IntroductionL-3 ES are the prime contractor on the Canadian Forces’ CP140 Lifecycle Support Contract, responsible for “total support” of the aircraft avionics systems and related ground support systems through to the end of the life of the aircraft
L-3 ES will be providing the complete range of ILS products to the Halifax Class Modernization CSI project as part of the successful Lockheed Martin team. This will include LSA, LSAR, Sparing and Technical Publications

Background
• This presentation focuses on the CP140 – the Canadian version of the Lockheed Martin P-3 Orion MPA
• Brought into service early 80’s
• OWSS contract awarded in 2005. L-3 responsible for the aircraft’s avionics systems.
• Avionics Life Cycle Material Managers all in-house at L-3 ES Halifax
• We work with LCMMs to provide them with support data
• ELE provides an in-depth supportability study of the individual systems

• Draws on all available support data
• Provides an overview of support costs related to component usage & spares and potential issues
• Schedule created to cover all systems
• Takes into account end date provided by DND, retired aircraft, fleet modernization etc.
• Provides recommendations

Other Points of Note…• ELE studies provide additional analysis and activities.
– Include OEM failure data of new equipment that was not captured in AMMIS.
– Aurora Modification equipment released for Arcturus.– Included legacy equipment being replaced, allocated spares for other
tailcodes. – Identified units being shared with other DND assets. – Identified incorrect AMMIS reporting. Provided recommendations.– Analysis of the units in repair cycle for excessive duration, indicate
possible component obsolescence or issues with repair process.– Comparison between the downloaded field data from AMMIS and the
R&O data received from OEMs for confidence. – ELEs provide support for Business Cases submitted to the Crown by
the Equipment Specialists.

Summary
• ELEs are a valuable tool to assist the Life Cycle Materiel Managers in making System Support Decisions.
• OmegaPS and OmegaPS Analyzer are invaluable tools in the In-Service Support of the CP140 Avionics.
• Additionally, ELE’s are used in conjunction with the Analyzer Life Cycle Costing module to provide information which will assist in determining budgets and prioritizing expenditure.
