    Senior CounselIntroductionThe incumbent serves as Senior Counsel for the National Commission on TerroristA ttacks upon the United States, providing legal advice and directing all legal functionsand operations necessary in implementing the Commission mandate.DutiesIncumbent provides expert legal advice and is the legal authority on all legal issuespertaining to the establishment and implementation of the Commission programs. Suchadvice includes but is not limited to the Commission responsibilities in examining andreporting upon the facts and causes relating to th e terrorist attacks of September 11,2001occurring at the World trade Center in New York, New York, in Somerset County,Pennsylvania, and at the Pentagon in Virginia,Investigates statues, regulations, and judicial decisions pertaining to all activities of theC ommission,Provides legal counsel and advice to the Staff Director on major policy issues and mattersthat concern administrative and operational problems, conflicts of interest, rules ofconduct, statements of financial interest and other legal matters.Prepares legal memoranda, briefs, orders and other legal documents. Conducts legalresearch and participates in investigations.Assists in public bearings as authorized by the Commission.     Director of Administration

    Introduction

    The incumbent serves as the Director of Administration for the National Commission onTerrorist Attacks upon the United States. As such, the incumbent is responsible forfinancial management, personnel management, management studies, and managementsupport services for the Commission.Major DutiesUnder the general direction of the Executive Director, the incumbent is responsible forfinancialmanagement, budget, personnel, organization and staff utilization, space,facilities, and property management, procurement, contracting and acquisition offurnishings and supplies. He/she represents the Executive Director in the Commission'sexternal relationships in matters concerning financial analysis, budget, staffing levels,facilities and equipment. He/she insures that legislative restrictions and similarrequirements in fiscal personnel management and other administrative matters are fullyunderstood and complied with in carrying out the mission of the Commission.The incumbent monitors the obligation and expenditure of Commission's approvedoperating budget to ensure funds are properly allocated. He/she makes adjustments uponconsultation with Executive Director, such as redistribution of funds within budgetaccounts, in response to changes in available funds. Maintains records of expendituresand obligations for object classifications. Implements and administers budget controlstechniques through review and approval of obligation and expenditure of funds formanagement and administrative purposes.In addition the incumbent:Prepares a variety of reports regarding such matters as the status of budgetary funds,expenditures, and obligations, budget forecasts, etc. as required/requested by theExecutive Director.Advises Executive Director on the status and availability of funds in different budgetaccounts and all aspects of the budget process, which apply to individual Commissionprograms.Provides advice and assistance to Executive Director and employees on matterspertaining to OPM and GSA personnel policies and regulations.Directs and coordinates personnel management matters for the Commission. Thisincludes recruiting, hiring, and selection of employees as well as the effectiveadministration of all personnel management functions. Works with GSA to coordinatethe processing of personnel actions and functions.

    Director of AdministrationProvides management advisory services to the Executive Director on problems relating torecruitment placement, employee relations and training. Works closely with GSA'sPersonnel Specialists in resolving problems.Serves as property officer with responsibility for overseeing and controlling property.Maintains inventory of records, takes fiscal inventory of furniture and equipmentincluding transferring excess property to GSAwarehouse.
