FS WEEKLY CONTINUED ON PAGE 7

Page 7: September 9, 2019 - fs.utk.edu filefacilities services weekly page 1 september 9, 2019 administration facilities operations zone maintenance admin. & support communication & info services

This week's comment was answered by Ted Murphy, Campus Landscape Architect, due to his involvement with the Traffic Safety Committee.

If you have a question about a response, please email Dave Irvin at [email protected].

Comment: Can we do something about the Pedestrian Mall crossing at Volunteer Boulevard? The future leaders of our country have not learned how to cross the street. They will cross on the green light right in front of oncoming traffic. According to Tennessee State law, that is jaywalking and a ticketable offense (TCA 55-8-134).

Response: This intersection was designed to minimize pedestrian/vehicular conflicts, with the priority given to the pedestrian. This was accomplished by raising the entire intersection up to the sidewalk level so that the pedestrian does not have to step down into the street. This raised intersection forces the motorist to slow down to traverse through the intersection. In addition, pedestrians now have an area of refuge between the north and southbound lanes of vehicular travel if they are caught crossing as the light changes. Having said all of this, some pedestrians choose not to follow the walk/don’t walk signs and cross out in front of traffic at the wrong time. We have added a few things to help train and re-enforce when they should cross. In addition to the walk/don’t walk signals, we have added vehicular signal heads that are in their line of sight so that they can easily see when motorists have a green, yellow, or

red light, thus re-enforcing when they should cross. In the very near future, audible signals will be installed that will broadcast walk/don’t walk messages. This will be especially beneficial for those pedestrians that might have visual impairments or for that person who is distracted by their phone and not looking for the visual signals. Lastly, UTPD spends the first week or two of each fall semester manning this intersection with an officer to re-enforce the proper time to cross. The Traffic Safety Committee has discussed issuing jaywalking citations in the past, but like many departments on campus, limited personnel resources have not allowed for this activity. - Ted Murphy, Campus Landscape Architect for Facilities Services
