    In our Wednesday night Bible study

    classes at my home we have been readingabout God's Laws for government as givento Israel through Moses and then passeddown to us. At the same time we arecomparing this erroneous preaching today

    that God's Laws are no longer in effect forus-that we are not under the Law, butunder grace-and it is preached as if that istrue of the whole nation. So last Tuesday oneof the ladies from our church called to

    suggest I might be interested in attending apublic meeting that evening (October 15) atthe West High School auditorium on themarijuana and dope problem in Arizona.Governor Williams was to speak, as well as

    some other well-known people, so I went.The meeting was sponsored by theArizona Alcohol & Narcotics EducationAssociation, at least partially composed of ministers. There were 200-300people in theaudience. The meeting was opened by apresentation of colors, a soloist sang The Star-Spangled Banner, we all joined in thepledge of allegiance, a prayer was offered-and the speakers then followed. It was alldone in a very nice Christian manner.

    I shall briefly summarize their talks and

    then make some comments and read someScripture, for what I saw and heard in that21 /2-hourforum was the absolute and totalfutility of a people trying to solve a problemof crime and wickedness WITHOUT the

    Laws of God. My friends, it simply cannotbe donelThe first speaker was Mrs. Sarah Folsum,

    State Superintendent of Education. Shewelcomed the people and expressed hersatisfaction that they were. showing concernfor our young people and the.drug problem.Governor Jack Williams then spoke forabout 5 minutes, as he could stay for only ashort time, complimenting the groupsponsoring the meeting and those whoattended. He likened the audience to thedisciples of Christ-few in number, butbecause of their dedication, they could domuch. It was one of the best 5-minutesermons I have ever heard. I don't know theGovernor very well, but I believe he mighthave made a good preacher.

    Mr. Charles Tignor, head of the ArizonaDept. of Narcotics, gave us the arrest anddrug statistics for the last year. Of 356

    arrests of known peddlers, half werecharged only with possession of narcotics, asa peddling conviction is hard to obtain. Also,he said they have a card file on 1,101 knownaddicts in the state with more being addeddaily. Mr. Tignor has only 10 men to coverthe state of Arizona. Mr. Jay Smith, ArizonaDept. of Education, spoke next for about 10minutes on the parents' responsibility andthe need for the young people to have goalsin life. He indicated part of the problem wassome parents not raising their childrenright.

    The next speaker was Moise Berger,Chief Deputy County Attorney. He spent 30minutes giving an excellent account of theillegal drug traffic, the path to addiction

    from marijuana to heroin, and the hell onearth in which the drug addict lives. He alsostated that of the addicts who go through theyear-long cure at the State Hospital (at tax-payers' expense) OVER 95% GO BACK ON

    DRUGS AFTER THEIR RELEASEI He alsotold us that many become addicted fromdrugs furnished free by pushers who, in thatmanner, obtain another involuntary custom-er addict, who then buys drugs from them.

    Mr. Berger ended his talk by saying thatpart of the solution would be at least 40 menfor Mr. Tignor for investigations andarrests, and that parents and schools need totrain children properly and educate them tothe dangers of these drugs. He then invitedthe audience to come forward and examinethe drug display which he had broughtwith him.

    I hope this is not beginning to bore you,because I have only summarized in 5minutes what took about 2 hours.

    Rev. Wes Darby, pastor of West HighBaptist Church, then closed the meeting bytaking up a collection to help him and thecommittee hold further meetings, in whichother experts, doctors, psychiatrists, psy-

    chologists, and government men could helpeducate school officials, parents, andchildren. He praised the Police Dept. andcondemned some of the judges whocontinually turn criminals loose on techni-

    calities. He then repeated the desire to haveother meetings with these experts to findanswers to this terrible drug problem anddismissed the meeting with prayer.

    who know me realize that by that time I wasalmost ready to burst! I had hoped for aquestion-and-answer period in order to read3 verses of Scripture, a very small portion of God's Statutes and Judgments to Israel, andthen ask these fine people on the stage if theimplementation of those 3 verses might justhelp solve the problem of the drug pushersin Arizona.

    And when I call them fine people, I mean just that. I am convinced that everyone of the speakers was entirely sincere in hisdesire to find a solution to the drug problem.But there was no opportunity to ask thequestion, so I rose to leave, after writingthese words in the pad on which I wasmaking notes: "2 1 1 2 hours, and not a onediscussed in any manner the punishment of the wicked."

    I met 2 ladies from my church in the rearof the auditorium. One said, "All that talk about the problem-and no solution." Theyrecognized that every speaker was searchingfor a HUMAN SOLUTION-and of coursethere is none. The problem will only getworse and worse and worse, until we turn tothe Bible and begin to put into effect God's

    Laws, Statutes, and Judgments.

    So we left, but on the steps outside wasRev. Wes Darby. On the stage he had saidhe had worked with the Arizona Alcohol &Narcotics Education Association for 15years, so I thought, "Well, I'll read the 3verses of God's Law to him; I haven't beenable to read them to anyone else."

    I introduced myself and said, "PastorDarby, I'd like to read 3 verses of Scripture,which I think might solve this problem forArizona, if they were put into effect. "

    He indicated he would listen, so I openedmy Bible to Deut. 25 and read verses 1-3: "If there be a controversy between men, andthey come unto judgment, that the judgesmay judge them; then they shall justify therighteous, and condemn the wicked. And itshall be, if the wicked man be worthy to bebeaten, that the judge shall cause him to liedown, and to be beaten before his face,according to his fault, by a certain number.

    Forty stripes he may give him, and notexceed; lest, if he should exceed, and beathim above these with many stripes, then thybrother should seem vile unto thee."

    And then I said to pastor Darby, "If the

    next 10or 15 drug pushers were taken down

    in front of the State Capitol, had their shirtstaken off their backs, and were given 20lashes with a horsewhip, they and the otherdrug pushers would be out of the state of Arizona so fast it would make your headswim." And glory be, he looked up at meand said, "That's right-that would do it."

    Well, this agreement floored me. Mostministers REFUSE to admit that God'sStatutes and Judgments have ANYTHINGto do with crime in America! So, ratherstartled, I blurted out, "Well, pastor Darby,if you believe that, you have this ministers'organization here; why don't you all godown to the State Capitol and tell theGovernor and these other law officers thatputting into effect God's punishment oncriminals would stop this?" And do youknow what he said? Brother, Sister, to theeverlasting shame of the other ministers,this is what he told me: "Well, I do, but myfellow ministers shoot me down everytime." And then he explained that the otherministers who went with him would notagree that God's Judgments should be putinto effect!

    Yes, my friends, ministers have preachedso long that God's Law has been put awaythat they spend their time and their flock'smoney bringing in doctors and psychologistsand psychiatrists in the VAIN hope they canstop teen-agers from smoking marijuana ortaking heroin! And a horsewhip on the backs

    of a few criminals could save thousands of our young people from a living death andour state from chaos of unchecked crime.For I believe (and I am sure police officerswould back me up on this) the majority of

    the crimes in our cities in this state arecommitted by drug users and addicts. MoiseBerger had said a heroin addict would need$20 to $100 a day-yes, a day-to supplyhimself with heroin (1968prices). How does

    he get $20 to $100 a day? By burglary,robbery, mugging, purse snatching, beatingup helpless old men and women, and of course, murder in the process. And what isworse, he also gets others hooked on the

    drugs, so he can sell drugs to them. And thedrug suppliers who make $10,000 to$100,000 a year from these addicts receivesmall fines or a few years in jail if they arecaught with the drugs I

    Each case Is a tragedy.An 18-year-Qld girl, turned

    into a living vegetable be-cause of brain damage fromdrug abuse, may spend herrel)laining Christmases in Ari-zona State Hospital.

    Or two women, 23 and 24,and two teenage boys, 18 and19, are committed to the statemental hospital because of drug abuse.

    SUPERIOR Court JudgeEdwin Thurston knows theextent of the tragedies, for hecommitted all' f ive of theyoung people to Arizona StateHospital in just one day lastweek.

    The 18-year-Qldgirl is in themental hospital because shetook 20 amphetemine capsulesover a weekend, "just to ex-periment with drugs."

    All five are from respect-able, well-tCHIohomes, JudgeThurston said.

    Thurston, who con du c t smental health hearings everyMonday and Thursday at thehospital, is concerned !>el;ausethe 56-pluscases he has heardsince July all involve youngpeople with drugo{jamagedminds.

    Judge Thurston said thisnumber is "far tou many."

    When officials saw the ageon the application, they saidthey chose an exceptionallyskilled and compassionatenurse to interview the child.

    "I've interviewed severalyoungsters 11, 12and 13 yearsold, using or addicted to her-oin," one nurse was quoted assaying in the article. "Most of those we see are from verypoor homes and their familiescan't afford private care forthem."

    It is that serious. Yet when I suggestGod's Judgment on criminals as a Scripturalpunishment (the whip), most ministers cryout in self-righteous horror and say, "Oh no,we can't do that; that would be too cruel; wemust love our fellow man; we are underChrist's love, not under the Law," and otherfoolish nonsense. My friends, which do YOUthink would be more merciful: the bleedingbacks of a few miserable criminal degener-ates? or the shattered and broken lives of thousands of once fine young men andwomen?

    In these ministers' attempts to be MOREmerciful than God, and MORE righteousthan God in His Judgments, they havebrought our civilization to the brink of ruin-and they cannot see what they have done! Sothey turn to doctors and psychiatrists andpsychologists and other so-called "experts"for an answer-and, of course, they willfind none.

    Bible students agree that Daniel is one of the wisest men in the Bible, and in Daniel 9,in discussing the reason Israel had all thetrouble they did and why they went intocaptivity, Daniel had this to say: "We have

    sinned, and have committed iniquity, and

    have done wickedly, and have rebelled, evenby departing from Thy precepts and fromThy judgments." If you will read that wholechapter, you will discover that Daniel knewthat Israel had had trouble and gone intocaptivity because they refused to put intoeffect God's Laws, Statutes, and Judgmentsagainst the law-breakers. .

    In 1 Samuel 15 we find righteous Samueltalking to Saul after Saul had disobeyed theLord, and he said this: "Hath the Lord asgreat delight in burnt offerings and sacri-fices as in obeying the voice of the Lord?Behold, to obey is better than sacrifice, andto hearken than the fat of rams. Forrebellion is as the sin of witchcraft. "(1 Samuel 15:22,23). And, Brother andSister, Daniel said that rebellion wasrefusing to obey the Statutes and Judgmentsof the Lord. Samuel said, "Rebellion is asthe sin of witchcraft, and stubbornness is asiniquity and idolatry." And he continued,Saul, "because thou hast rejected the Wordof the Lord, He hath also rejected thee frombeing king."

    You know the rest of the story. Saul was

    killed in battle shortly after that. God'spunishment for witchcraft is death, andSamuel said, "rebellion is as the sin of witchcraft!" And yet our ministers preachand teach to their flocks, and to their youngpeople, and to the government, and toeveryone else: "No, we don't have to putinto effect and obey God's Statutes andJudgments!" Brother, Sister, they aretragically wrong, and our whole nation is introuble because of it.

    WHAT IF THE DOPE CAUSESDEATH?If death is caused by the drug or its

    addiction, the drug supplier is guilty of murder, for he has broken the command-ment, "Thou Shalt Not Kill." The Judgment

    (punishment) is as follows: "If a man comepresumptuously upon his neighbor to slayhim with guile (treachery); thou shalt takehim (the murderer) from mine altar, that hemay die" (Exodus 21:14).

    The sentence is to be carried out by thecivil authorities: "Then the elders of his cityshall send and fetch him thence, and deliverhim into the hand of the avenger of blood(the executioner) that he may die. Thine eye

    shall not pity him, but thou shalt put awaythe guilt of innocent blood from Israel THAT

    IT MAY GO WELL WITH THEE" (Deut.19:12, 13). The security of the nationdepends upon obeying God's Law andputting murderers to death .

    . People who hate God and His Laws argue

    that death for murderers is unnecessary andcruel, because "that won't bring back thevictim ... it is cruel and vengeful ... it's notthe Christian thing to do . . ." and othernonsense. God deals in no such silly argu-

    ments, but states very simply that executionof murderers and punishment of othercriminals is so that "those which remainshall hear, and fear, and shall henceforthcommit no more any such evil among you I "(verse 20).

    All of God's Laws and Judgments weregiven "for our good;" yet we listen tofoolish ministers who say they need not beobeyed. We admit the murderer has violatedGod's commandment when he killed, but we

    fail to realize that we become the transgres-sors when we then fail to obey God and put that murderer to death! Then God's punish-ment falls upon the whole nation-just as itis falling upon America today.

    WHATIF THE DOPE CAUSESDISABILITY?

    If the drug user does not die of the dope,but is affected physically or mentally, thenGod's Law regarding deliberate injurywould be used. It is stated in Exodus21:18,19, "And if men strive together, andone smite another with a stone, or with hisfist, and he die not, but keepeth his bed; if he rise again, and walk abroad upon his staff (recover completely), then shall he thatsmote him be quit (not punished); only(except) he shall pay the loss of his time, and shall cause him to be thoroughly healed."

    Loss of wages, all doctor and hospitalbills, and other related costs would bechargeable to the drug peddler. We followthis law in assault, in automobile liability,and similar cases today. Interestinglyenough, we have followed this to someextent regarding the selling of beer andliquor! Courts have often punished bartend-

    ers for selling liquor to a person who laterhad an accident because of being drunk!Since dope is "intoxicating," drug peddlersshould certainly be liable.

    liability, read verses 23-36 of Exodus 21,regarding the ox goring a person or a manleaving a pit open and aDOIher beinginjured. The principle of liability ~ based OIlthe person krwwinglj, alJowiJIg II siI:wnimt toexist which injures tlIIOtlter. With thetremendous publicity OIl drugs, no drugpeddler could plead ignonnce of what thedrug will do to those to whom he sells orgives the dope. He wouldbe required to payall damages, or in some cases be wooldforfeit his life. The result would still be thesame-the end of the drug traffic.

    WHAT IF THE PUSHER CANNOT PAY?Ifthe "pusher" has nothing or refuses to

    disclose assets with which he could pay,

    God's Law has an answer for that also. Inthe next chapter of Exodus we find thata person unable to make restitution for hiscrime "shall be sold for his theft" (verse 3).This means the civil authorities are to place

    himat labor, and except for his subsistence,his earnings are to be paid to his victims.

    Today,because of ignorance of God's justLaws, we take dope-injured persons andplace them in hospitals, and the parents or

    the state [the rest of us] are forced to pay

    thousands and thousands of dollarsfor their treatment, while the drug peddler serves a few months in prison [or none at all] and then goes free! Many families have beenimpoverished, and the rest of the children

    suffer, because we will not put into effectGod's punishment on evildoers!How many criminals would risk a

    sentence at labor until all costs caused bytheir peddling dope were paid? Very fewwould, if any.

    But as long as our people continue tobelieve rebellious ministers who tell us thatGod's Laws are not for us and not to befollowed or put into effect-just so long willwe continue to suffer the penalty fordisobedience. WHY DON'T WE TRY ITGOD~S WAY?

    CONCLUSIONThe whipping of a few drug peddlers, the

    execution of those who have caused deaths,and the sentencing of those who havecaused injury to pay all costs of such injury,even to working the rest of their natural livesto pay it off, would end illegal drug traffic in
