SITS FINANCE M3: MAINTENANCE OF FEE PROFILES Relevant tables FDG Fee Data Group FDT Fee Data Type FPT Fee Profile Type FPE Fee Profile Elements CBK Course Block ROU Route MOD Module 1 Overview 1.1 The aim is to associate an appropriate tuition fee with each student on a

course in each year for invoicing and fee collection purposes. 1.2 The correct fee is determined by reference to the following parameters:

• Academic year • Route or Module • Mode of attendance • Fees status

1.3 A fee profile is a way of setting out these parameters, and associating the

relevant fee with each relevant combination. 1.4 The code for the fee profile is recorded on one of the following records: Course Block Route Module SCE SCE takes priority over Route/Module which takes priority over Course Block. 1.5 At Keele we will not be using Course Block to record fee profile. In most

cases the fee profile will be determined by the Route, but for students on modes of attendance MOD and RPTMOD it will be determined by the Module.

1.6 MIS processing will be put in place to populate the fee profile field on SCE, derived from Route. The field will only populate if it is blank, and will be a daily overnight process. (We cannot do this for students on MOD or RPTMOD since they could be on more than one module with different fee profiles. For these students the field will be left blank.)

1.7 There are some circumstances in which the default fee profile (derived from

Route) will not be appropriate for specific students. In these cases the correct fee profile will be entered manually on the SCE for the student. (See section 4 below for a list of these circumstances.)

1.8 Once the fee profiles are set up for one year, they can be copied for the next year and then the actual fees chargeable adjusted.

2 Description of tables and coding 2.1 FDG Fee Data Group (a) All fees of interest to the university can be categorised by broad data group. Fee Data Groups currently set up are as follows: TF Tuition fees STI Stipend ACC Accommodation charges SAM SAM transaction (b) The FDG is just a header table, but the code is used on other tables to

categorise the various fees being recorded. 2.2 FDT Fee Data Type (a) Fee Data Types are grouped together within FDG. All the tuition Fee Data

Types will be grouped as TF (tuition fees). (b) FDTs are a way of grouping together the various combinations of the key

parameters related to fee profiles. Every row in a fee profile is recorded as of a specific FDT, which enables analysis to be undertaken on the basis of the different parameters.

(c) FDT codes incorporate 4 parameters:

• Course group • Fees status • Mode of attendance • Fee band

Notes

• Two additional fees statuses have been created for CPE students

solely supported by state pension (UKP) and for CPE students in receipt of unemployment or income-related benefit (UKB)

• The use of the HESA Fee band enables analysis of fees in this way, but it will have no impact on the fee band code returned to HESA for each student since this is completed on SCE by MIS processing

(e) An FDT code is made up of 4 digits, one from each of the above categories in

the order set out above eg UUF1, TEP9, etc. (f) In addition, two further codes have been created for use in specific

circumstances:. No sub-analysis is needed eg by fees status or mode of attendance.

• ZERO, for use in fee profiles where the charge is zero • IND, for use with fee profile IND, to be used (on SCE) where for any

reason the tuition fee to be charged to a student is individually determined and not generated on the basis of a fee profile

(g) For a full list of FDT codes see Annex A. There are currently 42 separate

codes which we need to reflect Keele’s student population and courses (+ ZERO and IND).

2.3 FPT Fee Profile Type and FPE Fee Profile Elements (= fee profile) (a) A Fee Profile Type (FPT) is a code which is recorded on a Route or Module

record to indicate which set of fees is applicable to all students on that Route or Module. The specific fee payable will be determined by reference to the key parameters:

• Fee status • Mode of attendance • Academic year

The different fees payable for the different students on that Route or Module are recorded in the Fee Profile Elements (FPEs) associated with the FPT.

(b) Codes for FPTs have been devised to enable us to distinguish the following:

• course group (UG, PGT, PGR, CPE) • whether the fee is a course fee (C) or module fee (M) • sequence number.

Hence, typical FPT codes are UG C1, PGT C1, PGT M1. The short name and full name of each FPT attempt to identify the cohort of students to which it applies.

A full list of the FPT codes is set out in Annex B. (c) FPT tables include a field for HESA fee band. This is completed only where

the same fee band applies to all students covered by the FPT. Where this is not the case (eg where the FPT covers both home students on regulated fees

and overseas students) the fee band field is left blank. In any case, this field is not used in any SCIMS processing used by Keele.

(d) Each FPT has a number of elements (FPEs) associated with it showing the

• The name indicates that it covers PGT standard modules 15 credits • It applies to students on modular (MOD) mode of attendance only • It does not anticipate any need for overseas mode of attendance, only UK

and EU (but this might need to be changed) (f) A full list of the fee profiles established as at 25 March 2005 is given in Annex

C. 3 Students for whom no fees are charged 3.1 Note that for some categories of student no fees are charged. This can be

modelled in one of two ways:

• Elements within the fee profiles can have zero fees against them • Fee profiles can be set up for courses, modules and students where

no fees are chargeable 3.2 Zero fees within fee profiles This will be appropriate where students will normally be charged fees unless

they are on a specific mode of attendance. Relevant modes of attendance where no fees are chargeable are as follows:

LOA leave of absence [not always for full year] RPTASS repeating assessment of modules during the year

without attendance (not proceeding) [usually for full year]

In these cases, no fees would be charged and no invoices sent. When students return from LOA a new SCE will be created with a new MOA, which will generate a fee. [Note that the fee may need to be created manually if the timing of return from LOA means that a full year’s fee is not applicable. In this case an IND fee profile will be recorded.]

3.3 Separate fee profiles for relevant courses and modules (see also 4.2 (c)

study abroad students and (e) PGT students at end of course) (a) Contract courses A number of courses are funded under contract and students are not charged

fees. Contract fee profiles have been set up, for UG and PGT separately (UGC C1 and PGTC C1).

(b) Students taking courses where no fee is charged

There are some courses offered to Keele students where no fee is charged for various reasons. A fee profile as been set up for all these with zero charge (ZERO) to be used for UG and PG courses. In other respects it is identical to the contract fee profile.

• UGSDA Student Development Award (no route codes set up) • OPNER (Erasmus visiting students) • OPNEX (Exchange visiting students) • TLHKC (Associate Teacher certificate)

4 Overriding fee profile on SCE 4.1 There are some circumstances in which the fee profile automatically derived

from Route will not be applicable. In these circumstances DAA needs to change the fee profile code on SCE for each student. Each cohort of students should be quite small.

4.2 The various circumstances are as follows: 4.2.1 Undergraduate (a) UG - Foundation years The Route code is the same whether or not a student first take a foundation

year. Therefore the default fee profile will be taken from the Route. However, for those on the foundation year (block 0) it will be necessary to override the default fee profile.

Derived fee profiles should be changed to the following codes,

depending on which foundation year is taken: UG C10 International Foundation Year UG C11 Science Foundation Year Note that for students on the Humanities Foundation Year the charge for the

year is the same as for all other years, so no adjustments need to be made.

(b) UG - Year abroad and industrial placements

Where students are on a sandwich year, or a year abroad with an industrial placement, then they are charged half the standard regulated fee for the course. Such students are defined as follows:

Applies to two categories:

(1) CBK = S (2) CBK = Y and ELS = E (industrial placement)

In these circumstances, the derived fee profile should be changed to UG C8.

[Note that there is currently no university policy on the fee which should be

charged to overseas students in these circumstances, so the fee profile is incomplete.]

(c) UG - Study abroad Where students are on a study abroad year they are not charged any fee.

Such students are defined as follows:

CBK = Y and ELS = F (study abroad)


(d) UG – students from BGSU Students from BGSU and ASU are treated like other visiting students on route

OPNSAP, but they pay half the fees of the others because half their teaching is done by BGSU staff. Therefore the default fee profile will be that for OPNSAP, but will need to be overridden for BGSU and ASU students.


(e) UG – Nursing students Most Nursing students on post-registration courses are covered by contracts

(UGC C1). However, there are some students who fall outside the terms of the contract.


4.2.2 Postgraduate Taught (a) PGT - NHS staff who have fees status overseas but pay fees at home

rate Where NHS staff are classified as overseas students but it is confirmed that

they are taking a Keele course (normally PG PT) as part of their continuing professional development, it has been agreed that they will be charged only the home rate of fees.

In these circumstances, the derived fee profile should be changed to PGT C36.

(b) PGT – students who should not be invoiced for any reason There are many PGT students who have second or subsequent SCEs but

who should not be invoiced. This is because their normal expected end date has been reached, and they may be under examination or have extensions etc. In none of these cases do we want invoices to be issued. This will include HPM students who are on Masters courses having transferred from PG Diploma courses, after the first year of being on the TM route.

In these circumstances, the derived fee profile should be changed to

PGT C37. (c) PGT – Clinical Pharmacy students not funded by contract Most students on the Clinical Pharmacy PG Diploma are funded under a

contract with the three West Midlands workforce development confederations. However, some students are outside the contract. The default fee profile will be the contract code, but this needs to be changed for students outside the contract.

In these circumstances the derived fee profile should be changed to

PGT C18. (d) PGT – Supplementary Prescribing Most students on the PSSSC route are taking the supplementary prescribing

module PHA-40007, funded under a contract with S&S WDC. However, because they are on modular mode of attendance they will not have the fee profile for contract (PGTC C1) copied to the SCE. Rather, the charge will be taken from the module. We therefore need to know from the School which students are funded under the contract, and change the fee profile accordingly.

In these circumstances the derived fee profile should be changed to

PGTC C1. (e) PGT – Educational Management, Leadership and Learning The default fee profile is at the standard fee (PGT C1). However, students

from partnership schools can have discounts on these fees. Where the School (SCES) informs us that a student comes under these discount arrangements we need to change the derived fee profile to the appropriate discount fee profile:

Individuals (20% discount) PGT C39 Groups of 5-9 (25% discount) PGT C40 Groups of 10+ (35% discount) PGT C41 4.2.3 Postgraduate research (a) PGR - Continuing MD students The basis of charging MD students changes from 2005/6, but the changes will

not affect continuing students, so two different fee profiles could apply. The default fee profile will be the new arrangements (PGR C3), but all continuing

MD students (having registered initially before August 2005) will need to have the fee profile changed to the old arrangements (PGR C4).


PGR C4. (b) PGR - DBA students DBA students are charged different rates depending on what stage of the

course they are at. Students on course blocks 1A and 1B are charged at one rate (fee profile PGR C6AB) and those on later course blocks are charged at another rate (fee profile PGR C6CD). The default will be PGR C6AB. All students on course blocks 1C and later need to have their fee profile changed.


PGR C6CD. 4.2.4 All students (a) Any - Contract courses with students outside the contract There may be some courses funded by contract taken by students who fall

outside the terms of the contract. These students will need to be charged a fee. It is rather ad hoc, and no fee profiles have been set up for such fees. Will need to create them as needed. (Except see 4.2.1 (e) for Nursing students.)

(b) Any – individually-determined fees for any year There are some circumstances in which the fee for a student is determined

individually, taking account of modules or time already spent and fees already paid, for example, as well as additional work to be completed. This might also apply to students who have been granted exemptions from specific modules. In these cases no fee profile is appropriate.


IND (which just flags up the need to enter the relevant sum manually, on the basis of a memo to Finance from DAA).

5 Some process issues 5.1 Setting up and maintaining fee profiles This is a task for Finance and DAA to undertake jointly. Finance has

responsibility for setting up the profiles on the system, but DAA will have a better understanding of which students need to be charged which fees in any year. DAA needs to be alert to the implications for fee profiles of any new courses and of any changes in the overall fee structure. Key factors to bear in mind?

• New courses – use a current fee profile or need a new one? • Changes to fee structures – impact on all relevant fee profiles? • New year’s fee rates – match to fee profiles

See section 6 below for details of how to set up and maintain fee profiles.

5.2 Generating the next year’s fee profiles Year 2 fee profiles can be generated from Year 1 fee profiles, and then

amended to incorporate the new rates. This is a role for Finance (using FPE1???), once the new rates have been agreed (in December usually).

When making changes for the new year, need to be clear about the mapping

of new fees to the relevant fee profiles. DAA may need to be involved. 5.3 Generating and sending pro-forma invoices (a) It has been agreed in principle that new PG students will receive pro-forma

invoices with their pre-arrival packs. This will be an SRL, and still needs to be designed. Need to specify exactly where the data will come from.

(b) Returning PG students should also be sent a pro-forma invoice, on the

anniversary of their start date (not necessarily the same time as re-registration). The format of the invoice will be similar to that for new students. Need to discuss whether they are generated and sent out by Finance or DAA.

(c) For UG students, pro forma invoices will be needed for students required to

pay all or part of their fees, including all overseas students. For home students, we need to await the SLC assessment data before generating the balance due from the students. If the UG student is not on the assessment disk they will receive a pro-forma invoice for the full fee and be asked to provide written evidence if a sponsor/SLC is funding them.

5.4 Visiting students At present, all visiting students (UGVIS) are given mode of attendance full-

time (FT), though they may be here either for the whole year or for one semester. Fee profile UG C5 applies. It is suggested that while we keep FT for those here for the year (though we could use SA1-2 if wanted), those here for a semester should be MOA SA1 or SA2. This is reflected in the fee profile which then charges half the annual rate.

6 Setting up and maintaining new fee profiles See section 2.3 for coding structures. 6.1 Fee Profile Types (FPT)

FPT have already been set up and refer to the combinations of:

• Course Group (UG /PGR /PGT /CPE) • Whether the fee is for a course or a module.

See Annex B for list of FPTs.

If a new course / module is entered onto SCIMS and the associated fee does not match any of the existing fee profiles then a new FPT will need to be created. The relevant fields to be entered are:

• Code • Short Name • Full Name

• HESA Fee Band – leave blank for all UG profiles and enter 99 for all PG and Modular profiles.

• In Use? – place a tick in the box to activate. This can be de-selected at a later date should the profile become obsolete.

• Fee Band – leave blank as not needed.

6.2 Fee Profile Elements (FPE) See Annex C for list of FPEs.

For each FPT we need to create a matrix of charges for all possible combinations of Fee Status & Mode of Attendance. Each row in the matrix is an element (FPE). To create a new FPE the following should apply:

• Fee Profile – enter the relevant FPT code created. • Academic Year – must be entered in the format 2004/5 • Sequence – system generated. • Period Slot – leave blank as field not currently in use. • Fee Status – use the “Detail” menu option / F2 function key for a list of

valid options. • MOA – use the “Detail” menu option / F2 function key for a list of valid

options. • Acc Cost Centre – this is the General Ledger code that will be applied

in the Symmetry accounting system. Use the “Detail” menu option / F2 function key for a list of valid options.

• Fee Type – this is the FDT code. Use the “Detail” menu option / F2 function key for a list of valid options.

• Fin Period – this will be the relevant Academic Year. • Due Date – leave blank as field not currently in use. • Initial Fee – Set to “N” for all profiles unless modular where it is set to

“Y”. If this field was set to “N” for modular profiles it would allow the system to charge the modular fee to the student on a term by term basis, the fee is to be charged in full in the first term so must be set to “Y”.

• Amount – Enter the charge for the relevant Fee Status / MOA combination for the year.

• C/D – refers to whether the fee is a charge (D – Debit) or a fee reduction (C- Credit). Both D & C could be used in the case of say a Chartered Scholarship where the full course cost could be recorded using the D option and then the amount of the Scholarship could be recorded using the C option. The net charge would then be due from the student.

6.3 Amending an existing fee profile

• On FPE, enter the relevant Fee Profile Code and Academic Year to retrieve the record to be amended.

• Select the relevant field and change as necessary. • Select F6 function key / “Store” menu option to save new details.

6.4 Deleting an existing fee profile

• On FPE, enter the relevant Fee Profile Code and Academic Year to retrieve the record to be deleted.

• From top menu select File / Delete. The system will ask for confirmation on whether you wish to delete the record as a double

check. Please be aware that any interrelated fields will be affected by deletions that are made to Fee Profiles.

7 Linking fee profiles to Routes and Modules 7.1 Once the new Fee Profile has been set up it needs to be associated with the

course(s) / module(s) it represents. This will then establish the fee payable for each student by looking at the relevant subject combinations on the student record.

7.2 To attach a fee profile to a route

• select ROU screen and retrieve the relevant record(s) • update the Fee Profile field against each record by selecting the F2

function key or “Detail” menu option to bring up a list of valid fee profiles • double click on the correct profile to populate the field • ensure that the route is flagged as “in use”

7.3 To attach a fee profile to a module

• select MOD screen • follow the same procedure as for the ROU method • note that field to be updated is “Fee Profile Type”

8 Fee Translator Profile (FTL)

This is a method of checking that a fee profile is set up correctly. • On FTL populate the fields with the required combination (Fields for

“Block” & “Period” can be left blank) • select the “Translate Profile” icon - this will calculate the fee due for a

student meeting your selected criteria • this can then be checked and the Fee Profile can be amended if

necessary 9 Still to do on SCIMS (as at 30 March 2005) 9.1 Add RPTASS to UG C fee profiles (UG C1-4) and LOA to UG profiles (UG

C1-4, 10-11, and all UG M). [Done. 1/4/2005] 9.2 Add LOA to PG C and M fee profiles. (PGT and PGR) Note that I have

changed PGR M1 and M2 profiles and modules are now identified for these two. These need setting up in Train. [Done. 1/4/2005]

9.3 When notified by UUK, Channel Island rates for 2005/6 need to be

9.4 CPE fee profiles need to be finalised. On MW’s return, CPE will put together

a paper setting out 2005/6 fees for approval, incorporating CPE modules and the UG certificates for which they are responsible. Part of this process may incorporate some rationalisation of current fees.
