AREAS OF NOTE

1) A public water supply well is located within 1,000 feet of the Waste Disposal Area. The

well is located 600 feet southeast in an apparent side- to up-gradient direction from the

Waste Disposal Area perimeter.

2) A domestic water supply well is located within 1,000 feet east of the Waste Disposal

Area. The well is in an apparent side-gradient direction from the Waste Disposal Area.

3) Two mobile homes built on crawl spaces and an enclosed shed built on a slab foundation

are located on the southeastern part of the Waste Disposal Area.

4) Residences are located within 1,000 feet of the Waste Disposal Area.

5) The southeastern part of the Waste Disposal Area is being used for residential purposes.

6) There is evidence of human activity on the Waste Disposal Area as indicated by mobile

homes.

7) Potential landfill gas migration pathways observed on the Waste Disposal Area and

Property include crawl spaces beneath mobile homes, septic systems, underground

telephone and water lines, and an enclosed shed.

8) Hummocky topography was observed on the central and southeast central parts of the

Waste Disposal Area.

9) A landfill slope was observed along the northern Waste Disposal Area boundary.

10) Exposed debris observed on the Waste Disposal Area consisted of white goods, plastic,

glass, tires, metal debris, and paint cans.

11) The majority of the Waste Disposal Area is on Tax Parcel Nos. 3543-43-8074 and 3543-

52-7357 and the northeastern part of the Waste Disposal Area extends onto Tax Parcel

Nos. 3543-52-6877, 3543-52-5955, 3543-53-4044, and 3543-53-3133.

SITE SUMMARY

1.0 SITE CONDITIONS

This section discusses the observed conditions on the Site, as defined as the Properties (Tax

Parcel Nos. 3543-43-8074, 3543-52-7357, 3543-52-6877, 3543-52-5955, 3543-53-4044, and

3543-53-3133) or any area where a hazardous substance or waste has been deposited, stored,

disposed of, placed, or otherwise come to be located. The Waste Disposal Area is defined as as

the estimated area of subsurface/surface waste regardless of the number of properties on which it

is located The boundary (perimeter) of this area is the observed limit of waste material based on

field observations and the inferred limit based on a review of historical aerial photographs. The

site visit was conducted on January 28, 2011. Photographs illustrating site conditions are

included in Appendix D.

The Site is located in Gaston County, near Gastonia, NC. Driving directions to the Site from the

intersection of Interstate 85 and US-321 are as follows:

1. Drive south on US 321 for about 5.2 miles.

2. Take a left onto Little Mountain Road and drive about 1.7 miles.

3. Turn right onto Forbes road and drive about 0.7 miles.

4. Take a right onto Genes Ridge Road. Falls Dump is located at the end of Genes Ridge

Road.

1.1 On-site Structures

Two mobile homes built on a crawl space and an enclosed shed built on a slab foundation are

located on the southeastern part of the Waste Disposal Area.

A mobile home built on a crawl space is located about 50 feet to the southeast of the Waste

Disposal Area boundary in an apparent down-gradient direction. Four mobile homes built on

crawl spaces are located within 50 feet of the northeastern Waste Disposal Area boundary in an

apparent up-gradient direction.

1.2 Current Site Usage

According to Ms. Jean Parker, property owner, the southeastern part of the Site is used for

residential purposes and the northwestern part of the Site is not used. Mobile homes were

observed during the site visit.

1.3 On-Site Water Supply Wells and Intakes

No on-site water supply wells were observed during the site visit. Water meters and fire hydrants

were observed on the Site during the site visit.

1.4 Surface Water Features

An unnamed perennial stream flows east to west through the northwestern part of the Site. The

unnamed perennial stream was not observed during the site visit. Two dry drainages were

observed to the northeast of the Waste Disposal Area. The drainages were about three feet wide

and covered with leaves and moss at the time of the site visit.

1.5 Waste Disposal Area

Access to the Waste Disposal Area is from a dirt path at the end of Genes Ridge (Photo 1). The

Waste Disposal Area occupies 9.5 acres based on the estimated Waste Disposal Area perimeter

shown on Figures 1 through 3.

The Waste Disposal Area is located on a ridge, with surface water flow most likely toward the

north and northwest. A comparison of the topography from the 1993 USGS 7.5 minute

topographic quadrangle map (10 foot contours, based on 1973 aerial photography) with the 2005

topographic map from NCDOT (5 foot contours), indicates that up to about 15 feet of disposal

material has been placed on the northeast-central part of the Waste Disposal Area.

The depth of waste is estimated based on a comparison of topographic maps of different vintages

constructed using different methods. Differences between elevations on the maps may reflect

actual elevation changes or may be apparent differences due to the different map making

methods. The elevation comparisons are approximate and differences in scale and methods of

mapping are not sufficient to evaluate some changes in topography.

GPS coordinates were taken of the Waste Disposal Area perimeter. The approximate Waste

Disposal Area perimeter is illustrated on the figures and on aerial photographs in Appendix E. A

table of GPS coordinates for the Site entrance and the Waste Disposal Area perimeter is

presented in Table 1. The Waste Disposal Area perimeter location is approximate and is based on

visual observations made at the time of the site visit and interpretation of aerial photographs.

Figures 4 and 5 show LiDAR shaded relief superimposed on the Waste Disposal Area.

1.6 Waste Disposal Area Conditions

The Waste Disposal Area was covered with bare ground, kudzu, briars, deciduous and pine trees

of four to seven inches in diameter, and mobile homes. A landfill slope was observed along the

northern Waste Disposal Area boundary. Exposed disposal material was observed in the landfill

slope and included white goods, plastic, glass, tires, metal debris, and paint cans. Disposal

material consisting of similar material was also observed along the northeastern and

southwestern Waste Disposal Area boundaries. Hummocky topography was observed on the

central and southeast central parts of the Waste Disposal Area. A hill slope is apparent on the

southeastern boundary of the Waste Disposal Area near the mobile homes.

The observed Waste Disposal Area is on multiple Properties, Tax Parcel Nos. 3543-43-8074,

3543-52-7357, 3543-52-6877, 3543-52-5955, 3543-53-4044, and 3543-53-3133. The perimeter

of the Waste Disposal Area was visually evident based on the presence of exposed disposal

material and a landfill slope. The majority of the Waste Disposal Area is on Tax Parcel Nos.

3543-43-8074 owned by Ms. Jean Falls Parker and 3543-52-7357 owned by Mr. Gene Falls. The

northeastern part of the Waste Disposal Area extends onto Tax Parcel Nos. 3543-52-6877 owned

by Ms. Danielle Marie Nolan-Cook, 3543-52-5955 owned by Ms. Deborah Lee, 3543-53-4044

owned by Ms. Mary Willoughby, and 3543-53-3133 owned by Ms. Linda Adams. Coordinates

of points on the estimated perimeter of the Waste Disposal Area are listed on Table 1.

No notable erosion, depressions, offensive odors, stained or discolored soils, or slope failures

were observed during the site visit.

1.7 Evidence of Human Activity

Mobile homes were observed on the southeastern part of the Waste Disposal Area. The

northeastern part of the Waste Disposal Area extends onto the backyards of four residential

properties.

1.8 Potential Landfill Gas Migration Pathways

Potential gas migration pathways located on the Waste Disposal Area and Site include:

• Mobile homes with crawl spaces: southeastern and northeastern parts of the Waste

Disposal Area and Site.

• Underground water and telephone lines: southeastern part of Waste Disposal Area and

Site.

• Septic systems: southeastern part of Waste Disposal Area and Site.

• Enclosed shed: southeastern part of Waste Disposal Area.

1.9 Physical Barriers

Site access is provided by Genes Ridge from Forbes Road. Physical barriers were not observed

along the property boundaries.

1.10 Other Pertinent Information

Some history of the Site was obtained during conversations with persons familiar with the Site.

The information obtained indicates that:

• Ms. Marcy Smith, Gaston County Solid Waste Director, stated that:

o She has not heard of a landfill along Forbes Road in Gastonia.

• Mr. Ray Maxwell, Gaston County Public Works Director, stated that:

o He has no knowledge about a landfill along Forbes Road.

• Mr. James Palenick, Gastonia City Manager, stated that:

o He had no knowledge of a landfill on Forbes Road.

• Ms. Jean Parker, Gastonia City Manager, stated that:

o We had permission to walk the property.

o She was not aware of a landfill on her property.

o She was aware of some wood being disposed of on her property.

• Mr. Loyd Stiles, area resident, stated that:

o Falls Dump was located behind the mobile home park on Genes Ridge.

o He believed that the mobile homes were not built on the Disposal

Area.

o The landfill closed operation sometime in the late 1970’s.

o He is on a drinking well, but public water is also available.

o The disposal material mainly consisted of land clearing debris from the

development of area neighborhoods.

Notes from conversations with people familiar with the site are included in Appendix C. The

information obtained from these conversations has not been verified or confirmed.

2.0 VICINITY CONDITIONS

This section describes the observed general conditions in the vicinity of the Site, as defined by an

area within 1,000 feet of the perimeter of the Waste Disposal Area. Photographs illustrating

vicinity conditions are included in Appendix D.

2.1 Structures Located on Adjacent Properties

Structures described in this section are located on adjacent properties that have a shared property

boundary with the Site and are within 1,000 feet of the Waste Disposal Area boundary.

Several houses are located to the north, south, and east of the Site on multiple tax parcels. These

structures are shown on Figure 2 and on aerial photographs in Appendix E.

2.2 Water Supply Wells and Intakes

Water supply wells or well houses were not observed at residences within a 1,000-foot radius of

the Waste Disposal Area. Water meters were observed in the yards of several of the residences

within 1,000 feet of the Site. Fire hydrants were observed within 1,000 feet of the Site.

According to Mr. Loyd Stiles, an adjacent resident, a drinking water well is located on his

property. Mr. Stiles’ well is in an apparent side-gradient direction from the Waste Disposal Area.

* The private water well location shown on Figure 2 was verified by interview. If not observed,

water wells are assumed to be near residences not served by public water systems and these well

locations are shown in an assumed location near the residences on figures and aerial

photographs. Wells are shown as of the date of our site visit.

The nearest public water supply registered on the NCDENR Public Water Supply Section’s

database (as of January 2011) is a public water supply well (0136287-GW) located to the

southeast of the Site. This location is 600 feet in an apparent side- to up-gradient direction from

the Site on Wesley Drive, Gastonia, NC 28052 (Contact: Leigh Sprimont, 704-489-9404). The

location and permit number for this well are shown on Figure 1.

2.3 Current Land Usage

Property in the vicinity of the Site is primarily residential. Land usage at the time of the site visit

within 1,000 feet of the Waste Disposal Area perimeter was:

North: Residential, apparent side- to down-gradient direction from the Site.

South: Residential, apparent side- to down-gradient direction from the Site.

East: Residential, apparent up-gradient direction from the Site.

West: Residential and wooded, apparent down-gradient direction from the Site.

2.4 Surface Water Features

An unnamed intermittent stream flows along the northwestern boundary of the Site. The

unnamed intermittent stream was not observed during the site visit.

3.0 AERIAL PHOTOGRAPHY REVIEW

Aerial photographs were reviewed for the years 1938, 1951, 1956, 1968, 1979, 1984, 1993, 2005

and 2009. The estimated years of operation of the Site were from the late 1950’s to the late

1970’s. Observations of each of the photographs are included in the following table. Copies of

the aerial photographs are included in Appendix E. Some aerial photographs are reproductions of

original aerial photographs and have some distortion; therefore, overlaid Waste Disposal Area

Boundaries and other features may vary from their actual locations. Hand drawn lines and

notations on the photographs denote soils mapping information drawn on the original

photographs by the USDA NRCS.
