During the observation phase of this studio, we found the disconnection between individuals and their

environment that we observe urge us to seek the seamless connection between them. This project propose

a series of lighting conditions that promotes psychological cognitive and physical well-being thus connect the

individuals and the environment seamlessly.

The modular phase of this proposal is to test out the various properties of light in the arctic and to

construct a guideline of design prototypes in order to create a mentally and physically healthy environment for

people in the arctic to work efficiently in the summer and celebrate their harvest and heritage in the winter.

Using light as a guide line, the deployment phase of this proposal is to provide a base for the north

slope borough(NSB) search and rescue department(SAR), helping them operate effectively under any season

and weather conditions. By applying the modular design of various bottom openings, snow/ice accumulation

and re-arrangement of building materials, this deployment is to build an effective collection of structures

that carry the aircraft traffic and maintenance, home for staff and volunteers, spaces for rescuees, a friendly

learning environment for the trainees and a welcoming hub for the local residents and the visitors.

An open Forum for the Citizens

We understand the new Urban Planning and Public Art Center (UPPAC) as a didactic centre. A cultu-ral complex that offers spaces to hold social and cultural activities, private meetings and education services. It will be a hub for learning and consultation in regards to the district. Our proposal wants to open up the dialogue, turning the building into a forum of interaction between the citizens and the developing city. The transparency of the grand conference hall, the visual connection with the city model from all levels, and the freedom of circulation inside the building is representative of the image of more open and democratic governance. The UPPAC will maximize social and intellectual interaction. The innovative modes of presentation will make the new urban planning centre an exciting place for all generations.

The two main Elements

The large city model is re-thought and converted into a grand relief on a wall in the heart of the buil-ding. The model would no longer be a quiet display, but a dynamic and interactive tool for audiences to learn about Pudong. The grand conference hall will be a representative and multifunctional space. It can be opened to the surrounding glass-walled circulation space, thus allowing passers-by to visually participate in the event. The conference hall can be used not only for the regular government meetings but also for other conferences, exhibitions or banquets.
