ciation’s activities please contact us.

It is a beautiful fall day as I write this column. The fires have sub-

sided hopefully and looking forward to a Chili Feed at the next SMPA General Meet-

ing on the 18th of October. Serving food starts at 5 and ends at 6:30 for those who

come from work. $4.00 all you can eat of some of the best chili you will ever have

plus cornbread. Yumm. Good eats with fellow miners and prospectors and friends.

( Please bring a dessert for break time. They are always appreciated. ) Wheels are quietly turning in the North State regarding mining advocacy.

With that in mind, our next meeting will educate all of us in how to best send letters

or emails to our elected officials, Water Board and any other group that will be open-

ing letter writing time in the near future. Some folks say, “my letters don’t count,

Hog wash I politely say. They absolutely do! I once learned that 1 letter equates to

100 letters.

Our state midterm election is upon us in Nov. and is one of the most impor-

tant elections in history. I believe my vote counts. I like to exercise my right to vote

because I think, some groups would rather we not have a say or vote. Don’t ever let

that happen. If you are not registered, register. If you need help, ask. If you don’t

vote because you don’t want to be on a jury forget that. It’s not

true. I have lived in Tehama County for 12 years and not once

been sent a jury notice. Even living in the True North Califor-

nia, I still believe my vote counts. Don’t let excuses get in the

way of voting. YOUR VOTE COUNTS.

Hope to see you all at the next meeting for lots of food

and information about getting your voice to the officials who

need to hear it. Remember if you want to run for a SMPA officer or board member,

let us know. You can nominate from the floor at the Oct. meeting.

LOOKING FOR GOLD/ GOOD NEWS FOR SMPA by Gene Clayton, PS. BLM approved the mining plan at Bulldog 1 and 2. The initial activity will be sampling of the gravels along

the creek. Further meetings are on the horizon. More about this will be reported at the SMPA Oct. Meeting

FRENCH GULCH MINING DISTRICT NEWS Next steps: what we as miners need to be doing regarding the dredging permitting process will be dis-

cussed at the Oct. SMPA meeting.

NEW BEST MANAGEMENT (BMP) COMMITTEE Created SMPA President Cindy Russell created a BMP Committee. She appointed Jim Rankin as committee

chair , which he agreed to, to develop a booklet describing best management practices (BMP) for SMPA

members. Committee members who volunteered for this project are Chip Hess, Bill Fisher, Gene Clay-

ton, Jim Stevens, Mike Russell and Bill Schumpert. The goal of the committee is to look at the Washington best practices booklet, using this as a possible template to de-

velop SMPA best management practices: As a result of last month’s meeting the committee has a good jump start.

Some of the issues, but not all are listed as follows: The objective is have this completed possibly by Feb. 2019, prior

to seeing the final dredging permitting processing rules, which is expected sometime in March 2019.

Promote Conservation

Develop Best Mining Practices and make them known to the membership.

Partner with other organizations.

We need to be pro-active.

Be aware that we are being monitored, on-line and on the claims.

Good Stewardship.

Be a good neighbor; consider noise, parking, etc.

Comply with all laws & permits.

Proper trash disposal

Protect trees and natural vegetation.

Protect the stream bed.

Move material only in the active stream bed.

Practice fire safety/maintain a current fire permit.

Make sure that you are in compliance with all dredging regulations (when they are determined).

President Cindy Russell called the meeting to order at 7:05 pm. Val Smalley led the members in the flag salute. Cindy welcomed

everyone and requested all guests and/or new members present to introduce themselves and express their interest, and then she intro-

duced the Board Members, Officers, and Chairmen. Nominating Committee: Red Passman has agreed to Chair the nominating Committee for this year, with the assistance of Mary

Ann Stevens, Connie Heemeyer, and Phyllis Bogges. Announcements: Coffee mugs with Association Logo are now available for purchase from Mary Ann Stevens. Panning Demonstra-

tion scheduled for the Gem Show, October 13th & 14th, volunteers needed, contact Jim Stevens. Members are reminded to display

their parking passes while on Association Claims. Washington Mine employees, (French Gulch Claims/Bull Dog Claims) are check-

ing for them. This area was hit hard by the recent fires. October Meeting will include a Chili Feed prior to the meeting. Watch you

newsletter for more information. Cassie Zucco will head up the project; contact her if you can assist.

Miner of the Month: Bob Burdett was selected as Miner of the Month for his long time service to the Association he has in the past

served as Claims Chairman and Board Member. Thanks Bob.

Water Quality Board Up-Date—Jim Rankin Jim has been working, patiently, with the Water Quality Board to develop a permit-

ting process for dredging. He has been coordinating with Jeff Stone, sponsor of SB1222, with the cooperation of Brian Dahle, Jim

Nelson and Ted Gains. They are all working quietly behind the scenes, so as not to have the “green” obsessed state representatives’

start pressuring the Water Quality Board. Jim is also trying to increase communications between the Mining Districts.

Meeting Program: Bill Fisher gave a presentation on suggested, “Best Mining Practices (BMP).” The Water Quality Board is re-

questing our standards and we should be prepared to respond. Bill had information provided by the Forest Service from the 1970’s,

which was still relevant today. Some, but not all of the issues he addressed were: promote conservation, develop best mining prac-

tices (BMP) and make them known to the membership, partner with other organizations, need to be pro-active, be aware that we are

being monitored, on-line and on the claims. Additional issues discussed were: good Stewardship, be a good neighbor; consider noise,

parking, etc., comply with all laws & permits, proper trash disposal, protect trees and natural vegetation, protect the stream bed,

move material only in the active stream bed, practice fire safety/maintain a current fire permit, make sure that you are in compliance

with all dredging regulations (when they are determined). Show & Tell: Bob Carpenter brought in his prospecting backpack to show what he carries. He also has an old can, with some gold

on it, which he found on the Bull Dog Claim. Don Heemeyer has some old metal detectors on display. Mike Abernathy has some

metal detectors for sale.

Minutes—Susan Doyle, Secretary: The minutes were accepted as presented in the association newsletter by a unanimous voice

vote. Secretary Doyle also made note of the recent successful Annual Picnic at Anderson River Park. With a special thanks to the

Stevens grandchildren, and Rusty, for hiding the coins for the Metal Detector Hunt. Thanks to Mike & Cindy Russell for the Corn

Hole Game. A very special thanks to Sid Sidmons for his Bar-B-Que expertise--he cooked all the hamburgers & hot dogs for the

picnic. Thanks to all the members for the good pot luck dishes, and the donation of cakes for the Cake Bingo. Treasurer’s Report: Wayne King reported assests to a total of$3,417 Claims Report: Mike Abernathy reported he will host a Claims Outing on Bull Dog I & II, this Saturday, September 22 th, at 9:00

am. Unfortunately, due to SB637, no gas powered engines can be used. The Claim has burned, there is no shade—bring your own.

Have your membership card and parking pass. A dust mask may be a good idea. Metal Detecting: Bill Doyle reported that Next Outing will be Saturday, September 29th, at 9:00 a.m., at Red Bluff River Park, Red

Bluff. Bill will be going out to Middle Creed Road on Sunday to assist a former member look for lost items on their burned-out

property. He is unsure what the conditions may be, interested persons should contact him.

Hidden Coin: The Hidden Coin is still outstanding, watch for a new clue in the newsletter. Find of the Month: Ray Belew—won Find of the Month with his submission of an old horse bit that he found metal detecting.

Rusty—displayed his first finds with his new metal detector.Bill Doyle—displayed a ring that he found metal detecting.

Logo Clothing: Mary Ann Stevens reported she is getting ready to place an order. Now is the time to get your cold weather gear or

a new Logo Mug for $12.50. Raffle: Raffle was conducted by Bill Woodward, Yvonne White, Connie Heemeyer, and Donna Davis: Name Tag Drawing—Bill

Schumpert, 50/50 Drawing—was won by Don Heemeyer in the amount of $40.00, Gold Nugget—was won by Ken Smith. Mike

Abernathy reports that $300.00 was taken in for sales of Christmas Raffle Tickets.

Our next outing will be Oct. 20 out at our French Gulch Claims, Bulldog 1 and Bulldog 2.

Since everything has burned there should be no problem. We will have a sign in sheet for

members. Be sure to display or vehicle tag. We will be there at 9 a.m.

September Metal Detecting Report

The Outing at Red Bluff River Park was attended by seven persons, Ed Thurston, David Crabtree, Fred Furry, Howard Waldron,

Tom Kibat, Greg Pasley, and me.

A couple of the group had new detectors and used the outing to familiarize themselves with their toys.

The weather was pleasant, and although there were no unusual objects found, we all went home with some

finds, and better knowledge of our detectors.

I find that although I have spent many hours of detecting, that when I assist others regarding our hobby, I also gain knowledge about

new equipment and come away with a feeling of satisfaction.

The SMPA mine display at the fairgrounds is al-most done. Thank you to all you guys who showed up to help with the finishing touches. I would like to thank Mike Russell and Larry Bogges for all the hard work and long hours they put in. Remember, the Shasta County fair is coming up in June2019 and we have a lot of work to do to finish with our plans and get mine set up the way we want it. We plan to have more demos such as a metal detection; small pool filled with sand where we put pennies for them to find, also, a gold separating wheel to demo how we get the fine gold from the black sand. We need volunteers to come down to help with dem-onstrations for a min of 2 hrs. It’s great fun to watch the kids pan for gold and spin for prizes. Thanks for your future help. Yours, Woody Woodward
