• The EC’s Assistance Framework - European Neighbourhood Policy (ENP) and the Four

Common Spaces with Russia provides the framework for closer relations between EU and the countries in its neighbourhood to the east

- For 2007-2013, approximately €12 billion in EC funding is available to support all sorts of reforms in these Partner Countries

- Sustainable development and sound environment are key issues within ENP

- EC’s Regional Strategy Paper 2007-2013 places the environment as one of the EC’s key support areas for the region

impact/sustainability is to be maximised

Management (ISWM) because it tests the full range of governance skills, e.g. priority setting, strategic planning, consultation, decision making etc

• Overall Objective– “To reduce the risks arising from inappropriate

management of wastes in the ENPI East, that thereby create environmental pollution hazards to the community and to natural resources through co-operation with, and among, partner states in the region”

• Specific Objective– “To improve the management of waste by promoting

higher standards at waste facilities, more effective waste prevention initiatives, increased capacities for waste collection and sorting, as well as increasing reuse, recovery, and safe disposal of waste”

• Results– 1. Completed pilot region inventories of existing

illegal/non-compliant disposal sites (May, 2012)

– 2. An adopted waste classification approach that accords with international and EU standards (May, 2013)

– 3. Completed 15 year waste management strategies (one for each of the pilot areas), Nov 2011

– 4. Feasibility study on establishing a “DABLAS Type”platform for encouraging strategic waste management investments (Nov 2012); and

– 5. Credible Communication Strategy Implemented throughout all ENPI East Countries (November, 2013).

• Result 1: Completed Pilot Region Inventories– Inventory undertaken from September to

November 2011

– 295 dumpsites (only 115 have an appropriate passport) and 9 landfill sites

– Dumpsites occupy approximately 199,000 Ha of land with 255,153m3 of MSW

– Landfills occupy 55Ha of land and contain about 7685 millionm3 of MSW

Domestic Waste Management Strategy for Zakarpatska oblast 2012-2026

The strategy proposes that the 13 rayons in the Oblast are

divided into 4 distinct sub-regions (Uzhgorod, Mukachevo,

Vinogradiv, and Tiachiv) because the sharing of waste

management facilities is the most efficient approach.

Domestic Waste Management Strategy for Zakarpatska oblast 2012-2026

•Organized municipal waste collection on the territory of the

whole oblast;

•Construction of four regional landfills in Uzhgorod,

Mukachevo, Vinogradiv, and Tiachiv rayons;

•Construction of two transfer stations in Mizhgirya and Rahiv

rayons;

•Separate collection of recyclable waste will be organized in all

main settlements in all main settlements of the districts, and in

settlements with population exceeding 3000 residents;

Domestic Waste Management Strategy for Zakarpatska oblast 2012-2026

•Four sorting facilities will be established in Uzhgorod,

Mukachevo, Vinogradiv, and Tiachiv which will receive the

separately collected waste. An additional glass sorting line is

envisaged at the sorting facility where separately collected

glass waste will be treated according to the demands of glass

recycling plants; and

•The progressive establishment of centralised composting sites

in every district.

•The total investment cost of the proposed waste

management options over a 14-year investment

period (2013-2026) is UAH 1,261 million (around 115

mln. Euro).

•The operational costs rise from UAH 26 million in

2014 to 104 million in 2026.

• What is the DABLAS “Platform” (1)

– DABLAS Task Force is a successful example of

providing a platform for cooperation between IFIs,

donors, and beneficiaries for the protection of water

and water-related ecosystems of the Danube and

Black Sea

– Established in November 2001

– Comprises a number of representatives from the

countries of the region, ICPDR, Black Sea

Commission, IFIs, EC, interested EU Member States,

and other bi-lateral donors etc

• What is the DABLAS “Platform” (2)

– Main objective is to encourage a more strategic focus

to the use of available financing, and to ensure co-

ordinated action between all financial instruments

operating in the region

– Attempts to bring cohesion to the financing process,

by identifying priority objectives common to the region

as a whole, targeting the available funds at the most

pressing environmental issues

– To achieve this aim, the DABLAS Task Force

develops and implements an annual work programme

• What is the DABLAS Platform (3)– Benefits donors and beneficiaries by:-

• Providing access to priority investment projects to ensure that project sponsors, donors, and IFIs are better informed about the viability of projects and will have a clearer idea of next steps for project development

• Facilitating opportunities for donors and IFIs to establish co-operation to take projects forward through Task Force activities (such as meetings and workshops)

• Ensuring information on progress on national funding decisions from the DABLAS feedback process is widely available to aid in the decision-making process

• Developing a tangible strategic framework for donors to use when actually making financing decisions
