SYNOPSIS OF MODULE 12
•Without the right (= Smart) Culture there
will be no Smart Cities!
•A Smart City must address all facets of the
Smart Culture
Int. Innovation Centers - Philip Andrews 2
SOME KEY POINTS
• Culture is more than behaviors, customs, values & beliefs, heritage,
customs, rituals, ceremonies… art and aesthetics
• Culture is also influenced by the types of governance and institutions
serving society, religion, food, economics, architecture … and family
structure that a country’s citizens espouse and use. And now by the
types of technologies that embrace and advocate
• Yes, there is such a thing as Digital Culture or eCulture
Int. Innovation Centers - Philip Andrews 3
DIGITAL CULTURE IS:
• The manifested behaviors and attitudes of the communication
technologies (incl. the internet, all types of networks, social media,
etc.), personalized technologies, smart devices, digital images,
interconnected databases … and sensors used in everyday life and
work. Digital Culture is part of an ever-involving culture that
follows the 19th Century’s Print Culture, and the 20th Century’s
Electronic Broadcast Culture (incl. telegraph, radio, and TV).
Int. Innovation Centers - Philip Andrews 4
EXAMPLE: HAMBURG’S DIGITAL CULTURE’S MAIN THRUST IN SOCIETY IS THIS PROMISE:
“All citizens are to have digital access to
our city‘s cultural heritage”
Int. Innovation Centers - Philip Andrews 5
Int. Innovation Centers - Philip Andrews 6
WHAT HAMBURG’S MINISTRY OF CULTURE PROMISES:
• Supporting all cultural institutions
• Developing and harnessing digital resources to enter the digital
world
• Networking in digitization to achieve more relevance and impact
• Supplementing Hamburg‘s concepts for improving (Social)
Integration and (Smart) Education
• Creating barrier-free services
Int. Innovation Centers - Philip Andrews 8
HAMBURG’S ECULTURE WILL ADDRESS ALL THESE:
• Museums
• • Theatres
• • Art
• • Urban Heritage Conservation
• • Music
• • Libraries
• • Creative Industries
• • State Archive
• • Moving Images
Int. Innovation Centers - Philip Andrews 9
KEY REALIZATIONS
• New solutions are required to make digital cultural content
accessible with reasonable effort
• Only 10% of the city’s and European Culture (approximately 300
million objects) are currently digitized. The other 90% has to be
digitized the next few years
• Countries will have to create/develop Knowledge Warehouses
where that information can be stored, shared and maintained

MOREOVER, ONE MUST ADDRESS THE BLENDED CULTURE OF ALL THESE:
– Lean and Agile Culture
– Green and Sustainable Culture
– Customer-Centric (People) Culture
– Collaboration Culture
– Innovation/Creative Culture
– Social Inclusion Culture
– Conscious Culture … and more
Int. Innovation Centers - Philip Andrews 15
TWO EXAMPLES
Int. Innovation Centers - Philip Andrews 16
HOWEVER, THE HAMBURG APPROACH IS INCOMPLETE. HERE IS WHY:
• It does NOT address the importance of Art, Art Districts, and
Architecture
• It does NOT address the importance of Equitable, Green,
Sustainable, and Resilient Cities
• It does NOT address the Doctrines and principles of Smart Cities
Designs

Some Cities already have
plans to get to this type
of Smart City in the 21st
Century!

Some Smart Cities have already started

SMART CITY DOCTRINES
• Doctrine 1: Consider urban life before urban place; consider urban place before technology
• Doctrine 2: People should be at the center of all planning. Citizens First.
– Frictionless experience (within limits). Creative Destruction will not please everyone
– Technology should follow/support the experience
• Doctrine 3: Citizen and Community Involvement are essential in co-visioning, co-inventing and co-creating
the future
– The future belongs to everyone … and everyone should have a voice (not by simple votes, but by active participation in real
time)
• Doctrine 4: Apply inclusivity
• All segments of society must move into the future in lockstep mode. Another way of saying this is: Leave no one
behind
– Cannot afford to increase the gap between haves and have-nots
Int. Innovation Centers - Philip Andrews 25
SMART CITY DOCTRINES
• Doctrine 5: Plan for long-term growth, renewal and transformation
• Doctrine 6: Be flexible and modify your vision and model as needed
– The avalanche of new technologies will increase in speed and continue forever, renting current models inadequate or
obsolete
– Demonstrate flexibility and adaptability, over an extended timeframe
– No permanent solutions for temporary problems
• Doctrine 7: Apply Creative Destruction approaches
– It requires courage and determination
– Smart Cities is about creating a new civilization and way of life. Bold decisions must be made, even if some of them are
unpopular. Example: Smart Education and Smart Government obsolete current systems in place
– Creative Destruction must be augmented with Transformation Management
Int. Innovation Centers - Philip Andrews 26
SMART CITY DOCTRINES
• Doctrine 8: Dare to experiment!
– It’s OK to make mistakes --- it’s uncharted territory. Some “trial and error” is necessary. It’s OK to fail. No need to get excited
about mistakes
– Promote innovative and non-conventional solutions
• Doctrine 9: Think and apply holistic solutions!
– Holistic view for wholesome living
– It’s a mutual (and holistic) world: introduce bottom-up and top-down Initiatives
• Doctrine 10: Apply the sustainability, scalability and resilience principles
– They are the foundation for the new Smart Solutions and Initiatives
– Demonstrate that the sustainability, scalability and resilience are valid over an extended timeframe
Int. Innovation Centers - Philip Andrews 27
SMART CITY DOCTRINES
• Doctrine 11: Draw nature closer to people
– Consider biophilic, aeroponic, hydroponic and other designs that bring nature closer to people, but also integrate urban and rural
environments in the city
• Doctrine 12: Establish new relationships and interactions with the business community
– Form powerful Business and Innovation Ecosystems
– Form/forge more PPPs (Public-Private Partnerships)
• Doctrine 13: Make Innovation the “engine” of the new society/civilization
– Form new Innovation Hubs / Solution Labs that help all segments of society (not just entrepreneurs and startup companies
– Encourage, promote, cultivate and advance the Innovation Culture
Int. Innovation Centers - Philip Andrews 28
SMART CITY DOCTRINES
• Doctrine 14: Advance Urban Planning and Economic Development Smart Programs and Initiatives
– Relieve building density with variety and add green boundaries
– Activate spaces for greater safety
– Develop affordable, mixed-use (self-contained) neighborhoods
– Make public spaces work harder (make them to serve multiple uses and users)
– Take advantage of the new Autonomous Vehicles and the new options that they offer
Int. Innovation Centers - Philip Andrews 29
SMART CITIES PRINCIPLES
• Well-Being (QoL, Great Health, Happiness, Livability, Prosperity, Growth, etc.)
• Equity (Smart Cities are an act of social justice)
• Inclusivity (catering to all segments of society)
• Involvement (promoting citizen engagement and participation ➔ new services)
• Efficiency
• Foresight
• Resiliency/Sustainability
• Transparency
• Creativity/Innovation
• User Friendly Technologies (Accessibility is critical to Smart Culture)
