No. 2016/RS(M)/DGS&D/GeM Dated: 23-1 0-2017 Minutes of Government e-Marketplace (GeM) Review Meeting held on 06th and 12th October. 2017 1.0 The Meeting was held with PCMMs of all Zonal Railways and Production Units in the Conference Hall of Railway Board on 06th October, 2017. The meeting with PCMMs of SER, SR, NFR and Metro, who could not be present on 06-10- 2017, was held on 12-10-2017. Following agenda items were discussed during the meetings i) Progress of implementation of Government e-Marketplace (GeM) li) Use of Deodorlzing-cum-Disinfected Fluid in Railways lii) Provision of adequate CC'lV cameras in Depots iv) Preparation for closure of Printing Presses v) Details of supplies received from nominated agencies of ACASH and KVIC during last one year vi) Uploading of details of various orders placed on approved vendors on Railway website vii) Scrap Sale performance upto Sept'2017 viz-a-viz current year target and last year Sept'201 6 performance List of attendees of the meeting is attached as Annexure "A 2.0 2.1 Address of DG (RS) DG(RS) mentioned that the progress of implementation of (3eM is being monitored at the level of Cabinet Secretary. During recent meeting of Committee of Secretaries (CoS) held under the chairmanship of Cabinet Secretary on 1 1- 09-2017, wherein concern was raised about slow progress on implementation of GeM over Indian Railways. He advised all the PCMMs to immediately start placing orders through GeM for the items available therein. PCMMs must ensure that policy instructions for procurement through GeM already issued by Railway Board vide letter No. 88/RS(G)/779/14 Pt. dated 22-09-2017 and letter no. 2016/RS(M)/DGS&D/GeM dated 28-09-2017 must be followed by all purchase officers He further advised PCMMs to get their local vendors supplying common use goods and services to Railways registered with GeM portal (www.gem.gov.in) for availing business opportunities offered therein. He also advised that all the items available on GeM should mandatorily be procured through GeM 2.2 The procurement of phenolic type disinfected fluids which has unpleasant and peculiar smell should be discontinued and the alternative material "Deodorizing- cum-disinfectant fluid to IS:10758/1983" which has pleasant odour should be used in Railway offices, hospitals, stations. coaching depots, Trains etc. The instructions on this issue have already been issued by Board and the same should be circulated to all the procuring entities and users in the field. PCMMs shall ensure that these instructions are scrupulously followed by all purchase officers in HQ and field units. I A

DG/RS advised that proper surveillance should be ensured in all the stockingdepots by providing CCTV cameras at prominent stocking locationsCompliance in this regard must be sent at the earliest to Board

DG/RS also informed that during recent meeting of Hon'ble MR with GeneralManagers on 03-10-2017, the issue of closure of Printing presses wasdiscussed. GMs have been told to prepare an action plan for it. All the PCMMswere advised to ensure sufficient stock of all money value and other importantItems so that day-to-day working is not hampered till the alternate arrangementsare developed after closure of printing presses. PCMMs to also prepare anaction plan to relocate the newly commissioned Offset Printing Presses withinZonal Railways for utilizing printing capacity

2.5 All PCMMs were advised to personally monitor the availability of Safety items, atleast once in a week. Sufficient powers have been given to Railways and 100%availability of safety items in all cases should be ensured. In case there is needto include more items in the list of safety category. same should be sentreported to Board.

3.1

Address of AM(RS)

AM(RS) informed PCMMs that progress of procurement through GeM is not onlybeing monitored at the level of Hon'ble MR, but is also being monitored by PMOthrough Cabinet Secretariat. Due to the highest importance being given toGeM, PCMMs of all Railways/PUs have been called for the meeting. Being thelargest procuring organization in the country, it is very important for IndianRailways to start placing orders through Government e-Marketplace (GeM) assoon as possible. He advised all Railways/PUs that it is important to first startplacing orders through GeM, and then issues/experiences with GeM, if any, maybe referred to Board

As per para 149 of GFR, 2017, credentials of suppliers on GeM shall be certifiedby DGS&D and procuring authorities will certify reasonability of rates. AM(RS)also advised that materials supplied through GeM must be accepted/rejectedwithin 10 days of receipt, otherwise, auto payment will be made through PoolAccount

PCMMs were also advised to send weekly details of orders placed throughGeM. on every Friday

3.2 He advised all the PCMMs to ensure Installation of CCTV cameras in all StoresDepots, atleast covering entry and exit points, to monitor incoming and outgoingmaterials, and RPF attached with the Depot should also be integrated with it

3.3 Details of supplies received from agencies of ACASH and KVIC, during last oneyear, should be sent to Board by 09-1 0-2017

3.4 Details of various orders must be uploaded on Railways' website so that thesame is available in public domain. As PUs are not yet on iMMS, they were

advised to upload the details on their websites. CRIS was asked to develop asuitable utility for this purpose

3.5 Scrap target of Rs. 3000 crore has been fixed for the current year. Sales duringAugust'17 were good. but the same has come down in September'17Therefore, all the Railways should not only achieve the target fixed for them buttry to surpass the same.

3.6 AM(RS) also informed the PCMMs that despite switching over to unified PLs,several temporary PLs are not only running in the system but are also beingused for procurement and accountal by number of Railways, defeating the verypurpose of PL unification. All the Railways should ensure that no temporary PLsare used in their Railways

4.0 Thereafter, all PCMMs shared status of implementation of GeM on theirRailways/PUs. SCR, SR, WR, NCR, NWR, NR, CR, SECR. ECoR, MCF, SWR,NER and CORE reported that GeM has already been implemented and POs arebeing placed through GeM. RCF, DMW and DLW reported that POs wereexpected to be placed through GeM in a day or two

PCMMs of WCR, SER, NFR, RWP/Bela, RWF, ER, ECR, KRCL, COFMOW,ICF, CLW and Metro, where GeM is yet to be implemented, were asked toensure the same within a week and report the same to Board

PCMM/SCR informed that they have compiled availableprocedures/instructions/guidelines and published a booklet on GeM. He wasrequested to circulate the booklet to all the Railways/PUs for their benefit
