Short Term Award Australia Awards Indonesia Change Management for Bureaucratic Reform– 2017 Short Term Award Program The ‘Change Management for Bureaucratic Reform’ Short Term Award (STA) was conducted in Brisbane, Australia from 6 to 17 February 2017 at the University of Queensland. This program was preceded by a three day Pre-course Workshop from 13 to 15 December, 2016 and followed by a Post-course Workshop from 9 to 10 May, 2017 in Jakarta. The goal of the Change Management STA was to benchmark Australian agencies’ change management practices and to expand Awardees’ professional skills and knowledge of practical change management to support the bureaucratic change management both at the national planning level and within Indonesia’s National Development Planning Ministry (Bappenas). Awardees selected to partake in the Change Management for Bureaucratic Reform STA represented three Indonesian ministries and numerous directorates/divisions within these. The Awardees were selected based on their work in areas responsible for implementing a change agenda. They were comprised of Functional Staff (Planners), and Echelon II, III and IV officers. Awardees engage with senior representatives of the Australian National Audit Office (ANAO), 16 February 2017. • The theoretical framework for management and leadership; cultural change models • Strategies for managing upwards; • Self-assessment tools to help Awardees to understand their individual personalities, leadership and communication styles; • Understanding flexible work hours to account for diversity, working from home, and maternity leave; • Practical tools: Change Management Template; Ten Stages of Change Management; stakeholder analysis; Cultural Types, PESTLE etc. The first week of the in-Australia component was held in Brisbane attended by 24 of the 31 Awardees, including the KemenPANRB Echelon II Change Champion, Ronald Andrea Annas who played a key leadership role for the week.

Short Term Award Program

The ‘Change Management for Bureaucratic Reform’ Short Term Award (STA) was conducted in Brisbane, Australia from 6 to 17 February 2017 at the University of Queensland.

Echelon II and Echelon I Awardees from BAPPENAS joined the group in Canberra for the second week of the course. The cohort included seven Echelon II staff and one Echelon I Awardee. The Echelon II and Echelon I Awardees played a unique role throughout the course by mentoring and supporting the course objectives in their role as Change Champions.

Key to the Award was the establishment of professional networks in Australia for Awardees to draw on in order to improve the leadership, cultural and organisational performance processes which underpin change management and bureaucratic reform objectives in Indonesia. This on-award enhancement came from five expert speakers. It also included institutional visits to three Commonwealth agencies managing change management processes or with specific responsibilities for public sector reform and performance. These included:

• Department of Prime Minister and Cabinet• Australian Public Service Commission

(APSC)• Australian National Audit Office (ANAO)

Three professionals with extensive experience in public sector organisational change and in measuring public sector performance, contributed to the Canberra Networking Event and Panel Discussion. The event was also attended by senior DFAT representatives, a representative of the Indonesian Embassy and APSC Merit Protection Commissioner, Ms Annwyn Godwin.

Post Award

The Award program concluded with a two day Post-course Workshop held in Jakarta; three months after the in-Australia component. The aims of the post course workshop were to review the application of the Award Projects, consolidate learning, and look to the future in terms of skills, behaviours, networks and knowledge of change management practices.

The Post-course Workshop program commenced with a recap of key content and the highlights from the in-Australia program; a reiteration of the Change Management Project objectives and Individual Development Plans; and final sessions on leadership development and career planning.

The Post-course Workshop also provided an opportunity for Awardees to identify elements of the in-Australia Award that were most or least helpful to the Change Management Projects and Awardees’ understanding of change management.

On the 12 May 2017, an additional workshop ‘What it Takes to Be a Great Leader’ was conducted for senior Bappenas personnel in Jakarta at the request of Bappenas Executive Secretary Dr Bulkin, impressed with Course Leader Professor Victor Callan’s insights and expertise.

In the final session of this workshop titled: ‘Application of Change Management Principles to Proposed Bureaucratic Reform’, Bappenas Awardees returned to present their five minute ‘Lift Speeches’ on their Change Management Projects to more senior Bappenas officers in attendance. The presentations elicited valuable comments and suggestions by those Echelon II officers attending. It proved to be an effective way of both promoting the Change Management STA and the work of the Change Management teams in improving performance management and HR capacity within the organisation.
