• The EC’s Assistance Framework - European Neighbourhood Policy (ENP) and the Four
Common Spaces with Russia provides the framework for closer relations between EU and the countries in its neighbourhood to the east
- For 2007-2013, approximately €12 billion in EC funding is available to support all sorts of reforms in these Partner Countries
- Sustainable development and sound environment are key issues within ENP
- EC’s Regional Strategy Paper 2007-2013 places the environment as one of the EC’s key support areas for the region

• Waste Governance – ENPI East– Important part of the EC’s 2008 Regional Action
Programme
– Developed after extensive consultation with the Partner Countries
– Seeks to address the resulting pollution from improperly managed wastes by:-
• Improving data on the types and quantities of waste disposed of to the environment
• Improving strategic planning for addressing waste management problems
• Improving the coordination of national and international resources to more effectively address waste management problems

• What is Waste Governance (2)
– Five Pillars/Principles of “good governance”
• Openness;
• Participation;
• Accountability;
• Effectiveness; and
• Coherence
– These five principles form the foundation of
our approach to implementing this project

“Waste Governance – ENPI East”
7
• What is Waste Governance (3)
– Openness
• Development, implementation, and reporting of waste management initiatives is communicated to all stakeholders
– Participation
• Waste management planning is undertaken with the inclusive participation of stakeholders
– Accountability
• Clear roles and responsibilities between the various institutions. Effective mechanisms are in place to ensure that they act in line with their responsibilities

8
• What is Waste Governance (4)
– Effectiveness
• Waste management planning is developed and
implemented at the appropriate institutional levels
to address local priorities on the basis of clear
objectives and evaluation of future impacts.
– Coherence
• Strengthening waste management frameworks
must be integrated into the wider policy framework
of each country.

9
• Implications for Project Implementation (1)
– Implementation must be “process” driven if
impact/sustainability is to be maximised
– Project coordinators in place and empowered
to make decisions locally
– Project Partners and key stakeholders must
be fully engaged into project implementation
both nationally and regionally in order to
maximise ownership

“Waste Governance – ENPI East”
10
• Implications for Project Implementation (2)– Use the concept of integrated Solid Waste
Management (ISWM) because it tests the full range of governance skills, e.g. priority setting, strategic planning, consultation, decision making etc
– Involve NGOs into the implementation process
– Strong public awareness raising component & communication strategy essential

• What is the DABLAS “Platform” (1)
– DABLAS Task Force is a successful example of
providing a platform for cooperation between IFIs,
donors, and beneficiaries for the protection of water
and water-related ecosystems of the Danube and
Black Sea
– Established in November 2001
– Comprises a number of representatives from the
countries of the region, ICPDR, Black Sea
Commission, IFIs, EC, interested EU Member States,
and other bi-lateral donors etc

34
• What is the DABLAS “Platform” (2)
– Main objective is to encourage a more strategic focus
to the use of available financing, and to ensure co-
ordinated action between all financial instruments
operating in the region
– Attempts to bring cohesion to the financing process,
by identifying priority objectives common to the region
as a whole, targeting the available funds at the most
pressing environmental issues
– To achieve this aim, the DABLAS Task Force
develops and implements an annual work programme

35
• What is the DABLAS Platform (3)– Benefits donors and beneficiaries by:-
• Providing access to priority investment projects to ensure that project sponsors, donors, and IFIs are better informed about the viability of projects and will have a clearer idea of next steps for project development
• Facilitating opportunities for donors and IFIs to establish co-operation to take projects forward through Task Force activities (such as meetings and workshops)
• Ensuring information on progress on national funding decisions from the DABLAS feedback process is widely available to aid in the decision-making process
• Developing a tangible strategic framework for donors to use when actually making financing decisions
