are incomplete without

each other," the members from both

the communities said in when they

    saw each other.

R K Bhat, the General secretary of

    Vetasta Devasthan Prabandak

    Committee (VDPC) Verinag, said that

the Vitasta is the holy source of the

river of Kashmir,Vitasta, which is also

alternately called as Jehlum . The

Hindus believe the holy twin springs

at Vitasta to be the virgin roopa

(Kumari Roopa) of Mata Parvati and

the Hindus also believe that the

Parvati after her marriage to lord shiva

came in the form of a water sprout at

Verinag which is at one kilometer dis-

tance from the Veth-Vitru springs, he

    added.

Rockey Pandita, who is a engineer by

profession, the son of Late Badri Nath

Pandita, who was a renowned advo-

cate and a social activist, appreciated

    the co-operation extended by district

    and Tehsil authorities and particular

the local people of all hues and

    coloures for providing necessary facil-

    ities for the yatris.

While talking to Scoop News, Rockey

Pandita expressed a hope that the

Yatra will restore the trust between the

    Kashmiri majority and Kashmiri

minority and called the" Yatra a step in

the right direction".Ashok Kumar Tiku, Retired

Headmaster also hailed the Yatra in

the spirit in which it is intended.

    Moti Lal, President of Vetasta

    thankful to the district administration

    making the function a success.

Finance Minister to ...offices. He said the track record of the

CSC is clear that whatever commit-

ments it has made with the employees

in the past have been fulfilled in letter

and spirit. He said the Government

was not in favour of any confrontation

with its employees. He said that

    despite limited financial resources the

Government has met most of the

demands of the employees and will

continue to hold discussion with them

    to redress their remaining genuine

    grievances.

The other members of the CSC who

were present in the meeting included

    the Minister for Rural Development

    and Panchayati Raj, Mr. Ali

    Mohammad Sagar, Minister for

Medical Education and Sports, Mr. Taj

    Mohi-ud-din, Minister for PHE,

    Irrigation and Flood Control, Mr.

Sham Lal Sharma and the Minister for

    Planning and Development, Mr. Ajay

    Sadhotra.

    Chief Secretary, Mr. Iqbal Khanday,

    Principal Secretary Planning and

    Development, Mr. B. R. Sharma,

Principal Secretary Finance, Mr. B. B.

    Vyas, Principal Secretary Home, Mr.

    Suresh Kumar and Secretary, General

    Administration Department, Mr. M.

    A. Bukhari were also present in the

    meeting.

    The representatives of the employees

JCC Mr. Rouf Ahmad Bhat, Mr. Abdul

Qayoom Wani, Mr. Gafoor Dar and

    Mohammad Ashraf put forth the

    demands of the employees.

    The representatives of the Employees

    Joint Coordination Committee hailed

    Government's decision to constitute

CSC to sort out employees demands.

    They also appreciated the

    Government for meeting their various

    demands including implementation of

    6th Pay Commission

    Recommendations and Payment of

6th Pay Commission arrears to its

    employees despite financial con-

    straints.

Al Qaida is sues ....Osama bin Laden lived there until his

death in May 2011. It also has close

    ties to the Tehrik-e-Taliban Pakistan,

    with which the Pakistan government

has said it will hold peace talks.

Zawahri cited the need to weaken

Algeria - which crushed Islamist mili-

tants in a civil war in the 1990s - andspread jihadi influence throughout the

    Maghreb and West Africa.

And, in an apparent nod to those who

say al-Qaida's focus on the United

    States weakens their battle against

governments at home, he endorsed the

right of militants to fight Russians in

the Caucasus, Indians in Kashmir and

    Chinese in Xinjiang.

    Avoid attacking other sects

Founded in 1988 during the Soviet

    occupation of Afghanistan, al-Qaida

has adapted to the Western onslaught

    against it which followed the

September 11 attacks by building a

network of alliances and affiliates in

    Muslim countries around the world.

    Adept at exploiting conflicts like

Afghanistan and Iraq, the Arab upris-

ings have given al-Qaida a new lease

of life - in Syria, for example, fighters

loyal to al-Qaida play a powerful role

in the opposition to President Bashar

    al-Assad.

    But its indiscriminate violence,

    including suicide bombings and tar-

geting of Shia Muslims, has made it

    unpopular among many Muslims.

Zawahri called on his mainly Salafist

    followers to avoid attacking other

Muslim sects, and said if they were

    attacked, they should limit their

response to those involved in fighting.

    They should also leave alone

Christians, Hindus and Sikhs living in

Muslim lands, respect the lives of

women and children and refrain from

    targeting enemies in mosques, mar-

kets and gatherings where they mix

with Muslims they were not fighting.

But while affiliates subscribe to al-

    Qaida's ideology, they are largely

    autonomous in day-to-day operations,

making it hard for Zawahri to control

    the behaviour of their fighters.

"The biggest theme in Zawahri's doc-

    ument is restraint," Daveed

    Gartenstein-Ross, a expert at the

    Foundation for Defense of

    Democracies, said on Twitter. "This

    seems to acknowledge the excesses

    that have tarnished AQ's brand."

    The document was posted on

    September 13, according to SITE,

although it was unclear when the

    guidelines were written by Zawahri,

whose messages - based on their con-

tent - appear to take weeks to be

smuggled out from where he is in hid-

    ing.

Zawahri, an Egyptian, made no spe-

cific reference to Egypt, though he

said that "in the environs of Jerusalem,

the foremost and primary battle is

    against the Jews."

He had previously been critical of the

    Islamist Muslim Brotherhood for par-

ticipating in democracy, and the over-

    throw of President Mohamed Morsi

by the Egyptian army has raised fearsal-Qaida would exploit this to encour-

    age conflict in Egypt.

    However, noting that al-Qaida would

    cooperate with other Islamic groups

on areas of agreement, he said "our

    differences with other Islamic groups

should not distract us from con-

fronting the enemies of Islam ..."

Indian posts ...troops targeted three Indian posts in

    Mendhar sub-sector at around 2330

hours last night injuring BSF consta-

    ble Mohammad Abu Siddiqi.

    They also fired rocket projectile

grenades, the BSF officials said. The

    injured jawan was hospitalised, they

said adding the splinters embedded in

his body had been removed and he

    was out of danger.

Indian border guards gave a befitting

reply firing 98 rounds of medium

machine guns and 34 grenades, trig-

    gering exchanges which continued for

a few hours.Pakistani troops also fired on Indian

forward posts in other belt of Mendhar

at around 2125 hours last night,

    Defence spokesman SN Acharya said

adding India gave a calibrated reply.

The firing and mortar shelling contin-

    ued till 2 pm today.

    Forty-year-old Taj Mohammad, a

civilian, was injured in the Pakistani

firing at Dera Basi in Mendhar this

afternoon and was admitted to a hospi-

    tal, police said.

    On September 16, Pakistani troops

violated the ceasefire twice in Mandi

and Garhi sectors in Poonch district.

There has been over 90 ceasefire vio-

lations by Pakistan since January one

    this year.

Two militants ..spokesman said. He said the security

forces came under firing from mili-

tants when troops surrounded a build-

ing where they were hiding. The secu-

rity forces returned the firing, trigger-

ing a fierce gun battle, the spokesman

said adding the operation was in

progress till late in the night. A police

    spokesman said two militants were

killed and they were yet to be identi-

    fied.

    SEPTEMBER 16: Terming

    sports as an important ele-

ment to shape up one's per-

    sonality, Minister for

    Medical Education, Youth

Services & Sports, Mr. TajMohi ud Din has said devel-

    opment of sports infrastruc-

ture is a priority with his

    Department.

    Addressing a public meeting

    here, the Minister said the

    State Government has sub-

    mitted a sports infrastructure

    development proposal of Rs.

1000 crore to the centre and

    Prime Minister, Dr.

    Manmohan Singh has been

    kind to approve the proposal.

    He said under the proposal

    stadia and sports fields would

    be constructed all around the

    State.

    Mr. Taj said Government has

    made a policy under which

    every block in the State

    would be provided with both

    indoor and outdoor sports

    complexes. The idea, he said,

is to make sports activity and

    infrastructure available all

    through the year. He said

    many parts of the State,

    owing to harsh winters, do

    not have facilities to conduct

    sports events during winter

and youth of these areas have

    to suffer by remaining idle.

    The Minister said every pan-

chayat in the State would be

    provided with a sports field

and asked people to look for

    available land so that the

    same is developed as sports

    fields. He said the other

    sports paraphernalia like

    equipment etc. is also being

    upgraded and strengthened to

    meet the requirements of

    present times.

    Mr. Taj said many epoch

    making steps have been taken

    by the Government during

the past five years or so. He

    said historic legislations like

    J&K Water Resources Act,

    RTI Act, Public Services

    Guarantee Act etc. have been

    passed during this period. He

said the State has also seen a

    hospitals, roads and strength-

    ening of facilities like health-

    care, education, social wel-

During his tour of the area,

    the Minister also inaugurated

    FAYAZ INT. EDU. POINT

    9018830097, 9419042298

    KOLKATA, SEP 17: India's

    academic institutions have

    slipped down the rungs in

    global rankings but the uni-

versity that once led the orderof excellence at home has

    taken the worst tumble.

    Calcutta University, the 157-

    year-old institution that

    counts Meghnad Saha,

    Bankim Chandra Chatterjee,

    Rajendra Prasad, Subhash

    Chandra Bose and Nirad C

    Chaudhuri among its alma

    mater, has dropped 100

    places in world rankings to

    below 700. Not a single

    Indian university figured

among the top 200 in the QS

    World University Rankings.

The ranks were given on four

    key parameters: research ,

    teaching, employability and

    internationalization. The

    methodology has six indica-

    tors : academic reputation

    (40%), employer reputation

    (10%), and facultystudent

    ratio (20%), citations per fac-

    ulty (20%), international stu-

dents (5%) and internationalfaculty (5%). CU was among

    the worst performers in all

    parameters, showing i ts pre-

    cipitous decline as a world-

    class institution. The ranking

was a wakeup call for the

    Mamata Banerjee govern-

    ment, which has vowed to

    restore the state's academic

    institutions to their old glory.

    Education minister Bratya

    Basu, however, said the

    parameters for ra nkings were

    not always applicable to

    Indian institutions.

    IIMC among top 20 B-

    schools

    C alcutta University's dismal

    performance has somewhat

    been miti gated with the

    Financial Times Global

    Rankings for Masters in

    Management programs put-

    ting IIM-Calcutta among the

top 20 in the world. At 19th,

the IIM-C is placed above theprestigious London School of

    Economics.

    'Didn't participate in rank-

    ings' They award points on

    international faculty, students

    from abroad and number of

    Nobel laureates, which are

    obviously very few in Indian

    universities. CU is perform-

    ing very well and has

    received accolades from all

over the world. So, I don't see

any reason to panic or fret,"

    Basu said.

    CU vice-chancellor Suranjan

    Das said the university didn't

    participate in the rankings.

"They had asked for data but

we didn't provide it to them.

    Some of the parameters

    included were not applicable

    for CU, like international fac-

    ulty, international students,

    student-teacher ratio. We

    function under a different

paradigm. On the other hand, the methodology for assess-

    ing excellence which should

be applicable for India is the

    input-output ratio. What

    should be considered is the

    number of graduates we pro-

    duce with the limited funds

that are allocated to us. That

our university has still got a

    rank despite the severe con-

    straints is indeed commend-

    able," said Das.

    In 2012, the University of

    Kolkata - students of which

    included Nobel prize winners

    was ranked around 600

    among the world's top col-

    leges and universities. Pro

    VC (academics) of CU

    Dhrubajyoti Chattopadhyay

    termed the drop in rankings

NEW DELHI, SEP 17:After dilly-dallying for years,IITs have agreed to get them-selves accredited bytheNational Board ofAccreditation (NBA), the

premier accreditation body inthe country. However, con-sidering their high academic

standards, IITs have beengiven the freedom to carryout the review themselvesand submit the report to

NBA.IITs have also been asked towork towards reinforcing the

brand so that it has betterchances of making it to pres-tigious 'QS Ranking' of bestinstitutions. IITs have alsodecided to continue with thisyear's format of JEE(advanced) test without anychange.Talking to reporters at theend of the IIT Council meet-ing on Monday, HRD minis-ter M M Pallam Raju saidIITs agreeing for accredita-tion would help India

become a part of theWashington Accord, an inter-national agreement amongaccrediting agencies of 14

nations that recognizes engi-neering degree programmesof each other.India is now a provisionalmember of the WashingtonAccord. One of the main cri-teria for any country to be

part of the Accord i s that itsengineering degrees should

be accredited. So far, IITswere lukewarm towards ful-filling this condition.Raju said, "IIT directors feltthat the annual review theysubject themselves to will beenough and in line with the

Washington Accord." Theminister had to face a volleyof questions as to why anexception was being madefor IITs and would it mean

    other engineering institutions

also seek similar internalassessment instead of the onedone by the NBA. Educationsecretary Ashok Thakur said,

"IITs proposal would be nowtaken to the NBA."As decided in the last IITCouncil meeting, perform-ance review of directors oncea year based on the visionand mission of the institutewas also taken up. So far, review reports of directors ofIIT Patna, Roorkee andGuwahati have beenreceived. The review is to bedone by the chairman of the
