SUGGESTIONs: SMART & SUSTAINABLE CITY “RAJKOT”

“Fostering the spirit of cooperative and competitive federalism”

RETROFITTING:

Retrofitting tobe introduce planning in an existing built-up area to achieve smart city objectives,

to make the existing area more efficient and liveable. Following area shall be identified by the

RMC in consultation with citizens.

I. Retrofitting/Shifting of Bhaktinagar Station Plot, Vijay Plot and Laxminagar

Industrial area.

II. Aji River front Residential Area,

III. Lakhajiraj Road, Dharmendra Road, Sangadva Chowk, Soni Bazar, Jubilee Market

area tobe retrofit and modernize.

IV. ICT Transformation.

REDEVELOPMENT:

Approach should be to replace existing built environment and enable co-creation of a new

layout, especially enhanced infrastructure, mixed land use and increased density.

I. Dhebar Road Central Bus Station tobe re-developed as modernize bus terminal

(through PPP model),

II. Vertical Redevelopment of Bhaktinagar Railway Junction,

III. SLUM Free City Projects under PPP model,

IV. PMAY for old housing schemes on PPP model,

V. Heritage Sites,

GREENFIELD:

Approach should be to develop a previously vacant area using innovative planning, plan

financing and plan implementation tools with provision for affordable housing, especially for the

poor.

I. Industrial & Logistic Parks to promote SME’s and excel Make in India mission, site

selection to be managed in Proximity to proposed third Ring Road, preferably

between Kalawad Road and Gondal Road for Manufacturers and in between Gondal

road to Kuvadwa road for Logistic Parks.

II. Incubation center for promoting START-Ups,

III. Convention center to promote Micro, Small & Medium enterprises respectively,

IV. Amusement parks,

V. Budgeted restrooms & dormitories,

VI. Sports & cultural club,

VII. To promote small entrepreneurs/retailors the development and conservation of FLEA

Markets, Zone wiz /ward wiz, as per market research,

VIII. Outer ring road connecting major highways,

IX. Implementation/Development of Affordable Housing along with Commercial Space.

X. Combining system dynamics model, GIS and 3D visualization in sustainability

assessment of urban residential development.

Since Indian cities are quite diverse with respect to physical, economic, social and cultural

aspects the smart city proposals of different cities shall be different and unique and in

accordance with local resource endowment, strengths / weaknesses / opportunities / threats of

the city and the region and the aspirations of citizens.

1. Adequate water supply including waste water recycling and

storm water reuse:

a. Digital Water Meter System or 24x7 Quality Water Metered Supply (can

be benifited under, Atal Mission for Rejuvenation and Transformation),

b. In order to conserve water it is proposed to have rain water harvesting

and recharge along with recharge through storm water drainage system.

Mandate to have Water Harvesting Tanks each

society/township/apartments/complex,

c. Separate tank for waste water from RO system, mandate for each house.

d. Examining private water vendors & prevent malpractices (if any),

e. Cleaning Aji River Path and apply check dams/reservoirs with

geographical check on depth and gravity,

f. Cannel Top solar park to reduce evaporation.

2. Assured electricity supply including solar power:

a. Underground electricity cables across city / Integrated Power

Development Scheme.

b. Installation of Solar Lights in Mixed-Used/Common public areas like

Streets, Parks, Govt. Offices, School/Hostel Building, Foyers, etc.

c. Roof top and cannel top solar energy conservation system,

d. Energy cell of RMC tobe implement in consultation of SPV.

3. Sanitation, including solid waste management:

a. Developing BIO-Gas plants ward wiz,

b. RFID System(door to door collection) across all zone/wards along with

RUDA,

c. Solid waste recycling plant,

d. Dumping Yard Reclamation,

e. Biometric attendance system for sweepers and bins,

f. Manufacturing & Usage of Plastic Bags should be banned, special

control over drinking water pouches and PAN shops,

g. Developing common facilities for sanitation as well as drinking RO

water booths at every 1000 meter intervals,

h. Deploying small dustbins at every 500mt distance on edge of road,

i. Adequate maintenance of common sanitation facilities for existing as

well as newly developed units,

j. Strict amendments to restrict open defection

4. Efficient urban mobility and public transport:

a. Modernize Air Port having more connectivity with other SMART Cities

of Nation,

b. New BRTS route or TRAM service connecting; Madhapar Circle to Civil

Hospital, Civil Hospital to Trikon baugh, Trikon Baugh to Bhaktinagar

railway station, and from Bhaktinagar station two routes can be

developed, first, from Bhaktinagar station to Mavdi via laxminagar and

Bhaktinagar station to Metoda via Kalawad Road.

c. Setting up integrated transport mobility administrative center

d. Built-In GPS tracking systems tobe mandate in city buses,

e. ICT base application for providing Information of Schedules, live status

of city buses,

f. An e-complain box / toll free number for receiving complaints from

citizens about improper service, delays, non-acceptable behavior of

conductor/drivers, reckless driving, etc.

g. Smart cards / e-wallet with easy availability and top-up facilities for

frequent travelers as well as special travel cards for tourists, senior

citizens and physically challenged citizens.

h. Minimum dividers on high streets like kalawad road, both ring roads and

one way transit on congested yagnik road, palace road, gondal road, amin

marg, etc.

i. Increase in Subways, Skywalks, Vehicle free zone.

j. Restriction of high carbon emission transport vehicles running within the

city,

5. Affordable Housing, especially for poor:

a. Centralized Information/Tracking System for restricting malpractices

over multiple dwelling unit holders,

b. Bio-Metric attendance system of existing dwelling unit holders will result

into 30% savings on new development and immediate allocation to actual

needy families.

c. Families under EWS & LIG category, currently residing in SLUMS shall

be benefited by PMAY through PPP model (estimated requirement for

construction of 10,000 dwelling units tobe developed by 2017).

d. Families under LIG & MIG category, currently doesn’t own any house

and living as a tenant in the city, shall get benefited by PMAY at

subsidized rates (estimated requirement for construction of 6,500

dwelling units tobe developed by 2017)

e. Families living in old housing schemes (before year 2001) can be

entertained for In-situ redevelopment under PMAY-PPP model.

(estimated requirement for construction of 3,300+ dwelling units by

2017).

f. Affordable Rental Housing scheme can be develop to facilitate temporary

migration or temporary rehabilitation. (estimated requirement of 1000+

dwelling units). Rental housing scheme can also be developed via PPP

Transaction & Yield calculation.

6. Robust IT connectivity and digitalization + Good

Governance, especially e-Governance and citizen

participation:

a. Creation of a layer of Digital Infrastructure across the city to complement

the physical infrastructure, thereby improving city governance and

delivery of citizen services.

b. Unmatched bandwidth & high speed wireless internet connectivity across

the city.

c. A common/multipurpose Smart Card for citizens to access utilities,

making payments and provision of various civic services.

d. Real time information to citizens for weather, pollution levels, traffic

conditions, parking and special events in the city.

e. Setting up of Smart City Centre as administrative control center for

effective and efficient delivery of all civic services.

f. ICT advancement for Job Portals,

g. Single window system for various information, payments, clearances,

approvals, etc.

h. Provide ERP with GIS platform for critical municipal operations,

7. Sustainable environment:

a. Smart Buildings,

b. Augment Public Transport,

c. Comprehensive ICT Eco System,

d. Combine efforts on agenda of green city & clean city,

e. Well maintained civic amenities.

8. Ensuring safety of citizens, especially women and elderly:

a. CCTV Surveillance across the City,

b. Special Cell for restricting e-teasing and chain snatching activity,

c. ICT transformation of Emergency Rescue System,

d. Rapid action for preventing anti-social activities & land encroachments,

e. Accumulating and maintaining records of senior citizens living alone and special

patrolling teams to be deployed to those residents.

9. Health and Education.

a. Skill development / training centres for enhancing employable

individuals,

b. ICT transformation of Civil Hospitals and economy health care centres,

c. Availability of doctors, other facilities along with scheduling

appointments of doctors over internet application or toll-free number

shall be prioritise.

d. Health awareness programs, vaccination camps on frequent basis,

e. Modernisation of anganwadis, primary and secondary schools,

f. Quality food / mid-day meals to students,
