FOREWORD

In many of our hospitals, it may be observed that signs are haphazardly placed, and they lackconsistency in form and style. This contributes to the confusion of the visiting public. Becauseof thecomplex nature of their operation, it is not always easy for hospital administrators to develop asignposting layout which is both effective and simple.

In this regard, the Department of Health has come up with a Signage Systems Manual for Hospitalsand Offices. This Manual will help visitors, and patients as well, to orient themselves and understandthe spatial layout of the health facility. Certain guidelines are set to be followed to make this Manualeasier to interpret.

With the application and use of this Manual, visitors and patients alike will have no troublefinding their way around our various health facilities.

PREFACE

This Manual is composed of two parts: Part I - Signage Systems forHospitals and Other Health Facilities, and Part II - Signage Systems forOffices. These two parts are composed primarily of: Chapter I - GeneralDesign Guidelines; Chapter II - the Sign Systems Package; and Chapter III ­Implementing Plans. Briefly, the signage system comprises a selected rangeof signboards, fixing components, and materials. The signboards, forexample, contain signs which are needed to identify destinations and rooms;to warn of hazards; to identify exits and vertical circulation; and to givedirections.

The guidelines outlined in this Manual will hopefully assist the hospitaladministrators and physical planners in their quest to provide an attractiveand comfortable environment to the public.

With the implementation of this Manual, it is hoped that the visitingpublic, by relying solely on reading signs, would cease to become constant"newcomers" to our hospitals and offices.

SIGN SYSTEM CONCEPTAND USAGE

INTRODUCTION AND OBIECTNE

OBJECTIVESFor the past years, there have been problems in meeting most of the

information needsand communication requirements ofvisitors and patientsin hospitals. These problems .include:

lack of a unifying element in hospitals; .lack of coherence in hospital signage;lack of public information, coordinating mechanisms (or policies),and public awareness; andlack of character in Department of Health hospitals.

As a solution to these problems, the DOH came up with a mediumcalled Signage System for all its hospitals and health facilities. The SignageSystem is being recognized as a new necessity in upgrading DOH hospitalsto the desired level of acceptability with the following objectives:

to provide the public with "guideposts" to the location of the variousservices available in the facility;to inform the public and instill awareness of hospital policies, rules.and regulations;to provide a unifying element for all hospitals consisting of aids thatpromote the orderly How of people; andto provide character to DOH hospitals.

LIMITATIONSThis study is limited to the following hospitals:a. lO-Bed Municipal Hospitalsb. 25-Bed Secondary District Hospitalsc. lOO-Bed Tertiary Provincial Hospitals

DEFINITION OF TERMSa. Communication - the art and act of conveying information from

one entity to another.

b. Signsge - is environmental graphic communication. It is a universalconcept and can be applied to any project through a systematic processwhere the only differences are in the actual end products.

c. Signage System - is a discreet graphic system composed of a numberof individual graphic devices that are related by common characteristicsor properties, and arranged to convey all information consideredessential to the optimum operation of a specific building and itsoccupants.

ORIENTATION AND INFORMATIONThese signs provide the user with information about thelocation of services or departments, and other informationof general nature.

DIRECTIONSThese are signs which include prominently displayed arrowsto direct the user towards roadways, departments, rooms,or facilities.

IDENTIFICATIONThese are signs which identify departments, rooms, floors,equipment, or buildings.

PROHIBITION AND WARNINGThese signs tell the user what he is not allowed to do andwhat he must be careful of. They are generally expressedin symbols or symbol-signs (symbols combined withwords).

OFFICIAL NOTICESThese signs display information of official nature andshould not "be confused with orientation signs.

THE THREE BASIC ELEMENTS OFA SUCCESSFUL SIGNAGE SYSTEM.

GRAPHIC ELEMENTSThese include, but are not limited to, format, color, typography, size,

symbols, and lighting requirements. They ensure the optimum legibilityand readability of each sign in the system.

LEGIBILITY concerns the viewers' physical ability to see a sign and todistinguish letters or colors.

READABILITY involves the viewers' ability to perceive a message.

Signs must be both legibleand readable to function properly. The choiceand arrangement of words to be used in conveying the message of signs iscritical and should reflect CLARITY, SIMPLICITY, and FORCEFULNESS.

SEMIOTIC ELEMENTSThese are semantics, syntactics, and pragmatics. In the context of signage,

SEMANTICS involves the relationship of a visual image to a meaning,SYNTACTICS relates to the relationship of one visual image to another,and PRAGMATICS deals with the relationship ofa visual image to the user.

MECHANICAL ELEMENTSThese are hardware components which utilize the latest material,

fabrication, and installation technologies available. A balanced applicationofall these elements will result in a "customized" system that will be flexiblein use and obtainable within acceptable budgetary considerations.

CLASSIFICATION OF SYMBOL-SIGNS

REGULATION

PROHIBITIONAll symbols in this classification denote an orderfor the prevention of an action (e.g. "NoSmoking"). Prohibition symbols shall havea blacksymbol located inside a white field' circumscribedby a red ring, diagonally bisected at 45 degrees bya red slash. The red slash is interrupted for theblack symbol.

OBUGATIONAll symbols in this classification denote an orderfor obligatory action (e.g. "STERILE GOWNMUST BE WORN"). Obligatory symbols shallhave a white symbol located inside a black disk.

WARNING

CAUTIONAll symbols in this classification denote thepresence of a potential hazard (e.g. "X-Ray Room­Do Not Enter When The Red Light Is On").Caution symbols shall have a black symbol locatedinside a solid yellow equilateral triangle.

DANGERAll symbols in this classification denote thepresence of a definite hazard (e.g. "Danger ­Radiation"). Danger symbols shall have a whitesymbol inside a solid red equilateral triangle.

. INFORMATION

FIRST AID. EMERGENCY.AND FIRE PROTECTIONAll symbols in this classification denote first-aid­related equipment as well as fire protection andemergency equipment (e.g. "First Aid Station" or"Fire Extinguisher" or "Fire Hose"). First-aid andfire protection symbol- signs shall have a whitesymbol located inside a green square or rectangle.

MISCELLANEOUSAll symbols in this classification denoteinformation that is not covered by any otherclassi fication (e.g, "Toilets"). Miscellaneou ssymbol-signs shall have a white symbol locatedinside a blue square or rectangle.

When, for aesthetic reasons only, it is deemedundesirable to have these miscellaneous symbol­signs in blue, they may be produced in any"neutral" color provided:

a. The symbol is reversed (in lighter color) fromthe neutral background.

b. The neutral background shall have a tonal value(on the gray scale) of not more than 60% andnot less than 40%.

This exception applies exclusively to signs in thisclassification. There is no similar exception tosigns in the other classifications.

COLORJust as each symbol-sign has its distinctive shape, each also has a

distinctive color background. Thus, shape and color are utilized to ensureeffective communication.

Red for Prohibition/Danger

Green for Emergency/First Aid/Fire Protection

Yellow for Caution

Blue for Miscellaneous

Black for Obligation\

White for Other Classifications

Black is used for symbols in prohibition and Caution.White is used for symbols in all other classification.

FUNCTIONS, USAGE ANDDESIGN GUIDELINES

GENERAL FUNCTIONS1. Identify a place and indicate whether it is accessible to everyone.2. Indicate warnings and prohibitions where necessary.3. Give routing information.

GENERAL USAGE

SITEThe hospital should be effectively signed. Upon arrival, the visitor shall

be guided by means of directional devices containing specific informationand arrows.

PARKINGThe parking lot entrance of a hospital shall have doctors', employees',

and visitors' parking designations along with the hospital name. Entrancesand exits should be identified, with appropriate information for thehandicapped.

Directions to the visitors' parking area within the hospital premisesshould be clearly displayed. Other signs include:

Level identificationExit directions and identificationTraffic regulationsSpace designationsLimited accessSpecial instructions/regulationsHandicapped parking identification

BUILDING IDENTIFICATIONThe hospital shall have an identification sign which should be free­

standing or directly applied to the hospital's facade.

HOSPITAL DIRECTORYVisitors will be directed from the parking areas to the hospital entrance(s)

or lobbies where the directories are generally located. These directories shalllist all hospital departments/services alphabetically, followed by their locationin the facility,

ELEVATORSElevator lobbies on each floor shall include floor identification. Some

hospitals may have elevator floor service designations, such as "ExpressElevator" or "Floors 1-6." Also located at each elevator service area will be:notices, "In Case Of Fire, Use Exit Stairs" signs, and "Do Not Use Elevator"signs. "No Smoking" signs, capacity signs, and the elevator number, alongwith an emergency telephone number, will be displayed in elevator cabs.

FLOOR/CORRIDOR IDENTIFICATIONThere is a need to identify floors at public access points. A plaque or

color coding system may be used. Corridor identification may be necessaryin facilities where the floor plan is complex.

FLOOR INFORMATIONOnce the desired floor is reached, the visitor will see the specific floor

directory. This shall be located within, or directly adjacent to, the elevatorlobby.Visitors arriving at the floor, by means ofbridges or secondary access,will also be guided to this directory.

INTERIOR DIRECTIONALDirectional graphic devices shall guide the visitor from the hospital's

initial entry point to the building directory. A directional device at eachfloor directory location shall guide the visitor to the different departmentsor services in the hospital.

ROOM NUMBERING SYSTEMRoom numbering should be consistent throughout the hospital to

promote the orderly flowofvisitors, patients, and employees. Rooms requiringonly a number will utilize the "Inventory Room Number" device.

AREA IDENTIFICATION <~

Primary area identification shall be used to identify a' wing or floorwhere there are multiple department/service functions in that area. Eachdepartment will be listed on this device.

OFFICE IDENTIFICATIONGeneral office identification devices include room numbers and

functions. No individual names shall be listed. If the individual's name isinterchangeable with the title of his/her office (e.g., Given name-HospitalDirector, Chief Administrator, etc.), the entrance to the said office shallhave the' room number and the person's name, or names if more than oneindividual occupies that office.

NAME PLAQUESName plaques may be provided for hospital personnel. The individual's

name, or name and title, may be indicated on the plaque. Provisions aremade for both desk-type and office landscape partition-type name plaques:

EGRESS CONTROLEgresscontrol devices are required for all hospitals. The development of

the specific requirements needs to be coordinated with the local accidentand fire protection personnel. .

STAIRSTo assist in emergency evacuation and floor circulation. it is

recommended that the inside walls of stairwells have floor numberidentification prominently displayed at each level landing. It is alsorecommended that all stairs, in addition to existing illuminated exit signs,be identified with an "Exit Stair" sign and a graphic symbol. Thisidentification shall be located on the corridor side of the door leading intothe stairwell.

REST ROOMSAll rest rooms shall be identified according to use with symbol

designations and, if required, word designations.

BULLETIN BOARDSThese items are provided as options. They shall be located at key points

ofoffice personnel circulation. Their prime purpose is.to provide a standard,format and some degree ofcontrol over the normally uncontrollable situationof notices, advertisements, etc.

INVENTORY ROOM NUMBERThese items provide a cost-efficient and simple method of providing an

inventory room number for rest rooms and non-public areas not in need ofregular identification. These will be located on the upper left or right cornerof the door frame.

SIGNS FOR THE HANDICAPPEDThese signs indicate the presence of accessibility features for disabled

persons within the facility.

GENERAL GUIDELINES FOR DESIGNThe information given on signs should always be clear and precise, and

sign locations should never present unnecessary hazards to the public.

READABIUTYThe readability of any sign is a result of many factors. In choosing the

format of a sign, the following points should be considered:

a. Information should be as clear and concise as possible;

b. Lettering styles and graphic symbols should be as bold and simple aspossible. Fancy styles appear cluttered, are time consuming, and arehard to read; and

c. Schemes of contrasting colors with light images on dark backgroundsmake signs both easier to notice and read from longer distances.

PLACEMENT/LOCATIONProper placement is important because wrongly located signs may act as

obstacles or hazards. Unless intended to be read by the blind or the partiallysighted, signs should be set well off a travelled way or high off the ground,or both, so as not to be inadvertently walked into.

OUTDOOR SIGN LOCATIONSPedestrian signs are, of course, smaller in scale than vehicular signs but

the general principles controlling their location are basically the same.

Ona-wayTraffic

IDENTIFICATIONWhen two-waytraffic is involved, place these signsfree-standing at right angles to the direction oftraffic flow. When one-way traffic is involved, locatethese signs on the building to enhance visibilityand discourage vandalism.

DIRECTIONDirectional signs are useful only insofar as theyare located to lead the users to the desireddestination and are situated for maximumeffectiveness. If an opening or a ra~p exists forwhich directional signs are required, the signshould be placed opposite (or over) the opening.Turn signs should be located before the turn.

ORIENTATION/INFORMATIONThese signs should be located in such a way.as tomaximize their effectiveness without causingbottlenecks in the traffic flow. ' ,

SIGN SYSTEM CONCEPTAND USAGE

INTRODUCTION AND OBJECTIVE

OBJECTIVES:The primary purpose of putting up a standardized Signage System for

offices is to enable visitors and employees to find their way in large complexbuildings or among a series of buildings that comprise a certain office. Thecomponents of this integrated system of elements which include color andlighting; graphics and signage, reinforce other factors to form a language ofvisual cues' that enables people to make navigational decisions at criticaljunctions en route to their destinations. This would reduce the time spentby the staff in directing them. The aim, however, must be to utilize thesmallest number of signs consistent with efficiency in operation.

This standardization also guarantees a consistent appearance over a periodofyears as various departments or buildings are continually being remodelledand expanded.

LIMITATIONS/THE SYSTEM SCOPEChapter IV; which deals with General Design Guidance, is applicable to

all National and Local Government Offices, Commercial, Financial, andIndustrial Offices.

Chapter V, which contains the Sign System Package, will be limited tothe Central Office of the DOH. This is due to the differences in therequirements of each type of office.

DEFINITION OF TERMSa. Communication - the art and act of conveying information from

one entity to another.

b. Signage - is environmental graphic communication. It is a universalconcept and can be applied to any project through a systematic processwhere the only differences are in the actual end products.

THE THREE BASIC ELEMENTS OFA SUCCESSFUL SIGNAGE SYSTEM

GRAPHIC ELEMENTSThese include, but are not limited to, format, color, typography, size,

symbols, and lighting requirements. They ensure the optimum legibilityand readability of each sign in the system.

LEGIBILITY concerns the viewers' physical ability to see a sign and todistinguish letters or colors.

READABILITY involves the viewers' ability to perceive a message.

Signs must be both legibleand readable to function properly. The choiceand arrangement of words to be used in conveying the message of signs iscritical and should reflect CLARITY, SIMPLICITY, and FORCEFULNESS.

SEMIOTIC ELEMENTSThese are semantics, syntactics, and pragmatics. In the context of signage,

SEMANTICS involves the relationship of a visual image to a meaning,SYNTACTICS relates to the relationship of one visual image to another,and PRAGMATICS deals with the relationship ofa visual image to the user.

MECHANICAL ELEMENTSThese are hardware components which utilize the latest material,

fabrication, and installation technologies available. A balanced applicationofall these elements will result in a "customized" system that will be flexiblein use and obtainable within acceptable budgetary considerations.

Visitors will be directed from the parking areas to building entrance(s)or lobbies where directories are generally located. These directories will listall resident functions alphabetically, followedby their location in the facility.

ELEVATORSElevator lobbies on each floor shall include floor identification. Some

buildings may have elevator floor service designations, such as "ExpressElevator" or "Floors 1-6." Also located at each elevator service area will benotices, "In case of Fire Use Exit Stairs" signs, and "Do Not Use Elevator"signs. "No Smoking" signs, capacity signs and elevator numbers, alongwith an emergency telephone number, will be displayed in elevator cabs.

FLOOR/CORRIDOR IDENTIFICATIONThere is a need to identify floors at public access points. A plaque or

color coding system may be used for this purpose. Corridor identificationmay be necessary where the floor plan is complex.

FLOOR INFORMATIONOnce the desired floor is reached, the visitor will see the specific floor

directory. This shall be located within, or directly adjacent to, the elevatorlobby. Visitors arriving at the floor, by means ofbridges or secondary access,will also be guided to this directory.

INTERIOR DIRECTIONALDirectional graphic devices shall guide the visitor from the facility's

initial entry point to the building directory. A directional device at eachfloor directory location shall guide the visitor to the desired destination.

where there are multiple office or functions in that area. Each office orfunction will be listed on this device.

OFFICE IDENTIFICATIONGeneral office identification devices include room number and office

function. No individual names shall be listed. If the individual's name isinterchangeable with the title of that office (e.g, Given Name - President,Vice-President, etc.), the entrance to the said office shall have the roomnumber and the individual's name, or names if more than one personoccupies that office.

NAME PLAQUESName plaques maybe provided for office personnel. The individual's

name, or name and title, may be indicated on the plaque. Provisionis madefor both desk-type and office landscape partition-type name plaques.

EGRESS CONTROLEgress control devices are required for all buildings. The development

of the specific requirements needs to be coordinated with the local accidentand fire prevention personnel.

STAIRSTo assist in emergency evacuation and floor circulation, It IS

recommended that the inside walls of stairwells have floor numberidentification prominently displayed at each level landing. It is alsorecommended-that all stairs, in addition to existing illuminated exit signsbe identified with "Exit Stairs" and graphic symbol. This identification willbe located on the corridor side of the door leading into the stairwell.

GENERAL GUIDELINES FOR DESIGNThe information given on signs should always be clear and precise, and

sign locations should never present unnecessary hazards to the public.

READABIUTYThe readability of any sign is a result of many factors. In choosing the

format of a sign, the following points should be considered:

a. Information should be as clear and concise as possible.

b. Lettering styles and graphic symbols should be as bold and simpleas possible. Fancy styles appear cluttered, are time consuming, andare hard to read.

c. Schemes of contrasting colors with light images on dark backgroundsmake signs both easier to notice and read from longer distances.

PLACEMENT/LOCATIONProper placement is important because wrongly located signs may act as

obstacles or hazards. Unless intended to be read by the blind or the partiallysighted, signs should be set well off a travelled way or high off the ground,or both so as not to be inadvertently walked into.

OUTDOOR SIGN LOCATIONSPedestrian signs are of course smaller in scale than vehicular signs but

the general principles controlling their location are basically the same.
