pandemic. States/Union Territorieshave also beenadvised to speed upthe vaccination of thetarget population soas to break the chainof transmission andovercome thepandemic. Accordingly,Containment Zonescontinue to bedemarcated carefully;p r e s c r i b e dcontainment measuresstrictly followedwithin these zones;COVID-appropriatebehaviour promoted

and strictly enforced;and the StandardOperating Procedures(SOPs) prescribed inrespect of variouspermitted activitiesf o l l o w e dscrupulously. Port Blair, Feb. 26 The vessels registerdunder IV Act and plyingin IV Limit Ports of A&NIslands carrying touristare required to submitFDR in favour of SeniorAccounts Officer, PMBfrom any commercialbank for availing theport services. The FDRwill have a validity oftwo years. Vesselscarrying upto 50passenger capacity will

have to pay an amountof Rs. 20000/- while forabove 50 passengercapacity, an amount ofRs. 35000/- of FDRhave to be submitted onor before March 31,2021. Withoutsubmission of FDR, thevessels will not bepermitted to ply in thePorts of A&N Islands,a press release fromPort ManagementBoard said.

DGCA allows flight operators togive concessions in ticket prices

to travellers with no baggageNew Delhi, Feb. 26 The DirectorateGeneral of Civil Aviation,DGCA has alloweddomestic flight operatorsto give concessions inticket prices to travellerswho carry no baggage oronly cabin baggage. Atpresent, a traveller cancarry up to 7 kilograms ofcabin baggage and 15kilograms of check-inbaggage without havingto pay any additional cost. The new rule willallow airline operators toprovide tickets at lesserprices to those who opt to

travel with no baggage oronly with cabin baggagewithin the permissibleweight limit. As part ofthe new airline baggagepolicy, scheduled airlineswill be allowed to offerfree baggage allowanceas well as zero baggageor no check in baggagefares. The nationwideCOVID-19 Vaccination

drive was launched on16th January, 2021. This isnow to be exponentiallyexpanded to the followingage-groups from 1stMarch, 2021 viz. allcitizens above 60 years ofage and those within theage bracket of 45 to 59years with specified co-morbidities. The States and UTswere explained the basicfeatures of version 2.0 ofthe digital platform Co-WIN, which is ap o p u l a t i o n - s c a l esoftware with capacity ofprocessing severalthousands of entries. Thenew phase of vaccinationof age-appropriate groups

will expand the COVIDvaccination in the countrymanifold. With a citizen -centric approach, thefundamental shift in thisphase is that citizens inthe identified agegroups, as also thosehealthcare workers andfrontline workers whohave been missed out orleft out of the presentphase of vaccination, canselect vaccinationcentres of their choice.Secondly, the privatesector hospitals will beinvolved as COVIDVaccination centres toharness their potential toexpand the vaccinationcapacities.

Terms and Conditions

1. (i) The terms and conditions of deputation shall clearly lay down not only period of deputation as per the

Recruitment Rules for the post or as approved by the competent authority but also the date of relieving of the

deputationist no further orders for reliving the officer will be necessary;

(ii) The deputationist officer including those who are presently on deputation would be deemed to have been

relieved on the date of expiry of the deputation period unless the competent authority has with requisite approvals

, extended the period of deputation, in writing, prior to the date of its expiry. It will be the responsibility of the

immediate superior officer ensure that the deputationist does not overstay. In cases, where officer are on

deputation on the date of issue of these orders and the normal tenures are getting over in a period of six months ,

the concerned officers / organizations may be allowed an extension of not more than one month, on a case to case

basis with the approval of the DOPT.

(iii) That in the event of the officer overstaying for any reason whatsoever, he is liable to disciplinary action

and other adverse civil/service consequences which would include that the period of unauthorized overstay shall

not count against service for the purpose of pension and any increment due during the period of unauthorized over

pay shall be deferred, with cumulative effect, till the date on which the rejoins his parent cadre.

2. Written consent of the officer concerned shall be taken to the terms and conditions of deputation (inclusive of

the conditions in para 1 ibid) before the deputation orders are issued. The contents of these instructions will be

conveyed to all officers presently on deputation for information/ compliance.

3. These instructions will apply to all deputationists including State Government Officers/All India Services

Officers joining Central Government posts on deputation and to officers proceeding on deputation to State

The incumbents holding the post of Principal/Director at Dr. B.R. Ambedkar

Pahargaon, Port Blair on regular basis vide MHRD Office Order No. 4-10/

2010-TS-II dated 20.12.2011 before the commencement of these rules shall

be deemed to have been appointed in accordance with the provisions of

these rules.

6. Power to relax:-

Where the Central Government is of the opinion that it is necessary or

expedient so to do, it may, by order, for reasons to be recorded in writing

and in consultation with the Union Public Service Commission relax any of

the provisions of these rules with respect to any class or category of

persons.

7. Saving:-

Nothing in these rules shall affect reservation, relaxation of age limit and

other concessions required to be provided for the Scheduled Castes, the

Scheduled Tribes, ex-Servicemen and other special categories of persons

in accordance with the orders issued by the Central Government from time

to time in this regard.
