IMPLEMENTATION:

Request the officials to surrender their black money. And we WON'T punish the culprit. It's just an initiative to reform the politics and elections.

It would be best if they reveal themselves during elections so that their till-date corruption bears them fruits in form of the voters else, if caught, you'll be punished real bad.

And, they'll be rewarded for their honesty. How?

Their 80% illegitimate money would be returned.
