Ron Holifield is CEO of SGR which helps local governments Recruit, Assess and Develop innovative thought leaders. Current clients include over 550 local governments in 47 states, Ron has also provided strategic consultation to some of the leading companies in America, including American Express, Xerox, IBM, PeopleSoft, Verizon, Aramark, Space Imaging, NASA, and many more.

He previously served almost two decades in City Management with six different cities, ranging from 1,811 residents to over 200,000. Ron is a recognized leader in innovation and initiatives to run government using private business principles. While still active as a City Manager, “Texas Business Magazine” named DeSoto as one of the “10 Best Managed Cities in Texas”.

With 20 years of local government management experience, Julie is passionate about public service, embracing change and innovation, engaging communities in solving problems, and building a values-driven workforce that delivers results.

Julie was unanimously appointed City Manager for the City of Mercer Island January 2017, and served through July 2019. Mercer Island is a full-service municipality located between the cities of Seattle and Bellevue. Prior to Mercer Island, Julie was the Assistant City Manager of Daly City, California, a suburb of San Francisco, with a diverse population of over 100,000. She served in this role from March 2014, until December 2016. Prior to Daly City, from February 2011, until October 2013, Julie was the City Manager for the City of Shoreline, Washington, a first-tier suburb adjacent to the City of Seattle. Prior to her unanimous appointment, she was Shoreline’s Assistant City Manager since July 2002. When Julie joined Shoreline, it was a newly incorporated municipality. Before moving to the Pacific Northwest, Julie was the Assistant to the City Manager for the City of Rockville, Maryland, a suburb of Washington, DC.

Julie has a MPA from Virginia Tech and a BA in Government and Politics from George Mason University and also earned the ICMA (International City/County Management Association) Credentialed Manager certification.

Julie has had an online article, “Why Your Government Needs to be a Hipster Organization,” featured in Governing. Julie was a charter board member of the League of Women in Government (LWG), and most recently, she spearheaded the Northwest Women’s Leadership Academy, devoted to the advancement of women executives in local government management.

JULIE UNDERWOOD

With more than 30 years of experience in Public Relations, Kim Stuart is the Director of Communications for the City of Aurora, Colorado, a community of nearly 360,000 people from across the globe.

Prior to joining the City in 1993, Kim worked for the US Senate and the George H.W. Bush Presidential administration where she represented the Secretary of Labor in eight states. On any given day she can find herself marketing and branding Aurora, strategizing how to manage the latest public issue or crisis, meeting with community leaders, or arm-wrestling aggressive media types. Kim says there is never a dull day in such a dynamic city.

Kirsten Wyatt is the executive director and co-founder of ELGL. Previously, she served as Assistant City Manager of West Linn, Oregon. While at the City of West Linn, she was employed as the Assistant to the City Manager, and the Finance Analyst.

Prior to her tenure in West Linn, Kirsten served as a budget analyst for the Virginia Department of Education; as a graduate assistant with the Town of Chapel Hill, North Carolina; and as a communications consultant with Pacific Public Affairs.

Kirsten has a Bachelor of Science degree in Politics from Willamette University in Salem, Oregon; and a Master of Public Administration Degree from the University of North Carolina in Chapel Hill, North Carolina.

Emmett Wheatfall is an Assistant County Administrator for Clackamas County, Oregon, where his primary responsibilities are for Equity, Diversity, and Inclusion. Prior employment includes having been a vice-president for the YMCA of Columbia-Willamette headquartered in Portland, Oregon, as well as Corporate Equal Employment Opportunity and Diversity Specialist for Portland General Electric, a three-billion dollar utility and energy marketing company in Portland, Oregon.

As a human resources professional and leader, Emmett has extensive experience in the areas of public-speaking, training, and facilitation. Having spent years assisting employees, work groups, and organizations in such areas as equity, diversity, inclusion, affirmative action, and equal employment opportunity, he is a highly regarded conference, seminar, and workshop speaker.

Over the years he has been asked to keynote large and small conferences in Oregon and the United States; both public and private-sector. His evaluations constantly rank high in terms of his effectiveness and presentation quality.

After a stint as a television sportscaster, Pete returned to Disney in 1994. Over the next 13 years, he managed various areas of Disney’s theme parks and resorts, where he learned what it takes to run a world-class organization. Pete was blessed to spend a majority of his time working at the Disney University. While there, he led the Traditions program, which is known worldwide as one of the premiere employee orientation programs. He also facilitated college level courses to thousands of Disney College Interns, and was a Segment Learning Manager for Walt Disney World, Disneyland Resort, and the Disney Cruise Line.

Pete is the Training and OD Manager for the Personnel Board of Jefferson County, Alabama. As a leadership expert and professional speaker, he also works with organizations and associations all across the U.S., helping them achieve their goals in the areas of leadership, employee engagement and customer service. Some of his clients include DirecTV, Southern Company, LG, Regions Bank, and Coldwell Banker.

Pete is a former President of the Birmingham Chapter of the Association for Talent Development (ATD), received the “2016 Learning! Champion Award” from Elearning! Magazine, and earned the Certified Speaking Professional (CSP) designation from the National Speakers Association. His first book is Employee Engagement: Lessons from the Mouse House. His next book, Pick Up the Roach! Why Great Leaders do the Little Things, is due out in 2020.

Dori Lee is a native Texan, born in Dallas. Mrs. Lee has 23 years of human resources management experience with the last 14 years at the City of Lancaster. She obtained her Bachelors of Applied Arts and Sciences degree and a teaching certificate for secondary business education (grades 6-12) at the University of North Texas.

Mrs. Lee is a certified Senior Professional in Human Resources Management (SPHR), SHR-SCP Society of Human Resources Management – Senior Certified Professional, IPMA-SCP International Public Management Association – Senior Certified Professional, and SPHR Senior Professional in Human Resources.

As the senior Human Capital leader for a City Leadership team serving a population of 105,000 plus residents, Mark Farrington has been the City of Lakeland, Florida, Director of Human Resources & Civil Service since August of 2014. Mark, a member of the City’s Executive Team, provides leadership, direction and developmental alignment, and oversight for long-range human capital plans for more than 2,100 full time employees. Moreover, Employment & Civil Services, Employee & Labor Relations, as well as Employee Engagement and Development are functional divisions reporting to Mark. Furthermore, Mark serves as the chief executive officer of the Civil Service Board, administers and enforces Civil Service Rules, conducts hearings, investigates the impact of enforcement, and reports from time to time any violations or other conditions which make it desirable to amend the civil service rules.

Mark Farrington, transitioned to Lakeland from the City of Lake Worth in Palm Beach County, Florida where he served for three and a quarter years. While there, he gained an appreciation for the differences, both understated and obvious, between the public and private Human Resources Management. While in Lake Worth, Mark was the chief spokesman for the settlement of three collective bargaining agreements which reached impasse prior to his arrival to that position in 2011. In both municipalities, Mark has led national searches for Executive and Key Leadership roles using behaviorally anchored practices where candidates articulate specific past experiences that align to what they would encounter should they be offered and accept the role under consideration.

Mark’s foray into public sector was underpinned with more than 35 years of private sector Human Resources experience with some of the most successful companies in America; Frito-Lay, Exxon-Mobil, Avery-Dennison, Coors Brewing Company, Unisys, and PricewaterhouseCoopers LLP, having lived and worked in ten states in his professional career. While at Coors Brewing Company, Mark was a contributing member to the first Coors Diversity Steering and Advisory Committee. Later, Mark was tapped to become the first HR Director for Diversity with PricewaterhouseCoopers LLC’s Management Consulting business. While at Management Consulting, Mark implemented the firms first Diversity Steering Team comprised of the Business Unit Practice Leaders in the Atlanta Office.

Mark has earned a bachelor’s degree in psychology and business from the California University of Pennsylvania, commonly referred to as Cal U. He has done graduate studies at the University of Denver.

Katie Babits is a self-ascribed local government nerd, passionate about embedding diversity, equity and inclusion in public administration and helping people align their career goals with their passion and talents. Katie has an MPA from Missouri State University and joined SGR after working in local government in Oregon. She currently is based out of Phoenix and manages partner collaboration and works on diversity and inclusion for SGR.

Kathy McNelis has been the Human Resources Manager for Employee Engagement and Development at the City of Lakeland, Florida, since March 2016. In this role, she and her team are transforming a traditional training and development department into one recognized as a consultative strategic business partner offering a diversified portfolio of professional development platforms.

This includes introducing the City to organizational development, talent and succession management, a roadmap for culture “resets” targeting organizationaland individual effectiveness, an on-line learning management system, “booster” programs for retention of post-event learnings, an improved new hire experience with onboarding enhancements, customized learning forums and workshops, a “leaders teaching leaders” paradigm, more inclusive strategic planning processes, and change management strategies. The “voice of the customer” is at the core of engaging leadership.

Prior to transitioning back into Human Resources, Kathy spent 13 years with the Lakeland Electric Utility as the Manager of Corporate Performance. This role included driving their strategic planning process, developing dashboard metrics and facilitating senior leadership retreats. She led process improvement events across all operating divisions, managed the employee opinion survey process, and served as a Florida Sterling Award Examiner for several years.

Prior to public service, Kathy had 15 years’ experience in private industry across a variety of HR and strategic planning leadership roles including Director of Human Resource Development and Recruitment and Reinvention Manager at Florida Power Corporation (now Duke Power). She was an adjunct faculty member at several universities teaching in MBA programs and has consulting experience.

Kathy earned her Ph.D. and Master’s degrees from The Ohio State University in Industrial/Organizational Psychology and her BA from The State University of New York at Stony Brook. She has a Lean Six Sigma Black Belt from Villanova University and is currently pursuing her newest interest in the field of C-IQ (Conversational intelligence).

Brian Crawford is a senior vice president and the chief administrative officer (CAO) for northwest Louisiana’s largest healthcare provider, Willis-Knighton Health System. He formerly served as the CAO for the City of Shreveport as well as fire chief in Shreveport and Plano, Texas. Crawford is a Certified Public Manager©, Certified Emergency Manager©, and a graduate of Harvard University’s Senior Executives in State and Local Government program. In 2017, he was appointed by Governor John Bell Edwards to serve as the 4th Congressional District representative on the Louisiana State Police Commission. In 2018, Crawford was appointed by U.S. Department of Commerce Secretary Wilber Ross to serve on the First Responder Network Authority (FirstNet) Board of Directors. Locally, he serves on the Greater Shreveport Chamber and the Bossier Chamber of Commerce Board of Directors. Crawford possesses a Master of Arts in industrial psychology from Louisiana Tech University and a Bachelor of Science in organizational management. He is married to the former Stacey Thompson of Pineville. They have four children, Brent, Kristen, Landon, and Hayden.

Chief Administrative Officer, Willis-Knighton Health Systems | Shreveport, LA

BRIAN CRAWFORD

Sarah Medary is currently the Public Works Director for the City of Eugene. Her career with the City of Eugene has spanned 23 years and 11 different jobs in four of six City departments. Each one has been her favorite, especially the first one in parks maintenance. She is most frequently described with two words, creative + authentic. Medary’s formal education is a mix of her favorite things: places and people. She earned a degree in Landscape Architecture from the University of Oregon and her Masters in Organizational Leadership from Gonzaga University. It was at Gonzaga where she discovered servant leadership was a field of study, not just a coincidental set of behaviors in the people she most admired. A Credentialed Manager with ICMA, Medary is also trained and certified as an executive coach and invests her personal time in helping others grow and thrive. When she’s not fulfilling her nerdy leadership hobby, she’s likely on a river with a fly rod.

Scott Minnix is the Director of Los Angeles County’s Internal Services Department (ISD), one of the largest and most functionally diverse municipal support departments in the United States. With an operating budget of over $873 million and nearly 8,000 employees, ISD plays a vital role in maintaining LA County’s facilities, information technology, telecommunications, fleet, and energy management infrastructure, as well as serving as the County’s Purchasing Agent spending approximately $5.7 Billion annually in purchasing and contracts. Many of the departments Scott supports are the largest municipal government agencies of their kind.

Scott is an energetic, thought provoking, results driven individual who has been internationally recognized by organizations such as the International Facilities Management Association, National Procurement Institute, Government Technology, the US Department of Energy, National Associations of Counties, and many others. He delivers results by improving employee engagement, driving performance, utilizing data analytics, while prioritizing customer needs. He is known to lead by example and building meaningful and lasting professional relationships. By using Lean Six Sigma process improvement methods and aligning them with Human Sigma practices, he has been successful in transforming organizational culture and delivering high performance results.

Prior to serving the County of Los Angeles, Scott held executive leadership and management positions with global institutions in insurance, education, and manufacturing along with agencies in state/local government in the cities of Houston and Seattle. Additionally, Scott served nearly 10 years as an officer in the US Naval Reserve. Scott earned his bachelor’s degree in Business Administration from the University of Puget Sound and his Master of Public Administration (MPA) from the University of Washington. He has furthered his education by obtaining executive leadership certificates from Harvard University, MIT, and Colombia University.

Scott is committed to STEM education and diversity and inclusion in the workplace. He has worked with the Society of Hispanic Professional Engineers, the American Indian Science and Engineering Society, and the National Society of Black Engineers. He is a member of the Alpha Phi Alpha, and the National Association of Black Public Administrators. He has served as a faculty member at the University of Washington and Texas Southern University.

Scott is married and a father of four girls. He is a competitive athlete and played collegiate football and now enjoys golf, tennis, racquetball, and running.

Jennifer Fadden joined SGR in 2018. She retired from city management in 2017, after 22 years in local government, including 10 years as a city manager in Texas. Since retiring, Jennifer has been serving as an adjunct professor in the Department of Public Administration at the University of North Texas. She holds Bachelor of Arts in political science and Master of Public Administration degrees from the University of North Texas, where she also serves on the Public Administration Advisory Board.

Jennifer is an International City/County Management Association Credentialed Manager and has served her profession as president of the North Texas City Management Association and the Urban Management Assistants of North Texas. Jennifer was honored in 2012 by the North Central Texas Council of Governments with the Linda Keithley Award for Women in Public Management and by the University of North Texas Department of Public Administration as the Outstanding MPA Alumna for 2017.

In our organization, we encounter similar challenges striving to create “dream teams” to tackle the challenges and demands of our citizens, City Commissioners, and local businesses to achieve a culturally inclusive world-class community. The challenges and demands include experiencing a significant retirement cliff, a tight labor market, and the realities of the local demographics. In this presentation, we will highlight our “build or buy” approaches for identifying and developing a diverse pipeline of world-class talent for future leadership roles in the City of Lakeland. The methodology relied heavily on developing and validating a future-focused leadership model capitalizing on “the voice of the customer” with a focus on business strategies aligned with organizational success.
