PEME

(Pre-Employment Medical Examination)

(Pre Placement Medical Examination)

A thorough physical, dental and mental examination which includes giving of variety of tests to identify suitable or disqualifying health conditions of the prospective employees. (Seafarers).

Typically it consist of a review of the Prospective Employees.

- Medical History

- Physical Test

- Visual Test

- Hearing Test

- Test for vital signs

Some jobs require special test like respiratory evaluation (Pulmonary Function Test)

example: using a type of breathing apparatus

Why is PEME needed?

PEME is necessary to:

- verify good health

- identify necessity for series of vaccinations / medication.

- detect correctable medical conditions needed to be resolved prior to

employment;

- ensure admissibility of the patient to various employer / countries based

on set criteria and standards.

- Requirement to reduce risk to other crew members and for the safe

operation of the ship, as well as to safe guard their personal health & safety.

- Requirement to hold a valid certificate as required by the MLC 2006 and

STCW 1978 convention.

- To find out if you have a condition which could lead to sudden incapacity of

abnormal behavior which could put a vessel in danger / crew member and

passenger.

- To find out if you have a medical condition which could recur at sea and need

urgent treatment.

- To ensure that you are fit for emergency duties.

- To advise you whether your health has been harmed by your work / pre-existing /

job related.

The medical certificate is neither a certificate of General Health nor a certificate

of the absence of illness.

IT IS THE CONFIRMATION THAT THE SEAFARER IS EXPECTED TO BE ABLE TO

MEET THE MINIMUM REQUIREMENTS TO PERFORM THE ROUTINE EMERGENCY

DUTIES SPECIFIC TO THE POST AT SEA SAFELY AND EFFECTIVELY DURING THE

PERIOD OF VALIDITY OF THE MEDICAL CERTIFICATE.(ILO / IMO GUIDELINES ON

MEDICAL EXAMINATION OF SEAFARER PART 1.IV PARAGRAPH 18)

The examining medical “practitioner” should base decision to issue a

medical certificate on whether criteria for minimum performance

requirements are listed in the appendices to this documents, are met in the

following areas: refer to Guidelines on Medical Examinations for seafarers

ILO\ IMO

i. vision (Appendix A, hearing (Appendix B) and physical capabilities

(Appendix C)

ii. Impairment from the use of medication (Appendix D);

iii. presence or recent history of an illness or condition (Appendix E).

Purpose of the Seafarer Health assessment

The fundamental purpose of the seafarer health assessment is to ensure that the individual seafarer is fit for the work for which he is to be employed, taking into account the particular risks associated with working at sea. The seafarer medical examination is a key element in this process . As a general rule the Medical Practitioner should be satisfied in each case that no disease or defect is present which could either be aggravated by working at sea, or which represents an unacceptable health risk to the individual seafarer, other crew members or the safety of the ship. The medical practitioner performing the medical examination should understand the special requirement of seafarers life and have a knowledge of the living and working condition on board ships and the job demand on seafarer and the effect on their health.

The medical standards for seafarers shall be in accordance with Current “ILO/IMO Guidelines on the Medical Examinations of Seafarers” The Filipino migrant worker shall only be required to undergo health examinations when there is reasonable certainty as certified by the hiring recruitment/ manning agency pursuant to POEA Rules and Regulations that he/she will be hired and deployed to the jobsite and only those health examinations which are absolutely necessary for The type of job applied for or those specifically required by the foreign employer shall be conducted.

A fit for duty PEME certificate shall be valid for a maximum

period of two (2) years on condition that the applicant is

deployed within ninety(90) days from the date of fitness.

Exception applies in the following:

1. Examinee is below 18 years old in which case the maximum period of validity shall be one (1) year

2. Examinee has limitations due to health reasons.

IMPLEMENTATION OF THE AMENDED POEA CONTRACT: STANDARD TERMS AND CONDITIONS GOVERNING THE EMPLOYMENT OF FILIPINO SEAFARERS ON BOARD OCEAN – GOING VESSELS The POEA Memorandum Circular no. 02 Series of 2002 pertains to the implementation of Section 20.B.E of the revised Standard Terms and Conditions Effective 05 June 2002 reads as follows. “ A seafarer who knowingly conceals and does not disclose past medical conditions, disability and history in the pre-employment medical examination constitutes fraudulent misrepresentation and benefits. This may also be valid ground for termination of employment and imposition of the appropriate administrative and legal sanctions.”

Conclusion:

Any Health assessment should be appropriate to the requirements of

Seafarers. Medical Examination are only Justified with the job that

involves working in a hazardous environment (seafaring).

Which requires:

- High Standards & Fitness

- Required by law

- Can perform the job safely without placing co –workers at risk
