- 1 -67th ANNUAL REPORT - 2020

THE SOUTHERN INDIA ENGINEERING MANUFACTURERS’ ASSOCIATION

PRESIDENT’S MESSAGE

Dear Members,

Greetings from SIEMA

Global growth is projected at –4.9 percent in 2020, 1.9 percentage points below the April 2020 World Economic Outlook (WEO) forecast. The COVID-19 pandemic has had a more negative impact on activity in the fi rst half of 2020 than anticipated, and the recovery is projected to be more gradual than previously forecast. In 2021 global growth is projected at 5.4 percent. Overall, this would leave 2021 GDP some 6½ percentage points lower than in the pre-COVID-19 projections of January 2020.

The Indian economy shrank 23.9% year-on-year in the second quarter of 2020, much worse than market forecasts of an 18.3% drop. It is the biggest contraction on record, as India imposed a coronavirus lockdown in late March and extended it several times, halting most economic activities. In contrast, government consumption jumped 16.4% as the government implemented relief measures to help curb the impact of the pandemic.

The Government of India has announced packages to support MSMEs and service sectors. SIEMA’s one of the long pending demands on the revised defi nition of MSMEs has been accepted by the Government. Siema along with other associations has represented to the Government asking for an extension of the Moratorium on the bank loan upto 31/3/2021. We also responded with our comments on the violation in Make in India policies’ implementation. Industry expects the implementation of KUSUM scheme for solar pumpsets and also release of new electricity connection to the farmers by the state government this year.

Technical Committee of SIEMA playing a major role in formulating standards with BIS and implementing S & L Programme for Pumpsets with BEE. This year, “SIEMA – Si’Tarc Smart Pump Project” was the winner of innovations 2019 under FLCTD project by UNIDO on Smart submersible Pumps with High-Speed Permanent Magnet Motor.

Requesting members’ participation in all activities of Association.

“Coming together is a beginning. Keeping together is progress. Working together is success.”

With regards,

V. KrishnakumarPresident

Make in IndiaMNRE Specifications - Violation of Make In India (MII) ClauseSIEMA represented to the Public Procurement Division, Department for Promotion of Industry and internal trade, Ministry of Commerce and Industry, Government of India about the violation in Make in India clause in MNRE Specifications. The representation said MNRE Specification for Solar Pumps has a bias towards usage of DC pumps. In DC pumps 40% of the components used, namely the magnetic elements are imported from China. It is to be noted that these motors cannot be serviced or repaired in rural India.AC pumps have been running in India successfully over the last few decades. AC pumps are exported to many countries from India. They have 100% indigenous material and can be serviced in any rural location. MNRE specification requires the Material of Construction for the Solar Pumps to be fabricated Stainless Steel only. It is to be noted that here is no efficiency difference between pumps using Fabricated Stainless Steel and other material like Cast Steel, Bronze, Noryl & Cast Iron. In fact more than 90% of the pumps running in India today are not made in fabricated Stainless Steel. More than 90% of Indian Pump Manufacturers do not have the capacity to produce fabricated Stainless Steel Pumps. The capacity for manufacturing fabricated Stainless Steel Pumps in India is limited. This specification requirement will lead to import of pumps for Solar Application from China.

- 10 - 67th ANNUAL REPORT - 2020

THE SOUTHERN INDIA ENGINEERING MANUFACTURERS’ ASSOCIATION

Therefore, for compliance with Make in India Policy in Solar Pumps, our Association requested change in MNRE Specification to

1) Encourage use of AC Pumps in Solar Pumping Applications

2) Allow use of Cast Steel, Bronze, Noryl & Cast Iron as Material of Construction in Solar Pumping Applications.

We have received an acknowledgement from the Director, Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Government of India and requested the secretary MNRE for their comments on MNRE Specifications for compliance Make in India policy in solar pumps.

MSME Classifications SIEMA thanked Hon’ble Union Finance Minster, Smt. Nirmala Sitharaman, for announcing the new definition for MSMEs, which was one of the long pending demands of SIEMA.
