    THE PROJEC T

    The TexasDepa rtment of Transportation (TxDOT) isund ertaking d esign

    plansa nd environmental studiesfor improvement sto US175 / S. M.

    Wright Freeway. The study area isshown on page 1 and includes

    improvement sto IH 45 from S. M. Wright Freeway (US175) to south of

    Lamar Street (1.7 miles); and p roviding direct c onnect ing (DC) ramps

    betwe en C. F. Hawn Freeway (US175) and IH 45 (1.5 miles), termed

    the S. M. Wright Pha se 1, forme rly known as Trinity Parkway Phase 1,

    and S. M. Wright Freeway rec onstruction from IH 45 to SH 310 near

    Budd Street (2.5 miles) also known as S.M Wright Phase II.

    THE BENEFITS

    The planned ramps conne cting C. F. Hawn to IH 45 would divert

    com muter traffic of f S. M. Wright and reduc e its107,000 daily vehicles

    to about 40,000: a reduc tion that allowsTxDOTto c onvert the

    elevated , 10-lane high-speed S. M. Wright Freewa y to a 6-lane

    low-speed, signalized, at-grade a rterial without bridges. No purcha se

    of right-of-way (ROW) would be required along S. M. Wright. In fac t,

    TxDOTs proposed d esign could creat e surplusROW that in turn could

    buffer the road from adjacent neighborhoods, allow installation of a

    pedestrian trail, gateway monumentsand landscape features, and

    increase the size of Kimble Park. Foremost, thisfreew ay-to-arterial

    transformation could be a transportation catalyst for community

    rejuvenation. Note that in order to c onnect C . F. Hawn Freeway to

    IH 45, ROW would be req uired to construct the direct -connec ting

    ramps. ROW may be req uired along IH 45 aswell.

    The prop osed S. M. Wright Project would allow room fo r the future

    Trinity Parkway improvement s. TxDOTc ontinuest o work alongside the

    NTTA, City of Dallas, the U.S. Army Corp so f Engineers, NCTCOG and

    FHWA on ma ny improvement sin the a rea. For Trinity Parkway

    THE PROC ESS

    The alternatives analysis, schematic d esign and environmenta l study

    for the S. M. Wright transformation a re ongoing. The studysp ublic

    involvement proce sshasinc luded public officials briefings, four

    com munity stakeholder meetings, and three Public Meetings

    cond ucted in Octob er 2008, April 2009 and Ma rch 2010. A fourth

    public me eting isplanne d for August 7, 2012 with a final public hea ring

    planned for November 2012.

    THE SOLUTIO N

    The public involvement and design exploration processha sp ioneereda low-speed, landsca ped a rterial design for SM Wright with direct

    connec ting ramps from C. F. Hawn to IH 45 asshown below. The

    proposed Build de sign option, versusa No-Build / do nothing

    option, will be presented for public comment at a Public Hearing

    planned f or November 2012. The Build option will eliminate the

    acc ident-prone C. F. Hawn Freeway to S. M. Wright Freewa y curve.

    How will acc esscha nge ac rossS. M. Wright?

    Existing c rossingsa t Hatc her, Pine, Metropolitan, Pennsylvania, and

    MLK Blvd. will be retained. New crossings at Lowery/Haven,

    Marburg, Hickman/ Driskell, and Warren will be adde d as shown in

    the map below.

    How will the noise levelschang e along S. M. Wright?

    A detailed noise analysisiscurrently being performed aspart of the

    environmental assessment for the p roject. Resultswill be presented

    to the public at the public hearing planned for November 2012.

    With the reduction in traffic on S. M. Wright, it isanticipa ted tha t

    noise levelswill also be reduced .

    How will truck traffic be affected?

    Although trucks will continue to be allowed to use S. M. Wright, it is

    anticipated that some truckswill use other freewayssuch asIH 45

    and C . F. Hawn Freewa y to avo id the prop osed signals on S. M.

    Wright.

    Who will maintain SM Wright and its proposed landsca pe and a esthetic

    features?

    Currently TxDOToperat esa nd ma intainsS. M. Wright Freewa y asit is

    part of the state system of roadwa ys. TxDOTand the City of Dallas

    are c urrently under discussionson the possibility for S. M. Wright from

    C. F. Hawn to IH 45 be taken o ff the TxDOTsystem a nd be com e aCity of Dallasstreet maintained by the city after it isreconstructed.

    How does the propo sed Trinity Parkway affec t the S. M. Wright Project?

    The S. M. Wright Project ha sindep endent ut ility and d oes not rely on

    any p art of the Trinity Parkway. The portion o f the S. M. Wright Project

    that c onstructsthe new direct connecting rampsfrom the C. F. Hawn

    Fwy. bend to IH 45 doesa llow an area fo r the proposed Trinity

    Parkway to c onnect near IH 45. The Trinity Parkway environmenta l

    impac t statement iscurrently under study by the NTTA. More informa-

    When will the S. M. Wright Project be com pleted ?

    Pending final environmental studiesand c onstructi
