Bioenergy Promotion Project Within the Bioenergy Promotion project 7 demo-regions utilise the results and experiences gained to improve the strategy development and implementation on local and regional scale. The demo-regions will serve as good examples for others throughout the Baltic Sea Region. The Demo Regions

About Skaraborg Description of the region

Skaraborg is the traditional name of the eastern parts of Västra Götaland. The area is situated between  Sweden’s  two  major  lakes- Lake Vänern and Lake Vättern. Skaraborg, a sub-region of Region Västra Götaland, consists of 15 municipalities and in total about 260 000 inhabitants.

Skaraborg has a strong industrial tradition which is experiencing dynamic development. Established industries such as agriculture, food, furniture and vehicle production are combined with the regeneration of the corporate structure and a growing number of employees within service and knowledge-based companies. The region is home to a loyal, skilled workforce with a lively entrepreneurial spirit which ensures that large corporations are complemented by strong small business. An active network between the business community, authorities and people lays solid foundations for co-operation, development and fresh thinking.

In addition, its favourable geographical location and infrastructure make Skaraborg an attractive location for companies to set up business. The region is strategically located between  Sweden’s  largest  cities,  Stockholm and Göteborg, while important markets such as Oslo, Copenhagen and the Baltic region are also within easy reach.

Many initiatieves for supporting sustianbel development has been initiated through local energy and climate plans and investments as well as commercial and non-public networks. One  of  these  are  the  “Energy  Farm”  which  coordinates  actions  for  the  agricultural  area  in  developing new business models, technology applications and increasing capability and knowledge of key stakeholders.

Regional energy use and supply

The annual energy use is about 10 TWh of which industry use 27%, transport 28%, households 23%, public 6%, agriculture 5% and others 11%. Electricity is the main energy carrier (~40%) and oil products for transports and the industry. All municipalitieshas district heating fueled with bioenergy. Skaraborg is one of the leading wind energy producing areas in Sweden and there is continuous development of biogas production for vehicles.

Adminstrative structures and bioenergy strategy

All municipalities has an energy plan and climate strategy addressing key objectives and actions to fulfil local and national targets for sustaianability and energy supply and use. The municipalities work with implementation of energy actions within their own organisations and facilitation of actions of other parties.

The Association of Local Authorities in Skaraborg is stimulating growth, development and the competitiveness of agricultural and cleantech businesses through its Programme for Growth. The project Business-driven Environmental Development serves as a regional and neutral platform for the various stakeholders.

Key bjectives and actions are:

Increasing the knowledge amongst civil servants and politicians regarding the public sector’s  importance  for  the  creation  and  stimulation  of  a  market  for  the  green  industry  and environmental technology and bioenergy within Skaraborg

Support and coordinate actions that has a value for Skaraborg through part finacing, project development and capacilty building and development

Enhance the profile of Skaraborg compence within green industry, bioenergy and environmental technology

Increase the regional, national and international cooperatin Promoting increased equality within the green industry, bioenergy and environmental

technology Development of platforms for transfer of knowledge between the green industry and

research and educational sector.

Support programmes and market situation for bioenergy Skaraborg is a European focus point for farm-scale production of biogas. Farmers are constantly building new plants and the municipalities are in the forefront in the world.

The first large-scale plant for liquid biomethane in the world is recently being built in the city of Lidköping. It is a public-private partnership.

In addition there is a deployed market for utilisation of bioenergy for heating and electricity. All major towns have district heating fuelled with bioenergy and there is a substantial amount of smaller units in villages or for single buildings.

Regional bioenergy actors The bioenergy development in Skaraborg involves many actors throughout the value chain. From farmers and forest owners, municipalities, technology and competence suppliers to end consumers.

Skaraborgs kommunalförbund (the Association of Local Authorities in Skaraborg) is stimulating growth, development and the competitiveness of agricultural and cleantech businesses through its Programme for Growth. The project Business-driven Environmental Development serves as a regional and neutral platform for the various stakeholders. Skaraborg was awarded The Climate Star in 2009, the European award for local climate protection initiatives.

Municipalities

Since the early 1970íes Swedish municipalities has by law worked with local energy planning. Today the planning activities are more strategic than spatial and incorporates both the municipalities own operations as well as citizens and businesses. The energy planning has lead to indepth knowledge of the energy situation in terms of use and resources. Most municipalities have participation as a key element in developing of the energy plans to both identify measures and to mobilise the stakeholders and interested parties.

Municipalities also actively work with public procurement to address sustainable development. An exemple is the procurement of biogas vehicles which has been implemented jointly by most municipalities in Skaraborg. All municipalities has an energy coordinator for internal operations and an energy advisor for the public.

Utilities

In Sweden many of the municipalities owns and operates their own local utilities. All major towns have district heating fuelled with bioenergy and there is a substantial amount of smaller units in villages. In addition there is a deployed market for utilisation of bioenergy for heating and electricity.

A relative large scale bioenergy user they play a key role of integration new, local and sustainable biomass resources in their operations. Some of them actively work to find alternative suppliers but main parts are procured from large forest owners or logistic corporations. However the tendency is leaning towards a differented supply and new biomass resurces from land and forest residues.

Experts/consultants

There is a range of experts that support the development with both technical, organsiational and business support.Many of them are specialised in a specific part of the value chain or a technology area.

Regional bioenergy actors Farmers and forest owners are working togehter to develop renewable energy in general and bioenergy especially within

the framework of EnergiGården (the Energy Farm). EnergiGården started as a project about 10 years ago initiated by KanEnergi and is now an autonom organisation placed within the R&D organisation Agro Väst. The purpose of the programme ENERGIGÅRDEN is to be a focal point and driving force in the development of renewable energy production from the west Swedish agriculture from a local producer and customer perspective. EnergiGården is today working with technology development, capacity building, local cooperation and international projects. About 40 different organisations are members and support and particiapte in the bioenergy development and dedicated actions and projects. EnergiGården has also been the initiator of creating 12 demonstration farms for renewable energy. These farms serve as good examples for others and demonstrate bioenergy heating, biogas, energy crops, wind energy and micro hydro power. Green Tech Park (GTP) is a business park located in the heart of The Swedish University of Agricultural Sciences campus in Skara, Sweden. What makes the park unique is that it works towards a sustainable and responsible entrepreneurship. The companies established here range from business start-up consultation services to companies working to promote locally produced food and renewable bioenergy.

Green Process Arena is a regional project based at GTP which aims to encourage sustainable rural development by stimulating green entrepreneurs and the creation of networks within fields such as small-scale bioenergy production and food production, green care and development of the regional horse business.

Training and education SLU – Swedish University of Agricultural Science origins in Skara go back to 1775.. Today they both carry out research and offer educational programmes and information within the sectors that are connected to the entire food chain and animal health care.SLU in Skara works in close co-operation with industry and use interdisciplinary method of working.

The agricultural collages arranges programmes in animal, farming, forestry and horticulture. In Skaraborg there is three of them: Sparresäter - forestry, Sötåsen – animals, farming and Uddetorp – animal, forestry, horticulture.

Biologiska yrkeshögskolan BYS (post-graduate school, vacational learning) educates amongst others agro technicians and bioenergy technicians

Strategic approach The key to develop a sustainable region lies within the agricultural and forestry sectors. The annual  turnover  in  those  sectors  are  €  100  million  if  fully  developed  and  can  provide  the  region with some 2000 new jobs. The Skaraborg region can produce enough biogas for 70 000 cars annually from agricultural residues, and will be self-sufficient if the region add the potential from sewage sludge. This will lead to a decrease in GHG emissions.

Sweden, as a nation has decided to break its fossil fuel dependence by 2050. Skaraborg has adopted this challenge and plan to do this already in 2030. 90% of the buses in Skaraborg will run on biogas in 2025 and the municipalities are stimulating the production of biogas cars through public procurement. The municipalities and public companies own more than 1 000 cars. Cooperation is a strength in this region, both with the municipalities, the business sector and with international partners in Europe, Africa, China and the U.S. Skaraborg was awarded The Climate Star in 2009. the European award for local climate protection initiatives.

Supporting the implementation of the strategies for bioenergy development Vital parts of the strategic approach was to interact with key stakeholders, networks and organisations working in related fields to bioenergy development. By doing so the Bioenergy Promotion project could have a greater impact as well as follow-up the already iniateed processes and regional network point established in the main stage of the project.

Importan tasks was to:

Arrange a kick-off meeting with relevant local and regional stakeholders within the demo region as well as further interested municipalities and regions. The meeting will focus on strategic bioenergy development in Skaraborg and to display planned activities within the project.

o The kick-off meeting will be arranged in collaboration with the Association of Municipalities in Skaraborg during spring 2012. Objective is 30 participants and output in terms of meeting proceedings and participant list as well as copies on speeches.

Awareness raising and stakeholder involvement through communication: securing public acceptance and early public participation. This will be encouraged by participation in relevant local and regional events and meetings, and by presenting the project and the topic of bioenergy within the region.

o Examples are Bioenergy Information Days on Agricultural collages, meetings with associations of farmers and forest owners as well as municipal owned utilities (district heating and biogas production) and real estate owners

o During the project period at least 6 presentations on strategies and actions for bioenergy development and the project will be held. Outputs in terms of copies on presentations and participant lists

Continuation of the Bioenergy Promotion regional network points as a communication and information platform

o Journal on contacts will be developed and reported. In end of project period a follow-up action will be concluded to assess benefits and status of issue/question raised

o This  will  be  integrate  with  each  organization’s  strategic  development  in  relation  to energy planning and regional development

o Participation and input in at least 4 strategic process will be carried out. Outputs in terms of meeting minutes and participant lists

Bioenergy Actions and results Business support

Quite a lot of effort has been put on supporting businesses and networks of farmers wanting to invest in different types of bioenergy solutions and supply chains. Examples are:

Support for working group of farmers/forest owners wanting to invest in biomass heating plants and fuel supply: Two groups within the framework of EnergiGården (the Energy Farm) has been supported with coaching, information and business and technology intelligence data. The groups worked with:

o Bioenergy solutions for eliminating or minimizing fossil fuels for grain drying. The gruppå has assesse their possibilities for different range of fule switch and investments needed for integration of the grain dryers and other heating needs at the farms.

o Support for the creation of a biofuel terminal and logistic chain. The group has a dedicated interest in refining their biomass resources throughout the value chain by establishing terminals for drying, storing, mixing and deliveries to heating plant and/or being part in the ownership and operation of small- and medium sized heating plants and district heating networks for haet supplies to scholls, elderly homes, kindergartens, churches and households in smaller towns and villages.

Another important action has been to support the development of a regional bioenergy terminal for including additional biomass resources in the supply for larger biomass heating plants in Skaraborg. This idea is driven by the private company Lundby Maskinstation AB that both owns and operates a fleet of agricultural and forestry vehicles as well as being a contractor for harvesting, thinning and ash recycling on forest land. In addition they owns and manage their quite large forest areas.

The project has included contacts with utilities and heating plants all around Skaraborg and also testing fuel mixes of wood chips and straw or crushed stubs (shown in picture above). Some delivery contracts has been made but more work is needed. Especially due to the decrease of prices on ordinary wood chips from forest residies and by-products from the sawing mills etc. However, these kind of activities need to be stimulated for a sustainable growth in the bioenergy use.

A demonstration Day for interested parties was held in 30 may 2013. 17 people participated.

A large scale project that been developed and supported throughout the Bioenergy Promotion Project is the feasibility study and project development of a large scale bioenergy refinery in Otterbäcken, Gullspång Municipality (Energy Combinate Otterbäcken – ECO).

The project is based on the current favourable situation of a large plywood board manufacturer placed right nearby a harbour. According to the investigations made there is a substantial potential of using biomass material within the nearest surroundings and residues from the board plant to produce steam, electricity, heat and torreficated wood pellets. These producs can be used locally and the pellets transported cost-efficient by boat to other locations in Europe.

The project is now in its second phase with feasibility and technical studies for system design, investments and organization issues etc. This is confidential where as the Bioenergy Promotion Project cannot take part any longer.

• Support to food industries and washeries for using bioenergy for steam production

• Inventory of market actors within agro-technology and bioenergy

• Inauguration of the bioenergy heating plant established in BP1 January 2013

• Support to Skövde Municipality in integration of bioenergy in a new building area

• Participation in Strategy Roadmap for Skaraborg in relation to energy and rural development, 59 participants

• Support to Lidköping Municipality in highlighting bioenergy in municipal energy planning and strategy

• FutureForum for rural development in Skaraborg – coorganiser. Around 140 participants and several targeted workshops. One with Bioenergy Promotion theme

• Established cooperation and actions with the Energy Farm, Biogas West, Chamber of Agriculture, Association of Municipalities in Skaraborg, Green Tech Park (Skara Municipality) and other key stakeholders and support organisations.

Information activities An important part of supporting the bioenergy development in Skaraborg is to initiate and coordinate informational activities. Often this is made in realtion to the business support actions described above orv in conjunction and collaboration with key partners described earlier. Below we describe a few of these actions.

Agricultural fair, Lidköping 21-22 March 2013

In March 2013 for the first time a regional agricultural fair was orgainsed. The project was involved in a very early stage and was responsible for arranging a dedicated area for bioenergy. The “Bioenergy Square” was 250 m2 and had 9 different exhibitors. In addition

several mini-seminars was arranged for the vistors each day.

The fair was very much appriaciateda both by exhibitors and vistors. In total there were 8 146 vistors of which almost all also vistited the Bioenergy Square. 150 people took part in the mini-seminars.

During the two days a BP information and leaflet handed out in stand, lot of people was curious about different bioenergy technologies.

In addition there was a lot of media coverage in terms of advertising in lovcal and regional press and radio as well as TV reportage from the fair.

Solar and bioenergy information day for farmers

In autumn 2012 a Solar and bioenergy seminar for farmers was arranged togheter with the Energy Farm. Theseminar was held at Uddetorp Agricultural collage and attracted 110 participants. Clearly farmers has a very high interest in both bioenergy and solar energy. The project held a presentation on the possibilities of integration of both solar and bioenergy on farms and it’s benefits and overall system design criterias.

Articles in press

An importnat part of the communiaction strategy has been to facilitate information about bioenergy in Skaraborg through press and other media. Thi has resulted in articles in the Swedish Energy Agency’s own magazine “EnergiVärlden” as well as the Swedish “Bioenergy” magazine. Both with national audience and relevant reader groups.

Transfer actions with other Demo Regions

An important part of the Bioenergy Protion project has benn the transfer between the Demo regions in relation to technology, organisation, planning, business and project support etc. We have mainly taken part in two dedicated transfer activities. These are:

Industrial symbiosis study tour to Kalundborg (14-15 May 2013) Transfer biogas study tour from Poland (April 2013)

Industrial Symbiosis

Industrial Symbiosis as a method and concept of identifying cost- and resource efficient ways of utilizing utilities and by products has been a success in Kalundborg. In West Sweden many municipalities and industrial areas wants to improve their operations to become more resource efficient In this context the Bioenergy Promotion project invited municipalities and industrial actors to visit and learn more from Kalundborg.

Four municipalities wanted to join as well as initiate an Industrial Symbiosis project within their geographical area. The municipalities are Vänersborg, Åmål, Sotenäs and Dals-Ed. In addition the association on Municipalities of Fyrbodal and the Region Västra Götaland decided to support this initiative.

The study tour to Kalundborg was a fisrt step in the initiaon of a regional pre-project/feasibility study. The work with the four municipalities resulted in that Dals-ed and Sotenäs will continue to work with IS as a development method. With adequate allocated resources and support this pre-project has the potential to be the foundation for a larger regional Industrial Symbiosis platform. The municipalities, togheteher with Kalundborg can serve as good practice which is a key factor for success and replication.

Biogas study Tour from Poland

In 9-12 April 2013 a delegation from the Polish Demo Region visited Skaraborg to learn more about regional biogas development and site visits. The tour also included to a large biogas facility in Linköping, East Sweden.

On Skaraborg the delegation met with local politicians and decision makers to leran more about the Swedish Public-Private approach for biogas development through planning, investments and stimulating demand through public procurement. They also visited the plants in Lidköping and Falköping

Lidköping Biogas is one  of  the  world’s  first  plants  for Liquefied Biogas (LBG). The new plant is a joint effort for the companies Swedish Biogas International Lidköping AB, Göteborg Energi AB and the Municipality of Lidköping. The plant will supply cars and trucks with renewable fuel. The plant produce 60 GWh of biogas annually, equivalent to the amount needed to power 6,000 cars driving 1700 mil per year.

The Falköping plant located at Hulesjöns sewage and is part of collaboration between Falköping, Falbygdens Energy and Fordonsgas. The plant upgrade biogas from the adjacent biogas plant owned by Falköping community. The upgraded biogas is then transports to filling stations for cars. The plant produces today biogas equivalent fuel for about 400 cars / year. The biogas is produced by rotting sewage sludge, municipal and industrial food waste.

Key results, lessons learned & success factors Continues support and advices to businesses and stakeholders are vital to function as a regional network point. If this is established stakeholders contact you and thus you will have a continues overview of on-going and planned actions, initiatives and interests.

The Bioenergy Promotion project has given this possibility to act as a regional network point. An  example  is  the  coordination  of  a  “bioenergy  square”  at  the  regional  agricultural  fair  with  over 8000 visitors as well as participation in farming networks in the bioenergy field.

Spatial planning and strategy development in relation to bioenergy development is mainly carried out on local and regional level.

The ability to take part in this processes due to the Bioenergy Project has been very valuable. Through the project several municipalities has been given input and advises in relation to bioenergy within energy planning, rural development and public initiatives in developing new areas and investing in existing buildings, areas and utilities (district heating and electricity).

Learning from others are important for transfer an uptake of both technology as well as planning procedures. The stimulation of regional bioenergy supply chains involves a lot of facilitation and stakegholder participation.

Trough the Bioenergy Promotion project we have gained insights and understanding of different perspectives and solutions throughout the Baltic Sea Region.

Examples of this are:

The possibility to display the successful work of developing biogas production and use for both CHP and vehicle fuel for the other Demo Regions has enforced the actors that they are a good example for others and empowered them to carry on. Example is the study tour from Poland.

The study Tour to Kalundborg on Industrial Symbiosis really was a door opener for the participating municipalities to adopt to this approach in their work with both business and rural development. They are now all working with parts of the IS methodology as a driver for development.

The way forward The results, lessons learned and contacts that has been created and fostered within the Bioenergy Promotion Project will mainly be feed into a newly established regional project supported by the Local Association of Municiplaities in Skaraborg, Skara Municiplality and the Västra Götaland Region. The project is called “Green Process Arena” and is hosted by Green Tech Park in Skara.

The Managing Director of Green Tech Park as well as project manager of Green Process Arena is Mr Pascal Tshibanda. Pascal has actively taken part in the Bioenergy Promotion project and participated in three of the conferences arranged.

Green Process Arena

A recently started project based at Green Tech Park is Grön Processarena (Green Process Arena) which aims to encourage sustainable rural and regional development by stimulating green entrepreneurs and creation of networks within the fields:

Small-scale bioenergy production

Horse business – development of a horse cluster

Small-scale food production

Green Care – nature and animals as a resource for employment and care

Greenovation – user-driven innovation processes and concepts in the green sector

Horisontal priorities (equality) within rural entrepreneurial development

Personal coaching – a complement to the existing business coaching

Supportfor regional sustainable bioenergy supply chains will be an important part in many of the above areas.

The goal is to support and encourage green entrepreneurs, academia, business associations and the public sector to conduct sustainable development by creating a platform where knowledge, processes and ideas meet – the green process arena.

Bioenergy Promotion Project Partner

The Swedish Energy Agency is a government agency for national energy policy issues. The Agency’s  headquarters  are  in Eskilstuna and we are around 370 employees. The Swedish Energy Agency is subordinate to the Ministry of Enterprise, Energy and Communications and regulated by the Government through the instruction. Parliament and the Government decide on the assignments and budget of the Agency.
