RECOMMENDATION:

Initial research was conducted by staff to identify vendors and manufacturers of alternative materials for sidewalk construction. The compiled information included contact information for vendors, manufacturers, government agencies, trade associations, and academic institutions. Staff:

Developed a Request for Information (RFI)Issued the RFI to 38 recipients on September 21,2016Received information from 23 respondents, and developed a list of respondents (Attachment A)

BOE Staff grouped the alternative materials in 6 different categories:

Plastic Sidewalk PanelsPanels are made from post-consumer plastics.Water can permeate through the panels’ joints.No special maintenance is required with this product.

2. Rubber Materials and PaversThere are a variety of sidewalk products made from recycled rubber tires:

Pour-in-Place Rubber Materials

Material is made from recycled tires and a binding agent. It is mixed on site and poured in place.Material is porous, allowing water and air to permeate.Maintenance requirement is re-application of the top protective layer when necessary.

Rubber and Aggregate Pour-in-Place Materials

Material is made from recycled tires, crushed rock aggregate, and a binding agent. It is mixed on site and poured in place.Material is porous, allowing water and air to permeate.No special maintenance is required with this product.

Rubber Pre-Fabricated Pavers

Pavers are made from recycled tires, and are non-porous. No special maintenance is required with this product.

Porous Pavers

Pavers are pre-fabricated from concrete, crushed rock and aggregate. Material is porous, allowing water and air to permeate.Some brands contain recycled materials.Periodic vacuum cleaning is required to maintain porosity.

Permeable Interlocking Concrete Pavers (PICPs)

Pavers are made from concrete with some recycled content.Interlocking system allows water to permeate through the joints.Periodic vacuum cleaning is required to maintain the permeability, and annual pressure washing is recommended.

Energy Generating PanelsStaff research led to two general types:

Panels Capturing Kinetic Energy

Panels are designed to capture kinetic energy generated by footsteps converted to electricity.Installations to date have been completed primarily in Europe.System requires electrical and electronic infrastructure.Vendor will monitor the system remotely, and provide regular maintenance diagnostics.

Photovoltaic Tiles

System utilizes photovoltaic technology in a pavement assembly. Installations to date have been completed primarily in Europe.System requires electrical and electronic infrastructure.Preventative maintenance includes checking inverters routinely and cleaning 2-3 times a year.

Pervious ConcreteMost common mix for pervious concrete contains Portland cement, sand, water and coarse aggregate, which creates voids that allow water and air to permeate.Periodic vacuum cleaning is required to maintain the porosity.

Alternatives to Portland Cement Concrete (PCC)Supplementary Cementitious Materials (SCMs)

SCMs use replacement materials such as fly ash, which reduce the amount of Portland cement in PCC mix thus reducing CO2 emissions (a by-product of Portland cement production).

Alternative Cementitious Materials (ACMs) - Alternative Concrete Technologies

ACM concrete products have been developed with the goal of reducing CO2

emissions, and in some cases reduced water usage.ACMs are available in the form of pavers and in various cementitious mix formulations.No special maintenance is required with this product.

Pilot Program

BOE is recommending the establishment of a Pilot Program at, or adjacent to City facilities as described below. The Pilot Program’s goal is determining alternative sidewalk materials’ purchase, installation and lifecycle costs, maintenance requirements, and durability.

Materials Recommended for the Pilot Program

The alternative materials recommended for the Pilot Program are based on the information received as a result of the RFI issued on September 21,2016.

Staff recommends alternative materials referenced in Categories 1, 2, 3, 5 and 6 above for inclusion in the Pilot Program at this time. Recommended brands/products of alternative materials are listed in Attachment A.

Pervious concrete (Category 5 above) is an alternative material that is currently being tested by the City. The test sites will be monitored and assessed by staff, and performance results will be reported to Council.

Materials Not Recommended for the Pilot Program

Energy Generating Panels (Category 4 above) are not recommended for the Pilot Program at this time. Further investigation on the technology is still required. Vendors/manufacturers are based in and have completed installations primarily in Europe. Marketing representation is very limited in the United States. Permanent exterior installations are rare. Concrete pavement is required as underlayment for the materials. Electrical and electronic infrastructure (such as generators, inverters, and blue tooth chip technology) is required, and the power output is limited.

Responses were received from a group of vendors that provide services such as grinding existing concrete, or manufacture coatings, toppings, and pavement preservation materials for asphalt and concrete. The services and products in this group offer short term solutions to sidewalk repair. Staff does not recommend including products and services from this group, identified at the bottom of the table in Attachment A, in the Pilot Program.

Pilot Site Selection Guidelines

The recommended alternative materials will be installed at or adjacent to a City facility. Proposed site options are based on the following guidelines. Site:

Has severe existing conditions requiring repairs Is a high pedestrian traffic area Is located adjacent to trees

Pilot Program Timeline

The Pilot Program will be implemented in Fiscal Year 2017-18. Staff will inspect, assess, and document performance of the materials at each site, and will report back to Council with findings on a yearly basis.

Pilot Program Fiscal Impact

It is recommended that funding in the amount of $1.5M be made available in the Fiscal Year 2017-18 Sidewalk Repair Program Budget for implementation of the Pilot Program.
