IntroductionlBackground
Afghanistan Investment Support Agency (AI SA) was established in September 2003 as a One
Stop Shop for Investors AISA has been charged with the responsibilities of registration
licensing support and promotion of all new investments in Afghanistan The mission of A1SA is
to facilitate support and promote investment and rapid development of competitive pri vate
enterprise and thereby robust sustainable economic growth in Afghanistan Therefore A1SA has
now evolved into a pro-active institution in promoting and attracting investment to Afghanistan
To meet the objectives AISA has been restructured in to different departments including
research and development department which is tasked to identify and introduce commercially
viable investment opportunities to prospective investors
Research amp Development Directorate
Research and Development department is one of the key departments of AISA which is recently
re-mandated to support AISA and the remarkable demand for a determined research-led
investment promotion investment support and private sector development RampD department is
committed to technically support AISA and address the abovementioned areas through a
systematic specific and targeted research approach in partnership with national and
international research institutes Also to provide free investment consultations timely fashioned
investment data analysis and economic policy formulation
Overview
Afghanistan Investment Support Agency (AI SA) in addition to other targeted research areas has
allocated budget for an overall assessment of Smart Medical Service Centers in the country
to health care facilities in SMSC in Afghanistan and introduce them to prospective investors
interested in doing business in the country
Afghanistan is a country where more than 60 of people have no access to standard medical
treatments According to sources annually approximately 300 million USD flows out of
Afghanistan for health treatment There are a huge market gap exist for provision of standard
health services in the country
The above mentioned capital flow all-around the regional countries particularly to Pakistan
India Turkey Iran and Tajikistan
Therefore AISA is seeking Expressions of Interests (EOIs) from eligible nationalinternational
research institutesresearch companies or individual consultants fulfill the requirement as
described in the Scope of Work
Interested research institutescompaniesconsultants can submit their detailed EOls along with
their commitment letter towards fundamental studies to present a realistic picture of SMSC in
Afghanistan market and outline investment opportunities in this sector
The study should include market structure analysis technical and financial evaluation legal and
procedural frameworks and present policy recommendations (if any)
Objectives
The main objectives of this study are to conduct a thorough market analysis for Smart Medical
Services Center highlight key investment opportunities assess resources required including
technical and financial evaluate legal and procedural frameworks over all challenges and
solutions and present policy recommendations (if any)
The study further explores sustainability factors for such centers including but not limited to
investment opportunities in health services substituting medical tourism out flow

bull Provide a detailed research design along with research schedule for this study bull Conduct a thorough market analysis highlight key investment opportunities assess
resources required including technical and financial legal and procedural frameworks

bull AISA will strictly ensure the originality of work by contractors and will contribute with

bull The paper must be written between 12000 - 14000 words limit bull Translate the whole document in Dari and Pashto languages while ensuring a high level
of technical standard
bull The final work must be delivered within 2 - 3 months total duration framework from the
date of contract
bull Documentation process including RFls modification amendments etc must be adjusted
based on AISA ToR
bull Progressive reporting should be adjusted weekly and lor in bi-weekly
bull AISA evaluation and response procedure is defined in detailed in AISA ToR
bull Work with AISA research departments representative who will be involved during the
period of research This involvement will be no task oriented and incline more towards
overseeing the process

Offerors are cautioned to follow all instructions fully and carefully based on AISA rules and
AISA reserves the right to short list the offerors at this stage based on initial offers received

the REOI resulting in the offeror being declared technically unacceptable

Section 1 Managementrrecbnical Support
This section shall contain the contractor s qualified staff that will be used under this contract
Specifically the organizational structure management positions authority of personnel
experience and qualifications of each Key Personnel in resume fOlmat (not to exceed I page each
per individual) shall be identified For the purpose of this procurement Key Personnel have been
identified as follows further competence proposed wil I highly be appreciated
I Research Manager Should have track records of at least 3 research papers Master degree
is required and PhD is preferred
2 Research Specialist in the similar sector Having track record of at least 3 research
papers Master degree is required
3 Data collection officer Bachelors degree is required with 4 years relevant experience
4 Researchdata collection assistants Bachelors degree is required
The Offeror should provide proof that the proposed key personnel meet the mlrumum
qualification for identified Key Personnel Proof shall be described as written documentation
such as track record certificates diplomas transcripts copies of TazkeraiPassport any
professional licenses resumes and professional references that demonstrate experience and
qual ifications
Section 2 Corporate Experience
Offerors must include details demonstrating their experience and technical capability in
implementing the technical approachmethodology described in the scope of work The corporate
capabilities and experience should address the following
bull Company Background and Experience a concise introduction to the company that has
enough experience relevant to the projects Scope of Work
bull Projects Award letter or NTP form the offeror should attach award letters for at least
3similar projects that has recently been awarded by credible national and international
agencies
bull Contract Copy the offeror should also provide contract copies for the projects mentioned
in earlier item
