The severity of the planned protest that starts tomorrow seems to be very visible from the
3-4 issues
Embattled Prime Minister Prayut Chan-o-cha came out on TV Pool late yesterday
to say that he was listening to the demands of the students and there was little
need for the students to come out to protest.
As many as 10,000 police and military officials are set to monitor the situation
A command centre has been set up to monitor the situation with Deputy Prime
Minister Prawit Wongsuwon to lead this monitoring unit.
A lot of the important documents have been moved out of the Government
House as a precautionary measure.
The number of protestors are now expected to be as high as 100,000 or more from local
and international media outlets reporting that the expected number is set to rise despite
the expected torrential rain that is set to pour in the city starting today.
Just a day away from a major rally by the “United Front of Thammasat and
Demonstration”, embattled Prime Minister General Prayut Chan-o-cha used COVID-19
as a reason for student protesters to reconsider their planned rally tomorrow (September
19).
In a 10-minute speech on TV Pool, Gen Prayut came out to make an appeal to
anti-government groups to put off plans to hold rallies at least until the Covid-19
outbreak is over.
The Prime Minister urged Thai people to unite in ending the Covid-19 crisis
before focusing on political issues in a televised address yesterday (September 17)
evening.
Prayut said rallies at this time would put Thailand at the risk of a second wave of
Covid-19 infections, which would affect the livelihoods of more than 10 million
people and further exacerbate the economic situation. He warned that people
should not do anything that would prompt another lockdown.
“I can hear what you all want, and what you all are looking for, and I
respect what you all are dissatisfied with, but today Thailand needs to
come out of the economic malaise that the COVID has heaped upon us.”
“Once we are able to get out of this we can come back to the political
issues.”
Gen Prayut though warned student activists not to break the law during their
planned protest this Saturday, as he reassured that he has instructed the police to
treat protesters “gently” but dropped in an English saying ‘You get what you
pay” during his speech to remind protesters of consequences of their action.
“Many countries have taken a very strong stance against protests but I
have taken a different approach of being gentle because the protestors are
young.”
A source from the Government House said Gen Prayut will be kept in a “safe”
zone. He was advised by security agencies not to make any command to
authorities to deal with protesters himself. The task was left for Deputy Prime
Minister Gen Prawit Wongsuwon.
Security agencies now said they received information that protest leaders have
changed plans to march to the King Rama V Equestrian Monument, instead of
Government House. Police will be deployed to block protesters at the Makkhawan
Rangsan Bridge.
Meanwhile, Panasaya Sitthijirawattanakul, a leader of the United Front of Thammasat
and Demonstration (UFTD), came out to slam Gen Prayut’s move to use the virus to
threaten protesters. She said the government is only good at making up a story to threaten
people while it is the one responsible for the spread of the virus when it allowed Egyptian
and United States soldiers into Thailand.
Panasaya ensured the public measures will be in place to control the virus from
spreading among crowds. She told Gen Prayut to worry about himself instead and
confirmed that the major rally scheduled for September 19 will go ahead as
planned.
The 6 opposition parties led by Pheu Thai Party leader Sompong Amornvivat issued a
statement calling on Gen Prayut to bow to student activists’ demands or he put the
country at risk of being engulfed in flames and Gen Prayut himself will not have a place
to stand in the country.
Sompong made clear that:
The opposition supports students to express their political views under the
rule of law, calling on the government to provide a safe space for them to
express their freedom of speech without intimidation.
It supports student activists’ demand for a rewrite of the 2017 constitution
designed to prolong the power of the coup makers. Sompong called for
MPs and senators to help push for a motion seeking an amendment to
Section 256 to pave the way for the setting-up of a charter-drafting
assembly.
The opposition parties want senators to join forces with all stakeholders
to push for the abolition of Section 272 to scrap the Senate’s power to
join MPs’ vote for a prime minister. They called for senators to put aside
their own interests and find a way out to the current political impasse.
Meanwhile, former Election Commission (EC) Somchai Srisutthiyakorn came out to
advise Gen Prayut to follow his 4 easy ways to help him quell protesters who will join the
planned student-led rally on September 19.
Somchai’s 4 recommendations including
An amendment to Section 256 by removing the clause that said charter
changes require the support of at least one-third of the Senate (84).
The formation of a charter-drafting assembly that is politically neutral.
The abolition of Section 272 to scrap the Senate’s power to join MPs’
vote for a prime minister.
The abolition of Section 269 to put an end to appointed senators and
return to Section 107 of the constitution which says that 200 senators are
to be selected by candidates voting among themselves.
Somchai advised Gen Prayut to “man up” and follow his 4 advices; he
guaranteed the number of protesters will shrink to only several thousands.
The Coordination Centre for Vocational Students and People Protecting the Institution
yesterday (September 17) marched from the Southern Association to the Progressive
Movement’s headquarters at the Thai Summit building to call for its leader Thanathorn
Juangroongruangkit to stop offending the Royal Institution, be grateful to the motherland,
stop lending support to the Free Youth demonstrations. The group told Thanathorn not to
use students as a political tool.
The group insisted that it had no plan to hold a rally to counter a major rally led
by The United Front of Thammasat and Demonstration (UFTD) tomorrow
(September 19).
Meanwhile, Assistant Professor Dr Munin Pongsapan, Dean of the Faculty of Law,
Thammasat University, has announced the closure of the Tha Prachan campus and
cancellation of classes on Saturday and Sunday for the safety of staff members, students
and property.
The order coincides with the planned protest by the UFTD.
All the gates, except the one facing the Phra Arthit Road, will be closed for two
days and any officials or students who want to enter the campus must produce
their ID cards and explain the reason for their entry.
Sanam Luang, which is usually cordoned off to normal people has been opened up, so
says reports.
On other news, Prime Minister Gen Prayut Chan-o-cha has transferred Pol Col Roongroj
Phuthiyawat, director of the Public Warehouse Organisation (PWO)’s central
administrative office, who allegedly implemented the purchase without the board’s
authorisation, to an inactive post at the Prime Minister’s Office pending disciplinary and
criminal probes.
The transfer is said to be because Pol Col Roongroj signed his name to endorse a
purchase contract with Guardian Gloves Co for 500 million boxes of surgical
gloves to an exporter without the board’s approval.
A 2-billion-baht down payment was paid to Guardian Gloves Co in Nakhon
Pathom and that money would also have to be confiscated while the PWO probes
the embezzlement claim with both the Department of Special Investigation and
the Anti-Money Laundering Office against Pol Col Roongroj.
Pol Col Roongroj, meanwhile, denied any wrongdoing and said he was ready to
explain to a fact-finding committee that he had to fast-track the purchase order to
stem the PWO’s rising debts and steer it through a financial crisis.
The board cancelled the purchase order yesterday (September 17), saying that Pol
Col Roongroj was only acting PWO director at the time he approved it in August.
He was not authorised to approve any project costing more than 50 million baht
without seeking prior permission from the board.
Guardian Gloves was registered on June 22, 2020 with a registered capital of 2.5
billion baht. The company has 1 director Thanarat Hatsri and its head office in
Bang Lane District, Nakhon Pathom.
The National Anti-Corruption Commission (NACC) revealed yesterday (September 17)
the assets and liabilities of former deputy prime minister Somkid Jatusripitak and Suvit
Maesincee, former minister of Higher Education, Science, Research and Innovation.
In its report, the anti-graft body said Somkid and his spouse had combined
assets worth 149,366,248 baht and no debts when leaving office on July 15,
2020. Somkid accumulated about 43,560,716 baht during his tenure and his
spouse earned 92,938,712 baht; most of which are savings, land, buildings and
properties.
It is noted that Somkid’s assets rose by 2,449,320 baht during his term
in office.
Meanwhile, Suvit reported a total assets of 77,861,196 baht when leaving office
on July 16, 2020 while his spouse had assets worth 14,873,438 baht. Suvit has
debts totalling 10,300,000 baht. Most of Suvit’s assets are land and buildings,
jewellery and valuable items. Suvit also reported having 139 ancient artefacts as
he is a serious collector of ancient artefact. However, Suvit’s assets dropped by
580,289 baht after leaving office on July 16 compared to the day he first took
office while his liabilities remain the same.
Economic News
The Bank of Thailand (BoT) issued digital personal loan regulations to allow better
access to financial services for consumers with no financial statements.
The Central Bank released a circular to business operators that want to apply for
digital loan business licences to incorporate alternative data for digital personal
loan analysis apart from the existing use of financial documents.
Alternative data will help service providers of digital personal loans to analyse the
ability and willingness of borrowers’ debt payment based on information-based
lending, said central bank governor Veerathai Santiprabhob.
Under the digital personal loan regulations, the maximum credit line offered to a
borrower is capped at 20,000 baht, with the longest loan period of 6 months.
Interest rates and all fee charges, covering service, penalty and other fees, are
limited to 25 per cent annually.
The Department of Airports (DoA) has a positive view on domestic tourism after an
increase in passenger traffic and flight numbers in domestic airports, especially Nakhon
Si Thammarat airport.
Passenger traffic through Nakhon Si Thammarat airport grew from 3,000-4,000
per day to more than 6,000-7,000 per day with the number of domestic flights
rising to 50 a day from 24 prior to the outbreak, a source with DoA said, adding
that the increase is a record high in 22 years since the airport was established in
1998.
Nakhon Si Thammarat is a large province with many tourist attractions. Among
them are Khiriwong village in Lan Saka district which boasts fabulous views and
Ai Khai, the boy spirit living in the century-old takhian wooden sculpture in Wat
Chedi, which draws a large number of tourists to the province.
The Government Lottery Office (GLO) pushed the idea of “Lottery Sue Sath (Honest
Lottery) Shop” in an attempt to solve the problem of overpriced lottery tickets and deal
with dodgy vendors.
GLO spokesman Thanawat Pholvichai, also chairman of the GLO’s committee in
charge of solving lottery problems, said the idea is to set up honest lottery shops
across the country to ensure that lotto tickets must be sold at no more than 80 baht
a pair.
Thanawat said the GLO adopted the idea from Thong Fah stores imitated by the
Ministry of Commerce. The GLO aims to select lottery vendors who sell lotto
tickets at no more than 80 baht from across the country to join its scheme via
GLO Lottery App.
PTT Oil and Retail Business (PTTOR) is set to launch a long-delayed initial public
offering (IPO) after it was given the green light by the Securities and Exchange
Commission (SEC) yesterday (September 17), said president and chief executive Jiraporn
Kaosawad.
Up to 2.7 billion shares will be sold to general investors, while the remaining 300
million shares are reserved for existing shareholders of PTT, the national oil and
gas conglomerate. PTTOR was spun off from PTT in 2018 with plans to list on
the stock market.
Jiraporn said the company is planning to issue up to 2.7 billion new ordinary
shares for its IPO on the Stock Exchange of Thailand in January next year.
Business sentiment rose for the third straight month in August, the highest in 12 months,
boosted by the relaxation of coronavirus lockdown measures, higher farm product prices,
and a recovery of sales for pickups, electrical appliances and agricultural machines.
The University of the Thai Chamber of Commerce (UTCC) reported that business
confidence rose to 32.6 in August from 31.8 in July and 31.5 in June, which was
the first increase in 14 months.
Thanavath Phonvichai, UTCC president, said higher business sentiment stemmed
largely from the easing of the outbreak, the relaxation of rigid lockdown
measures, higher crop prices for oil palm, rubber, rice and maize, and rising sales
of agricultural machines, pickups, electrical appliances and mobile phones.
He said business people agreed that the economy bottomed out in the second
quarter, praising the government’s stimulus measures on tourism and job creation
as the key.
Car production in the first eight months of 2020 plunged 42% year-on-year to 812,721
units, but manufacturers still have another four months to reach the target of 1.4 million
units, says the Federation of Thai Industries (FTI).
The goal is attainable if 150,000 units are produced each month until the end of the
year, the federation said. Half of the 1.4 million units will be exported.

and water bills to be used to get credit/loans especially for freelance workers

This is a follow up of past measures where people who have land and expensive
trees planted could use the trees on their land as collateral to get loans.
Expensive trees such as teak, maka (Afzelia xylocarpa) and others have
been allowed to use as a collateral if they are planted on your land to get
loans.
The Bank of Agriculture and Agricultural Cooperative (BAAC) has in the
past given loans with many of these trees (up to 100,000+ trees) to the
tune of 134 million baht.

The Centre for Covid-19 Situation Administration (CCSA) reported zero cases of
COVID-19 over a 24-hour period yesterday (September 17).
The number of confirmed cases in Thailand remains at 3,490 (552 in state
quarantine). Of these, 107 are in hospital and 3,325 have recovered and been
discharged. The death toll remains unchanged at 58.
