• Support to Kosovo Information Technology (SKIT,KOS/03/005).Use of ICTs to support both local development and employment,addressing three areas of concern at the municipal level, namely: lack of ICT infrastructure for municipal governments; lackof input from the rural and remote population at the municipal level; lack of planning and initiatives to support sustainableemployment. Budget: EUR 645,000 (Italian Ministry of Foreign Affairs and Lazio Region) and US$ 150,000 from other sources.

• National ICT Forum for Serbia – The goals of a national ICT strategy with public consultation include:• Explaining the choices that Serbia must make in allocating scarce resources and trying to reach consensus on priorities

and methods• Public awareness on the risks and costs associated with various actions – and inactions• Foster culture of consultation, as a right and a normal function of government• Foster public demand for reform and improvement in government operations• Identify needs and opportunities for public and private investment• Enable replication• Tentative Budget: US$ 130,000

• E-Government Advisory Services in Montenegro• Provide means for the Government to offer better coordinated, more efficient and less bureaucratic services to its constituents• Provide e-services for both individual and corporate citizens including Government-to-Government e-Services• Select and deploy a set of services to meet the needs of the constituents of Montenegro• Provide a single Government portal to access government services• Evolve the architecture and services on an as-needed basis to position Montenegro with a world class set of e-business

services• Counteract the skills gap and improve workforce readiness by meeting demands for employment qualifications

with information technology-ready candidates• Tentative Budget: US$ 80,000

Kosovo• Mobile Internet Unit for e-Government and Public Access

• Train public servants on basic and intermediate computer skills including operating systems, productivity applications,Internet applications and file management following the International Computer Driving License (ICDL) guidelines

• Assist municipalities in solving technical issues and application of policies and standards to their LAN and IT systems• Assist municipalities with Internet and connectivity issues• Establish a basic help desk facility for municipal civil servants• Pilot training programmes for citizens in remote areas (involving schools and teachers)• Tentative Budget: US$ 350,000
