Seona Martin said since the report was prepared Craig Barry hasachieved his Silver Freeskating commission. Quite a few commissionshave been completed – bronze, silver and gold. There are a lot inprogress. There are also a lot of stale commissions which need to bereviewed.

Seona is looking at Rollart for all levels of judges. It’s a slow process.We are awaiting information. Have had a couple of commissionsresigned – Debbie Kokonis and Kevin Wilkins. Seona thanked them fortheir years of judging and support.

Jim noted that Precision is only one level. It is difficult to achieve. Somehave applied and are in their second and perhaps third years, but stillhaven’t received their commissions because it is very involved. Jim isusing international videos as there are not a lot of hours available inAustralian competition. Jim congratulated Michelle Evans on gainingher commission.

All Chief Examiners are open and available at all times for assistance.Seona said she often has people on her judging panels who don’t havecommissions because there are not enough commissioned judges

Lyn said that a couple of referee commissions are in progress –particularly Victoria. They are using skype sessions. Everybody getsbusy leading up to States and Nationals. Everything is hovering becauseof Rollart – roles are changing – responsibilities are being re-aligned.Responsibilities are still being fine-tuned. It’s a waiting game – probablyanother 3 months before we see a good indication of where this isgoing. There is a lot going on in the background. Event Managers areessential. Rollart says referees need to be fully commissioned.Administration will be handled by Event Managers.

Briony Beckett said there are not many officials, but a few are stillcoming through. This has been a year of change.

Helen Lloyd-Jones requested a change to the report - Anita Hunt’s SilverDance commission has been completed and her Silver Figurecommission is under way.

Bill and Anita McLardie havealso resigned their commissions. Maureen Rose has resigned herinternational commission but is still active in Victoria. Seona thankedthe people who support her. It’s been a busy year. She is doing multipleroles. She mentioned that she has thanked key support people acrossAustralia in her report. Victoria has supported Seona financially to haveinterstate judges travel to Victoria for assistance to officials and shethanked Victoria for that. Lyn Cole congratulated Seona for the workwhich she has done.

Brenda Zetzmann noted that Seona was awarded life membership byVictoria for her work.

Jodie provided some feedback from the coaches’ meeting on Saturdaynight. Some of the feedback was from the meeting itself and some wasfrom discussions outside the meeting after people approached her.

The Requirements Committee meeting report will be discussed later atthis meeting. Chris Clough suggested that Requirements Committeeitems be passed to Requirements Committee for their decision. Anysuggested changes to be reviewed by the AAC. Pam Young said thatsome of the changes are already motions for the AAC meeting. Changeswill be dealt with as suggested changes at the AAC meeting.

Karen Aronis said that the Requirements Committee needs to know theCAOC meeting’s feelings on the suggested changes, which need to goback to the Requirements Committee.

By Whom By WhenMasters Solo DanceThe suggestion is that Masters Novice Solo and Couples stay as separateevents – i.e. not combined with Style Dance. The second compulsorydance should be the same dance as the compulsory part of Style Dance.Advanced Masters Solo and Couples should stay as combined eventswith Style. Coaches are worried that we will lose Masters Novice skatersif they are forced to do Style. If they want to do Style, they will have topay and nominate for both events. We should give them the option todo a combined event if they wish – this year 14 are doing Solo, but only7 are doing CSD. Changing the second event to Style (from CSD) will giveskaters something more exciting to do if they choose to do so. PamYoung queried if any discussions have been had with New Zealand.Susan Brooks said that that the whole idea came about in Europe whenthey were sitting with New Zealand people.

Susan Brooks moved a motion as follows:“Masters Novice Solo and Couples remain as separate events atNationals and that the second compulsory dance in Masters Novice bethe same dance as the compulsory part of the Style dance. To beselected to go to Oceania Championships, skaters need to compete inboth events.”

Seconded Peter Rye.The motion was carried.Open ShortThe suggestion was made that Open Short is not dropped after this year.

Discussion - Jayson Sutcliffe spoke against Open Short being retained.He feels that international events have short and long programs. If theskaters are ready, they should move to the international events. Ifthey’re not ready to go to international events, they should spend thetime on one program (Preliminary or Advanced) – get that right beforemoving up. Now that the international events have short and long, it’sno longer necessary to have Open Short. States could continue with

The meeting supported the Requirements Committee in their decisionto remove Open Short.

Warm up roomThe warm up room can be used during Nationals if it is not booked.Trudy Cottrell will get a timetable of when it’s available. Pam Youngisn’t sure if there will be a marshal – it should only be available to thoseskaters who are in the next 2 events. There is no guarantee that thefloor will have been washed or cleaned.

This is an AAC issue and pertains to the current Championships only.

2019 NationalsThe date was chosen because of clash with Worlds.Event warm ups for trainingNumbers of skaters on the floor. Event warm up is maximum of 6skaters for the event, but for training the numbers can be larger becauseof time limitations. This is an AAC issue.

AAC Chair

1½ jumpsSkaters are not penalised for doing 1½ jumps. They are being assessedon how well they do jumps. Lyn Cole described the quality of a jump.This year 1½ jumps are accepted – next year with Rollart they will not beaccepted – they will be considered an under-rotated double.Youth Solo Dance – Free DanceOfficial training is before compulsories are skated. Queried the skatingorder for the training. This is an AAC issue. Chris Clough suggested thatskating order for the freedance should be the same as for compulsories.

Seona Martin made some points. She is investigating online toolsparticularly for remote situations. She thanked Lyn Cole and JodieNelson for developing refereeing, the Rollart seminars and theirenthusiasm. There have been 11 workshops in 5 states with over 200attendees. Plans are in place for further workshops which will includetraining for technical specialists and QOEs. They will ensure that thesame information is given to each State – they will use the samePowerPoint presentations across Australia so that everybody sees thesame information. Rollart is part of a bigger picture – we are in atransition phase. The next phase is going to be here next year, but thetransition is going to go on for several years. Things will keep changingwhile it is worked through. We will have to wait for World Skate to giveus the information which they are working through. Seona thankedeverybody for their support as well as for their patience. Sheencourages everybody to take part in workshops as they becomeavailable. No funding is available at the moment – it is being funded bythe States.

During this week at Nationals, there is a mentoring table. Anybody whohas a commission or is working on a commission is welcome to workwith the mentors. Please dress appropriately - no State colours to beworn – everybody should be dressed in navy and white.

Chris Clough asked if there are any changes. None noted. Chris thankedeverybody who has given their time during these Championships.

11. Requirements Committee Minutes The RQ minutes were circulated with the agenda.

The minutes quite comprehensively explain everything which theRequirements Committee (RC) is recommending for next year.

Tiny Tots age - the RC recommends a change to Tiny Tot age. Thesethings may be already covered in motions to the AAC meeting. There isa gap of 1 year in the National Pathway. The RC proposes to introduceanother grade to cover this gap. There was a situation where a skaterwasn’t ready to go into the international stream but couldn’t go into thenational stream. The RC suggested that the age be adjusted from under9 to under 10. Seona Martin noted that Tiny Tot is in internationalpathway next year. She suggested that the RC moves this grade tomatch World Skate. Karen Aronis said that we always follow WorldSkate and once World Skate brings in a change, we will follow it. JaysonSutcliffe queried a big difference between skaters in Tiny Tots – there isa huge difference between a 5-year-old and a 9-year-old.

The CAOC meeting supports the suggested change.

Preliminary entry age increased to 12 years – no issues. The CAOCmeeting supports the suggested change.

Promotional grade – proposed to be introduced to cover the gap in theNational Pathway for skaters who are 10 or 11. Jayson Sutcliffe queriedwhether skaters at this level should stay in States and not move toNationals. Seona Martin and Karen Aronis suggested that Jaysonproposes a motion for next year – the current motion will not be

Precision – Freshman and Mini – the suggestion is that these grades aredeleted.

Seona Martin said that there is a coach in Victoria who is concerned thatsome skaters will have nowhere to go. Karen Aronis said that thesegrades can be done at States – but will not go through to Nationals. Themeeting supports the motion to delete these grades.

Minimum age for open precision, show groups and quartetsMinimum age for open precision, show and quartet is proposed as 8years by the RC. The meeting supports the motion to maintain theminimum age of 8 for precision, show and quartet (because of the riskof injury for younger skaters).

The CAOC meeting does not support the motion being put before AACthat there is no minimum age.

Inline dance and solo dance – to be deleted from 2019 schedule due tolack of uptake. The CAOC meeting supports the removal of theseevents.

Inline couples – the RC recommends the removal of inline CSD, PrimaryCSD, Masters CSD and Advanced Masters CSD. The CAOC meetingsupports this.

Figures – recommended figures for 2019. Lisa Gilchrist queried Primaryfigures – Figure 6 and Figure 4. Both of these figures are Silver Medal.Karen Aronis said this has come from World Skate - both figures arebackward edges with no turns. It’s the same for Juvenile. Preliminary –the RC will look at changing the figures for next year so that each grouphas an inside three and an outside turn. The CAOC meeting supportsthe RC recommendations.

Precision – Masters – numbers of skaters – the RC suggestion isdifferent from the motion going to AAC. This CAOC meeting wants thenumbers to be left at 24 until World Skate clarifies. The CAOC meetingaccepted this.

12. 2019 Australian Championships The venue is Mt Warren Park from 29 June to 6 July 2019. World RollerGames are 5 to 14 July 2019. There will be an international selectionevent on 13 and 14 April at Dandenong in Victoria, combined with aRollart seminar.

13. Oceania Championships 2018Rotorua, New Zealand. Brenda Zetzmann said an email was sent lastweek to coaches with information. There is a Facebook page whichcoaches have been advised of. The team leaves on Tuesday 18September returns on 24 September 2018.

2019Melbourne – 2 to 6 October 2019. The venue, which is still to beconfirmed, will be Dandenong.

14. Changes to manuals Pat Wallace has requested authority from members to make changes tomanuals as required to maintain compliance with World Skate and CERS

Wallace and was accepted by Pat Wallace. No other nominations havebeen received. Therefore, Pat Wallace is declared as duly elected. Patcirculated an open letter to the CAOC meeting. She already has a big jobwith world doping issues and she needs each of us to “do our jobs”.Chris Clough noted that Pat has the depth and years of knowledge whichmakes her the best person for this role.

17. 2018 World Championships - France Karen Aronis is Australia’s judge and Barry Andrews will be calculating.The meeting congratulated Karen and Barry.

18. Next Meeting The next meeting will be held at Nationals in 2019 at Mt Warren Park –date and time to be advised.

19. General Comments From the Calculators:Judges/Referee sheets: -- there are no referee penalties shown on the judges’ sheets and nojudges penalties shown on referee sheets;- capping has been defined on all events, except Open InlineFreeskating. The Rollart Group advised that capping for Open InlineFreeskating will be 6;- B mark components are on the judges’ sheets. There are 4 sections.

Seona Martin requested that judges give marks for every section –not just an overall mark;

- generic sheets are used for compulsory dance and figures – cappingfor each grade is listed on all sheets;

- touchdowns are also shown on sheets for each grade of figures;- content lists will be available for each judge and referee – bundles

will be given to the referees to be handed out at the beginning ofeach event.

Helen Lloyd-Jones thanked Chris Clough and Jasmin Ball for the workthey have done to set up paperwork for these championships.

REPORT FROM CAOC CHAIRMAN TO THE ANNUAL GENERAL MEETING OF THE COMMISSIONED ARTISTIC OFFICIALS’ COMMITTEE

29 June 2019 – Mt Warren Queensland

Firstly, I apologise for not being able to deliver this report in person. Unfortunately for the second year in a row the Australian Championship coincides with the World Roller Games / World Championship. My thanks to Chris for agreeing to Chair this meeting and to Karen for taking on the role of leader and co-ordinator of officials for the Championship.

During the year the implementation of Rollart has gone from planning to functional. Thank you to everyone involved in the process and to the skating community for being supportive during the implementation phase. To achieve this, we have formed several working groups to provide expertise in each of the aspects of the implementation.

As you can see there has been a change in New South Wales. Thank you very much Briony Beckett for managing NSW CAOC over recent times and to Ally for stepping in to take the position. In is encouraging that young people with experience in the sport are stepping into leadership positions.

Chief Examiners Chief examiners were elected in 2017 for a 2-year term so are due for re-election this year. I thank the current Chief Examiners for their support of officiating in Australia. The current Chief Examiners are:

The Rollart Action Group has done an excellent job of implementing Rollart and together with Chris Clough and Jasmin Ball in training of officials in its use. The leaders of the education programmes are Karen Aronis for dance & freedance, Seona Martin for freeskating & Pairs, Chris Clough for Event Managers and Jasmin Ball for Data Operators. My thanks to all of them for the extensive work and time they have donated.

Seona Martin has successfully completed the World Skate Artistic Technical Commission assessment to become a World Skate Technical Specialist for Freeskating & Pairs. Congratulations Seona, an excellent achievement and a just reward for all the hours you spent in preparation.

Rollart Technical Group At the 2018 Australian Championship we identified a need to set up a technical group to research and make recommendation concerning the IT needs of Rollart and to test the programme. We identified an advantage in having the same system with the same set up throughout Australia so that officials and technicians can move from one State to another and the IT system is the same. This also makes it easier to take computers from one State to supplements those in another when necessary.

The Technical Group are Chris Clough Qld Martin Ball Qld John Lane Qld Barry Andrews WA Brad Fraumano Vic and SA Briony Beckett NSW.

The technical group, particularly Martin, Chris and Barry have been testing and working with the Rollart software since October 2018. During the testing process many issues were identified, in particular the inflexibility of the Rollart software. We are unable and don’t have permission to add events and requirements for our National and development level competitions, so we are mapping the requirements for these events to events with similar requirements in Rollart

We are very lucky that we have in Australia, people with the expertise of the technical group who are willing to put in many hours in testing the system to give us the best chance of success in a transition that has been far from easy. It is interesting that all of Europe and the USA are using the White system for events that are not in the International schedule.

I very much appreciate the financial commitment all States have made in purchasing the required hardware to run the system and to achieve our goal in having compatible equipment throughout Australia.

Requirements The requirements committee reviews and set requirement for Australian Championship and Proficiency tests. During 2019 skating year Seona Martin and Jasmin Ball were added to the group, Seona to increase knowledge of the International perspective and Jasmin to advise on Rollart compatibility of requirements and to assist in the formatting and publication of the Australian Championship requirements.

The World Skate Artistic Technical Commission (ATC) manuals will be reference point for all requirements covered by Rollart with our manuals being used for proficiency tests schedules and rules.

The requirements committee members Barry and Karen have provided a manual including key points for non Rollart dances in the National schedule. Dances that are not included in Rollart are not included in World Skate ATC dance manual.

For 2020 requirements the World Skate requirements will be adopted for International grades and mapped for National Grades as much as possible (see requirements committee report). The nomenclature for all figure events will be as per World Skate. The change eight

we have in Australia does not exist in World Skate figure schedule. The Australian change eight will be known as figure 1c and 1d, ½ change eight. C = right foot start on the circumference of the circle where the long axis crosses in line with the point of tangency of the circles D = left foot start on the circumference of the circle where the long axis crosses in line with the point of tangency of the circles It is anticipated that World Skate requirements will be available after the World Championship sometime late July or August. Requirements will be notified as soon as possible after we receive them.

Figures & Show Figures and Show have not been included in the Rollart system. They are being judged at all competitions, including the World Championship, using the White system. In Australia figures and Show will be judged using the White system in accordance with World Skate guidelines i.e. out of 10 and no CAPS. Inline free skating is also not included in Rollart. Inline has different factors between the short and the long programme compared with the quad events so if we have any competitors, we think the best option for this year is to use Sk8calc and manually apply the factors.

New and Up Graded Commission There have been a number of new and upgraded commissions which I will not list here as the Chief Examiners and Panel Chairmen have provided them in detailed reports. Congratulations to all successful candidates.

Selection Trials April 2019 / ASV1- AAC seminar with Nicola Genchi Selection trials for World Roller Games took place in April 2019 followed by the Rollart seminar with Nicola Genchi, Chairman World Skate Artistic Technical Commission. My appreciation to Seona Martin, ASVI and AAC for their enthusiasm and drive and in making the investment to make this seminar happen. It was a very valuable educational and social experience for the 100 + people who made the trip to Melbourne for the very successful event which featured workshops for skaters and coaches as well as officials. Oceania Championship – Melbourne Australia According to the Head of Agreement NZ as the visiting Federation will provide two judges and a technical specialist. This means Australia will have to provide 2 members of the Technical Panel, 3 judges, a Referee, Data Operator, and Event Manager. I have responses from Jim Beard, Karen Aronis, Lyn Cole and Seona from the Judge /TS and Chris and Jasmin are available as calculators/data operators/event managers.

World Roller Games 5 to 15 July 2019 - Barcelona Congratulations to Seona Martin on being invited as a Technical Specialist in freeskating and Barry in the Event Manager / IT section.

World Championship 2020 Paraguay / World Roller Games Argentine 2021 World Skate Executive Board have just awarded the 2020 World Artistic Championship to Paraguay. Published date is 29 September. World Roller Games in 2021 has been awarded to Argentina in October / November removing the need to have separate selection trials in these years.

International Commissions Currently Australia has 9 International officials including 4 A judges, 3 A calculators, 1 AR judge who is a B referee, and 1 B judge. Maureen Rose and Lorraine Kealley have resigned their commissions.

Several judges and coaches attended the World Skate Artistic symposium in January and the Nicola Genchi seminar in Melbourne which will assist us in developing skills toward attaining International commissions for officials and International recognition for coaches. Australia has a need for more international judges so I would like all Panels to embark on a talent identification among existing young judges and senior skaters who may be interested in adopting a career in judging.

Future Planning Training Officials Our objective is to maintain and improve the standard of our officials and to increase the number of officials at entry level to feed into the number of high level and International officials in the future. We are researching online training software once again as availability has increased over the past few years and costs have reduced in some areas.

Officiating Courses Officiating course will need a complete re write to accommodate our new method of assessing performance in Rollart and some new courses will be needed e.g. Event Manager and Data Operators. This is planned for 2020. We already have a lot of the course material in place due to training for Rollart.

Proficiency Tests The proficiency tests will be completely redesigned to align with Rollart

Working with Coaches & Athletes As an officials’ committee it is important that we continue to communicate with coaches and athletes and respectfully share opinions. There is great value in considering issues from the put of view of others especially those impacted by decisions that are made.

AAC & CAOC Manuals AAC and CAOC manuals are now obsolete in many areas and not fit for purpose. I ask that CAOC and AAC give permission for the manuals to be updated as appropriate to accommodate the new direction of artistic skating throughout the World and in Australia.

Conclusion This has been a big and successful year with the successful implementation of Rollart and the organisation of the Nicola Genchi seminar in Melbourne in addition to the routine tasks of training officials, officiating at local, State, National and International competition plus the other day to day work of the committee. My thanks to Pam, the AAC executive, the Rollart Action Group, Technical group, Requirements Committee, Panel Chairmen, Nicola Genchi organising committee and all officials for their work, help and support throughout the year.

The implementation of Rollart across the country has demonstrated how effective working in teams each with a team leader can be. I think this is an approach that has great merit and needs to be developed into the future. It has a great benefit in the “here and now” and provides an excellent opportunity for succession planning into the future.

REPORT TO CAOC AGM FROM THE CHIEF EXAMINER FOR CALCULATING – 2019 Introduction The last 12 months has proved to be a particularly difficult year, with the introduction of Rollart, and

the Technology Group. Significant topics have been covered during the year including:

1. NOAS Courses – no work carried out this year, although these courses will require updating

due to the introduction of Rollart and the new rules involved.

2. Maintenance of the national proficiency test database - ongoing

3. Calculating Program sk8calc – ongoing

4. Implementation of Rollart as part of the Technology Group, with significant time spent on

specification of suitable hardware to run Rollart, plus a lot of time spent on testing the various

versions of Rollart which were released.

5. Development and delivery of training courses for the Event Manager role which is an integral

part of the Rollart panel.

There were no calculator examinations during the past year. The training of calculators has been on

hold pending the introduction of Rollart, and its effect on the role.

Calculating Examinations As noted above, there have been no calculator examinations during the year.

There are people around the country who are still interested in calculating. However, the calculating

role has been significantly reduced. All events are being judged using the Rollart system, except for

figures and a few events that have no set requirements, and thus cannot be judged at present using

Rollart. These events continue to be judged using the White system and are calculated using Sk8Calc.

The future of figures within WSK is uncertain. However, I understand that there will be an

announcement during Worlds this year about the future of figures. This will then provide guidance

on what we do going forward.

Calculating Program Sk8calc is well entrenched and accepted as the standard calculating program for Skate Australia for

White system events.

It has been and is being used extensively by all States for all competitions and no calculators appear

to be having any issues with the program.

Rollart Implementation and the Technology Group The Technology Group was formed by Pat Wallace (CAOC Chair) after Nationals in Perth in 2018

Pat wanted the group to be able to cover all States, and to standardise on systems to the greatest

extent possible, to ensure that we could always run Nationals in the event that lead people in any

State were ill or unavailable for any reason.

This group is headed by Martin Ball (Queensland), and includes

John Lane – Queensland

Brad Fraumano – Victoria (also assisting South Australia)

Briony Beckett – New South Wales

Barry Andrews – Western Australia

and myself - Queensland

While the introduction of Rollart required a major exercise in re-training judges and in training people

for the new roles that Rollart required, it also imposed a major investment on each of the States, to

provide the computer systems and other technology necessary to run Rollart. The amount of

technology required to run Rollart is way beyond anything that we needed to run competitions using

the White system.

So, the implementation of the technology for Rollart became the first major project for the Technology

Group. All members of the group have contributed large amounts of time and energy and expertise

to the development of the infrastructure specifications, procurement of the infrastructure,

configuration and setup of the infrastructure, testing of the infrastructure as well as testing and

debugging the Rollart software.

There have been issues as we have run Rollart, and the software continues to present challenges which

must be overcome. This is partly due to the evolving nature of the software. Rollart is not a complete

system currently, and development continues.

This increased technology has also impacted on the running of competitions, from small leagues right

through to major competitions like WRG trials.

The setup time at the start of a competition is now measured in hours and requires help from

interested parents and others to set up and to tear down at the end.

On behalf of everyone involved in CAOC, AAC, parents and others, I would like to thank Martin and his

team for the tremendous effort involved in this project.

Event Management Event Managers have been introduced as part of the Rollart infrastructure. This role is suited to ex-

calculators (according to the WSK manuals) and I concur with that. However, one doesn’t have to be

a calculator to become an Event Manager.

The Event Manager role covers much of the work done by calculators – the work prior to the

competition in setting up the competition, preparing paperwork, etc. Many of our members do not

realise how much goes on behind the scenes prior to a competition.

So, with Event Management and Calculating covering so much common ground, it makes sense to

have both roles covered by the Event Manager.

With respect to the future, please see my comments at the end of this report.

NOAS Courses NOAS Calculating Courses for levels 1 and 2 calculating were revised in 2014 and approved by ASC.

No further work has been done on the calculating NOAS course material pending the change of roles

with the Rollart implementation.

However, these courses will need to be addressed once we finalise the process for commissioning

Event Managers.

National Proficiency Test Database It is important that all States continue to send proficiency test forms and results to AAC/CAOC, so that

the National Proficiency Test Database can be maintained. This is used for compliance checking of

State nominations for the Australian Championships. Thanks to all those who continue to provide

these results.

Please ensure that everyone continues to use the latest version of the proficiency test spreadsheet,

and that users have received user documentation on how to use the spreadsheet, in particular

regarding the preparation of summary results to send to CAOC.

Going Forward As indicated above, there will be changes required to the training of Calculators and Event Manager.

Accordingly, my thought process going forward is that

1. We will no longer train people to calculate manually.

2. We will train people to use Sk8calc to cover those events not able to be judged using Rollart.

This will be part of the Event Manager training. There will not be a calculating commission in

isolation.

3. We will train people in those aspects of the CAOC rules covering the calculator role, such as

draws for order of skating, re-draws for second parts of combined events, rotations etc.

4. We will train people in the Event Manager role for Rollart.

So, we will then finish up with Event Managers who can handle both the Calculating and Rollart

functions within a competition. No one without a current calculating commission will be

commissioned as an Event Manager until the calculating training has been completed.

This proposed path forward still requires critical scrutiny from experienced people involved in both

Rollart and calculating, to iron out any issues that I have overlooked, as well as CAOC.

Wow what a busy year we have had this year with the official introduction of Rollart and training our

team of Technical Specialists in Dance. There have been a number of training sessions held in most

states as well as the online sessions and the Australian Rollart Seminar held in Melbourne in April.

This year we stepped up the training for the Technical Specialist exams with skype and facebook live

sessions held in the weeks and months before the Rollart Seminar to assist in their study and preparation

for the written and practical assessments. We had 10 candidates sit for the Dance Technical Specialist

qualification from across Australia and New Zealand. I would like to congratulate and welcome the

first of our qualified Dance Technical Specialists:

While the training for our Technical Specialists has moved ahead, we have not had as many judging

commissions completed this year. This has been in part because the judging workbooks need to be

updated to reflect Rollart and also to focus more on the judging aspects using QOE’s and components

instead of the technical aspects. There is currently a project underway to transfer all the judging

workbooks to an online system including training videos and assessments. They will be shared once

they are finished.

It is encouraging to see we currently have a group of 4 officials across the country all working together

to complete their Gold Dance and Gold Free Dance commissions. It is very beneficial to have a group so we can assess the events much like you would on an official panel and learn from the views of others.

I would like to congratulate 2 of our hard working officials this year for achieving their Gold Dance and

Gold Free Dance commissions. They have both been on the A panel for the last couple of years, have

gained experience by traveling to other states and one has even gained international experience at the

Oceania Championships. A big congratulations to Lisa Cain and Briony Beckett for all their hard work

and on finalising their commissions.

As we have all seen from the competitions held this year, Rollart requires more officials on the panel.

While we have been focusing on the Technical Panel, we also need to remember that we don’t want to

deplete the breadth of experience we have on the judging panel. Both panels are equally important and

both stand alone.

I am encouraged by the number of applications I have in progress for the Bronze Dance Commission.

As soon as the online workbooks are finalised, they will be sent to all candidates currently in progress.

As mentioned above, we have a group working together on the Gold commission level. This highlights

the Silver commission level, where we have a shortage of applicants. Now more than ever, we need to

continue to attract new people to enter the judging world.

Finally, I would like to wish all competitors and officials a very successful 2019 Australian

Championships. I am looking forward to seeing all skaters doing their best this week.

CHIEF EXAMINERS REPORT – REFEREE Jodie Nelson & Lyn Cole

World Skate is in the midst of an historical change with the introduction of Rollart and Skate Australia has been proactive, embracing this change and the timeline set by World Skate. This was no easy feat and required the cooperation, collaboration and expertise of many people across all areas of artistic and Skate Australia. To put this into perspective, we are the only country implementing for all competitions and all levels….well done to us all, our sport and skaters are the better for this.

Since writing last year’s report, the 8 months May to January saw the national preparation for transition to Rollart then the last 4 months implementing and ‘go live’ of Rollart for the commencement of the 2019 skating year which was our goal.

Nationally, this year, we have successfully completed local league competitions and State Championships using Rollart including the World Roller Games Trials in Melbourne. WRG trials was under the guidance and support of Nicola Genchi, Chairman of World Skate Artistic Technical Commission and Rollart creator, who was very impressed with how Australia has embraced and implemented Rollart.

Rollart itself continues to evolve since being put into practice and as you would expect there has been changes and refinements and there are more planned for the 2020 skating year which demonstrates their commitment to continuous improvement.

With this, from a Referee’s perspective the focus was on understanding what was ‘business as usual’ and what was changing for Referees. Referees have been proactive in understanding and adjusting their learning, however, the proactive recruitment of new referees as seen over the past few years was on hold, but locally in most states, we have referees in-training. The recruitment drive will commence, post Nationals.

Next step for Referee is to rethink and redesign our learning pathways and examination segmentations so that it is more in line with Rollart, grades, disciplines etc. Most chief examiners have been discussing this for some time and have some sound strategies in place to finetune and implement.

We are planning a forum for Referees to refresh and discuss the new rules and their application prior to Nationals. More situations and scenarios have to come light following state championships and we need to align nationally in the application of all rules.

NSW CAOC CHAIR ANNUAL REPORT 2019

Introduction

At the 2018 Skate NSW CAOC AGM, I was appointed NSW CAOC Chair, taking over from

Briony Beckett. Briony has stayed on board, helping with the technology side of the Rollart

transition, and I’d like to thank her and acknowledge the work she did as previous chair. I

was very glad to join the Skate NSW Committee, which has experienced a turbulent couple

of years, but I truly believe that in its current iteration, we are finding our stride together,

and the State is moving forward as a result. Of course, we acknowledge those who have

gone before and laid the groundwork for us.

In Memoriam

On behalf of the Skate NSW Commissioned Artistic Officials Committee, I would like to pay

tribute to Stephen Short, who passed away on the 6th of January 2019 after a painful and

lengthy battle with cancer. Stephen was a beloved father and partner and was a fixture of

skating in NSW for around 30 years. In the mid-90s, he became a commissioned official, and

served as a referee for over 20 years. Stephen could always be found, donning his suit,

clipboard in hand, peering over his glasses as he calmed the nerves of the young figure

skater about to take the circles. Stephen will be greatly missed by both his family and skate

family, and we recognise his contribution to our sport and honour his memory. Rest in

peace Stephen.

Transition to Rollart

New South Wales had the great, albeit intimidating honour of being the first state in

Australia to hold a Rollart Competition. I was incredibly proud of all those involved as we

weren’t able to have interstate assistance, and I believe that we did a fantastic job.

The transition into Rollart has been fairly smooth, thanks to last years interim system that

we all had the opportunity to get used to. Skate NSW judges and officials have been

enthusiastic about learning the new rules and have shown themselves to be open to the

changes that are required.

One issue that we faced was, once individuals were removed from our pool of officials to

make up a Technical Panel, we were left with a lack of Judges for events. NSW currently has

around 10 active and commissioned Judges, many with skating conflicts. Thankfully, a

number of young skaters are stepping up to the plate to begin their bronze commissions.

This means we are of course in a great place for the future, but it still leaves us scrambling

for numbers a little at the moment.

Another issue we have faced are time restraints on venue bookings, as delays caused by

Rollart judging is pushing our program to the absolute maximum. One of the major causes

of delay is in data entry as, while many volunteers have expressed interest in being Data

Operators, they haven’t been able to partake in enough training to be as quick and

confident as is required in the role. At States we saw our venue switch the lights off on us,

as the delays we experienced caused our booking to run overtime, which would have cost us

an exorbitant penalty fee had we run events beyond our booking allocation. This of course is

something we need to work on as a state. Unfortunately, the venue costs in Sydney are

quite extravagant, which means we need to be more efficient with time.

We ran our first two competitions of the year without the Technical Panel headsets, which

proved challenging, but not impossible. We acquired headsets by our State Championships,

and this greatly improved our Technical Panel efficiency.

In 2019, Skate NSW Artistic was the recipient of an $18,700 funding grant to be used

towards Rollart Education and Implementation. Using this generous gift, we have been able

to run a number of Rollart Workshops this year, including our in-house Rollart Education

Weekend in February, a mini-session with Karen Aronis at our Autumn Competition, and a

mini-session with Robert Karp at our State Championships. These workshops have been

fairly well attended, however there could have been more involvement, but many people

expressed conflicts on the dates we chose. We plan to hold more workshops, to keep

everyone’s Rollart Education up to scratch. I’d like to make a special note of the young

Cadet and Youth aged skaters who have attended every Rollart Workshop this year

(including the Melbourne Seminar), and who are undoubtably the future of officiating in this

country.

Australian Rollart Seminar – With Nicola Genchi

In April 2019, 10 NSW officials and future officials attended the Australian Rollart Seminar

with Nicola Genchi. Nicola had some great feedback for some of our Technical Specialists

and Judges, and through practical sessions, NSW officials very much held their ground and

showed that they have been doing their work. The future is very bright thanks to these

young, fresh officials.

Prior to the Rollart Seminar, four NSW officials had been undertaking the training to sit the

Australian Technical Specialist exams. Briony Beckett, Evangeline Karp, Robert Karp, and

Alexandra Ravenscroft-Mulvey all put in a tremendous effort to study for these exams

alongside their many other commitments, and Robert and Alexandra were able to achieve

their Technical Specialist Accreditations in their chosen disciplines.

The Rising Stars Tech-Spec Reporting Initiative

In the 2019 season, we introduced a new initiative into our Rising

Stars (pre-elementary) events. These events are for brand new

skaters and are still judged using the White System. Each skater is

rewarded with a Report Card (see Fig 1) that has a list of the

level’s requirements. A Mock Panel which consists of a Mentor

and Trainee rewards stamps to skaters who achieve the elements

listed in their requirements. In the case of elements that appear

in proficiency tests, if the item would pass a test, it is awarded a

stamp (for non-test items, Mock Panel’s discretion is required).

This Tech-Spec Reporting initiative is three-pronged. Firstly, it is a

way to gently introduce Rollart to absolute beginners, and such

as the case with Rollart, it offers skaters and coaches direct

feedback on what the skater needs to work on, and what they are

doing well. Secondly, it helps train young and upcoming Technical Specialists. The Mentor

will pre-call elements for the Trainee, the Trainee will call them as a Technical Specialist, and

the Mentor will award stamps as required. The Mock Panel is not attached to the judging

panel in Rising Stars events. It is a low-stakes, safe space for beginner Technical Specialists

to practice in a stress-free environment. And thirdly, it takes into account Proficiency Test

requirements and offers coaches feedback on what test elements the skaters need to work

on and gives them a better idea of when the skater may be ready to test.

This initiative has been received with great enthusiasm from skaters, coaches, and parents,

and is something we will continue to do for as long as we can.

In Closing

I would like to thank all the people who have supported me in this role. I have been around

the sport for most of my life and I have a deep love for it. I am part of a very strong and

capable team who I love working with. It is an honour to be able to give back to the sport

that has given me so much, and I intend to continue giving back for as long as I can.

ANNUAL REPORT 2019

I am pleased to provide this report for the Queensland officials for the last 12 months. During this period, Officials have been provided by the Queensland Panel of CAOC for 14 competitions and 5 test centres, as well as a number of tests completed at the end of some competitions. This includes competitions and test centres held in north Queensland. Our experienced Officials continue to mentor the newer Officials, which is always appreciated.

COMPETITIONS AND TESTS

We have a very full calendar of competitions and tests in Queensland, with something happening every two weeks in most cases.

Two test centres and two Leagues have been held in north Queensland. The Queensland Panel of CAOC provided officials for these. There is one more test centre and League planned for later this year in north Queensland. Thank you to the officials who make time in their busy lives to travel to these centres to officiate and mentor student officials.

The Elementary Leagues continue to provide new skaters, most of whom then move into the higher Leagues. These competitions are sometimes followed by a test at the conclusion of the competition. The larger test centres are run independently of competitions. Tests are continuing to see skaters progress to the next level and to allow skaters to meet the requirements for specific events.

All levels of our Leagues are continuing to grow in size.

State Championships were held in May 2019. Once again, it was a very successful competition.

Some of our skaters were not able to compete at our State Championships this year as they were competing at German Cup. There are also going to be a some skaters who will not compete at Nationals because they will be at Worlds.

Our Prep States Competition was not able to be incorporated into the program for States this year as with the introduction of the Rollart electronic system, there wasn’t enough time available to run both competitions. Prep States will be run as a separate competition at the end of May.

Lisa Cain travelled from Perth and Briony Beckett came from Sydney to officiate at States this year, and their time and assistance is very much appreciated.

ROLLART

It has been a challenging year which has seen all of us on a steep learning curve. A lot of time and effort was put in by everybody in preparation for the electronic system, and while there are always a few hiccups with new systems, all in all, it has been fairly pain free. We are continuing to iron out issues with the system and learn new things at every competition. The overall outcome for Rollart is very positive.

I’d like to thank Karen Aronis and Lyn Cole for the assistance which they’ve given to all of our Officials to help us find out way around Rollart, and particularly to Karen for the many skype sessions which she has done and is continuing to do for us.

ROLLART SEMINAR – MELBOURNE The Rollart seminar which was held in Melbourne in April 2019 with Nicola Genchi was a huge success. Nicola has a great knowledge of skating in general and the Rollart system in particular and his generosity in passing on his knowledge to our Officials was much appreciated. Congratulations to ASVI for organising such a successful seminar. OFFICIALS Thank you to all officials who have acted as mentors to our student officials. We have several people working in these roles, but the issue of commissions is yet to be decided. Recognition of Previously Held Commissions – to be completed Val Parkin - Gold Pairs ROLLART WORKSHOP/FAMILIARISATION SESSIONS We were able to run several familiarisation sessions for our Officials on the Rollart electronic system. In addition, Karen Aronis and Lyn Cole presented a full day’s workshop with hands-on experience before our first League. That workshop settled our nerves and gave us a good introduction to the electronic system, and our first League using the new system went very smoothly. I would like to thank Helen Lloyd-Jones and Kathleen McPhail, whose on-going assistance and advice is greatly valued and appreciated. Competitions

Over the year we have held three competitions running in the partial Rollart system. All

events ran smoothly with officials, coaches and skaters all working well together.

We also have Kate Andrews and Lucy West continue to be interested in learning the roles

and responsibilities of officiating in the Rollart System.

The competitions of this skating year were held on the 16th February, 6th April and 11th May

with great results all around. We would like to thank Jess Maloney from ASVI for attending

our April league and May State Championships.

We would also like to thank ASVI for allowing our judges and calculators to attend the

Victorian State Championships to shadow and participate in their league and state

competitions and to get much needed first-hand experience, utilise their knowledge and

resources.

SA State Championships

South Australia held their State Championships on 11th May at The Parks Community Centre.

We would like to, once again thank Jess Maloney for attending and continuing to support

our state.

RollArt

Skate SA received great feedback from the RollArt Seminar earlier this year with a number

of our officials, skaters and parents able to attend and pass on their knowledge.

At this stage we are planning a number of fundraising efforts to raise money to purchase the

required equipment to run full Rollart competitions. We hope to have the equipment by the

end of the year to ensure that we are up and running for the 2020 skating year.

Carly Bryant has been participating in the role of Data Operator and ran a session earlier this

year with officials and interested parents on the system and processes required for the role.

Goals for 2020

Our state is very much looking forward to having the required equipment to be able to

implement the full Rollart system in 2020.

We will continue to encourage more current skaters, ex-skaters, coaches and parents to

take up student officiating across all disciplines to increase their knowledge as well as

increasing the number of accredited officials in the state.

I would like to thank all of our officials, clubs and skaters for all of their hard work

throughout the 2019 skating year.

ASVI CAOC Report – 2018-2019

2018-2019 has been another busy year for CAOC in Victoria. Commissions continue to be up-graded and

attained and workshops and practical sessions have been presented to upskill officials in the Rollart Scoring

system.

OFFICIALS DEVELOPMENT

The focus for 2018-2019 was to build officials capacity and knowledge by providing regular workshops and

mentoring opportunities focusing on the Rollart Judging system. Thank you to Carly Bryant, Jim Beard, Briony

Beckett, Evie Karp, Michelle Evans and Pam Peters who have travelled to Victoria to officiate to assist in the

mentoring of officials.

SEMINARS/WORKSHOPS

Free Skating and Dance workshops were presented by Seona Martin and held in the second half of 2018,

focusing on 2019 requirements, Technical Calling and Judging QOE. These sessions were well attended by over

40 officials, coaches and international grade skaters.

In April 2019 Victoria hosted the Australian Rollart Seminar that included:

• workshops on Free Skating, Dance, Precision & Pairs presented by Nicola Genchi. This seminar was

attended by over 100 officials, coaches and skaters.

• Data Operating presented by Jasmin Ball

• Competition Manager presented by Chris Clough.

LEAGUES

As of May 2019, Victoria has hosted two Leagues and State titles in the 2019 skating year with a further four

Leagues planned for later in the year. All Free Skating and Dance requirements in the Elementary grades have

been adapted to suit the Rollart Scoring system and Victoria has successfully used Rollart at all the Leagues.

The White system continues to be used for figures, show and elementary precision. We have invited and

welcomed judges from other states and overseas to officiate at our Leagues including Carly Bryant, Jodie

Johnson Garufo, James Beard, Michelle Evans, Briony Beckett and Pamela Peters (NZ). Mentoring

opportunities were also provided to officials from South Australia. At many Leagues, we are fortunate to be able

to field four judges for Rollart panels. ASVI invested in the equipment required to run a full Rollart Panel with 5

judges’ computers and we thank Brad Framauno and the National Tech group for assisting with this. Video

equipment was provided by Brad Fraumano for the February League and the WRG Selection Trials.

Victoria also hosted the 2019 World Roller Games Selection Trials in April.

MEDAL TESTS

Two test centres have been held by clubs and one by CAOC in the past 12 months. Thanks to judges, calculators

and referees for all their work in preparing for and attending these test centres.

CONCLUSION AND THANKS

I would like to thank all the Victorian officials for their enthusiasm and support in 2018/19. A special thanks to

Lisa Gilchrist, as Victorian CAOC secretary and supporting me in this role. Thanks to ASVI committee and

their continued encouragement and support. Thanks to those who have assisted me in this role, in particular;

Patricia Wallace and Chief Examiners Chris Clough, Karen Aronis, James Beard, Lynette Cole and Jodie

Nelson.

Western Australia’s CAOC Report 2019

I am pleased to provide this report for WA’s officials for the 2019 skating year.

At the time of writing this report we have held 3 leagues in Perth, 1st in November with the judging system we used in 2018, 2nd in February, our first using Rollart with Lyn Cole as a guest official and 3rd in March. We had our state championships 11/12 May with Patricia Wallace, Lyn Cole and Jim Beard coming over to officiate. Thank you for taking the time to come over to Peth, it is great for our skaters to get fresh perspectives on their skating and for WA officials to communicate with other officials and learn more skills. We will be holding League 4 in June prior to National Championships in July. We have also had multiple proficiency tests throughout the year and during competitions.

We have held a couple of learning sessions throughout the skating year. The first in Bunbury in November with Susan Brooks, another in January with Susan presenting up to date information from the Orlando seminar and we had some practice watching videos with a technical panel calling and judges doing components, as a practice run before our first league. Once we received our computers, we had 2 Monday night sessions with Barry Andrews on Data Operating and have a few people learning this role.

This year we have not had any judges receive commissions as we have been working towards learning the new rollart system and this has taken priority. We have had the following person receive their Australian technical specialist commission:

World Artistic Championships

The 2018 World Championships were held in France. Team numbers were small due to the limitations on numbers qualifying in the previous year. Once again it was a great learning experience for first time attenders. Thanks again to Nigel Foster for his organisation and to Margaret Clough and Jodie Johnson Garufo for their team management support.

Oceania

A strong team of skaters competed at Rotorua in New Zealand. Congratulations to all our team members who competed and to those who were medallists. The Australian Team were fortunate to bring home a number of the shields. Thank you to the New Zealand Federation for hosting this event in such a magnificent venue.

Acknowledgement should go to Sharon van Geelen, Brenda Zetzmann, Jenny Coxhill Bedwell and Madonna Armstrong for their leadership of the team and to Martin Bright who acted as team ‘dad’.

Nationals 2018

Congratulations to WA for holding the 2018 National Championships. It was a well run event with a large contingent of skaters attending from each of the states. Congratulations to QLD for being the overall points winner.

State AGM’s

This year we have welcomed Joe ( Aussie) to the role of WA VP. While new to this area of skating we have been happy to support him as he ‘gets his head around’ this aspect of the sport. Thank you to the VPs who have remained in their role. When there is continuity so much more can be accomplished.

Rollart Seminar. Orlando Florida USA

A large contingent of coaches and officials attended the Rollart Seminar. 6 of our senior coaches ( Jodie Johnson Garufo, Gawaine Davis, Esther Ambrus Davis, Jayson Sutcliffe ( Resigned), Susan Brooks and Michele Woollens were approved as our first group of World Skate Coaches. While some of the expectations of the seminar for the coaches were not met it provided an opportunity for coaches across the world to be together and begin the process of creating a common understanding of Rollart.

Congratulation to Seona Martin for passing her World Skate Technical Specialist examination at this seminar.

Over 20 skaters competed at the America’s Cup which was held post the Seminar with some medals won by our skaters.

Semi Annual Meeting

The Semi Annual Meeting was held in February which was a great opportunity for the State VPs and the Executive to get together. This year we invited Anita Hunt HP Coordinator to discuss this role and its integration with the new Rollart system.

A decision was made to include the HP role and a new Talent ID role to work with our new world skate coaches. Rachael Sketcher has been selected for that position. This group will work on the development of our coaches and skaters of the future.

Rollart 2019

This year has been the first formal implementation of the Rollart system. I pay tribute to the Rollart group who provided preliminary training to officials in each of the states. A big thanks to Chris Clough and Martin Ball for their tireless work in

determining the hardware requirements and their time in trialling and testing the scoring system. Thanks to Barry Andrews and Brad Fraumano for their input which enabled us to test out the new version of the program at the Selection trials.

We have been so fortunate to have had Seona Martin who has been a significant driver of the implementation process. While so much work has gone into getting us to the point where all but one state has been able to purchase the equipment needed the work will continue in the recruiting and training people for the various roles that Rollart require to make it work.

The cost of the hardware has been a significant impost on States and I commend them for their commitment to making this investment.

World Roller Games Selection Trials

Given the clash of dates between the World Roller Games and our National Championships it was necessary to hold a separate event to select those who would compete for Australia. Though not an ideal situation to have this as a separate event the opportunity to immediately follow this with an Officials seminar and Freeskating / Dance seminar made it more financially viable and attractive to people to attend. Being able to have Nicola Genchi, the originator of Rollart to lead the seminar certainly encouraged a greater level of attendance.

Congratulations to those who were brave enough to attend the specialist exams and to those in particular who passed. It has set the pathway for further people to qualify as specialists in the future.

As the first skating development opportunity by the World Skate Coaches a Freeskating and Dance Seminar was held. Approximately 35 skaters attended. Thanks to Esther, Gawaine, Jodie and Susan for their input and to Rachael for her coordination of this event.

There was an agreement at the SAM that ASVI and AAC would share the outstanding costs of holding the Selection trials and seminar. Rather than consider these costs as a loss it is seen to have been a significant investment in the future of skating in Australia.

We have been advised that the next World Roller Games in 2021 will be later in the year so we will not have the need for a separate event from Nationals.

2019 has been the most significant year in our skating history with such a major change in the way we judge skating and how coaches train their skaters and construct their routines. It has required an immense amount of work by everyone. I thank the Executive and the State VPs for their work in marrying the National requirements to the system and for driving the implementation within their state. It has been heartening to see the cooperation, goodwill and commitment by everyone concerned to ensure a successful rollout.

ANNUAL GENERAL MEETING REPORT 2019

It was a year to get organised with accreditations and the administration of all of the pre existing and

new accreditations up to late last year seem to be on the systems – both AACC and Revolutionise.

Saying this as part of the World Skate Coaching Academy it will now be time to restructure our

accreditation system to fall in line with World Skate and also to incorporate Rollart and our new

systems. This will be work in progress and in the meantime the current system will remain with

examiners adjusting accordingly to accommodate the relevant changes.

We have had a few accrediations held this year under the current system and it is good to have some

new coaches coming through and also pleasing to see some of the intermediate level coaches

upgrading to Advanced level.

There is also now the new mentor course that any coach that would like to become a mentor needs to

undertake before applying to become a mentor. It is good to finally have a formal course in place. I

would encourage more of our Advanced coaches with the required experience to undertake this course

and become mentors.

I was fortunate to attend the World Skate Artistic Seminar. This was another amazing experience.

Whilst there were “clarifications” being presented at the meeting and also some new ones being

decided during the meeting (and even during the actual competition of America Cup), I feel that now I

have seen the Rollart judging system in place, this will be a fabulous new era in our sport.

As a personal coach I was fortunate enough to be part of the WS Artistic Teachers Academy. As part

of this seminar six Australian coaches became the first World Skate Coaches within the world skate

structure.

The remaining five World Skate coaches along with Karen Doyle had a face to face meeting with Nicola

Genchi which was valuable to gain an insight into World Skate perspective how the new teachers

academy along with expectations and plans for the future. I would like to thank Nicola and Karen for

their time. It has been advised that we need to encourage coaches to attend the WS seminars and in

the future there will be different levels of world skate coaches with more details going to be advised by

World Skate in the future.

Along with the above we have included Anita Hunt (HPC) and Rachael Sketcher into the World Skate

coaches group to assist with planning and to formulate the Talent ID program. Rachael current role/title

is Talent ID co-ordinator and there will be more information on this program throughout the year.

Rachael also organise the World Skate coaches seminar in conjunction with the Rollart seminar. The

coaching part of the seminar gave everyone the opportunity to come and embrace what we had learnt

at the WS seminar in January. The Rollart seminar organised by Seona Martin was also such an

invaluable experience. Thank you to everyone that organised both of these seminars.

There has also been seminars within each state conducted by World Skate coaches as well as Susan

Brooks presenting an online seminar.

I would like to thank Pam and the State AAC chairperson for their assistance to date and Pat Wallace

for her patience and guidance. Also, Barry is always available to assist and keeps the website updated

along with music assistance and coaches’ portal set up, along with anything else I still go to him with.

Finally a thank you to the State Coach Chairpersons who are all doing a fantastic job within their

individual states.

Course Coordinator Report 2019

Apologies for not being able to attend the National CAOC AGM.

Officials Education 2019 has seen the implementation of the Rollart Scoring system worldwide.

In the second half of 2018 the RAG continued to work with state COAC Chairs, Chief Examiners and others on developing officials’ capacity working with Rollart focusing workshops around the country on the QOE for Dance and Free Skating. An Australian Rollart Judges Facebook Page was created to assist in educating and updating officials across the country.

The group also supported both Susan Brooks and myself to create an online learning course for an intake of interested people to train as Technical Specialists. This group worked intensively from December through to April with online training, Facebook group, Practical training at league competitions and via Skype and Facebook Live Chats. Special thanks to Karen Aronis who took on the training of Technical Specialists in Dance and Susan Brooks & Lynette Cole for their support.

After expressions of interested were sought, Chris Clough has worked tirelessly to create training tools for Event Managers and Jasmin Ball has worked developing training materials for Data Operators.

In conjunction with the World Roller Games Selection Trials held in Melbourne in April 2019, Victoria hosted, with the support of the AAC, the National Rollart Seminar. The seminar was attended by around 100 participants from around Australia and New Zealand. Over three days, the seminar covered; rules, technical calls, QOE and Components. This was presented by Nicola Genchi, World Skate and Chris Clough and Jasmin Ball ran sessions for Event Managers and Data Operators. The World Skate coaches also ran a skating seminar alongside the National Rollart Seminar. The seminar closed with the first accreditation exams for National Technical Specialists.

It is important to remember that the implementation of Rollart is part of a bigger picture to improve the quality of our sport and we are still at the beginning of this change. The system continues to be updated and improve every day. As well as Rollart, another important component of this bigger picture is to create conformity around the world in the way we do things (in the language we speak, in the rules we abide by, and in the scoring), hence we must be patient as we work with the updated information we receive from World Skate. I

encourage all to keep up to date with the latest information and partake in the opportunities presented by the RAG to ensure they remain up to date and informed during this exciting time for our sport.

Future Plans and Opportunities

• Continued workshops in states across Australia.

• Continued management & development of the online learning courses to include judging accreditations.

• Updating and continued management of the private Facebook groups for Officials in Australia to provide important information and training opportunities.

In closing this report, I would like to thank Karen Doyle (Skate Australia Chair), Pam Young (AAC Chair) and Patricia Wallace (CAOC Chair) for their continued support, guidance and trust. The Rollart Action Group (Patricia Wallace, Jodie Johnson, Lynette Cole, Susan Brooks and Karen Aronis) for their dynamic leadership, determined approach and unending support. The Technology Group, Chief examiners, Artistic Chairpersons & CAOC Chairs from each state and others, who are working with the Rollart Action Group and myself in this important work for the betterment of the sport. My apologies for the significant changes to the requirements set at this meeting in 2018 and the requirements that are being skated in 2019. With the changes to the World Skate requirements and the idiosyncrasies of Rollart we were left with little option.

In 2019 I have added two new members to the Requirements Committee, Seona Martin for her advanced technical skills and international knowledge and Jasmin Ball for her knowledge of Data Operators and Event Manager roles, how to adapt our requirements to Rollart software and her ability to format documents and make my documents look good.

We have been told that World Skate ATC will be releasing requirements in July after the World Roller Games or in August. The requirements committee have decided to leave finalizing requirements until after World Skate release their requirements. When this happens the requirements committee will convene a meeting, finalize requirements for National Grades and get them to you in the shortest time frame possible. We want to avoid the changes that have been necessary after release of requirements in the last few years.

The same National and International Grades as in 2019 will be offered in 2020. International Grade will be subject to any changes made by World Skate ATC. We have noted that over recent years the coaches meeting has requested changes to requirements and grades as a result of their AGM. This year coaches were asked for an opinion about grades offered and requirements with very little input forthcoming. Thank you to those of offered an opinion. Any changes to grades offered will not be considered for implementation until 2021.

We have noticed that youth quartet has a very narrow age range allowing for athletes turning 16 in 2020 only making this grade virtually redundant for us. It is still possible, under our current rules, for

clubs to create quartet teams in Junior for athletes aged at least 12 years on 1 January 2020 to not 19 on 31 December 2020.

The intention is that the mapping of events will be the same as 2019:

AAC & CAOC Manuals AAC and CAOC and Skate Australia artistic technical manuals are now obsolete in many areas and not fit for purpose.

I ask that CAOC and AAC give permission for all current artistic manuals to be updated as appropriate to accommodate the new direction of artistic skating throughout the World and in Australia.
