Purpose of proposed construction for new deck, deck extension/stairs, andterraced retaining walls at756 Dividing Creek Road:

This letter, as required provides an explanation forthe specified requests listed below;

Site description: The current property is located at 756 Dividing Creek Road, Arnold MD 21012. Theproperty consists of 0. 5 acres rectangle in shape, that boundsthe SWW borderof Dividing Creek, a tidaltributary of the Magothy River. The general slope of the land is fromthe NW(upslope)toSW(downslope). The backyard of the property has a slope (gradient) of approximately 16. 5 percent,

although a long side the house is approximately 35 percent. The low lyingareasof the property arevegetated alongthe tidal boundary with invasive grasses such as common reed. Common tree speciesfound on the down gradient areas of the property include: red maple, white pine, black gum, willow oak,

and American holly. Upslopeareasconsistof scattered lawn grass, pokeberry, and trees such asAmerican holly, black gum, red maple, and a white pine (was 3, but 2 have fallen). Soils on the slope ofthe property consist of moderately erodible loamy sand Collington, Wist, and Westphalia soils (CSE); lowareas of the property consist Mispillion and Transquaking soils (MZA).

Access to the backyard is limited to the steep slope, as a result, continued use of the slope overtime has

resulted in excessive wearand loss of stabilizing vegetation and soil. Surface water runoff from upslopeareas exacerbates the problem of vegetation and soil loss. The existing building on the property wasconstructed in 1979, and consists of a 1, 120 ft2 split foyer home with single deck (18' X 10'). The deck is

located on the lowerlevelof the backside of the house with no access to the back or front yards. Inaddition, on the backside of the house, a single set of stairs leads from the utility room to an area underthe deck described above. Although the set backs are close they are believed to be met on each side,

front, and back. See the attached pages for images of the house, soil types, and surroundingneighborhood.

A) New deck construction 1: Proposed construction of a deck, (catwalk 4'x 36') that would extendfromthe existing deck located on the lower backside of existingdwelling. The newdeck would run

alongside the dwelling to the front of the house with steps if necessary. The purpose of cat walk is toaccess the backside of the house from the driveway. At present to access the back of the house is viautility room only and is limited to a steep set of steps and steep slopes that are difficu It to ascend &

descend. The proposed deck extension to the driveway would make access ing the backside of the housesaferforthehomeownersaswellas accessing the backside of the lower level of the interior of thehouse from the backyard.

B) Deck extension: Extendingthe existing deck on the back of the of dwelling to the utility room. The

existingsteps leading from the utility room to underneath the deck would be removed and a new set ofsteps added tothe deck extension. The newsetofsteps would be addedto allow access from backyardto back deck. At this time the re is no access to the from the back deck.

C) New deck construction 2: Proposed construction of a deck and slideroff the main floor level, dining

room, over the existing deck, existing deck is 18 x 10 with a roof that will be removed. New deck to be12 x 10 with stairs that lead onto exiting deck. At this time there is no exiting the backside of the upstairs

living room, kitchen and dining room or bedroom. Potential firer/safety hazard, as to only 1 front door insplit foyerto exitfrom upstairs.

This additional deck at upperlevelwill not impact the ground. The deckwill be built on the existingdeck.

D) Balcony off master bedroom: Propose a 5x12 balcony with slider to replace single window offmasterbedroom. Balconywill be using lower level supports already in place, not disturbingthe groundfor support.

E) Terraced retainingwalls: Due to the steep slope of the backyard (16. 5 percentupto 35 percentgrade) from the driveway, erosional activity has caused some of the backyard to slowly but continuallyerode away. The retaining walls would allow for a more gradual slope therefore reducingthe erosionaleffect caused by surface water runoff and minimizing sedimentation into the lower reaches of theproperty and also into Dividing Creek. We are willing to do two 3 foot high retaining walls. First locatedapproximately 9 ft. from edge of exiting deck structure, second will be located 7 ft. from first.

F) Walkway down slope: Propose to construct a walkway with hand rails from the driveway down tobackyard using eithergrated steel or aluminum grates. The use of a grated walkway would allow forlight and water penetration to soil and plants underthe walkway. Th is approach would serve twopurposes:

1. Allow for soil stabilization on slope by vegetation due to the much reduced wearon the soil surfaceand vegetation.

2. Allow safer access to backyard from front yard, due to increased traction provided by grates and handrails. During wet periods, steep slopes become extremely slippery.

In Summary we believe some of these changes will help to preserve the steep slope and allowvegetation to grow. We are also keeping safety in mind for ourfamily. This house has not been updated,(modified to keep up with existing neighbors) or preserve since original construction in 1978.

Summarized as follows, the improving changes will increase the useable landscape & elevate the valueof the property as the downfall of the property in the market is it's steep slope, unusable as it isunpractical, the newfoundational changes will allow developments in the landscape the fostersrecreational enjoyment & aesthetically enhances the surrounding properties by proximal values.
