Shaikh ul-Islaam Ibn Taymiyyah said:"And it is known by necessity in the Deen of the Muslims and by the agreement of all theMuslims that whoever follows a Shari'ah other than the Shari'ah of Muhammad then he is adisbelieves in some of the Book." Kaafir and it is like the Kufr of the one who believes in someof the Book and and disbelieves in some of the Book." –"Al-Fataawa", Vol. 28/ 524 Sheikh Muhammad ibn Ibraheem ex Mufti of KSA before Sheikh Ibn Baaz) said:

If the one who rules by the (man made) legislations says i believe that they (the legislations)are baatil/falsehood, then this has no effect (in the ruling) rather this (statement) is adisposition to the sharee'ah, it is as if someone says i worship idols but i believe they (idols)are baatil/false. [majmoo' al fataawa of sheikh Muhammad Ibn Ibrahim 189/6] Al-Haafidh Ibn Katheer said:"So whoever leaves the clear Shari'ah, which was revealed to Muhammad Ibn Abdullah, theSeal of the Prophets, and takes the Hukm to other than it from the laws of Kufr which areabrogated, he has disbelieved. So what about the one who takes the Hukm to the 'Yasiq' (thelaw of the Tartars which mixed Shari'ah rulings with invented rulings) and puts it before it?!Whoever does that, he has disbelieved by the Ijmaa' of the Muslims." – "Al-Bidaayah wa Nihaayah", Vol. 13/ 119 Shaikh 'Abdul-'Azeez Ibn 'Abdullaah Ibn Baaz said:"There is no Eemaan for the one who believes the laws of the people and their opinions aresuperior to the Hukm of Allah and His Messenger or that they are equal to it or that theyresemble it or who leaves it or replaces it with fabricated laws and institutions invented bypeople, even if he believes that the laws of Allah are more encompassing and more just." – "Risaalat Wujoob Tah'keem Sharee'at Allah' Pg. 39, which follows the "Risaalat Tah'keem Al-Qawaneen" Published by "Daar Al-Muslim" Shaikh Muhammad Ibn Saalih al-'Uthaymeen said:"The first type is when the Hukm of Allah is removed and replaced with another TaghuuteeHukm, so that the Hukm of the Shari'ah is eliminated between the people and he puts in itsplace another Hukm from the fabrication of the humans and they remove the laws of theShari'ah concerning the Mu'amalah (i. e. the general actions between people) and they put in

its place fabricated laws and this, without doubt, is Istib'daal (i. e. replacement) of the Shari'ahof Allah subhaanahuu wa-ta'ala, with other than it. And this is Kufr which removes one fromthe Milla because this person put himself at the level of the Creator because he shara a(legislated) for the slaves of Allah that which Allah ta'ala did not give permission for and that isShirk in His, ta'ala's saying:"Or have they partners with Allâh (false gods), who have instituted for them a religion, whichAllâh has not allowed?" (Ash-Shu'ara, 21) – "Fiqh Al-'Ebaadaat", #60 Shaikh Muhammad Naasiruddin Al-Albaanee:Who said, in one of his earlier cassette recorded lessons, wherein he is describing anargument he had with someone about the Takfeer of Mustafa Ataturk, the secularist whoconverted the constitution of Turkey from the Hanafee code Shari'ah, to the man-made laws.So Shaykh Al-Albaanee said: "I made clear to him (i.e. his opponent) that the Muslims did not make Takfeer to Ataturk whowas Muslim. No. (They did so) when he freed himself from Islaam when he implicated uponthe Muslims an institution other than the institution of Islaam. And from that was the exampleof his equalizing between the inheritance of the male and the female. But Allah says accordingto us, 'And for the male is the share of two females. ' And then he obligated upon the Turkishmasses, the Qobah (i. e. a Turkish-style hat)." – "Fataawa Ash-Shaykh al-Albaanee wa-Maqara'netihah bi'Fatawaa Al-'Ulaama", Pg. 263from his cassette #171. Shaikh Mahmood Shaakir said:So their question wasn't the 'Ebadeeyah's question to Abee Majliz about the Tafseer of thisAayah – about that which the Mub'tadah of our time agree with concerning the judgement inmoney andblood with a law that opposes the Shari'ah of the people of Islaam and notconcerning implicating a law upon the people of Islaam and forcing them to take thejudgement to other than the rule of Allah in His Book and upon the tongue of His Prophet. Sothis action is turning away from the Hukm of Allah and from His Deen and putting the laws ofthe Kuffar above the law of Allah, subhaanahuu wa-ta'ala and this is Kufr. No one from thepeople of the Qiblah with their difference, doubts the Kufr of the one who says or calls to this." – From his commentary of At-Tabaree ("Tafseer At-Tabaree" Vol. 10/ 348) Alaamah Muhammad Al-Ameen Ash-Shanqeetee said:

"And with these Heavenly texts that we have mentioned, it becomes quite clear that the oneswho follow the fabricated laws, which the Shaytaan has legislated upon the tongues of his'Auliya and which oppose that which Allah, jala-wa'ala has legislated upon the tongues of HisMessengers, peace be upon them, that no one doubts their Kufr and their Shirk except himwho Allah has removed his sight and has blinded them to the light of the revelation as theyare!" – "Adhwaa Al-Bayaan", Vol. 4/ 82-85 Shaikh Saalih al-Fowzaan said:"So whoever takes the Hukm to other than the legislation of Allah from all of the institutionsand the man-made laws, then has taken the implicators of these laws and the ones who rulewith them as partners with Allah in his legislation. He, ta'ala said:'Or do they have partners who have legislated for them what Allah has not allowed?And He said:'And if you obeyed them, then you are Mushrikeen. '"Al-Irshaad ila'Saheeh Al-' Atiqaad ", Vol. 1/ 72.And then again, after narrating what Al-Haafidh Ibn Katheer wrote concerning the Tartar's and"Al-Yasiq", he said, "And the likes of the law that he mentioned from the Tartars, and judgedupon with Kufr, those who put in the place of the Islaamic Shari'ah, are the fabricated laws,which have – in our time – been established as sources of laws in many countries and theIslaamic Shari'ah has been disregarded in favor of them except in what they call 'personalmatters'." – "Al-Irshaad ila'Saheeh Al-' Atiqaad ", Vol. 1/ 74 Shaikh 'Umar al-Ashqar said:And from this explanation it becomes clear to us that there are two types of people who havefallen into Kufr about which there is no doubt. The first, the ones who legislate that which Allahdid not reveal, and those are the ones who fabricate the laws that oppose the legislation ofAllah they implicate it upon the people and the Ijmaa' is upon their Kufr without doubt." – "Al-Shari'ah Al-Eelaheeyah", Pg. 179

'Alaamah Muhammad Ibn Ibraaheem Aal-Ash-Shaykh said:"… The fifth, and it is the greatest and the most encompassing and the clearest opposition ofthe Shari'ah and stubbornness in the face of its laws and insulting to Allah and His Messengerand opposing the courts of the Shari'ah on their roots and branches and their types and their

appearances and judgements and implementations the references and their applications. Sojust like the courts of the Shari'ah there are references, all of them returning back to the Bookof Allah and the Sunnah of His Messenger like that, these courts have references, which arelaws that are assembled from many legislations and laws like the laws of France and Americaand England and other laws and from the Metha'hib of some of the innovators who claim to beunder the Shari'ah. And these courts are now fully operational in the settlements of Islaam, people entering themone after another, their rulers judge upon them with what opposes the Sunnah and the Bookwith the rules of that law and they impose that on them and approve it for them. So what Kufris there beyond this Kufr and what nullification of the Shahaadah of Muhammadar Rasool-Allah is there beyond this nullification?! – "Tah'keem Al-Qawaneen"

Shaikh 'Abdur-Razzaaq al-'Afeefee said:"Thirdly: The one who is attributed to Islaam and knows its laws and then fabricates for thepeople, laws and makes them an institution for them to conduct themselves by and to taketheir judgements to and he knows that it opposes the laws of Islaam. Then he is a Kaafir out ofthe Milla of Islaam. And like that is the Hukm concerning the one who orders a committee orcommittees to be formed for that and the one orders the people to take their judgements tothese institutions or laws or makes them take the judgements to them, while he knows thatthey oppose the Shari'ah of Islaam. And like that is the one who judges with it and implicates itupon the matters and the one who obeys them in these judgements out of his own choice,while he knows that it opposes Islaam. So all of these are partners in their turning away fromthe Hukm of Allah." – "Shubu'haat Howl As-Sunnah Wa-Risaalat Al-Hukm bi'Ghayr ma'Anzal-Allah", Pg. 64

Imaam Ahmad Shaakir said:"The matter in these fabricated laws is clear with the clearness of the sun. It is clear Kufr andthere is nothing hidden about it and there is no excuse for anyone who attributes themselvesto Islaam, whoever they may be, to act according to it or to submit to it or to approve of it. Soeach person should beware and every person is responsible for himself. So the 'Ulamaashould make the truth clear and tell what they have been ordered to tell without concealinganything." – "Umdaat At-Tafseer Mukhtasar Tafseer Ibn Katheer of Ahmad Shaakir", Vol. 4/ 173-174

Shaikh Muhammad al-Ghunaymaan was asked:

"The one who leaves the Hukm by what Allah revealed; if he makes the general judgementswith the fabricated laws, does he disbelieve? And is there a difference between that and theone who judges with the Shari'ah but then he opposes the Shari'ah in some of the matters dueto desire or bribery or other than that?" So he answered, "Yes, it is Waajib to differentiate between them. There is a differencebetween the one who throws away the Hukm of Allah, jala-wa'ala and replaces it with thejudgements with the laws and the judgement of mankind. This is Kufr, which takes one outsidethe Milla of Islaam. But the one who is Multazim (i. e. religiously committed) upon the Deen ofIslaam except that he is disobedient and a Thaalim by following his desires in some of theAh'kaam and goes after a benefit from the Dunya, while accepting that he is Thaalim with this,then this is not Kufr, which takes you out of the Milla. And whoever sees the Hukm with thelaws to be equal to the Hukm of the Shara' and makes it Halaal, then he also disbelieves withthe Kufr that takes one outside the Milla, even if it is in one instance." – "Mujaalit Al-Mishkaat", Vol. 4/ 247

Shaikh Ibn Qaasim said:Like the ones who rule with the laws of Jahiliyyah and the international laws, rather, even onewho rules by other than what Allah revealed, whether he rules with the laws or with somethingwhich has been invented that is not from the Shara' or affirmed in the Hukm, then he is aTaghuut from the greatest Tawagheet." – From his commentary on "Usool ath-Thalaathah", Pg. 96

Shaikh Hamd Ibn 'Ateeq an-Najdee said:"And the Fourteenth Matter is Taking the Hukm to Other than the Book of Allah and HisMessenger. " And then he mentions the Fatwaa of Ibn Katheer under the Aayah: "Is it theHukm of Jahileeyah which they seek?", which we have narrated earlier. Then he said, "Andlike this is what the general people of the Bedouins and those like them fell into with regards totaking the Hukm to the customs of their forefathers and that which their ancestors establishedfrom the accused customs, which they label 'The Shari'ah of Reefawah' they put it before theBook of Allah and the Sunnah of His Messenger. So whoever does that; then he is a Kaafirand it is Waajib to fight him until he returns to the Hukm of Allah and His Messenger." – "Majmoo'at At-Tawheed ", Pg. 412

Shaikh Muhammad Hamid al-Faqeeh said:And like or (even) worse than this are the ones who take the words of the Kuffaar as laws,which they judge with in matters concerning blood and wealth and they put that before that

which they know and that is has been made clear to them from the Book of Allah and theSunnah of His Messenger. So he, without a doubt, is a Mortad if he continues upon that anddoes not return to the Hukm of what Allah revealed and he will not be benefited by any namewhich he labels himself with and neither by any outward action that he does from Salaat orSiyaam or anything else!" – From the Hamish (i. e. margins) of "Fat'h Al-Majeed", Pg. 406 'Abdul-Lateef Ibn 'Abdur-Rahmaan (Muhammad Ibn 'Abdul-Wahhab's great-grandson):When asked concerning what the Bedouins judge with according to the customs of theirfathers and grandfathers. "Do we label them with Kufr after it is made clear to them (that this isnot permissible and when they continue)?" So he answered, "Whoever takes the judgement to other than the Book of Allah and theSunnah of His Messenger after it is made clear to him (that this is not permissible), then he isa Kaafir. He, ta'ala said:'And whosoever does not judge by what Allâh has revealed, such are the Kâfirûn. '(And He ta'ala also said)'Is it other than the Deen of Allah that they seek? '(And He ta'ala also said)'Have you seen those (hyprocrites) who claim that they believe in that which has been sentdown to you, and that which was sent down before you, and they wish to go for judgement (intheir disputes) to the Tâghût (false judges, etc.) while they have been ordered to reject them. ''And the Aayaat with this meaning are many." – "Dur'ur As-Saneeyah fi'Al-Ajwibah An-Najdeeyah", Vol. 8/ 231 Published by "Dar Al-Iftaa'bil'Saudeeyah" 1385 H

'Abdur-Rahmaan Ibn Hasan (Muhammad Ibn 'Abdul-Wahhab's grandson) said:"So it is made clear with this, that the Ayaah (9:31) proves that whoever obeys other thanAllah and His Messenger and turns away from taking from the Book and the Sunnah,concerning making Halaal what Allah made Haraam or making Haraam what Allah madeHalaal or obeys him in the disobedience of Allah and follows him in what Allah did not givepermission for, then he has taken him as a lord and something worshipped and made him apartner with Allah and that contradicts the Tawheed which is the Deen of Allah that the wordsof Ikhlaas: La Illaaha il-Allah, have indicated. (This is) because the Ilaah is the thing which isworshipped, and Allah, ta'ala labeled their obedience as worship towards them and calledthem lords. Like He, ta'ala said:

'And He does not order you to take the angels and the Prophets as lords… 'In other words, '… as partners with Allah in His worship… ' –'Does He order you to do Kufr after you were Muslims? 'And this is the Shirk because anything which is worshipped is a Lord and all things, which areobeyed or followed concerning other than what Allah or His Messenger have legislated, thenhe has been taken by the obedient one or the follower as a Lord and a thing to be worshipped.

Shaikh Saalih Ibraaheem al-Layhee:Who said, concerning the meaning of the "Daleel", "So the ruling with the fabricated laws,which oppose the Islaamic Shari'ah is atheistic and Kufr and Fasad and Thulm among theslaves because the security is not ensured and the Shara'ee rights are not preserved exceptby acting upon the Islaamic Shari'ah in its entirety in the 'Aqidah and worship and ruling andetiquettes and the conduct and institutions, because the 'Ruling by Other Than What AllahRevealed' is ruling with a created action upon a creation like it. And it is ruling with the laws ofthe Taghoot and there is no difference between the individual conditions and the general andspecific; and whoever differentiates between them in the Hukm, then he is an atheist/ Zandeeq(i. e. Hypocrite in denial)/ Kaafir in Allah Al-' Atheem!" – "As-Salsabeel ", Vol. 2/ 384, which is his commentary upon "Zaad Al-Mutaqnah ". The Meaning of Taghoot - by Shaykh Muhammad ibn Abdul-Wahhab

The word Tāghūt is general. So everything that is worshipped besides Allāh تعالى, while beingpleased with this worship – whether it is something worshipped, someone followed, orsomeone obeyed in the absence of obedience to Allāh تعالى and His Messenger, then that isconsidered Tāghūt. The Tawāghīt (pl. of Tāghūt) are many, but their heads are five: The First: The Devil who calls the people to worship other than Allāh تعالى. The proof for this isAllāh تعالى’s saying: “Did I not command you O children of Aadam, that you should not worshipthe Devil. Verily, he is a plain enemy to you.” [Surah YaaSeen: 60] The Second: The tyrannical and oppressive ruler who changes Allāh تعالى’s rulings. The prooffor this is Allāh تعالى’s saying: “Have you not seen those (hypocrites) who claim to believe inthat which has been revealed to you, and that which was revealed before you, and they wish

to go for judgement (in their disputes) to the Tāghūt, when they have been ordered to rejectthem? But the Devil wishes to lead them far astray.” [Surah An-Nisaa: 60] The Third: The one who judges by other than what Allāh تعالى has revealed, and the proof forthis is Allāh تعالى’s saying: “And whoever does not judge by what Allāh تعالى has revealed, thenthey are the disbelievers.” [Surah Al-Maa’idah: 44] The Fourth: The one who claims to have knowledge of the Unseen, apart from Allāh تعالى. Theproof for this is Allāh تعالى’s saying: “He alone is the All-Knower of the Unseen, and He doesnot disclose His Unseen matters to anyone.” [Surah Al-Jinn: 26-27] And He says: “And withHim lie the keys to the Unseen, no one knows them but He. And He knows whatever there isin the land and in the sea; not a leaf falls except that He knows about it. There is not a grain inthe darkness of the earth, nor anything fresh or dry, but that it is written in a Clear Record.”[Surah Al-Ana’aam: 59] The Fifth: The one who is worshipped apart from Allāh تعالى, while being pleased with beingworshipped. The proof for this is Allāh تعالى’s saying: “And whoever amongst them says: ‘Verily,I am a God besides Him (Allāh تعالى)’, then this person’s recompense will be the Hellfire. Thatis the way we recompense the wrongdoers.” [Surah Al-Anbiyaa: 29] And know that man will never become a believer in Allāh تعالى unless he rejects anddisbelieves in the Tāghūt. The proof for this is Allāh تعالى’s saying: “There is no compulsion inthe Religion. Verily, the right path has become distinct from the wrong path. So whoeverdisbelieves in the Tāghūt and believes in Allāh تعالى, then he has taken hold of the firmesthandhold, that will never break. And Allāh تعالى is the All-Hearer, the All-Knower.” [Surah Al-Baqarah: 256] The “right path” here refers to the Religion of Muhammad (صلى الله علیه وسلم ), while the “wrongpath” refers to the Religion of Abu Jahl. The “firmest handhold” refers to the testimony thatthere is no deity worthy of worship except Allāh تعالى (Laa Ilaaha Illallaa). This testimony

consists of a negation and an affirmation. It negates all types of worship from thoseworshipped besides Allāh تعالى, while affirming all types of worship done for Allāh تعالى alone,free from any partner. (From “Ma’anaa at-Tāghūt wa Ru’oos Anwaa’ihi”)--------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- Praise be to Allaah. Firstly: Promulgating man-made laws that are contrary to the rulings of Allah and His Messengerconcerning matters of blood, honour and wealth, is an act of major kufr which puts one beyondthe pale of Islam. There is no doubt whatsoever concerning that, and there is no difference ofopinion concerning it among the Muslim scholars. Promulgating such laws is competing withAllah, may He be exalted, in His rule and is going against Him in His laws. Allah says(interpretation of the meaning): “Or have they partners with Allaah (false gods) who haveinstituted for them a religion which Allaah has not ordained?” [al-Shoora 42:21]. And Allah says concerning obedience to one who permits dead meat (interpretation of themeaning):“Eat not (O believers) of that (meat) on which Allaah’s Name has not been pronounced (at thetime of the slaughtering of the animal), for sure it is Fisq (a sin and disobedience of Allaah).And certainly, the Shayaateen (devils) do inspire their friends (from mankind) to dispute withyou, and if you obey them [by making Al‑Maytah (a dead animal) legal by eating it], then youwould indeed be Mushrikoon (polytheists); [because they (devils and their friends) made lawfulto you to eat that which Allaah has made unlawful to eat and you obeyed them by consideringit lawful to eat, and by doing so you worshipped them; and to worship others besides Allaah ispolytheism]”[al-An‘aam 6:121]. And Allah says (interpretation of the meaning):“Have you not seen those (hypocrites) who claim that they believe in that which has been sentdown to you, and that which was sent down before you, and they wish to go for judgement (intheir disputes) to the Taaghoot (false judges) while they have been ordered to reject them. ButShaytaan (Satan) wishes to lead them far astray.61. And when it is said to them: ‘Come to what Allaah has sent down and to the Messenger(Muhammad صلى الله عليه وسلم),’ you (Muhammad صلى الله عليه وسلم) see the hypocritesturn away from you (Muhammad صلى الله عليه وسلم) with aversion”[al-Nisa’ 4:60-61]. If this is the ruling of Allah concerning the one who wants to refer for judgement to falsejudges, then how about the false judge himself who promulgates laws instead of Allah.

How can legislation that is contrary to the laws of Allah not be kufr, when it inevitably impliespermitting that which is forbidden and forbidding that which is permitted, or giving thelegislators the right to do that, so they have the right to permit whatever they want and toforbid whatever they want; whatever the majority agrees upon must be carried out and the onewho goes against it is punished and criminalised. This is the ultimate kufr. Shaykh al-Islam Ibn Taymiyah (may Allah have mercy on him) said: If a person regards aspermissible that on which there is scholarly consensus that it is forbidden, or regards asforbidden that on which there is scholarly consensus that it is permitted, or he alters a law onwhich there is consensus, then he is a kaafir and apostate, according to the consensus of thefuqaha’.End quote from Majmoo‘ al-Fataawa, 3/267 Ibn Katheer (may Allah have mercy on him) said: The one who forsakes the law that wasrevealed to Muhammad ibn ‘Abd-Allah, the Seal of the Prophets (blessings and peace of Allahbe upon him) and refers for judgement to any other law that has been abrogated, hascommitted an act of kufr, so how about the one who refers for judgement to al-Yaasa andgives it precedence? The one who does that is a kaafir according to the consensus of theMuslims.End quote from al-Bidaayah wa’l-Nihaayah, 13/139. Al-Yaasa (also known as al-Yaasiq) refers to the laws of the Tatar Genghis Khan, who forcedthe people to refer to them for judgement.Undoubtedly the one who promulgates laws himself commits a greater act of kufr and is moremisguided than one who refers to them for judgement. Al-‘Allaamah Muhammad al-Ameen al-Shanqeeti (may Allah have mercy on him) said: Fromverses such as that in which Allah says (interpretation of the meaning) “and He makes none toshare in His Decision and His Rule” [al-Kahf 18:26], it may be understood that the followers ofthose who promulgate laws other than those which Allah has ordained are associating otherswith Allah (shirk). This understanding is explained clearly in other verses, such as the versewhich speaks of those who follow the laws of the Shaytaan in permitting dead meat, claimingthat it has been killed by Allah [and thus should be permitted]:“Eat not (O believers) of that (meat) on which Allaah’s Name has not been pronounced (at thetime of the slaughtering of the animal), for sure it is Fisq (a sin and disobedience of Allaah).And certainly, the Shayaateen (devils) do inspire their friends (from mankind) to dispute withyou, and if you obey them [by making Al‑Maytah (a dead animal) legal by eating it], then youwould indeed be Mushrikoon (polytheists)”[al-An‘aam 6:121]. Here Allah clearly states that they would be mushrikoon by obeying them. This is associatingothers with Allah in terms of obedience and following laws that are contrary to that which Allahhas ordained -- which is what is meant by worshipping the Shaytaan in the verse in whichAllah says (interpretation of the meaning):

“Did I not command you, O Children of Adam, that you should not worship Shaytaan (Satan).Verily, he is a plain enemy to you.61. And that you should worship Me [Alone Islamic Monotheism, and set up not rivals,associate‑gods with Me]. That is the Straight Path”[Ya-Seen 36:60-61]. And Allah tells us that His Prophet Ibraaheem said (interpretation of the meaning):“ ‘O my father! Worship not Shaitân (Satan). Verily, Shaitân (Satan) has been a rebel againstthe Most Gracious (Allaah)’”[Maryam 19:44]. And Allah says (interpretation of the meaning):“They (all those who worship others than Allaah) invoke nothing but female deities besidesHim (Allaah), and they invoke nothing but Shaytaan (Satan), a persistent rebel!”[al-Nisa’ 4:117], i.e., they do not worship anything but a devil, i.e., by following his laws. HenceAllah calls those whom they obey in the sins that they made attractive to them “partners”, as inthe verse (interpretation of the meaning) “And so to many of the Mushrikoon (polytheists) their(Allaah’s so‑called) ‘partners’ have made fair-seeming the killing of their children, in order tolead them to their own destruction and cause confusion in their religion” [al-An ‘am 6:137]. TheProphet (blessings and peace of Allah be upon him) explained this to ‘Adiyy ibn Haatim (mayAllah be pleased with him) when he asked him about the verse in which Allah says(interpretation of the meaning): “They (Jews and Christians) took their rabbis and their monksto be their lords besides Allaah” [al-Tawbah 9:31]. He explained that they permitted to themthat which Allah has forbidden and they forbade to them that which Allah has permitted, andthey [the people] followed them in that; that is how they took them as lords. One of the clearest proofs concerning that is the fact that in Soorat al-Nisa’, Allah, may He beglorified and exalted, mentioned those who want to refer for judgement to something otherthan the laws prescribed by Him and wonders at their claim to be believers, because theirclaim to be believers even though they want to refer for judgement to false judges shows thatthey have reached a level of lying which is astounding. That is what Allah says (interpretationof the meaning):“Have you not seen those (hypocrites) who claim that they believe in that which has been sentdown to you, and that which was sent down before you, and they wish to go for judgement (intheir disputes) to the Taaghoot (false judges) while they have been ordered to reject them. ButShaytaan (Satan) wishes to lead them far astray”[al-Nisa’ 4:60]. From the divinely revealed texts that we have quoted, it becomes very clear to everyone thatwith regard to those who follow man-made laws promulgated by the Shaytaan on the lips ofhis supporters which are contrary to that which Allah has prescribed on the lips of HisMessengers (blessings and peace of Allah be upon them), there is no doubt that they arekaafirs and mushriks, except for the one whom Allah has blinded to the light of Revelation andleft to go astray.

And he said: As for the legal system that is contrary to the laws prescribed by the Creator of heaven andearth, ruling according to it constitutes disbelief in the Creator of heaven and earth, such asthe claim that giving precedence to the male over the female in inheritance is not fair and it isnecessary to make them equal in inheritance, and the claim that plural marriage is unjust, orthat divorce is unfair to the woman, and that stoning, cutting off the hand and so on arebarbaric acts that should not be done to people, and so on. Making this kind of system rule the lives of people in society and their wealth, honour, lineage,reason and religion, is disbelief in the Creator of heaven and earth and a transgressionagainst the divine system prescribed by the One Who created all things and Who knows bestwhat is in their best interests; may He be glorified and exalted far above having any lawgiverbesides Him.“Or have they partners with Allaah (false gods) who have instituted for them a religion whichAllaah has not ordained?”[al-Shoora 42:21]“Say (O Muhammad to these polytheists): ‘Tell me, what provision Allaah has sent down toyou! And you have made of it lawful and unlawful.’ Say (O Muhammad): ‘Has Allaah permittedyou (to do so), or do you invent a lie against Allaah?’”[Yoonus 10:59]“Say: ‘Verily, those who invent a lie against Allaah will never be successful’”[Yoonus 10:69].
