EDITOR’S NOTESIBUGAYNON is ar KA!

After thorough deliberations, consultations, exchanges of thoughts, head bumps, intellectual stand offs, and referrals the men and women behind THE SIBUGAY BULLETIN “Barog Sibugay” has now come to a consensus that the back page of this letter (TSB-Barog Sibugay) be al-located for publication of important information/announcements from the office of the chief-executive, the leg-islative department, and rest of the key offices of this province. It shall be used for the benefit of the rest of the reading public to be guided accord-ingly with what is true nothing less and never to be misleading of what is not.

In lieu of said information, giv-en that there is none, we intend to use the page to feature stories of struggles to successes of ordinary Sibugaynons which will inspire us in our day-to-day undertakings and it shall be called ‘SIBUGAYNON iSTAR KA”. We, the people behind this bulletin believe that every story of inspiration be it small or huge in magnitude de-serves to be recognized even in just a piece of paper for we further con-sider that each of us regardless of our shapes and sizes has the chance to be stars ourselves, after all, although we come in different stature, we still are all BORN FREE AND EQUAL.

The other media practitioners say that “Good news is no news”, The Sibugay Bulletin- Barog Sibugay is aiming to devaluate that line of think-ing. It is our conviction that good news can affect or influence others to be good if not great therefore, “good news is great news” we strongly say. So long as we stick to the fundamen-tal truth and never allow to be used for fanciful calisthenics of “BOAST-FUL LIES”, like in the past.

OUT FOR HUMANITY…WHERE’S THE PORK?(The Evolution of Revolution in PH)

by: jpelonia

26 August 2013 is PH National Heroes’ Day, hence, it is declared as National non-working holiday. The Munici-pality of Ipil together with its stakeholders including the Provincial Local Government of the Province of Zamboanga Sibugay under the stewardship of Governor Wilter Yap Palma and its employees representing the entire province chose to celebrate the day by joining/participating in the “Walk for Humanity” organized by the Philippine National Red Cross- Zambaonga Sibugay Sub-Chapter.

Such event was made on a National Heroes’ Day Celebration to push further the PNRC’s advocacies and to put em-phasis and valuation to volunteerism through a showcase of people in different walks of life taking the forefront to bring humanity in a more livable state suitable for human beings. Thus, volunteerism may be interpreted as an act of heroism. It can also be considered as “walking the extra mile”, which simply means, one doing more than what is expected from him or “sacrifice” in its simplest context.

Simultaneously, on the same day in Luneta Park- Manila, key cities and provinces in the entire archipelago and even off –shores, Filipinos gathered and tagged as the “grand eyeball” or “million people march” to express their senti-ments over the alleged misuse of the Priority Development Assistance Funds (PDAF) popularly known as “Pork Barrel” by some members of the Congress.

Though it wasn’t an organized event because the call to come was just posted in a social media site, it came out a surprise for the sightseers because a crowd of more than 400 thousand in Metro Manila alone plus those in other loca-tions that may exceed the target came to respond to the invitation. Thus, this has to prove that revolution in PH by way of People Power has evolved and it shifted to what modern technology offers. Netizens has now become online vigilants.

So much so, on that note if we are going to try to combine the idea of volunteerism and vigilantism and incorporate it to our day-to-day endeavor, maybe we’ll go far in bringing this country to a certain level of advancement. The question now is, why do we need to dip ourselves down to these matters? It is because that, while we are indeed Sibugaynons, we are also taxpayers, more so Filipinos first and foremost. Be a volunteer vigilant.

ALL PLGU-SIBUGAY EMPLOYEES SUBJECT FOR EXECUTIVE CHECK-UP

by: J Pelonia In his quest for an efficient workforce in the delivery of services to the constituencies and to be in consonance with PNOY’s “tuwid na daan” cam-paign, Gov. Wilter Yap Palma sees health as one of the components to be ad-dressed to ensure a strong and effective outflow of human resource that will result into productive outputs in advancing the provincial government and the province herself to a better if not good hauteur.

It was 4 in the afternoon of August 9, 2013 when the governor through Dr. Rolando Olmoguez, Chief of the Zamboanga Sibugay Provincial Hospital called upon all the employees to the Capitol’s Center Podium for an emergency meeting to inform and brief each employee of the said activity.

Employees are grateful enough that their government showed concern over their health needs and come up with a more than 5 Thousand Peso package The Provincial Local Government of Zamboanga Sibugay will spend for each one of them.

Said activity commenced last August 12, 2013 and still going onwards until the last recipient is served.

Belated Happy Birthday!

The New Leadership With the assumption of the newly elected officials in the Prov-ince of Zamboanga Sibugay head-ed by the 3rd elect Governor Hon. Atty. Wilter Yap Palma people from all walks of life see a new begin-ning a new hope and new dreams and aspirations for Sibugaynons. For the Provincial Capitol employ-ees the same will be felt new be-ginning and new atmosphere of awareness for everybody to fol-low to whatever new direction is set as policies will be introduced.

`On the very first day of as-sumption into office of the Gov-ernor he emphasized that every-one should work together, set aside politics andopen their hands as a gesture of reconciliation towards the attainment of progress and de-velopment which is long overdue. He promised that under his adminis-tration everything shall be transparent because he adheres to the principles of transparency and accountability which is the very basis for good governance.

Although the Provincial cof-fers is considered bankrupt upon assumption because of the ram-pant anomalies beyond imagina-tion not even the concerned gov-ernment agencies task to oversee in safeguarding were able to stop.

True to his statement on the second day changes start-ed to roll on for the Sibugaynons to feel as what he promised.

The whole of the Provin-cial Engineering was deployed to the first district Lutiman toGuicam area to fast track the rehabilitation of their road networks unattended by the past administrationeven if he miserably lost thousands of votes during the last electoral exercises he prioritized what he has prom-ised during the campaign period. .Memoranda for new set of policies were issued to line department set-ting new policies in line with the na-tional advocacy of daangmatuwid. The first issued policy for a change signaled some chilling ef-fect on employees in particular to and those who were not responsi-ble for their oath as public servant. The bio-metrics for attendance placed in two corners no cash advance for travel policy and maintenance of office cleanliness to be undertaken by the or-ganic personnel as well as the officials.

Government vehicles as issued before to different department heads can nlonger be brought home nor be used anytime without proper author-ized clearance. They park alongside the capitol premises and can be used only for important matters related to your work thus fuel consumption is extremely reduced to minimum level advantageous to the government in general. BLAME ME NOT, HELP ME INSTEAD

CHAPTER I

In an old belief, one of the reasons why do man keep smoking cigarette, because it relaxes stress mind & enhances brain vigor. When I was a young boy I heard and see a lot of likable thing cigarette had bring, I see a muscled mustache brave cowboys, a pistol side sling on his waist with cigarette on the mouth. A sufficient quality for a young one’s to try to be like of even without pistol and a horse for a manly look.

It was on my college days, having a penny on my pocket not sufficient for the best food during break time in comparison to what my classmates had, so the first puff of this forbidden things and savoring its addictive blend come to pass. Ruse for gain developed even the school matriculation cannot exempt the profit guided thoughts just to have even a stick of these illicit stuff. For a couple of decades go by these habitual seethe Ingestion was already includes in my home financial arrangements, health & dutiful experts advices could not prevent me to discontinue these habitual intakes, despite of the heath bulletin disclosures, as; Heath Effect of Tobacco Use: Morbidity and Mortality of Tobacco-Related Diseases, Four diseases are generally considered to dominate NCD mortality and morbidity:

1.) Cardiovascular diseases

(Including heart disease and stroke

2.) Diabetes 3.) Cancer; and 4.) Chronic respiratory diseases,

including chronic obstructive pulmonary disease and asthma.

These four non communicable diseases are caused, to large extent, by four modifiable behavioral risk factors: tobacco use, unhealthy diet, physical inactivity, and harmful use of alcohol. Among the identified risk factors contributing to Non- communicable diseases, tobacco is considered responsible for more than two-thirds of lung cancer; forty percent of chronic respiratory diseases; and 10% of cardiovascular diseases. An estimated six million people die from tobacco use each year, causing nearly ten percent of all deaths worldwide, two million more AIDS, malaria and tuberculosis combined. Smoking kills up to half of the lifetime users. It is an epidemic that kills ten Filipinos every hour. Tobacco use was responsible for over fifty eight thousand deaths or nearly twelve percent of all deaths in the Philippines in 2004, according to the world health

organization calculations. Almost eighty percent of these deaths in the country are attributable to the four tobacco–related diseases causing between twenty three thousand to thirty five thousand tobacco related deaths per year. These damaging effects of tobacco to life will continue until is use is controlled. Urgent action must be taken to reduce and reverse the morbidity and mortality from tobacco–related diseases.

Conclusively because of cigarette smoking habit, a lot of associates’ supplementary tendencies stir up like loose of food appetite, the longing of wine, beer and coffee because of its match pleasing ingredients to that allied vices, hereafter the occurrence of sleeping disturbances conceivably fire up. Within these conditions this mortal body of mine maybe ours cannot sustain further because of the diseases acquired. Mind you with all the knowledge I have for these dangerous substance, do you think I shall quit smoking? My answer is no, I WILL NOT QUIT SMOKING!

CHAPTER 2My Initial reaction to the

new administration is, I feel being abandoned because in my accustomed smoking spot overlooking the beautiful town of Ipil was included in the prohibition for non smoking area, alone walking the spacious hallway thinking of how could I enjoy my need when traveling just for a stick of cigarette is not easy, stepping down the coiled stairways to its designated smoking vicinity of the provincial capitol of Zamboanga Sibugay and finding myself “wow” I’m not alone, it seems like a cigarette smoking party downstairs, on my way back to my working table I’d realize, this is not agony but an instrument instead for my long time desire to quit smoking, enduringly a wish for long & healthy life, An existence with hand that steer my children growth to the right path. Its ring a bell to me of the English television show THE EXTREME MAKE OVER a crumpled house to a fine-looking home, normally the artist go off cleaning the messes, curing and purification the abrasion is not pleasant sometimes to live through, every so often its insalubrious. Reconstructing its foundation for the best of our social order frequently comes from within.

My favorite columnist Dr. Jesus P. Estanislao once wrote which I’d grapple in consonance with President NOYNOY program. For the improvement to be significant, it should represent a quantum jump. It cannot be mere betterment by inches; at the end of our life, we want to be as far from where we are today by hundreds, if not thousand of kilometers from its reconstructive strong foundation.

The improvement has to be substantive. It has to represent real radical change for the better. Is this the

PINOY famous passage? “DAANG MATUWID”, thanks for helping me quit smoking, sooner I’ll reunite again to the smoke free assemblage.

CHAPTER 3 Ambition, Determination & hard work will mean nothing without persistence. My sincere thanks, to Dr. Ulysses J. Chiong- IPHO Chief and his Staff of Zamboanga Sibugay the

Provincial Local Government Unit.
