It is the desire of the Cockburn Power Boats Association (CPBA) Sportfishing Group toprovide a family orientated forum for social interaction and the opportunity to participate inorganised fishing events and the sharing of general fishing knowledge and experiences.

WELCOME

The CPBA Sportfishing Group is one of a number of “special interest” groups which havebeen formed under the umbrella of the CPBA to cater for the diverse range of interests amongmembers of the Club.

Being a special interest group of CPBA, participation in the Sportfishing Group is open to allpeople who are financial members of CPBA. All of the CPBA membership categories (FullMember, B Class, and Social Member etc.) provide eligibility for people to become active andif they choose, competitive within the Sportfishing Group.

As with most CPBA activities participation in any of the Sportfishing Group activities are alsoopen to members’ guests.

The Sportfishing Group has been operating within CPBA since around 1991, in that timemembership participation has “hovered” at around 30 - 50 people.

The CPBA Sportfishing Group is affiliated with the Australian National SportfishingAssociation (ANSA) through the WA Branch. Being affiliated with ANSA providesSportfishing Group members with a number of benefits and personal challenge opportunitieswithin the ANSA system.

These notes outline the Guidelines the Group feels are appropriate to it’s “members”, the waythe monthly comp’s are conducted, and some other facets of the ANSA system to helpmembers learn about Sportfishing or the Sportfishing Group generally.

The Australian National Sportfishing Association (ANSA) was conceived in NorthQueensland in the mid 1960’s.

It is one of a number of national associations which bring together groups or clubs of anglersof particular interests and or specialisation. Some other major associations are the AustralianAnglers Association, Game Fishing Association of Australia, Australian UnderwaterFederation and the Amateur Fishermans Association of Northern Territory.

The ethics of ANSA and of Sportfishing in general is summarised thus -

“The underlying spirit of angling is that the skill of the angler is pitted against thestrength and instincts of the fish and that the latter is entitled to an even chance for itssurvival”,

and is reflected in the three key words of “Sport, Integrity and Conservation”.

Above all else ANSA promotes that its affiliate members act responsibly toward all facets oftheir Sport, that is with other users, the fish itself, the environment, fisheries management andso on to promote a positive image of Sportfishing, Sportfishers and ANSA generally.

Since those North Queensland beginnings, ANSA has grown to comprise clubs in every stateof Australia and has become a major influential voice in striving to secure the sound, longterm future for all recreational anglers.

Affiliation with ANSA provides people with the opportunity to compete for State and NationalANSA Records, Master angling awards, Tagging Master Awards and various otherrecognitions of angling achievement and or skill.

Within the ANSA system there are a number of Sportfishing categories. People competing inany ANSA competition are expected to comply with the tackle conditions and restrictions ofthose categories.

Referring to and reading through the ANSA handbook will further outline the facets of theANSA system. Anything that needs clarification should be directed to one of the Grouprepresentatives. Copies of the ANSA handbook are available from the Sportfishing GroupRecorder.

ANSA WARE

Boat Stickers features the ANSA logo in a shield style in black and gold and isapproximately 7” x 5” and will adhere to any boat surface.

Window Stickers features the ANSA logo in a shield style in black and gold and isapproximately 3” x 2” will adhere to any surface. Best contrast is achieved if placed onwindows (ie on any clear surface) but will also display well if placed onto a whitebackground (ie can be used on sides of boats though can appear a little small)

ANSA Cloth Badges also featuring black and gold ANSA logo in a high quality fullyembroidered cloth shield in usual cloth badge size, resists fading and washing verywell.

Competitions are held each month of the year.

Payment of an annual fee of $20 qualifies members to participate in all competitions startingfrom the Club.

Commencing with July, the competition is on the weekend comprising the third Sunday of themonth. Commencing midnight Friday up until midnight Sunday. Should any member wish tofish on more than one occasion for competition points during a competition weekend, only oneouting can be nominated for points for that weekend, is it up to the integrity of that member tonominate which is their competition outing and to stick to their word regardless of whichouting produces the better fishing (and hence potential points) result.

The following month is nominated as a Sunday only for competition in an area nominated bythe group. Starting time is 7-00am from the Club ramps and will conclude no later than 2-00pm.

This rotation will continue for the remainder of the year.

Should any monthly competition be cancelled due to poor weather, one attempt will be madeto run that competition over the following weekend, no third attempt will be made should thatweekend also be blown-out (see Rules and Guidelines below).

Competitors are required to submit their entry for points score on the approved Points ScoreForm and lodged with the Weigh master no later than 48hrs after the competition hasconcluded. An electronic report in the same form would be accepted, an Excel spreadsheet hasbeen developed to assist with points lodgement which can be emailed to the Group Recorder.

Competitors are encouraged to log on (and off) with an appropriate Sea Rescue Service as partof their safe participation in the competition, refer to Rules and Guidelines below.

RULES AND GUIDELINES

(1) GENERAL

i) CPBA Sportfishing Group shall henceforth be referred to as the Group in theserules and guidelines.

ii) Members of the Group shall be duly bound at all Group meetings andcompetitions by loyal observance to the :

a) CPBA Constitution & Rules

b) ANSA (Aust and WA) Constitution and Rules

c) These rules and guidelines

iii) The Group meets monthly at 7-30pm on the 3rd Monday. Usual business consistsof:-

a) Meeting, fishing and social calendars;

b) Conducting meetings, fishing and social events;

c) Discussion both formal and informal within or with other bodies of expedienceor necessity to the Group.

d) Recording minutes, approving record claims, newsletter articles and generallyother matters of interest to the Group.

e) Representation of this Group at Club meetings and events

iv) Any monies of the Group shall be held on behalf of CPBA and be administeredat the authority of duly elected Group representatives.

v) Any member of the Group who participates in any ANSA convention /competition shall hold with esteem the principals and values of the CPBA codeof ethics

vi) The calendar year shall be from July 1st to June 30th and shall herein be referredto as “the Year”

(2) COMPETITION RULES

FISHING

i) Participation shall be open to all CPBA members.

ii) Shall be conducted under the fishing rules outlined within the ANSA (Handbook)rules and these rules and guidelines.

iii) Size and bag limits as defined in State and /or National regulations must beadhered to.

iv) Only those species recognised in the existing ANSA / Group Eligible Species Listwill be accepted for point score.

v) Points shall be awarded in accordance with the formula and factors as determinedby the Group from time to time.

vi) Fish presented for points:

a) Must be presented on or before the / any predetermined competition close-offtime or other time as arranged.

b) The length of the fish as determined by the Group Recorder shall be final andbinding.

c) Shall be measured on i) certified length rule, or ii) length ruler approved by theGroup.

d) No allowance will be made for fish presented in a “gilled and gutted” state.

e) Unless specified otherwise, and as decided by the Group from time to time,only fish of species within the ANSA Eligible Species List shall be submittedfor competition points score.

vii) Extension of fishing time may be given when an angler is fighting a fish hookedprior to official close-off time provided that notification is duly made to theofficial Group Recorder of the day.

viii) Departure and return from fishing should, where possible, be logged by radiousing normal CPBA practises. Should fishing be outside radio monitoring hoursradio contact should be established at the earliest possible time. Logging onconfirms entry into the days competition.

ix) Where tackle restrictions have been pre-determined, only fish caught within thescope of that tackle will be eligible for points score on that day.

x) Any breach of rules and or guidelines shall disallow the recording of any fish andother penalties, as defined in the constitution, handbook, or defined by the Groupmay be imposed.

xi) Trophies, prizes and awards as determined by the Group will be presented on adaily and or annual basis.

STRONG WIND WARNING

A strong wind warning issued before or at any time during a Competition for any part of theCompetition period will result in the cancellation of all or the remainder of that Competition.The Group Recorder (or the person performing that role in the absence of the Group Recorder)may also cancel any competition in the interest of safety should the weather be deemeddangerous, unfishable or otherwise unsuitable. Where possible, one attempt will be made torun the Competition on the following (4th Sunday) weekend.

In the event that the competition has been cancelled through the judgement of the GroupRecorder (or person performing in their absence) members of the Group will be advised via asuitable notice on the Club gate/s and/or via email to all members where such contact detailsare known. Any member who has fished the cancelled competition (by virtue of launchingprior to the decision being made to cancel the day) may choose to have their points for the daystand but must make this known to the Group Recorder within 48 hours of the cancelledcompetition day.

SCORING POINTS IN COMPETITIONS

Being in a “fishing competition” participants score points by catching fish.

Scoring for points in a Group competition can be unlike some other fishing competitionsbecause as it is a Sportfishing competition, fish of the same length will be worth differentpoints when caught on different line class. Fish caught and released can also gain points in thecompetition.

The use of braided fishing lines in ANSA competitions has attracted specific attention; theoutcome is that fishing with braided lines affords the angler an unfair advantage over the useof rated monofilament fishing line. It is widely accepted that “braid” is known to break wellover its rated strength, it is this characteristic of braided lines generally that has created theneed for change.

Anglers wishing to use any braided line must insert a single length of rated monofilament ofthe line class in which they wish to be point-scored of at least 1.5mtrs at the end of theirbraided line and between it and the first item of terminal tackle or shock leader. Failure toinclude the length of rated monofilament shall disallow any captures on that tackle for thatcompetition.

Fish which are regularly caught in and around the metro area have been split into severalcategories depending on their size / growth potential. We have also limited the numbers offish which can be claimed for points in Group competitions to encourage people to diversifyrather than sit on one school of a particular species and catch just that species “all day”. Doingso doesn’t help that stock nor does it test angling skill – being in the right place at the righttime is a luck element and one of which competing anglers should not take undue advantage .

Refer to eligible species list to clearly see the differences in catch limits for Groupcompetitions.

# Champion Angler (Highest overall points in competitions over the year)

# Champion Boat (Highest overall points in competitions over the year)Note – Boat points are the combination of the points of all competitors on the boat onthe day divided by that number of competitors. Where only one member is competingfrom any boat on the day then that member’s points shall be divided by two for BoatPoints on the day.

# Highest Release Points (Highest total points scored in the release section of themonthly competitions).

# Highest Point Scoring Fish (Angler who presents the one single fish which scores thehighest points in monthly competitions.)

# Highest Point Scoring Fish Inshore – in Competition(CPBA Inshore / Offshore boundaries)

* This trophy is awarded for noteworthy captures taken outside of Group competitions. Toenter a fish taken outside monthly competition details should be lodged with the GroupRecorder on the Points Scoring Form.

Whilst there is no separate section or trophy specifically for Junior fishers, a juniorencouragement award can be made when a junior has shown a keenness to participate inmonthly competitions and learn more about the sport. Group competition junior competitorswho are also CPBA members are treated equally alongside other members in the accumulationof points toward Group trophies.

To encourage trophy recipients being as broadly spread throughout the Group membership aspossible the Group has decided that no one single fish capture can take out more than onetrophy in each year. In the event that one fish capture earns sufficient points to take out morethan one trophy, that angler shall have the right to choose which category of trophy theyreceive for that single capture. For all / any other categories in which the single fish capturewould have been awarded, the trophy shall be awarded to the next highest points capture inthat category.

FISH PRESENTED FOR POINTS SCORE

Competition participants can present one fish of each of the larger fish species and up to fivefish of each of the smaller fish species of the fish listed in the Eligible Species List.

Fish capture points are based on a combination of factors using a formula which is builtaround the ANSA formula. Those factors are the length of the fish, the breaking strain(“strength” or “size”) of the line used in the capture, the length ratio (as developed by theGroup for its completion point score system) and the fish fighting factor as nominated in theANSA system or by the Group from time to time to that particular species. (Fighting factorsdiffer from one species to another because some species fight harder than others and some aremore readily available than others. The fighting factors for fish species are outlined in theANSA Handbook and other Group lists as appropriate.)

The formula used is:

To claim a fish ‘has been released’ for competition points it must have been under control andintentionally released as opposed to having been unintentionally lost prior to capture.

The point score system is exactly the same for fish released during Group competitions as it isfor fish retained.

Anglers must measure the fish they wish to claim release points for during the competition.

The points score formula is exactly the same for fish presented as it is for fish released. TheGroup list outlines how many fish of each different species can be claimed for release or forpresentation.

Basically, for small fish like Herring, Skippy, Whiting, Bream etc. claims can be made forrelease points up to the maximum of five fish for that species. For larger fish such asSamsonfish, Jewfish, Snapper, Salmon, Tuna etc. claims for release points can be made for upto two fish for that competition day.

Fish must be of at least minimum legal size and be released in a good (i.e. likely to survive)condition to be eligible to be claimed for release points.

To encourage members to focus on seasonal or transitional species throughout the year, bonuspoints are awarded for the following species at specific months through the year –

TAGGING

The group supports the principle of tagging andreleasing of fish for research purposes.Instructions are available from the Tagging Officeron the use of tags and release weight.A list of eligible species suitable for tagging is alsoavailable from the Tagging Officer.

There is an annual Trophy for most fish tagged andreleased over the full year.

RECORD CLAIMS

i) Records will be kept for all eligible species and all line classes as defined withinANSA fishing rules.

ii) Any member of CPBA is eligible to submit a claim for Group records in anySportfishing division.

iii) Only fish captured in accordance with the ANSA fishing rules will be eligible forrecord claims.

iv) Record claims must be lodged within one (1) month of the date of the capture.

v) ANSA State or National Record claim captures must be weighed on:

a) certified scales, or,

b) scales approved by the Group.

vi) Fish weighed in a “gilled and gutted” state may be claimed as a State or Nationalrecord but no allowance will be made for the weight loss of any portion of that fish(gill and gut etc).

vii) Record claims must exceed the weight of any existing record/s in accordance withthe guidelines set out in the ANSA (Handbook) rules to be recognised as a newrecord.

viii) No line test shall be required for Group record claims, provided that the fishing lineused in the capture is of a reputable Pre-Tested brand.

ix) Record claims where non pre-tested fishing line has been used will be subjected toa line test as defined or required by the Group.

x) Claims for other than Group records (eg ANSA, IGFA) must comply with allrequirements as laid down in the ANSA (Handbook) rules and can only be madeby a member who is ANSA affiliated.

xi) Breaches of any of these rules or guidelines may result in all records held by suchindividual being withdrawn from the Group records list.

CPBA HOUSE RULES

The following is an extract from the Club’s House Rules governing Boats &Ramps.Also included are the rules re Launching & Retrieving. A sound knowledge ofthese rules is of benefit to all members.

Ramps & Boats

1. Members are not permitted to launch, retrieve or tie up any boat which is not registered withthe relevant WA / Federal Government authority on CPBA Club ramps or jetties.

2. Members are to ensure that any boat they bring into the Club grounds complies with allcurrent State / National safety, seaworthiness and equipment requirements.

3. A “vessel tender” may not exceed 3 metres (10') in length, or be powered with a motorexceeding 5hp. Tenders must have the same Department of Transport Number as its tenderedvessel.

4. No Club Member shall bring any two boats with separate trailers into the Club area at anyone time (except where one is for the use of a full-junior member), but may bring a tenderwith a parent vessel.

5. B Class Members may not use their nominator’s boat whilst the nominator is on boardanother boat operating from the Club.

6. The vessel registration number, CPBA membership emblem number along with theMembers name must be identified on the boat trailer via a standard aluminium plate availablefrom the Club or some other clearly legible method.

7. A current year flag sticker must be affixed to the member’s vehicle/s, to the drawbar of boattrailer/s and to the boat/s.

8. Members are not to moor boats to any of the Club jetties. Finger Pens are to be used forthis purpose. Pens are provided for Members use on a "first in first served" basis fortemporary mooring only. Boats may be left in pens for a term not exceeding 7 days in total inany four month period. Permission for longer periods of stay must be expressly obtained fromthe Club Manager or Club Bosun prior to commencement of mooring, or as soon as possible ifprior arrangement cannot be made.

9. Any boat exceeding 8 metres in hull length or 3 metres in beam is not permitted to moor inany of the pens at any time.

10. The bow sprit shall not protrude over the forward access jetty.

11. Members are not to leave their boats unattended (parked on the hard stand) for more than72 hours unless prior arrangements have been made with the Club Manager. The maximumterm is fourteen days in any eight week period. Permission for longer periods of stay must beexpressly obtained from the Club Manager prior. Charges will apply for any extension of timegranted longer than the original fourteen days, calculated at a day rate equivalent to twice the

current maximum annual storage rate divided by 365 days.

12. Water-craft speed limits and restrictions within ramp (5 knots at the time of printing) andmarina (8 knots at the time of printing) confines must be strictly adhered to at all times.

13. Members shall have a fully functional 27 MHz or VHF “marine radio” either hand-held orinstalled on all boats launched and / or retrieved on CPBA ramps.

14. To facilitate safe and controlled launching, boats must have either a single rope from bowto stern or separate bow and stern ropes attached, these must be used for every launch andretrieval.

15. Boats / trailers are to be made ready for launching prior to entering the ramps, this can bedone in the preparation bays or the car park area only, and this preparation must not be donewhilst on the ramp aprons.

16. Members are to ensure that ramp protocol is followed for every launch and retrieve. Boatswhich enter the ramp area first have right of way for launching, returning boats whichapproach the finger jetties first have right of way for retrieval. Members who “jump thequeue” to launch or retrieve ahead of those already waiting can be reported by any member ofthe Club, or, employee of the Club to the Club Bosun, Club Manager, or any Club CommitteeMember, and that person stands to be brought before the Club Committee.

17. Cars / trailers are to be made ready to retrieve a boat before being reversed onto any ramp,this can be done either in the car park area or the preparation bays only, this preparation mustnot be done whilst on the ramp aprons.

18. Boats entering the wash bays are to pull up as far forward as possible. Wash times are notto exceed 10 minutes; no detergents are to be used to wash boats anywhere within the CPBAClub grounds.

19. Wash-down hoses are to be left neatly laid along the line of the taps on every occasion.

For Launching:

1. All cars / trailers must pull into the curb-side rigging / de-rigging bays on the Eastern Sideof the ramp area. i.e. Preparation Area.

2. In the bay, make ready for launching (number plate, lights, bungs etc), attach rope line/s toBow and Stern.

3. When a ramp is clear and it is your turn in the queue to launch do so slowly and carefully,watch for pedestrians, other vehicles and boats.

4. Immediately boat is launched move it along the jetty as far as possible and move thevehicle / trailer to an available bay in the car park area.

5. Should you have engine or starting problems, or be waiting for others to arrive move yourboat to a mooring pen (if possible) so that launching and / or retrieving on the ramps is notimpeded.

When Retrieving

1. All cars / trailers must pull into the curb-side rigging / de-rigging bays on the Eastern Sideof the ramp area i.e. Preparation Area.

2. Make sure that your winch cable is unwound and ready to attach to your boat before youreturn to the ramp area.

3. Where applicable please make sure your electric winch is also electrically connected andworking before you return to the ramp area.

4. Once in the ramp area, retrieve your boat and remove it from the ramp area(back into thebay where you previously parked if available) or to the boat washing area if you prefer, oranywhere where it will not obstruct entry and / or exit areas or block other trailer movement.

5. Now that you are not restricting other Member's movements, replace your number plate andlight and don't forget to attach your safety chains and/or ropes from your boat to your trailer.

6. As most Members (especially on Club Activity Days) return at approximately the sametime, when necessary the Bosun will try and direct you to the best ramp available forretrieving so that you don't get stuck behind someone who has just launched and is gettingready to go out.

RADIO USE

At all times on leaving the Club it is recommended that members log on with Cockburn SeaRescue or other convenient Sea Rescue Group on Channel 73 VHF or Channel 90 27Mhz. Forboat to boat use during competition use Channel 77 VHF or 94 27Mhz.

LET’S GO FISHING

.The fishing locations given here have been supplied by various members gathered from manyyears of experience. Not guaranteed but reliable in most conditions and the time of the year.The references given are for the usually calmer waters of Cockburn Sound and closeneighbouring areas. The chart for grid references is attached.Once in the selected area look out for bottom structure before setting up. When fishing inclose proximity to reefs be careful of conditions and be aware of breaking waves.A steam of berley is recommended.Deep water fishing West of Garden Island is usually governed by the weather. In depths of 30– 40 meters good bottom fishing can be had. This area has been heavily fished for many yearsbut with a good sounder and a favourable bottom structure Dhufish, Pink Snapper, BreakseaCod and Baldchin Groper can be found. This takes time and patience but the rewards are there.With the warmer Leeuwin Current during the summer months catches of Spanish Mackeraland other pelagic types are being made. Trolling in the Sound and around Rottnest Island haveproduced good results.

OTHER ACTIVITIES

A .General1. The SGF promotes competitions as a means of encouraging social

interaction.

2. Regular information nights are held with the aim of keeping members up to

date with fishing techniques, boating & fishing regulations and other items

of general interest.

3. An annual crustacean bake is held each February at which it is usual for

members to share their favourite sea food and other recipes.

B. Field Trips1. The SGF endeavours to hold two field trips each year at selected locations

outside of the Metropolitan area.
