Small Business Financing & Assistance Help Guide

This Guide was developed to help the for-profit small business owner find alternative sources of funding andassistance when the programs of DCED are more than the company needs. Outside of the Department ofCommunity and Economic Development, there are numerous places a small business owner could inquire onpotential funding availability and technical assistance. Federal and state appropriations are distributed in avariety of ways. In many instances, funding goes directly to regional and local entities. Listed below aredescriptions and suggestions of several sources. Where available, contact information is attached.

> Life Sciences Greenhouse – assistance to the lifesciences sector. Examples include biotechnologyresearch, emerging life sciences industry, medicaldevice and diagnostic companies, pharmaceuticals.(Contact information attached).

> Building PA Loan Fund Managers – these fundmanagers provide financial assistance for large-scalecommercial, industrial, and multi-use real estatedevelopment projects. (Contact information attached)

> Sustainable Energy Fund – loan program for new orretrofit energy-related projects to establishedcommercial, industrial, municipal, and nonprofitentities. Types of energy-related projects can includebuilding envelope improvements (e.g. windows, doors,and insulation), lighting systems and lighting controls,energy control systems, power factor improvements,motors, HVAC, geothermal, and renewable energysystems.

> Pennsylvania Destination Marketing Organizations(DMO) – these organizations work with tourismindustry companies (i.e., lodging facilities, attractions,restaurants, heritage areas, tour guides, museums,etc.) by providing tourism marketing support as partof membership benefits of the DMO (Contactinformation attached)

> Federal Small Business Administration (SBA) –recipient of federal stimulus funding to help smallbusiness. (contact information attached)

> Community Development Financial Institutions(CDFIs) – focused on providing funding to an array ofsmall business situations. (contact informationattached)

> Small Business Development Centers – can provideinsight on changing business management orrestructuring needs based on the changing economy.May also be familiar with local funding sources and/ortargeted industry programs/funding. Can help re-writea business plan. (contact information attached)

> Local Development Districts (LDDs) – TheAppalachian region of Pennsylvania has LDD regionsthat may have business development loans availableto small business. Many of the LDDs double as AreaLoan Organizations (contact information attached)

> Area Loan Organizations (ALOs) – Theseorganizations work closely with DCED on lendingprograms and may have funding separate from DCED.

> Ben Franklin Technology Partners (BFTP) – focuseson entrepreneurial development and technologicalinnovation by providing resources to enterprises insectors such as information technology, life sciences,communications, advanced manufacturing, advancedmaterials and environmental technology. > The Keystone Innovation Zone (KIZ) offers financialand technical assistance to companies in operation forless than eight years, located within the boundaries ofa geographically designated KIZ, and operating in atargeted industry sector such as life sciences, hightechnology, advanced manufacturing and materials,and business services. KIZs provide access to acontinuum of technology-based economic developmentpartners such as PennTAP, ebizITPA and TheTechnology Collaborative as well as access to 91 ofPennsylvania’s institutions of higher education who arecurrently participating in the program. A network oftwenty-nine (29) KIZs exists across the Commonwealth(contact information attached).

> Small, community-based banks/credit unions – Manysmaller banks continue to provide loans to smallbusinesses. Please check surrounding communitybanks for funding possibilities.

> County and City Economic Development Offices –(blue pages of your phone directory). A number offederal programs provide funding to counties for theadministration of programs to develop the community.Some municipalities include business development aspart of the community development plan. Check yourCity hall also for possibilities through the City.

> NON-PROFIT GROUPS – The Business AssistanceOffice focus is for-profit businesses, but in the eventyou are a non-profit seeking funding or assistance,please contact the DCED Customer Service Center at866-466-3972 for information on the CommunityDevelopment funding programs.
