REGISTRATION OF RATION CARDS

1. WILL the Minister for Civil Supplies be pleased to state

(a) the number of Societies having/not having proper internet

connectivity to ensure regular supply of ration to the people as on

date;

(b) the village-wise and taluka-wise details of the steps taken by the

Government to redress the grievances;

(c) whether some Societies supply ration on manual bills which effects

other Societies which uses P.O.S., with people complaining that a

particular society is issuing ration manually and the other Societies

are not following the same procedure;

(d) reasons on a case to case basis as on date;

(e) the number of ration cards registered till date on the Server;

(f) the number of ration cards yet to be registered as on date;

(g) the reason for delaying the registration of cards and the steps taken

to correct the same;

(h) the number of people not receiving their monthly ration quota as on

date with details case-wise and reasons therefor;

(i) the reason for not redressing the complaints swiftly by Civil Supply

Inspectors as they pass the buck on to N.I.C.E. with details thereof;

(j) the details and reasons behind the grievances from the South Goa

Ration Card users for not getting quick service from South Goa Civil

Supply Office and also the Civil Supply Inspector being

uncooperative; and

(k) the steps taken by the Government to mitigate their hardships?


TRIBES ADVISORY COUNCIL

2. WILL the Minister for Tribal Welfare be pleased to state

(a) whether the Government has formed Tribes Advisory Council (TAC)

as per Schedule V of the Constitution of India;

(b) if so, furnish a list of the Members of the Tribes Advisory Council;

and

(c) if not, the reasons for not forming the Tribes Advisory Council?


ST BACKLOG VACANCIES

3. WILL the Minister for Tribal Welfare be pleased to state

(a) the Department-wise details of backlog vacancies for ST to be filled

by the Government;

(b) the Department-wise details of the backlog vacancies filled by the

Government from 2017 till year;

(c) whether the Government considers backlog vacancies as a distinct

group; and

(d) whether backlog vacancies are advertised separately?


TENANCY CASES

4. WILL the Minister for Revenue be pleased to state

(a) the year-wise details of the number of Tenancy cases pending in

each Mamlatdar Court from 2015 till date;

(b) the Tenancy Cases that are pending for more than a year with

reasons therefor;

(c) the reasons for putting the tenants to hardship without settling their

Tenancy Cases which makes them run from pillar to post; and

(d) the time frame by which these pending cases will be settled with

details thereof?

5. WILL the Minister for Tribal Welfare be pleased to state?

(a) the Department-wise details of the TSP funds allotted for the

Financial Year 2017-18, 2018-19, 2019-20;

33. Will the Minister for Planning & Statistics be pleased to state:

(a) whether the Government has implemented the Goa Reconstruction

Act, 2005 as far as the Birth and Death records for the years 1914-

1970 are concerned;

(b) whether the Government is aware that under Goa Reconstruction

Act, 2005, the Government has appointed Chief Registrars, District

Registrars and Registrars to look into the issues concerning the

reconstruction of Birth and Death records;

(c) whether the above setup of authorities have been proved useful as

far as reducing public inconvenience is concerned, since the

Government already had a Chief Registrar, District Registrars and

Registrars under the Registration of Birth and Death Act, 1969;

(d) the Taluka-wise details of the number of cases of Reconstruction of

Birth and death records pending for decisions; and

(e) whether the Government has set any time limit for disposal of

cases of Reconstruction, if so, the details thereof?

(c) whether Utilization Certificate has been submitted, if so, furnish

details thereof;

(c) whether there are any demands from various Associations for

appointment of coaches; and

SCHOLARSHIP TO S.T.STUDENTS


(a) the number of students belonging to Scheduled Tribes receiving

Pre-matric and Post-matric Scholarships by students studying

from Std. V to Std X from St. Andre Constituency under State

Government Schemes;

(b) the names and addresses of the recipients of the scholarships and

the total amount disbursed by the Government;

(c) the income limit for receiving these Scholarships; and

(d) whether the compulsion of the Income Certificate as a Pre-

requisite for receiving Scholarship cannot be waived for S.T.

Students?


TENANT ASSOCIATION IN ST. ANDRE CONSTITUENCY


(a) the number of Tenant Associations in St. Andre Constituency;

(b) the number of them that are in force;

(c) the number them that do not have legally elected Committees;

(d) the number of tenant Associations that legally conduct auctions of

sluice gates in St. Andre Constituency;

(e) whether the Government frequently audits the account of these

Associations; and

(f) the action proposed to be taken against defaulting Tenant

Associations?


MOTOR DRIVING SCHOOL FOR SCHEDULED TRIBES


(a) whether the Government will propose to establish a Motor Driving

School in Curca/Dongri as there is a large S.T population in these

Villages ;

(b) whether the Government will pay stipend as an incentive to the un

employed youth belonging to Schedule Tribes to join the Motor

Driving School ; and

(c) whether the youth who obtain a driving license from the Motor

Driving School will be given financial assistance to purchase their

own Motor Vehicles as an encouragement to be self-employed ?


FAIR PRICE SHOPS IN ST. ANDRE CONSTITUENCY


(a) the number of Fair Price Shops existing in St. Andre Constituency;

(b) number of BPL and Antyodaya ration Card holders in the

Constituency furnish a list Village-wise;

(c) quantity of food grains sanctioned for each Fair Price Shop;

(d) the number of times the Government has conducted the audit of the

Fair Price Shops; and

(e) whether the Government has made a provision to supply kerosene

oil to low income groups who do not have gas connection with

details thereof?

competitions to tap the talents of the artists;

different places in Canacona Constituency ;

TRADITIONAL PLACES TO CELEBRATE FESTIVALS

47. WILL the Minister for be Tribal Welfare pleased to state:

(a) whether the Government is aware of the traditional places to

celebrate Shigmo and Carnival called Mand in the State;

(b) if so, whether there is any scheme to develop these Mands with

stages, pandals, changing rooms and wash rooms with details

thereof;

(c) whether the Government intends to start a new scheme to develop

these Mands, if not, the reasons therefor;

(d) if so, furnish details with time frame ;

(e) whether the Government has any Scheme to finance the traditional

Shigmo and Carnival Utsav;

(f) if so, the details thereof ; and

(g) if not, whether Government intends to start a new scheme to

support traditional Shigmo and Carnival ?


DISASTER MANAGEMENT TEAM AT CANACONA


(a) whether the Government has constituted a Disaster Management

Team at Canacona to look after the disaster management during

monsoon;

(b) If so, the total number of staff and contract labourers with duty

roster (night/day) assigned to them;

(c) whether the present staff and labourers are enough to look after the

disaster related work, if so, details thereof;

(d) if fall short, whether Government intends to increase the number in

the contract next year;

(e) if so, details thereof;

(f) if not, the reasons therefor;

(g) details of the total number of calls received, calls attended, left

unattended, along with date; and

(h) whether the JCB is available to the Department around the clock if

(a) whether the Government had promoted a hinterland project in

Canacona Constituency;

(b) if so, the details of project initiated and implemented by the

Government in the hinterland from March 2016 till date; and

(c) if not, whether the Government intend to take up the same?

51. WILL the Minister for Art and Culture be pleased to state:

(a) whether it is a fact that special grants were provided by the

Government to various organizations/institutions/clubs of

Canacona Constituency;

(b) if so, furnish details such as names of organizer/place of

function/venue and sanctioned amount from March 2016 till date;

and

(a) Whether the Government is aware of the FRC cases that are

pending in Canacona Constituency;

(b) if so, Forests Right Committee-wise details and reasons for

pendency;

(d) if so, number of FRC cases cleared with names and addresses;

(e) whether the 50% quorum is mandatory in Gram Sabha to decide on

the claim; and
