Introduction Shorelink is a computer network that links the five Lower North Shore Council Libraries of Lane Cove, Manly, Mosman, Stanton (North Sydney) and Willoughby. The network was established in 1983 when five participating Councils signed a Deed of Agreement. A Shorelink Library card entitles members to use five libraries and the WebCat (online public access catalogue) offers a choice of local (site specific) or network wide data. The webcat also provides access to a variety of online databases and a selection of electronic books. The member Councils continue to demonstrate their commitment to the Network through their financial support, acknowledging that cooperation delivers both economic benefits and quality services. Shorelink is renowned for innovation and excellence in the provision of library information technology and is recognised as an outstanding example of local government cooperation.

Administration Shorelink is managed by a joint committee operating under Section 355 of the Local Government Act. The Shorelink Committee consists of five Councillors and five Library Managers. Willoughby Council is the Agent Council. Willoughby Council administers the budget with contributions from all participating Councils in proportion to Library circulation figures. Individual Councils meet their own on-site costs such as maintenance of computer terminals. The system is managed between 8 am and 9 pm on a daily basis, 7 days a week, by the Network Manager and the Network Administrator, with assistance from the staff of Willoughby City Library to cover hours of operation and emergencies. The Agent Council Librarian directs the operations of the Network office, including staff, in accordance with the policies and decisions of the Shorelink Committee and the Shorelink Library Managers Committee. The “Shorelink Library Network Structure” document outlines the roles and responsibilities of the Shorelink staff, Agent Librarian, Committees and the Office Bearers.

Use of all services provided by the Shorelink libraries increased during the 2004-2005 Financial Year. 2,724,274 items were lent by the five libraries and 73% of Inter-Library Loan requests were satisfied within the Network. Public Access Internet services were again a heavily used service, demonstrated by the 46% increase in Internet inbound traffic. Library customers appreciate the facility to search the online catalogue from home, renew their loans, place holds and suggest items for purchase. Usage of all these online services increased during 2004-2005.

Intra-Shorelink Courier Service Following the successful 6 month trial of the Shorelink courier service, the Shorelink Committee resolved to introduce it as a permanent service from July 2004. The service is valued by the communities as demonstrated by the 50,000 items that were delivered between the libraries during the year. It has enabled Shorelink to improve the level of service provided to library customers.

Review of the Shorelink Funding Formula The Network’s funding formula, which determines the financial contributions of the five Councils to Shorelink’s capital and operating costs, was reviewed by the Shorelink Committee in November 2004 and several alternative funding models were considered. The Committee resolved to retain the existing funding formula as documented in the Shorelink Deed of Agreement.

Shorelink IT Strategic Plan 2004-2006 and Wide Area Network Upgrade The Shorelink staff developed the Shorelink IT Project Plan 2004-2006, in consultation with the IT Managers of the five Councils, to address the future needs of the Network in terms of security, administration and support requirements.

The main components of the Plan were: • Operating system upgrade to AIX 5.2

(January 2005) • implementation of web content filtering to

manage public Internet access (March 2005)

• implementation of Windows 2003 AD Domain to provide for centralised management of configurations for users and computers (resulting in improved security)

• migration to McAfee AVD virus protection, providing for centralised management of desktop security deployment, reporting and monitoring.

• an upgrade to Shorelink’s Wide Area Network (scheduled for November 2005)

The WAN upgrade, approved by the Shorelink Committee in conjunction with Shorelink 2005-2006 Budget Estimates, will provide for improved security, segregation of internal and external systems, unlimited inbound Internet traffic, improved Internet response times, improved service levels, consolidation of Internet and communications services and future scalability.

Internet Usage Internet inbound traffic continued to exceed the 20 GB monthly limit, incurring additional charges. The Wide Area Network upgrade scheduled for November 2005 will provide for unlimited inbound traffic.

The Shorelink eBook Project The Launch of Stage 2 of the Shorelink eBooks Project in May 2005 was a highlight of the year. The Project was funded by a Library Council of New South Wales Library Development Grant, with the objective of investigating and evaluating electronic books as a format that could be adopted in the public library environment. eBooks are full-text electronic versions of printed books that Library customers can borrow, read and return over the Internet. They are accessed remotely through the Library catalogue and then viewed on any device with Internet access. eBooks follow the form of printed books and include chapters, page numbers, images and illustrations. They can be browsed for quick reference or read from start to finish. A range of eBook titles was purchased jointly by the Shorelink Library Network, initially from Netlibrary, an overseas provider with a large number of libraries in their client base. Borrowers have access to more than 250 non-fiction titles on a range of subjects including travel, health, philosophy, resumes, meditation and cookery, together with over 3500 public domain titles comprising literary classics such as the works of Dickens, Shakespeare and Henry James. In the two months since the launch of the collection 485 customers registered as eBook users and more than 1,000 hits have been recorded on eBook titles.

Library Models in New South Wales: Research Project Shorelink was invited to participate in a project commissioned to research the advantages of different models of library service provision including stand-alone, regional and cooperative libraries. The project was managed by the Upper Murray Regional Library and the Central West Libraries with funding from a Library Council of New South Wales Library Development Grant, and a consultant was employed to undertake the research. The consultant met with Shorelink staff, Library Managers and Council personnel and addressed the

Shorelink Committee on the project’s objectives. The report on the project is scheduled for release in late 2005.

New Look Webcat Online Catalogue The Shorelink libraries replaced all their thin client netstations with PCs in preparation for the implementation of Sirsi’s new look iBistro online catalogue in May 2005. Stage 1 of the new iBistro comprises mainly changes to screen displays, with functionality changes scheduled for late 2006.

Disaster Recovery Testing The annual disaster recovery testing was conducted successfully on 4 August 2004.

System Availability The system achieved uptime of 99.99% for the year.

Staff Development The Network Manager conducted training sessions for Library staff on eBooks, the new iBistro webcat, web filtering and other application software. The Network Administrator attended a 5 day training course on Interconnecting of Cisco Network Devices (ICND) 2.1. The course focussed on using Cisco Catalyst switches and Cisco routers connected in local and wide-area networks.

Stanton Library underwent major refurbishment in 2004/5 including the construction of a new floor and a modern Heritage Centre
