Composition of City Council
Electoral Districts The City will hold the following public hearings concerning the Composition of City Council Electoral
Districts:

The purpose of the prior public hearings on May 14th and May 15th was to begin receiving public input
regarding the composition of potential Council election district boundaries. To view the video of the May
14th public hearing and see a copy of a PowerPoint presentation provided on electoral district regulations,
and for more details on districting, please visit the City’s website.
Maps of potential Council election district boundaries were published on May 23rd, for consideration at the
May 30th and June 26th City Council public hearings.
Following a public hearing on July 11, 2018, the City Council may adopt an ordinance implementing district-
based elections for seats on the City Council.
All interested parties are invited to attend the public hearing(s) and express opinions and/or submit

Planning Division Highlights
The State of California and local jurisdictions establish criteria for public review of many types of projects. The following is an abbreviated list of the programs, projects, and proposals under consideration by the City of Solana Beach. For more information, contact the City staff member assigned to the project at the phone number listed.
LOCAL COASTAL PROGRAM
WHAT IS THE LCP?
The Local Coastal Program (LCP) is a coastal management plan mandated by the California Coastal Act of
1976. An LCP contains land use, development, public access, and resource protection policies and
regulations that implement the Coastal Act at the local level. It is comprised of a Land Use Plan (LUP) and
a Local Implementation Plan (LIP or IP). The City has its LUP and is now working on its IP. The City’s
approved LUP can be viewed online on the City’s website and in person at the Community Development
Department at the City of Solana Beach City Hall. Every local government in the coastal zone (61 cities and
15 counties) is required to prepare an LCP and submit it to the California Coastal Commission (CCC) for
review and approval. The City is one of six coastal cities without a certified LCP, and the entire City of
Solana Beach is located within the coastal zone.
WHY CERTIFY?
Currently, residents and business owners with projects requiring a discretionary permit must apply to and
have their permits approved by the City and then apply as well to the Coastal Commission for approval. In
most instances, certification of the City’s LCP will allow the City to issue these permits.
Certification of the LCP means:
After certification, the majority of permit applications would be processed by the City, instead of the CCC.
In addition to the convenience of filing at Solana Beach City Hall, permit applications would be processed
by your open and responsive Community Development Department staff, which means your application
can be processed much faster. All this will translate into less time and lower application costs.
HOW WILL LCP CERTIFICATION AFFECT WHAT I CAN DO ON MY PROPERTY?
Most of the LCP content is taken from the City’s Zoning Code. Therefore, land use, setbacks, height limits,
floor area limits, off-street parking, and other development regulations will remain largely unchanged. For
properties located along the bluffs, the development standards would be tied to the policies contained
within the Certified LUP. Bluff top properties are within the “appealable” Coastal Development Permit (CDP)
area subject to additional CCC review. The City is exploring the geographic segmentation of bluff-top
properties from the rest of the City to move forward with the LIP for the remaining 95% of the area within
the City.
If you have a project that requires a permit, the LCP will provide a set of procedures for obtaining a CDP
from the City. Like the CCC, the City would ensure that the CDP is issued in conformance with the policies
of the Coastal Act. Therefore, issues of land use, public access, and protection of resources will have to be
addressed as appropriate for Solana Beach. (Joseph Lim 720-2434)

DRAFT PUBLIC RECREATION IMPACT FEE STUDY
The City Council approved the updated Draft Public Recreation Impact Fee Study and LUP Amendment with
the adoption of Resolution 2016-039 on April 13, 2016. The Draft Fee Study and LUP Amendment was
submitted to the California Coastal Commission on April 29, 2016. The Draft Fee Study and LUP Amendment
are posted on the City website.
In conjunction with the ongoing Local Coastal Plan (LCP) certification process with the California Coastal
Commission (CCC), the City agreed to partner with the CCC to update the 2010 Public Recreation/Land
Lease Impact Mitigation Fee Study. The purpose of the land lease/recreation mitigation fee is to
compensate the public for the loss of recreational use of the beach due to the installation of shoreline
protective devices such as seawalls. In May 2014, Council approved an agreement with the CCC to accept
$120,000 in grant funding to be used primarily to support the preparation of an update to the 2010 fee
study. The first public meeting for the fee study update was held at City Hall in September 2014.
The Fee Study update was needed to incorporate and reflect certified Land Use Plan (LUP) policies and to
review comments on the 2010 fee study. In addition, CCC staff requested that the City’s fee study update
ensure adequate representation of surfers as users of the public beach, and incorporate recent and relevant
coastal bluff erosion studies and sea level rise projections into the fee study update.
The CCC held a public hearing on the LUP Amendment at its May 2017 meeting in San Diego. The CCC
approved the fee study with 16 modifications as recommended by the CCC staff. On November 8, 2017,
the City Council directed staff to pursue geographic segmentation of the bluff top properties from the rest
of the City in the LIP and authorized the City Manager to request a one-year extension from the CCC on
the Fee Study LUP Amendment. (Joseph Lim 720-2434)
BEACH SAND REPLENISHMENT AND RETENTION PROJECTS
SAN ELIJO LAGOON RESTORATION PROJECT - The San Elijo Lagoon Restoration Project (SELRP) is
designed to improve the ecological function and tidal flow of San Elijo Lagoon and will also address the
impacts of historical development and infrastructure in and around the lagoon. The SELRP has two
components: the restoration of San Elijo Lagoon and the reuse of beach quality sand excavated during the
restoration. The project will create a more connected gradient of habitat types relative to existing conditions
through modifications to channels and habitat areas within the lagoon. Lagoon restoration has the potential
to generate approximately 750,000 cubic yards of beach sand through excavation. The project would
involve the creation of an over-dredge pit to provide larger-grained sand suitable for reuse local beaches,
which would be exported from the site. Placement would occur at two beach receiver sites (Cardiff and
Solana Beach/Fletcher Cove) and also at near-shore receiver sites to be available for future beach
replenishments. Beach placement in Solana Beach began on April 28 and is anticipated to take
approximately four weeks to complete. Beach replenishment operations will take place 24 hours a day,
seven days a week. Crews will pump 146,000 cubic yards of sand from the lagoon and place it on Fletcher
Cove Beach, continuing the process of replenishing a portion of the North County shoreline.
During beach replenishment work, beach-goers can expect limited access around work areas, and nearby
residents and businesses can expect intermittent noise and lights.

50-YEAR USACE COASTAL STORM DAMAGE REDUCTION PROJECT - The Solana Beach-Encinitas
shore protection project received congressional “authorization” in the Water Resources Development Act,
and the “Record of Decision” was signed in June 2017. This gives the project the final federal approval to
be eligible to receive federal funds for construction of the project. First, however, federal funding for Pre-
Construction Engineering and Design (PED) must be secured. PED provides all the details that the U.S.
Army Corps of Engineers (USACE) and its contractors will need to “construct” the project (or place sand)
along the coastline. It provides an engineered profile with details about the quantities of sand to be placed
within that profile (mostly, but not entirely, underwater) and the exact locations and quantities from each
area of the underwater sites that will be used to obtain (or “borrow”) the sand. The Solana Beach project
consists of a 150-foot wide placement of sand on the beach, and the Encinitas project consists of a 50-foot
wide beach.
The Cities of Solana Beach and Encinitas have also been working for more than 16 years as the local
sponsors of a long-term coastal storm damage reduction/shoreline protection project with the state and
federal government. The state entity directly involved in financially supporting the project is the California
State Parks, Division of Boating and Waterways (DBW). This beach replenishment project has been
designed to be resilient to various future sea level rise scenarios over its 50-year life based on National
Research Council (NRC) data recommended for use by the California Coastal Commission (CCC).
The project is also consistent with the 2014 adopted CCC Sea Level Rise Policy Guidance document which
recognizes beach nourishment a preferred sea level rise adaptation strategy for developed coastlines. The
project received a unanimous vote of support from the CCC following a public hearing in November 2013.
With project implementation, the beaches would be re-nourished on a regular cycle during a Federal and
State investment and participation period of 50 years. (Leslea Meyerhoff 720-2446)
SCOUP - In January 2014, the City completed the process to extend its Sand Compatibility and
Opportunistic Use Program (SCOUP) for another five years (2019) with new permit approvals received from
the California State Lands Commission, CCC, USACE, and Regional Water Quality Control Board. The City
has begun the process to extend these permits for another five years. The City’s SCOUP program is a key
element of the City’s long-term shoreline management program and is a key sea level rise adaptation
strategy. The SCOUP program allows placement of beach compatible sands on the City’s beaches, up to
150,000 cubic yards per year. City Staff are currently tracking several local projects that may generate
beach quality export material.
The lead time to develop a SCOUP project is approximately six months, and early coordination with City
Staff is important to facilitate final reviews and approvals by the agencies of the sampling and analysis plan
(SAP) as well as placement details, monitoring requirements and other logistics.

ANNUAL SHORELINE MONITORING PROGRAM - The City of Solana Beach, in conjunction with
SANDAG and other participating cities, continue to monitor the performance of the beach sand project and
the overall health of the public beach through local and regional beach profile data collection and monitoring
efforts conducted in the spring and fall each year. The City has an agreement with Coastal Frontiers for
ongoing shoreline monitoring services.

Engineering Public Works
Department Update
Maintenance and Repairs to the Seascape Sur Public Beach Access
Stairway
Maintenance and repair activities to the Seascape Sur Public Beach Access Stairway were substantially completed in February
2018. All that is left is the placement of the handrail on the very bottom set of stairs.
Since those stairs are currently buried in the sand, stairs can be used without the
handrail. As part of this project, the majority of the metal connecting devices and all of the wood treads (stairs) were replaced.
These stairs were originally installed in 1995, so the project restored the stairway to
a nearly new condition.
Donor Tiles for Veterans' Honor Courtyard at La Colonia Park
There are still donor tiles available in the
Veterans' Honor Courtyard at La Colonia

family members and others who have
served in the military.

Update on the La Colonia Skate Park
A construction contract for the La Colonia Skate Park project was approved by the
City Council at the April 25, 2018 City Council meeting.
Construction is expected to start sometime in June 2018 and should be completed
before Memorial Day in May 2019.
Stay tuned for further updates as the project moves forward and look for
construction activities this summer in the northwest corner of La Colonia Park.

Junior Lifeguards 2018 The Solana Beach Junior Lifeguard Program has a long history of serving our community by providing
youth, ages 7 – 16, with an ocean safety program that combines athletics, ocean-related curriculum, and
fun. The program is located at Seascape Beach, just south of Fletcher Cove. We have made many
enhancements to make this season of Junior Lifeguards more of an educational and physical-activity based
program while still having fun at the beach. We have three different programs that provide a curriculum
specific to the age groups of the participants. Groms are our introductory level of the program, for
participants ages 7-8, where the curriculum focuses on beach games, ocean safety, and team building.
Each session of Groms is two weeks long, with both AM and PM sessions. Junior Lifeguards is our next level
of the program, for participants 9-16 years of age.
We offer Junior Lifeguards as both a two week and four-week session. The two-week program serves as
an introductory program, and the four-week program has a more in-depth curriculum. All sessions will
include moderate physical activity, ocean rescue, and safety topics, beach-related first-aid, team building
activities/games, wave riding, and free diving! We want to use this program to grow the participant’s safety
and comfort at the beach and in the ocean. Our newest and most significant enhancement to the program
is our new Elite Junior Lifeguard Session. This session is offered twice as a five-week program in the
mornings from 9:00 to 12:30. This session’s focus is to train participants that are interested in becoming
future members of the Solana Beach Lifeguard Department or past Junior Lifeguards that are looking for
more of a challenge. The Elites will train more physically than the other Junior Lifeguards and also become
certified in CPR, shadow lifeguards in real-life scenarios, and also learn about specialized rescue equipment
like PWCs and rescue boats. Overall, we are enhancing the program to create a more lifeguard-oriented
experience for participants to build confidence and safety at the beach and in the ocean.

YOUTH OF THE YEAR, JOSE BECERRA, RECEIVES PROCLAMATION FROM SAN DIEGO COUNTY

My first new pair of shoes, bike, trip to Disneyland, but more importantly they gave me my first look at what I want to BECOME." - Jose Becerra Jose Becerra, Boys & Girls Clubs of San Dieguito’s 2017 Youth of the Year, received a Proclamation on Tuesday, January 23, 2018, from San Diego County Supervisor Kristen Gaspar. Jose has overcome many barriers in his life and attributes this to his loving mother and the dedication of the staff at our La Colonia Clubhouse. He was granted this award for all he has accomplished and for earning the title of Youth of the Year at Boys & Girls Clubs of San Dieguito. Jose’s future is very bright. He soon will graduate from high school and be the first in his family to go to college. We are proud to say that Jose grew up at our La Colonia Clubhouse and is now a valued staff member at our After-School Program.
CLUB TEENS CLEAN UP FLETCHER COVE
A big thank you to Boys & Girls Clubs of San Dieguito’s Teen Keystone Club for doing their part in keeping our community clean by participating in a beach cleanup! They combed Fletcher Cove Beach, picking up unwanted litter such as bottles, cans, and plastic. Our Clubhouses are proud to have our members participate in many beach, street, and park cleanups throughout the year.

Wednesday of each month at 10 am there
is Scrabble, Canasta, Crazy 8’s and Yahtzee
and Currents Events. Classical Music
Appreciation Class is held on the 1st and 3rd
Wednesdays. Note: The Senior Center is
closed on the 4th /5th Wednesday of the
month. In addition to games and music, we
provide a fantastic Entertainment & Lunch
Program that begins at 12noon for only $8. We have educational and inspirational speakers or
music. The full lunch meal is freshly prepared by our outstanding kitchen staff. Reservations are
required a week in advance by calling 858-509-2587.
The Solana Beach Community Senior Center’s Book Club is sponsored by the Solana Beach Library
and led by their amazing Librarian, Mim Haug. The Book Club meets on the 2nd Wednesday of
each month at 1:30 in Room 14. Everyone is welcome to participate in this friendly informal
discussion group. Copies of the selected books; some with large print or audio, are distributed
free of charge at the Book Club meetings.
DO YOU LIKE TO EXERCISE AND STAY FIT? We offer a Feeling Fit Club on Mondays and
Wednesdays from 8:30am-9:30am in Debin Hall. Sue Grant’s lifelong love for fitness is contagious
as she leads the Feeling Fit Club. She is passionate about helping older adults stay fit and active
at any age. Join others making great strides in getting fit! Feeling Fit Club is sponsored by San
Diego County’s Aging & Independent Services and the class is free. All fitness levels are welcome.
