Political News
Security authorities have ruled out the possibility that an anti-government protest led by
the “United Front of Thammasat and Demonstration” scheduled for tomorrow
(September 24) at Parliament will turn violent based on the September 19-20 rally’s
assessment.
Besides, the UFTD’s planned rally is unlikely to see a greater attendance than the
past weekend rally, a source with a security agency said, citing internal
management problems among protest leaders, especially because they are the
younger generation.
They are unlikely to ignite more demonstrations as protest leaders already
unveiled all of their demands.
The protest tomorrow is set to be a follow up to the protest that was called off on
Sunday amid heavy storm that dampened the ground and kept the protestors
away.
Despite the bad weather, close to 100,000 people turned up to show their
solidarity with the student movement.
The Internet Dialogue on Law Reform (iLaw) marched to parliament in Kiakkai
yesterday (September 22) to hand in a motion to amend the constitution after gathering
over 100,732 signatures in support.
The group’s motion supported by 100,732 voters contains at least 5 demands
including:
A prime minister must be an MP.
The Senate must be directly elected by the general public.
Changes to the origin of independent organisations. The group demands
independent bodies to be re-elected.
Making the revision of the charter easier, with more than half the votes of
both houses are needed.
The direct election of Constitution Drafting Assembly (CDA) members
comprising 200 members.
Still on the charter amendment issue, there are reports that the Senate vowed to allow
senators to vote independently on the 6 constitution amendment motions, Pornpetch
Wichitcholchai, Senate speaker, announced after the Senate whip’s meeting yesterday
(September 22).
Pornpetch urged members of the general public to stay home, rather than gather at
Parliament, to follow the House’s vote on whether to accept in principle each of
the 6 constitution amendment motions tomorrow (September 24).
However, there are reports that the 3 whips---the coalition, opposition and senate
whips---which met yesterday (September 22) pushed for the formation of a
special committee to study the 6 amendment motions within 45 days before
drawing a conclusion on the 6 bills and present its findings to parliament after the
House reopens for a new session.
There are also reports that senators are split on the charter amendment issue, with
100 of these senators voicing opposition to the 6 amendment motions as they fear
that the motions may touch on Chapters 1 and 2 of the 2007 constitution regarding
the state and the monarchy.
Meanwhile, around 60 senators, most of who are in the northeast, those with
military or police backgrounds and former National Legislative Assembly (NLA),
voiced support for the amendment bills.
Another news that made big headlines in many Thai media outlets is Pol Lt Gen
Surachate Hakparn’s bold move to instruct his lawyer to file a lawsuit against embattled
Prime Minister Prayut Chan-o-cha at the Central Administrative Court today, September
22, for allegedly unlawfully issuing a transfer order from the Director of Immigration
Bureau to the advisor of the Prime Minister’s Office.
Pol Lt Gen Surachate whose nickname is “Big Joke” sent his personal attorney
Sitthi Ngamlamyuang who said the order has lasted for 1 year and 5 months
without any progress from a government commission or related departments to
investigate his background and report guilty, which is a crucial procedure before
appointing him as an advisor.
The delayed investigation of Pol Lt Surachate’s wrongdoings had caused his
opportunity to lose the chance to perform his police duty for the Thai people, the
attorney stated to the press, Sitthi said.
According to Thai government procedure, Big Joke would not be able to return to
the previous office until he was proved politically clean by the government
commission regardless of not being appointed as the advisor.
Sitthi said he has acted as Pol Lt Surachate’s representative to exercise his right to
call for justice for him and to expose the alleged unlawfulness of government
power on the jurisdiction of the appointment procedure.
In response, Gen Prayut appeared to give the cold shoulder to the legal suit
brought by Pol Lt Surachate as he is quoted as saying, “everything is according to
the legal procedures”.
What is worth noticing in this drama is the fact that Big Joke was always considered to be
a person close to Prawit Wongsuwon, the Deputy Prime Minister in Prayut’s government
and the leader of the Phalang Pracharat Party.
Many have questioned whether the filing of the case was a sign of a crack in the
ruling Phalang Pracharat party because why would a person close to Prawit go
and file a case against Prayut.
The government mulls plans to hold local elections on December 13 this year.
At this week’s cabinet meeting, Deputy Prime Minister Wissanu Krea-ngam
hinted at the possibility that the government plans to choose 1 weekend in
December to organise local elections given that the government following the
cabinet’s decision to approve 2 long-weekend holidays, one in November and the
other in December.
The most likely date for local elections is December 13, Wissanu said, adding that
the government does not have any problem with the election date previously
proposed by the Election Commission but the government has previously picked
December 13 or 20 as the date for local elections.
Opposition Pheu Thai party leader Sompong Amornvivat is set to call a meeting of MPs
today (September 23) at Parliament following reports that party’s meeting yesterday
(September 22) was poorly attended.
It is reported that Sompong plans to hold a clear-the-air meeting with MPs in the
northeast as there is growing dissatisfaction among them with party executives.
It is reported that apart from MPs in the northeast who boycotted the party
meeting, a number of MPs in the north also failed to turn up at the meeting.
Yesterday, social media was buzzing following reports that the Social Security Office
(SSO) is the largest shareholder in Sri Panwa Hospitality Real Estate Investment Trust
which manages Sri Panwa Hotel, triggering heavy criticism among social media
(Facebook and Twitter) users why the public organisation like the SSO has a large
number of shares in such a company.
Prior to this report, social media users asked the public to ban Sri Panwa Phuket,
a high-end resort operated by Sri Panwa Management Co after the owner of the
Sri Panwa Hotel Vorasit Issara, nicknamed “Pla Wan” (Whale), posted an
Instagram story with the comments on Panasaya Sitthichirawattanakul or
“Rung”, the leader of the “United Front of Thammasat and Demonstration” and
the past weekend rally.
Vorasit said
“This shit has to end… she’s not Thai! Who do you work for?
This one needs to be in jail. How Dear You ! ”.
Vorasit’s post caused the #ban Sri Panwa trend to rise to the top of Twitter.
Reports said the SSO holds a 22.60 per cent stake or 63,072,615 shares in Sri
Panwa Hotel, followed by the Charn Issara Residence Co, Ltd, owned by the
Issara family.
More information has also come to light that Sri Panwa Hotel suffered a loss of
more than 150 million baht in 2018. This information led to criticism among
social media users if the SSO’s investment in the hotel would affect social
security contributions of more than 10 million workers.
The big question raised by social media users is whether Sri Panwa Hotel
encroached on a national park. This question was directed at Minister of Natural
Resources and Environment Varawut Silpa-archa.
Varawut, however, said he could not answer this question and told the media to
ask the hotel management if it has a land title deed or not. When asked whether
the ministry has plans to inspect as to whether the hotel has encroachment issues
or not, Varawut said there is no motive to do so because no one has made any
complaints about the issue.
Meanwhile, Labour Minister Suchart Chomklin seemed to shrug off criticism
against the SSO’s investment in Sri Panwa Hotel as he said he had no power to
interfere with the SSO board’s decision to invest in the controversial resort. The
board is under supervision of the labour permanent secretary. Suchart insisted
that the SSO’s investment in various businesses helped the office generate more
than 200 million baht.
Suchart went on to praise Vorasit, the hotel’s owner, for his bold comment
against the student protest leader for he is one of those who are loyal to the
Monarchy. The Labour Minister said it was normal for a royalist to make such a
comment, adding that he plans to take a vacation at this hotel.
Social media has been buzzing overtime after the Fine Arts Department came out to file a
case of vandalism against the student protest movement who had placed a plaque in the
ground.
The Fine Arts Dept. has now been questioned what happened to the ‘renovation’
of the Vimanmek Palace, the teak palace that was built in 1900 but was
dismantled for ‘renovation’ but a lot of the teak of the palace was later found to be
on sale in teak and antique furniture shops around Bangkok.
The Fine Arts Dept. says that they are still building the ‘foundation’ before the
palace is rebuilt but people are questioning how it will be built if the teak is
already on sale in shops.

calling for prostitution to be decriminalised and urging authorities to remove all penalties
for selling sex

Economic News
The cabinet meeting yesterday (September 22) approved 2 long-weekend holidays, one in
November and the other in December, proposed by the Ministry of Tourism and Sports to
spur the economy.
The first break is November 19-22, with Thursday the 19th and Friday the 20th to
be declared special public holidays.
In December, Monday December 7th -- originally a holiday in lieu of December
5th, National Father’s Day which falls on Saturday -- is to be deferred to Friday
the 11 instead in order to create a long holiday Dec 10-13. December 10 is
Constitution Day.
The cabinet also approved 2 key packages; one is a 19.46-billion-baht budget for
a co-pay program with the private sector for 260,000 new graduates to be hired
for 1-year employment, and the other is an additional 1.58 billion baht to fund
activities of 1 million health volunteers nationwide in the final quarter of 2020.
The scheme commits the government to paying 50 per cent of the graduates’
salaries, said Labour Minister Suchart Chomklin after yesterday’s cabinet
meeting.
The budget for the programme will come from the 400 billion baht set aside to
help the economy recover from its Covid-19 battering and is a part of the Finance
Ministry’s remit to borrow money to finance Covid-19 economic rehabilitation
programmes.
The cabinet also agreed to extend its electricity and water bills subsidy for state welfare
holders that will end in September this year for another year until September 2021.
In addition, the cabinet gave the green light to a new 51-billion-baht stimulus
package to assist low-income workers hit by the Covid-19 crisis. PM Prayut
Chan-o-cha said ministers had agreed to 2 schemes – “Kon La Khreung” (Let’s
Go Halves) and a boost to shopping subsidies for state welfare cardholders.
Under the Kon La Khreung scheme, 10 million people will get daily discounts on
their shopping of up to 100 baht, capped at 3,000 baht. The scheme will open for
merchants to register through the website from October 1.
Under the second scheme, 14 million welfare cardholders will receive an extra
monthly discount of Bt500 on their shopping from October to December.
The Anti-Money Laundering Office (Amlo) said it is looking into allegations against 4
Thai commercial banks engaged in suspicious activities involving illicit funds.
The Amlo’s move is in response to a report released by the International
Consortium of Investigative Journalists (ICIJ) which highlighted the roles of
banks across the globe in moving illegally gained funds over the past 2 decades.
The report showed that as many as 4 Thai financial institutions being implicated
in the $US 2 trillion money laundering and/or other criminal activities according
to the U.S. Department of Treasury’s Financial Crimes Enforcement Network
(FinCen) files.
FinCEN noted 92 suspicious transactions linked to 3 privately owned banks and
one state-owned bank in Thailand. The 4 Thai banks named in the report are
Bangkok Bank, Kasikornbank and state-owned Krungthai Bank and Export-
Import Bank of Thailand.
Exim Thailand issued a statement to dismiss the ICIJ’s allegation of suspicious
transactions.
The news caused shares of commercial banks to fall across the board yesterday
(September 22).

The government plans to impose a fine of up to 10,000 baht on online vendors who
refuse to display the prices of products on their pages and only reveal them to potential
buyers in private messages, as announced in the Royal Gazette yesterday (September 22),
citing a new consumer protection law.
The Royal Gazette said online vendors must display prices and other details
explicitly on their online platforms, with violators being fined up to 10,000 baht
per offence.
Vendors must show prices so customers are better informed before deciding
whether to contact them.
The maximum penalty can be imposed if the vendor insists on only revealing
prices in private messages on major online platforms like Facebook, Instagram,
Line and websites.
Those who inform the Department of Internal Trade of offending posts will
receive 25 per cent of the fine if they produce evidence such as screenshots of
chat messages, prices revealed in private messages and vendors’ bank account
numbers.
State-run Electricity Generating Authority of Thailand (Egat) has asked all employees not
to take 2-year-bonus payments based on Egat’s performance during 2020-2021 to donate
their bonuses to the government to assist people affected by the COVID-19 pandemic.
Currently, Egat has 18,000 employees nationwide; each of whom received
bonuses of 2.3 months’ salary in 2019, Egat spokesman Patthana Saengsriroj said.
The Bank of Thailand (BoT) is expected to keep its benchmark interest rate unchanged at
an all-time low at the monetary policy committee (MPC)’s meeting today (September 23)
as it calls on the government to use fiscal stimulus to spur the pandemic-hit economy.
All 21 economists in a Bloomberg survey predict the Central Bank will keep the
key rate at 0.5 per cent after reducing it three times earlier this year.
Policy makers are keen to preserve their limited ammunition to respond to any
further downturn as the coronavirus pandemic continues to spread and weigh on
global growth. Governor Veerathai Santiprabhob played down the possibility of
more rate cuts in a recent interview, saying fiscal policy can play a greater role in
reviving the economy.
The central bank will also release a new economic forecast as it weighs improving
indicators and the outlook for foreign tourist arrivals. In June the bank predicted
gross domestic product would shrink 8.1 per cent this year, its worst annual
performance ever.
The economy may be headed for a second straight year of contraction in 2021 if it
continues to restrict foreign visitor arrivals, Bank of Thailand Senior Director Don
Nakornthab said earlier.

Thailand logged 5 new COVID-19 cases including a Thai national, as total cases rose to
3,511.
The new cases are a 44-year-old Thai woman who arrived from Switzerland last
Wednesday. She was quarantined in Chon Buri province and her infection was
confirmed on September 19.
The 4 other cases were Indian nationals who flew in from India. Three were from
the same family, a couple aged 36 and 30 and their 7-month baby girl. The other
case was a 62-year-old businessman, according to the Centre for Covid-19
Situation Administration (CCSA).
