WHAT IS THE SHOPFRONT BEAUTIFICATION GRANT PROGRAM?The Katherine Town Council Shopfront Beautification Grants allows for businesses in the central business zone to apply for up to $5,000 to provide financial assistance for exterior physical works on a premise to encourage an improvedstreetscape and increased patronage.

Shopfront Beautification Grants are a matched grant, meaning that for every dollar requested from Katherine Town Council, the applicant must contribute an equivalent or greater amount towards the project.

All projects will need to conform to current policy and be approved by Katherine Town Council and any other relevant agencies. Shop tenants are eligible for grants with the approval of the owner/s.

Businesses are encouraged to shop locally when undertaking beautification works.

The simple, modern paint work and green pot plants make Maidens Lane in Katherine’s Crawford Street

business district stand out from the crowd.

WHAT PROJECTS ARE ELIGIBLE?Grants are available for shopfront beautification projects. It is important that your application details what this initiative will achieve in the long and short term. These can include, but are not limited to:

• Repainting of external shop fronts• A public arts project• Improvements of advertising, signage

and banners (shopfronts only)• Window front presentations• Improving accessibility for all users• Addition of greening elements,

landscaping, planter pots etc. • Internal* and external display lighting • Addition of limited street furniture • Large cleaning jobs, i.e. steam and/or

high pressure cleaning

The Shopfront Beautification Grants are not available for:

• Improvements that have already commenced or been completed

• Rental fees• Routine maintenance or cleaning• Purchase of buildings or extensions • Business relocation• Development applications or other

statutory fees• Power and water costs• Overheads and service charges involved

with running your business• Food and beverage items• Indoor decorative items and furniture • Indoor signage

If you think your shopfront can be beautified in other ways, please call Katherine Town Council to discuss. We would also welcome proposals

where a number of nearby businesses would like to collaborate collectively to enhance street appeal.

* Internal works will be considered providing the works are beneficial to the exterior shopfront appeal e.g internal light fittings on the shopfront windows etc.

To be eligible for funding an applicant must:• Be a property or business physically located in the

highlighted targeted locations on the map attached• Be a property owner or a tenant holding owner’s consent• Have an appropriate business registration including that

of sole trader• The business must be a small business as defined by the

Australian Bureau of Statistics (ABS) as employing under 20 people, including franchises where the franchisee (not the parent company) employs under 20 people.

This includes:• Commercial and profit-making organisations• Incorporated, not-for-profit organisations• Proposals from groups of businesses that would like to

collaborate collectively to enhance street appeal.

The following are not eligible to apply:• Australian and local government agencies and bodies• Tenants who are a part of a shopping centre• Owners corporations (strata and company owned)• Businesses that trade business-to-business only• Businesses not located in the Central Business District*• Those businesses who do not have a frontage on a public

road that is part of the Central Business District.**Those businesses who have a frontage on a street not classified under the CBD or who do not have a frontage on a street but are located in the CBD may apply if they can provide thorough justification that such a proposal would benefit the community greatly. Please ensure this is in your application.

The Shopfront Beautification Grant Program opens on Wednesday 17 April 2019 and applications will be assessed as they are submitted. The program will run until the allocated funds are committed

Once works are completed and approved, payment of grant monies will b deposited to your nominated bank account, upon reciept of your invoice. You will be required to keep records of the grant expenditure and will have to submit evidence if Katherine Town Council ask for this.

Katherine Town Council reserves the right to award grant funding at its discretion based on the merits of individual applications

TERMS & CONDITIONS 1. To be eligible for funding an applicant must: 1.1. Be a property or business physically located in the highlighted targeted loca tions on the map attached 1.2. Be a property owner or a tenant holding owner’s consent 1.3. Have an appropriate business registration including that of sole trader 1.4. The business must be a small business as defined by the Australian Bureau of Statistics (ABS) as employing under 20 people, including franchises where the franchisee (not the parent company) employs under 20 people. This includes: 1.4a. Commercial and profit-making organisations 1.4b. Incorporated, not-for-profit organisations 1.4c. Proposals from groups of businesses that would like to collaborate to enhance collective street appeal.2. Tenants of the premises, where the conditions

of the lease do not prohibit such works, must provide a letter of consent from the owner

3. Retrospective applications for works already undertaken will not be accepted - the grant does not pay for any costs that have already been paid for before the application has been considered. Grant funding you are seeking should not be incurred until after the application is approved.

4. Katherine Town Council reserves the right to request further quotes for work as appropriate.

5. Should applicants wish to undertake the work themselves, grant funding will only apply to material costs.

6. Should applicants have a financial interest in any business that has supplied a quote, grant funding will only apply to material costs.

7. An internal Panel consisting of Council employees, CBD Revitalisation Architects, Chamber of Commerce members and De-

partment of Infrastructure, Planning and logistics, will be responsible for assessing each application and making the grant offer in accordance with these terms and conditions.

8. You must be financilly able to afford the entire cost of the proposed works upfront.

9. Funding will only be released to the applicant once the approved activity has been completed.

10. This is a discretionary grant and the decision of the Panel is final.

11. An offer of grant funding must be accepted within 14 days of receipt of the letter of offer. After this date the offer will be reconsidered.

12. It is a requirement of this grant funding that an appropriate date for completion of the works is stated. Any changes to this date will need to be agreed in writing. Unless such changes are agreed in writing, Council cannot guarantee to provide any grant funding for works completed beyond the date stated.

13. Any variation to the works itemised in the application must be approved in writing prior to commencement. Council reserve the right to refuse to release any grant funding for unapproved changes.

14. Council may inspect the project works during the time the work is being undertaken and following completion of the works.

15. The applicant must inform the Council when the works have been completed. The council will then arrange a final inspection.

16. If the cost of the works exceeds the costs as agreed in the offer letter, the council is not obliged to increase the grant amount unless agreed to in writing.

17. The Council reserves the right to recover the grant payment in whole or in part:

17.1. If any condition of the letter of offer has been breached.

17.2. If the work undertaken has not been carried out to a satisfactory standard as judged by the Council. 17.3. The applicant has committed or conspired to commit any prohibited, fraudulent or criminal acts. 17.4. The applicant removes, changes or alters any features that have been paid for by the Shopfront Beautification Grant Scheme.18. Council reserves the right to have

information about the applicants proposed project promoted through Council’s communications channels

19. All successful applicants must display the “Shopfront Revitalisation Grant Completion” plaque on their shopfront for a minimum of 12 months after the project completion.

20. The Council shall have no liability to any applicant or any other party whatsoever in respect of any liabilities, damages, costs, charges, expenses, losses, claims, demands or proceedings suffered, or liabilities incurred by an applicant or any other party in respect of the grant and/or the delivery of the works.

21. The recipient of the grant shall indemnify, and keep indemnified, the Council against all liabilities, damages, costs, charges, expenses, losses, claims, demands or proceedings suffered by the Council including, but without limitation, losses arising in respect of any death or personal injury or in respect of damage to property, caused by or arising out of any default, negligent act or negligent omission, breach of the grant conditions by the recipient of the grant including any person it is responsible for.

22. Neither the Council nor any applicant excludes or limits liability for death or personal injury caused by its negligence, fraud; and/or fraudulent misrepresentation.
