Backgrounder:
SHINe or the School Hydrological Information Network is a school-based hydromet-related disaster
awareness program developed by the Pampanga River Basin Flood Forecasting & Warning Center
(PRFFWC) of PAGASA and initiated by the Provincial Government of Bulacan (PGB) through its Provincial
Disaster Risk Reduction & Management Council (PDRRMC) and supported by the Department of
Education (DepEd) in the Province of Bulacan. It started in 2008 with 3 upland schools in the province
and has now grown into some 30 schools from both the elementary (coordinated by Save the Children)
and secondary levels. The SHINe annual conference has been a regular activity of the PGB through its
PDRRMO and has been part of its province-wide information and educational campaign on Disaster Risk
Reduction (DRR) issues.
Objectives:
Enhance the overall disaster awareness of the province of Bulacan through one of its focused
group – the schools through its regular hydrological monitoring; eventually capacitating schools
to be resilient and prepared in times of inclement weather and impending flood events;
Coordinate and provide timely hydrological information to the PDRRMO, the local disaster
councils of Municipal and Barangay levels covered by respective SHINe school as a support to
their operational DRR activities and local flood early warning systems in their respective areas
of concern;
Develop long-term strategies at the local and provincial levels from the data and information
collected from the network of observations of each SHINe school group.
Events during the year 2016:
Aside from the annual conference which is normally conducted around November-December of the
year, the other activities during the year 2016 included as follows…
Orientation of new SHINe beneficiaries (October 7 to 14) The Provincial Disaster Risk Reduction and Management Office (PDRRMO) aims to have at least one SHINe school beneficiary at every city/municipality of the province. This year there were 4 new school beneficiaries: the Dr. Felipe De Jesus NHS in Plaridel, Virgen Delos Flores NHS in Baliwag, Meycauayan National HS in Meycauayan, and the Bajet-Castillo HS in Pulilan. New student SHINe members are oriented on issues relating to Hydrometeorological Hazards Awareness and Mitigation and Practical Rainfall Observations.
Comeback visits to 26 SHINe school beneficiaries (October 18 to November 10) Yearly the PDRRMO conducts an assessment of the accomplishments of the SHINe school beneficiaries, primarily on their rainfall observations and other Disaster Risk Reduction and Management and Climate Change Adaptation programs that they have carried-out. This year, aside from the usual reporting and submission of rainfall observations, the PRFFWC and the PDRRMO-Bulacan decided to give a workshop assignment that was set for submission before the annual conference. This new approach concept is geared to help develop the student’s skills in activity understanding as well as encouraging their coordination and cooperation within their respective SHINe school group.

The 7th School Hydrological Information Network Conference Venue: 8 Waves Waterpark and Hotel
The 8 Waves Waterpark and Hotel, for the third straight time, was the venue for the 7th SHINe Conference. Located along the DRT Hi-way (or Main Hi-Way going to Cagayan Valley) at Bgy. Ulingao, San Rafael, Bulacan and around 1.5 hour drive from Manila. As always, the main program activity area for the conference was at the third floor of the hotel and the school dynamics were carried-out at the activity center at the back of the hotel where the wave swimming pool is located.

Program Activities (Afternoon session): Masters of Ceremony – Mr. Ronnel Santos and Ms. Reynela Mae Sahagun
Welcome Messages / Remarks:
Mr. Eugenio C. Payongayong Provincial Administrator The Provincial Administrator of the Province of Bulacan welcomed the school SHINe delegates to the Annual Conference. In a very simple message, Mr. Payongayong explained the knowledge and values that can be gained by being part of the SHINe program.
ASDS. Cecilia A. Valderama, Ph.D. Department of Education (Bulacan) Dr. Valderama, in her message, challenged the students on being focused on their goals in life pointing out that SHINe is one of the platforms in their developmental success. Dr. Valderama is a first time guest in a SHINe conference.
Ms. Laarni Magallanes Project Officer of Save The Children Ms. Magallanes is also a first timer on SHINe activities. She encouraged the SHINe group delegates to be steadfast in their SHINe activities; she also mentioned that their activities now will someday play a very important part in future climate analyses.
Engr. Hilton T. Hernando
PRFFWC, PAGASA The PRFFWC has been a constant partner of Bulacan-PDRRMO mainly on issues relating to Hydromet-related awareness and the SHINe program. Mr. Hernando, in his message, assured SHINe groups that PRFFWC will be a mainstay supporter in all of their SHINe and DRR-related activities.

Presentation of Accomplishments: There are, at present, some 23 secondary and 7 elementary school SHINe beneficiaries in the Province. A total of ten (10) schools were chosen by drawing lots to present their accomplishments. The students were given 4 minutes to present. Their presentations included annual rainfall readings, DRR-CCA programs Implemented, future Plans and problems encountered. Below pictures shows the SHINe school groups that were chosen to do their presentations on their accomplishments. Highlight during the presentation of accomplishments was a feature of a special project on an automatic water level warning system developed by the Vedasto High School (above).

Donation of First Aid Cabinets with Medical Supplies and Certificate of Appreciation: The PGB through the PDRRMO provided all SHINe beneficiary schools with First Aid Cabinet kits complete with assorted medical supplies plus a certificate of appreciation for their active participation in all the SHINe activities and for their continuous support to the program.

Recipients of Personal Computers (PCs)
Recipients of personal computers were mainly based on their rainfall observations. During the comeback visit all beneficiary schools were given the task to submit a work module regarding the SHINe program particularly on how to do some analyses on their past 2 year rainfall observation data sets. In addition they were also tasked to make a presentation regarding their 1 year rainfall readings.
