How data is registered
National level and District level ( at time birth of the child, completed by a competent health worker. And death by village heads, for marriage and divorce by ministry of justice)
National civil registration Office issue the birth and death certificate base on Medical notification if birth or death in hospital.
National civil registration Office issue the birth and death certificate base on head of villages notification if birth or death outside hospital.
Structure of the system and data flow:
No incentives for register base on MoU
Reporting system:District civil registration office send regular
data to national using standar form

Ministry of State Administration also collecting birth and death data and send Ministry of Justice ( National Civil Registration office)
Ministry of Health send birth and death data directly to ( National Civil Registration office)
All data analysing and desimination information by ( National Civil Registration office)
Stakeholders responsible:
Collecting and reporting still using manual system
We need to learn more experiences from others Country which is using ellectronic system.
Need to do the campaign to increase community awarnesses and importance of civil registration and vital statistic in Timor Leste.
