    DeKalb County Housing Authority and the Lithonia Housing Authorityhave failed to achieve the major goals of the program as stated inthe manual such as:

    Encourage participating families to exercise their rights underfreedom of choice housing.

    Reduce areas of high minority concentration with very low-income families.

    Encourage affordable housing providers to rent decent, safe,and sanitary housing to low-income families including housing

    opportunities for elderly and disabled/handicapped persons. Create, maintain and encourage programs that assist families

    and help them become economically self-sufficient.

    Provide timely monthly rental assistance payments asincentives to private property providers to rent to participating

    families in the DCHA rental assistance program.

    HQS have been established to ensure minimumacceptable levels for units such as toilets must be aprivate flush toilet fastened to the floor, adequate

    ventilation either from an operable window or anexhaust fan, heating system capable of heating theunit to a comfortable temperature in each room, unitshould not have any unvented room heaters thatburn gas, oil, or kerosene, no roaches or rodentsinfestations, smoke detectors must work, exteriordoors must be reasonably weather tight and have apermanent type of weather-stripping and thresholdthat seals, etc.

    Tenant received a letter from theRushing Firm, LTD for termination oflease dated June 18, 2004 forviolation of lease agreement section(F) maintenance and services,subsection (2). One of theviolations involves the heatingequipment. Ms. Preston asked

    Atlanta Gas Light to inspect herheating unit. The heating unit hasnot operated correctly for over ayear. Atlanta Gas Light documentedthat the heating unit must not be

    turned on until the conditionsindicated have been corrected suchas improper vent and appliance inbad order that need to be servicedor replaced by a qualified

    agency/person.

    law and has a person who is tohandle her legal affairs. When shewent to court for the eviction,Lithonia Housing Authority had Ms.James Judy sign the legaldocument for eviction instead ofdealing with the person assigned to

    handle her legal affairs. The factthat Ms. James Judy was disabledwith a mental condition was notstated in the court despite theLithonia Housing Authority having

    full knowledge of such facts.

    the Lithonia Housing Authority. Shealso complained about the mold.When Ms. Griffie moved into theLithonia Housing Authority, she wastold she could leave after one year.However, she was threaten with thelose of her Section 8 voucher if she

    left the housing authority like manyother women living in the residence ofthe Lithonia Housing Authority. Shewas forced to live in deplorable living

    conditions with her children.

    Tenant complained of the poorheating system in theapartment. She alsocomplained of the deplorable

    living conditions. She reportedher daughter received first andsecond degree burns from theheating system that requiretreatment at the DeKalbMedical Center at Hillandale

    Lithonia Housing Authority sentMs. Hutchins an eviction noticefor having her gas utility turnedoff.

    Court case was amended afterevidence was presented incourt that the gas was on. It

    was alleged that LithoniaHousing Authority retaliatedagainst Ms. Hutchins forbringing attention to thedeplorable living conditions.

    pay the mortgage and salaries. We have requested information on the Section 8

    The residents of the Lithonia Housing Authority enduredverbal threats, intimidation, coercion, and deplorable livingcondition to hold on to their Section 8 Voucher. Newresidents were told their vouchers were portable until theylived in the apartments for one year then their vouchers

    were changed to project based forcing them to stay in thedeplorable condition.

    DeKalb and Lithonia Housing Authorities engaged in thedeception together to the detriment of the residents andtheir families.
