After thorough deliberations, consultations, exchanges of thoughts, head bumps, intellectual stand offs, and referrals the men and women behind THE SIBUGAY BULLETIN “Barog Sibugay” has now come to a consensus that the back page of this letter (TSB-Barog Sibugay) be al-located for publication of important information/announcements from the office of the chief-executive, the leg-islative department, and rest of the key offices of this province. It shall be used for the benefit of the rest of the reading public to be guided accord-ingly with what is true nothing less and never to be misleading of what is not.

In lieu of said information, giv-en that there is none, we intend to use the page to feature stories of struggles to successes of ordinary Sibugaynons which will inspire us in our day-to-day undertakings and it shall be called ‘SIBUGAYNON iSTAR KA”. We, the people behind this bulletin believe that every story of inspiration be it small or huge in magnitude de-serves to be recognized even in just a piece of paper for we further con-sider that each of us regardless of our shapes and sizes has the chance to be stars ourselves, after all, although we come in different stature, we still are all BORN FREE AND EQUAL.

The other media practitioners say that “Good news is no news”, The Sibugay Bulletin- Barog Sibugay is aiming to devaluate that line of think-ing. It is our conviction that good news can affect or influence others to be good if not great therefore, “good news is great news” we strongly say. So long as we stick to the fundamen-tal truth and never allow to be used for fanciful calisthenics of “BOAST-FUL LIES”, like in the past.

26 August 2013 is PH National Heroes’ Day, hence, it is declared as National non-working holiday. The Munici-pality of Ipil together with its stakeholders including the Provincial Local Government of the Province of Zamboanga Sibugay under the stewardship of Governor Wilter Yap Palma and its employees representing the entire province chose to celebrate the day by joining/participating in the “Walk for Humanity” organized by the Philippine National Red Cross- Zambaonga Sibugay Sub-Chapter.

Such event was made on a National Heroes’ Day Celebration to push further the PNRC’s advocacies and to put em-phasis and valuation to volunteerism through a showcase of people in different walks of life taking the forefront to bring humanity in a more livable state suitable for human beings. Thus, volunteerism may be interpreted as an act of heroism. It can also be considered as “walking the extra mile”, which simply means, one doing more than what is expected from him or “sacrifice” in its simplest context.

Simultaneously, on the same day in Luneta Park- Manila, key cities and provinces in the entire archipelago and even off –shores, Filipinos gathered and tagged as the “grand eyeball” or “million people march” to express their senti-ments over the alleged misuse of the Priority Development Assistance Funds (PDAF) popularly known as “Pork Barrel” by some members of the Congress.

Though it wasn’t an organized event because the call to come was just posted in a social media site, it came out a surprise for the sightseers because a crowd of more than 400 thousand in Metro Manila alone plus those in other loca-tions that may exceed the target came to respond to the invitation. Thus, this has to prove that revolution in PH by way of People Power has evolved and it shifted to what modern technology offers. Netizens has now become online vigilants.

So much so, on that note if we are going to try to combine the idea of volunteerism and vigilantism and incorporate it to our day-to-day endeavor, maybe we’ll go far in bringing this country to a certain level of advancement. The question now is, why do we need to dip ourselves down to these matters? It is because that, while we are indeed Sibugaynons, we are also taxpayers, more so Filipinos first and foremost. Be a volunteer vigilant.

OOA 050900H August 2013, PSSUPT ROBERT ROY BAHIAN (DSC), Provincial Direc-tor this PPO attended the Change of Command Ceremony between the Outgoing Brigade Com-mander Colonel GERARDO F BARRIENTOS JR Infantry (GSC) Philippine Army and Incoming Brigade Commander Colonel IGNACIO OBLIGACION held at HQS 102nd Brigade, 1ID, PA Sanito, Ipil , Zamboanga Sibugay. The ceremony was presided by BGEN FELICITO VIRGILLO M TRINIDAD JR, Acting Commander, 1ID PA and attended by different unit Commanders of the AFP from Zamboanga Del Sur and Zamboanga Del Norte. Said activity also attended by PC-SUPT JUANITO BUNGAY VAÑO, RD PRO9, PSSUPT THOMAS U ABELLAR, PESE, Pro-vincial Director, ZDSPPO, some local chief executives of first (1st) and second (2nd) district of Zamboanga Sibugay, ATTY. JERICK KAGAON, Provincial Prosecutor, Zambo Sibugay, different heads of office of National and Local Government Line Agencies, media men and other stakehold-ers of Zamboanga Sibugay and nearby Provinces. PSSUPT ROBERT ROY V. BAHIAN (DSC) Provincial Director Zamboanga Sibugay PPO, also gave a Plaque of Appreciation to the Outgoing Brigade Commander for the support on various implementations of programs of the PNP and sup-port during the conduct of several law enforcement operations. Ceremony ended OOA 1200H of same date with good result.

MOA Signing between the PNP Sibugay and D’ALERT Sibugay Chapter

On 120830h August 2013 after the Traditional Monday Flag Raising Ceremony, the Zamboanga Sibugay Police Provincial Office headed by PSSUPT ROBERT ROY V BAHIAN , Provincial Di-rector came up with the signing of Memorandum of Agreement between the PNP and D’ ACTIVE League for Emergency Reaction Transceivers (D’ALERT) Network Association Incorporated Sibugay Chapter, held at Sandigan Hall of this PPO. Said group is a non-profit , non- political and non- amateur radio organization founded and organized by PNP PRO9, a radio communication volunteer group headed by its chapter president PO2 Rodel Ra-mones Vergara together with other D’ALERT members. Said volunteers could help the PNP in maximizing its force multipliers within the area who could help in assisting the police in crime prevention, protection, control and solution through the efficient and effective use of radio communication moreover, the effective pro-motion of peace and order, prevent and reduce commission of crimes, provide prompt, immediate free radio communication services to the community especially in times of calamities and disasters and other cases of emergencies and other lawless activities. Both parties agreed in their respective endeavors in providing the community a true and dedicated service to humanity and the nobility of law enforcement services. the MOA signing was witnessed by Mr Rudyard V Laquihon, D’ ALERT Vice President for Administration and eighteen (18) other D’ ALERT members, available PNP personnel together with the provincial staff officers.

PNP SIBUGAY JOINS CIVAC AT BARANGAY DATU TUMANGGONG, TUNGAWAN, ZAMBOANGA SIBUGAY

On 21 August 2013 at around 8:00 in the morning , a joint CIVAC with the theme: “Hawak Kamay, Walang Iwanan Tungo sa Kapayapaan at Kaunlaran” was conducted by the different National and Local government line agencies, hosted by LGU Tungawan with the support of the Provincial Government with the participation of 6TH Special Force Battalion (SFRA) SOCOM, Philippine Army under the leadership of LTC ROSENDO C ABAD JR, CO 6SFB in close coor-dination with Tungawan Municipal Police Station led by PSI DANILO BENALES EBOL held at Brgy Datu Tumanggong, Tungawan, Zamboanga Sibugay.

PSSUPT ROBERT ROY V BAHIAN (DSC), Provincial Director of Zamboanga Sibugay Police Provincial Office together with PSUPT JAMES ARSENIO TURBELA, DPDO, PSI RICARDO TABANAS PACAÑA, CHIEF PCR, PI MARY GRACE NEVADO, ADMO, PI MESHELLE SIBUNGHANOY BACLAYO, PHRRD OFFICER, PPCRD and PWCPD PNCOs attended the said activity while personnel of Provincial Public Safety Company led by PSUPT RODRIGO O. MARAMO, Company Commander, provided convoy, close-in, venue/ perimeter security. The program started with the singing of National Anthem, invoca-tion by FR PEDRO CLEOFE for the Christian and Ustadz Supian for the Muslim prayer. Then the welcome remarks was given by Honorable Randy A Climaco, Municipal Mayor of Tungawan, followed by the presentation of stakeholders by LTC ROSENDO ABAD. Afterwhich, the Provincial Governor of Zamboanga Sibugay, HON. ATTY WILTER Y PALMA delivered his statements wherein he emphasized that such activities will also be conducted to neighboring Barangays of Sibugay and bayanihan is one of the tools that brings closer between the government and the community to attain peace and progress. Inspirational message was delivered by Mrs Zenaida Arevalo, Regional Director, DSWD. Highlights of the CIVAC were as follows: free medical/dental and circumcision, deworming, feed-ing program, census, bloodletting, immunization, distribution of relief goods, bags and notebooks, free haircut and giving of one thousand budded rubber seedlings to Datu Tumanggong thru their Barangay chairmen. It also aims to harmonize the Provincial Commodity Investment Plans (PCIPs) with the Regional AFMPs including the annual planning and budget sys-tem.Key Results: Developed Provincial Commodity Investment Plans (PCIPs) agreed based on regional AFMPs.

I-BUILDIntensified Building up of Infrastruc-ture and Logistics for Development.

by: J Pelonia In his quest for an efficient workforce in the delivery of services to the constituencies and to be in consonance with PNOY’s “tuwid na daan” cam-paign, Gov. Wilter Yap Palma sees health as one of the components to be ad-dressed to ensure a strong and effective outflow of human resource that will result into productive outputs in advancing the provincial government and the province herself to a better if not good hauteur.

It was 4 in the afternoon of August 9, 2013 when the governor through Dr. Rolando Olmoguez, Chief of the Zamboanga Sibugay Provincial Hospital called upon all the employees to the Capitol’s Center Podium for an emergency meeting to inform and brief each employee of the said activity.

Employees are grateful enough that their government showed concern over their health needs and come up with a more than 5 Thousand Peso package The Provincial Local Government of Zamboanga Sibugay will spend for each one of them.

Said activity commenced last August 12, 2013 and still going onwards until the last recipient is served.

THE PLENARY HALLSangguniang Panlalawigan

The Plenary Hall is located at the 3rd floor of the Capitol Building.Rules of conduct strictly observed and enforced inside the Plenary Hall.

1. Only children 7 years old and above are allowed inside the Session Hall.

2. All firearms and bladed instruments shall be deposited with the Legislative Hall Security before entry to the Session Hall.

3. Streamers, banners, and leaflets shall not be allowed inside the hall.

4. Turn off cellular phones, beepers and other electronic devices before entry to the Session Hall.

5. Always observe silence right after the sergeant-at-arms make a formal announcement in the following manner: “All persons are commanded under pain of penalty to keep silent while the Sangguniang Panlalawigan of Zamboanga Sibugay is in session”. Applauding or clapping of hands is strictly prohibited.

6. Remain seated and strictly no smoking, eating, drinking, sleeping and reading of newspapers while the sanggunian is in session.

7. Picture taking and video shooting are not allowed inside the Session Hall except during recess.

8. Resting of feet on the chairs/railing is prohibited.

9. The first person to enter the Gallery takes the last seat of the first row and the rest of the group follows accordingly. Do not skip seats. Upon exit, theperson near-est the stairs in the first row exits first. Wait for your turn to exit.

10. All persons inside the hall shall be under the command of the Sergeant-at-arms.

Bael, Pre-siding Judge of RTC Branch 31, 9th Judicial Region, Imelda this province for the crime of Kidnap-

ping and Serious Illegal Detention, docketed under criminal case number IM-13-0573.

Initial investigation disclosed that the above named suspect is a notori-ous leader of lawless elements (LLEs) and kidnap for ransom group (KFRG) operating in AOR and nearby provinces of Zamboanga Peninsula.

It was on my college days, having a penny on my pocket not sufficient for the best food during break time in comparison to what my classmates had, so the first puff of this forbidden things and savoring its addictive blend come to pass. Ruse for gain developed even the school matriculation cannot exempt the profit guided thoughts just to have even a stick of these illicit stuff. Smoking kills up to half of the lifetime users. It is an epidemic that kills ten Filipinos every hour. Tobacco use was responsible for over fifty eight thousand deaths or nearly twelve percent of all deaths in the Philippines in 2004, according to the world health

organization calculations. Almost eighty percent of these deaths in the country are attributable to the four tobacco–related diseases causing between twenty three thousand to thirty five thousand tobacco related deaths per year. These damaging effects of tobacco to life will continue until is use is controlled. Urgent action must be taken to reduce and reverse the morbidity and mortality from tobacco–related diseases.

Conclusively because of cigarette smoking habit, a lot of associates’ supplementary tendencies stir up like loose of food appetite, the longing of wine, beer and coffee because of its match pleasing ingredients to that allied vices, hereafter the occurrence of sleeping disturbances conceivably fire up. Its ring a bell to me of the English television show THE EXTREME MAKE OVER a crumpled house to a fine-looking home, normally the artist go off cleaning the messes, curing and purification the abrasion is not pleasant sometimes to live through, every so often its insalubrious. THE GOVERNOR IN ACTION

August 13, 2013. Municipality of Imelda, Province of Zamboanga Sibugay at around 9:15 in the evening when a four hour of continuous heavy rains have caused the Bolungisan Riv-er of the aforementioned municipality

which is traversing through the Pobla-cion Creek of the same town down to the Sibugay River triggered the creek to overflow which resulted to the drift-ing of a house out of the very strong flow of flood waters. The structure is made up of light building materi-als situated along the creek owned by one Josephine Joquiño Aplaon, a beautician, married, and a resident of Purok Riverside, Poblacion of the said municipality. Such untoward in-cident also dumped the Integrated Bus Terminal and the nearby commercial complex in a below the knee of flood waters. There were no casualties report-ed instead damage of properties such as electronic appliances, furniture and fixtures, clothing and other personal belongings amounted to more or less 60 thousand pesos. Quick to respond were the en-ergetic mayor of Imelda Hon. Roselyn V. Silva and her team and the equal-ly dynamic Provincial Governor of Zamboanga Sibugay Hon. Wilter Yap Palma and his group to conduct ocular investigation for any possible collat-eral damage and to assist the victims in their immediate needs.

PLGU-SIBUGAY ON SMALL SCALE MINING 01 August 2019 at the Session Hall of the Sangguniang Panlalawigan of the Province of Zamboanga Sibugay, Ipil Heights,Ipil, Zamboanga Sibugay where the Provincial Government of Zamboanga Sibugay represented by Vice-Governor Rey Andre C. Olegario and PENRO OIC Adelaida C. Agum con-ducted a consultation between the Provincial Local Government of Zamboanga Sibugay and the Small Scale Mining Proponents/Occupants on Mining Activi-ties at the Concerned Impacted Areas. The following are excerpts of the proposal presented by PLGU-Sibugay through the Office of the PENRO under the Administration of Governor Wilter Yap Palma to the SSM Group in Zamboanga Sibugay:OVERVIEW OF PROVINCIAL DIRECTION ON THE SMALL SCALE MIN-ING OPERATION IN ZAMBOANGA SIBUGAY Ang dakong tumong ug tinguha sa atong probinsyal nga pangagamhanan mao ang paglantaw sa kaayohan sa kinatibuk-an ug pagdumala sa Small-Scale Miners pinaagi sa;- Pag-establisar ug lehitimo nga industriya pina-agi sa pagsunod sa balaod nga nahisulat sa EO 79 ug gitawag kini nga “Minahan ng Bayan”.- Sa pagpa-uswag sa atong local nga ekonomiya ug ang kita ma-ibalik ra usab sa katawhan para mo-uswag ang atong kahimtang ilabina niadtong anaa sa kaba-rangayan o komunidad. XII, Sec. 2)Small-Scale Mining Concern The government recognizes that for many countryside communities mineral are the natural resources of last resort, an attractive option to generate wealth for people who often have no other means of supporting themselves/their families. Yet, the Government recognizes also that, notwithstanding the significant contribution of small-scale mining (SSM), it may result in significant impact to human health and to the environment. Thus, need to be regulated. Both National & Local Government recognizes that the promotion of SSM as a catalyst and an anchor for other productive activities can stimulate the development of complementary and alternative productive ventures necessary for sustainable poverty alleviation. Two laws govern small-scale mining, namely: P.D. 1899 and R.A 7076. Both laws were already devolved to the local government units under 7160. Recognition of The Role of Local Governments. Pursuant to the Local Government Code of 1991 that provides for the decentralization of certain national government responsibilities, functions and services to the local government units (LGUs) as well as in the sharing from the benefits of mineral resources development, the LGUs shall have the following roles in the management of mining projects within their respective jurisdictions: Issuance of Small- Scale Mining Permits/Contracts under PD. 1899 & RA 7076, sand and gravel etc., as well as enforcement of small-scale mining laws involving areas not declared as government mineral reservation, subject to the policies, standards and guidelines of the DENR, are devolved to the lo-cal government units specifically to the Local Chief Executive of the Province under Administrative Order # 37-92. LGUs are given responsibility of ensuring that all aspects of public con-sultation and social acceptability of a mining project as a requirement for secur-ing an Environmental Compliance Certificate (ECC) are adequately satisfied. As part of the process, the mining project should be presented to the concerned Sanggunian (Panlalawigan, Bayan, and Barangay) where prior approval or en-dorsement by any two (2) shall be required in support of a mining application intended for development and / or utilization purposes.

REQUIRED CONSULTATIONS WITH LGUs Republic Act No. 7160 (The Local Government Code of 1991) -- Section 26. Duty of National Government Agencies n the Maintenance of Ecological Bal-ance. “It shall be the duty of every national agency or government-owned or –controlled corporation authorizing or involved in the planning and implementa-tion of any project or program that may cause pollution, climatic change, deple-tion of non-renewable resources, loss of crop land, rangeland, or forest cover, and extinction of animal or plant species, to consult with the local government units, nongovernmental organizations, and other sectors concerned and explain

the goals and objectives of the project or program, its impact upon the people and the community in terms of environmental or ecological balance, and the measures that will be undertaken to prevent or minimize the adverse effects thereof.”Republic Act No. 7160 (The Local Government Code of 1991) -- Section 27. Prior Consultations Required. “No project or program shall be implemented by government authorities un-less the consultations mentioned in Sections 2 (c ) and 26 hereof are complied with, and prior approval of the Sanggunian concerned is obtained: Provided, That occupants in areas where such projects are to be implemented shall not be evicted unless appropriate relocation sites have been provided, in accordance with the provisions of the Constitution.” DAO No. 96-40 - Section 8. Role of Local Government in mining“Subject to Section 8 of the Act and pursuant to the Local Government Code and other pertinent laws, the Local Government Units (LGUs) shall have the following roles in mining projects within their respective jurisdictions:

a. To ensure that relevant laws on public notice, public consultation and public participation are complied with;

b. In coordination with the Bureau / Regional Office(s) and subject to valid and existing mining rights, to approve applications for small-scale min-ing, sand and gravel, quarry, guano, gemstone gathering and gratuitous permits and for industrial sand and gravel permits not exceeding five (5) hectares;

c. To receive their share as provided for by law in the wealth generated from the utilization of mineral resources and thus, enhance economic progress and national development;

d. To facilitate the process by which the community shall reach an informed decision on the social acceptability of a mining project as a requirement for securing an Environmental Compliance Certificate (ECC);

e. To participate in the monitoring of any mining activity as a member of the Multipartite Monitoring Team referred to in Section 185 hereof;

f. To participate as a member of the Mine Rehabilitation Fund Committee as provided for in Sections 182 to 187 hereof;

g. To be the recipient of social infrastructure and community development projects for the utilization of the host and neighboring communities in accordance with Chapter XIV hereof;

h. To act as mediator between the Indigenous Cultural Community(ies) and the Contractor(s) as may be requested;

i. To perform such other powers and functions as may be provided for by applicable laws, rules and regulations.”

j. To coordinate with the Department and Bureau in the implementation of the Act and these implementing rules and regulations in their respective jurisdictions. In areas covered by the Southern Philippines Council for Peace and Development (SPCPD), Autonomous Region of Muslim Min-danao (ARMM) and future similar units, the appropriate offices of said units shall coordinate with the Department and Bureau in the implemen-tation of the Act and these Implementing Rules and Regulations.TO BE CONTINUED……
