1 SMART State & Territory SORNA Implementaon Progress Check Sex Offender Registraon and Noficaon Act (SORNA) State and Territory Implementaon Progress Check April 5, 2018 SMART.gov Enacted in 2006, Title I of the Adam Walsh Child Protecon and Safety Act — the Sex Offender Registraon and Noficaon Act (SORNA) — created a baseline standard for sex offender registraon and public noficaon. SORNA replaced a patchwork of federal laws, including the Jacob Weerling Act and Megan’s Law, to improve consistency among jurisdicons’ sex offender registraon and noficaon laws. States and other jurisdicons that substanally implement SORNA’s requirements avoid a reducon in federal funding. To verify compliance, the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) reviews jurisdiconal laws, policies and procedures across 14 SORNA categories, detailing if a jurisdicon has or has not met the standards.     Enacted in 2006, Title I of the Adam Walsh Child Protection and Safety Act the Sex Offender Registration and Notification Act (SORNA) created a baseline standard for sex offender registration and public notification. SORNA replaced a patchwork of federal laws, including the Jacob Wetterling Act and Megans Law, to improve consistency among jurisdictions sex offender registration and notification laws.
