From the CEO’s desk…
The first quarter of the new financial year is over and Spring is in the air, it’s a good
time to finish those pressing tasks and start fresh with the new season. The end of
winter means the climax of another season of sports, spring perfumes and the
prospect of another successful harvest getting closer.
Staff Movements
We welcome our two of our newest staff members Finance Officer (Payroll &
Creditors) – Glenn Deocampo and Finance & Administration Manager – Ina
Edwardson. Unfortunately, we said goodbye to our Community Development Officer – Carmody Glass
and Customer Service Officer – Peta Shales. I would like to thank them both for their service.
Potential Copper Mine
The President met with representatives from Caravel Minerals who are envisaging a copper mine in the
area between Calingiri and Wongan Hills. Caravel Minerals have done several test drills, but will be doing
more in the coming months. By April or May 2019, should be progressing to the next stage. Some of the
issues include water supply, noise and dust suppression, access to transport.
Looking to be a 30 year project with 500 staff in construction phase of 2-3 years, and an operational
workforce of approx. 200. An estimated 200,000 tonnes of ore would be transported by road once in
production.
A presentation is planned to be made at the November Council Meeting.
Remembrance Day
This year’s commemoration will be held on Sunday the 11th November 2018, we pause for one minute of
silence at 11.00 am to remember the service and sacrifice of women and men who gave their lives in wars,
conflicts and peace keeping operations. This year marks the centenary of the Armistice, when the First
World War came to an end.
National Services Medals Awards Night - John Brennan
On the 27th September, the Shire of Victoria Plains held a function at the New Norcia Hotel, to show its
appreciation to their Volunteer Bush Fire Fighters. Supt. Craig Smith from Mid-West Gascoyne
commended the recipients and the Shire of Victoria Plains for their continued vigilance on maintaining a
high level of Risk Management throughout the community.
The National Medal was established on 14th February 1975 as one of the original elements of the
distinctive Australian system of honors and awards. The Medal recognises diligent long service in
organisations that protect life and property at some risk to their members. Fifteen years is the minimum to
qualify for the Medal. Congratulations to you all.
Will You Be Bushfire Ready?
With winter now behind us, the Shire urges all residents to ensure that their properties and families are
prepared for bush fire season. The Shire also encourages all residents to have a bushfire plan and that all
family members are aware of the plan. For further information on being prepared and staying informed in
the event of an emergency go to https://www.emergency.wa.gov.au/prepare.

~ Calingiri Mobile Reception Issues ~
***A second update***
I have had further conversation with Senator McKenzie's office today (Minister for
Regional Communications) regarding mobile reception in Calingiri.
Lisa McTiernan, government relations officer for Telstra (based in Canberra), informed our
contact that Telstra have now been out to Calingiri.
They can confirm they are aware of the reception issues and an update of the their
infrastructure is required to improve the issues.
They plan to install a new 700Mhz system at Calingiri within approx 3 months.
I would still be keen to push for a macro tower, to provide coverage to the wider Calingiri
area (not just the town site). Therefore I believe we should be prepared to lodge a
submission to round 4 of the Mobile Black Spot campaign, due to open later this year.
Boyd Brown, Regional Manager for Telstra also rang me today. Confirming info from
earlier.
The current Infrastructure was installed in March 2017 and is a 4G 1800 MHz small cell.
15 months on these are now mainly used for very small but high density areas in the city.
Over the next 2-3 months Calingiri’s unit will be replaced with a 4G 700Mhz cell. The
smaller the number the better the reach. They will also shift the cell higher on the mast
tower.

2018 Calcoinart Inaugural Sports Carnival
Students, staff and school communities from the three primary schools in the Shire of Victoria Plains
came together for the first time to hold the inaugural Calcoinart Faction Sports.
Yerecoin and Calingiri Primary schools have held a combined faction sports for many years whereby
students from both schools combine to form two factions, Hawks and Tigers. This has successfully
maintained a good level of competition as student numbers have declined, and given all students
the opportunity to participate in a range of events at a competitive level.
In 2017, Bolgart approached Calingiri and Yerecoin schools regarding joining the Calcoin Carnival and
this culminated in a highly successful sports carnival on Friday 31st August. The two Hawks and
Tigers teams were retained, with each faction now made up of students from the three schools.
The level of engagement between the students was excellent and parents and supporters made the
most of the opportunity to catch up with the broader Victoria Plains community.
Thanks to the assistance given by shire staff with preparation of the oval and other equipment and
also to all students, parents and school staff who helped make the day run so smoothly.
The end result was extremely close with Tigers winning the day by 1.5 points over Hawks.
Congratulations to the Championship winners, runners up and record breakers.
