Allison Gray: Our first item on the agenda is the temporary transportation route for Beechwood Pad E XTO Energy – Beechwood Pad E (TRANSPORTATION ROUTE) Bob Manthei is representing XTO Energy located at 810 Houston Street. Allison: So I understand that the temporary road is not constructed to conditions that are required by the Gas Well Drilling Ordinance right now. Bob: Well, the only thing really in question is right here is the cul-de-sac, kind of, and they didn’t do a curb cut, because that road was going to be used for about six month or. So there is not a concrete apron coming off of there, but the road for the most part is good, it just needs a little extra work in that area. Brendan: It is about 100 yards from the entrance to that lease road from where Bob is showing. They did not put enough caliche. Allison: So is it from here to here that there is not enough caliche?

Brendan: Right there is where the entrance is and that’s a cul-de-sac right there and there is a curb that they did not cut and that you can see it here. What they did was, they just put fill dirt over the top of the curb and Bob knows what this looks like, so we require the road has an asphalt approach or concrete. But they need to at least build up asphalt because of weather degradation. Allison: So is that the only issue right there on that curb? Brendan: No, it is going to be 100 yards, I measured it, and they do not have enough caliche or crushed rock. Allison: so that needs to be adjusted as well. Brendan: Yes ma’am. Right now is sufficient for them to enter into, but if we get any weather, that is going to wash out. Allison: So we have already given you permission to use it, right? Bob: And I talked to them today about it. Basically I told them to round this up over the curb, go in there and put some asphalt over it and we can smooth it out and then beef up this truck part right here. And I’ll tell them, it needs to be about 100 yards. They also did say that all of the storm water drainage that in 2 to 3 weeks they will have all that in and done. So it’ll catch and drain away from that area down to I-35, so that will help in the event we do get some rain in that area, it should collect it. Brendan: Because we will possibly have that hurricane in the next week or two. Tom Simerly: Does it drain to the tank to the south? Bob: This here? I don’t believe so… The storm drain that I saw them put in basically is going to be on Outlet Blvd. Brendan: It is Champion Circle. Bob: It comes to about right here. John: That little pond that you pointed at. Is that the golf course? Brendan: Yes, that’s the golf course. Bob: The main drain is going to come on right about I-35. I am going to project into the future a little bit. In about six months they should have Outlet Blvd. connected over all the way through, where we should have our access off of it coming in. Is there a control light that’s going to be put in on that intersection? Do we know what the plans are? Tom: Not anytime soon. There is going to be one on Tanger Blvd. and Hwy 114, but it will probably be a year before that. John: For Outlet Blvd. water and sewer there were a couple of meetings yesterday and today it’s firing up to get them installed, they will be work going on in that area. Bob: One of the thoughts one time was that we were going to come around to get to here. But I don’t even know how that is going to be with all the turns that our trucks make, but if that’s controlled it is easy to turn in, where if this is not controlled, with all the traffic we have in that area it is sometimes kind of hard to get across there. And we don’t make a whole lot of water there. We only have about 1 or 2 trucks a week. Allison: Does anybody have any concerns about the transportation route? -No concerns-

Allison: I think that we have already given you permission to use it. I don’t want to formally approve it until the asphalt is down and the caliche is down. So what we will do is that you can let me know when those things are done and Brendan or Cecilia will go out and look at it and I can just write you a letter that says it is done so you don’t have to come back to the committee meeting. We can consider that route “conditionally approved” at this point, as long as we get those things taken care of. Citizen Comments No citizens appeared on this item. Our next item is the LBJ pads N-V Devon Energy – LBJ pads N-V & WO Boaz off of Avondale Haslet road, we access all of these sites right through this entrance all the way to the Nance properties. Allison: Are these not already approved transportation routes? Laura: No, we are getting a pad site permit [inaudible] Does anybody have questions? No Comments So the LBJ transportation routes can be approved and that leaves us with the W.O. Boaz Pads. Laura: they are on the same group; we access them off the same road.
