The approval of this meter marks the onset of installation of Smart Grid in Brazil. Miguel Setas, EDP Group. “

The Ecil Energia’s family of electronic meters was developed in partnership with EDP Bandeirante for residential and commer-cial measurements.

Adherent to the Smart Grid concept, the smart meters line comprises direct and indirect meters for low voltage (Single Phase, Two-Phase, Three-Phase and Balance Meter), they are: MD1400, MD2400, MD2400-1E, MD3400, MD3500 and MD5500. Fruit of an R&D (Research and Development) partnership, the line of meters was part of the first project of smart grid of large size deployed in the historical city of Aparecida at São Paulo State.

Regarded as the biggest Smart Grid project in Brazil, it trans-formed Aparecida into a more sustainable city, through energy efficiency actions, use of efficient public lighting, and adoption of distributed generation of power through renewable sources, allowing the use of electric vehicles among other actions, con-

tributing significantly toward reducing CO2 emissions.

Inovcity project will allow an online control of power consump-tion in consumer units, as well as remote disconnection and reconnection.

The system installed is already prepared for new forms of billing and customer relations, including prepayment functions and hour-seasonal billing, having as consequence better distribution of energy demand during the day, allowing postponement of new investments in the power infrastructure.

The MD family of smart meters already supports four-quadrant metering, which allows measuring the power flow. Thinking of systems in which power microgeneration by the consumer will be present, the Concessionaire will, with this new meter, have the power balance between what the customer consumed from the Concessionaire and what was generated in his property, whether by wind microturbines or by photovoltaic cells.

In the Inovcity project, in the city of Aparecida in SP, Ecil Energia installed over 15,4 thousand smart meters already approved by INMETRO.

The line comprises of smart meters, single-phase, biphase and triphase model (direct and indirect) used for residential and commercial measurements.

They have as main features the use of communication technology, radio frequency, the open standard IEEE 802.15 (ZigBee), supporting MESH functionality, each meter can operate as a router for packets from other meters in the communication network.Such routing is performed dynamically, making the system increasingly more robust communication, the greater the number ofdevices connected to the network, by allowing the establishment of multiple paths for traffic information.

Used in AMR and AMI applications, the complete solution consists of the meter, a coordinating network element, and a remotemanagement system, which uses the concepts of Home Area Network (HAN) and NAN (Neighborhood Area Network). All elements of the system were also part of the research project.

The HAN networks will be responsible for managing residential energy consumption, allowing the consumer and eventually the Utilities Company, acting directly in the main responsible for the energy consumption, is another tool in the quest for a better distribution of demand throughout the day.

The deployed solution provides for the future adoption of prepaid charging energy, enabling consumers to manage their expendi-ture on this input, essential for modern life. The NAN and WAN networks will be the basis for utilities companies to perform theirmanagement at the point of delivery, allowing the disconnection and reconnection, collecting energy data, the identification of fraud events, lack of energy and primary and secondary circuits, and other features remotely and instantly.

Additionally, the system already provides for the measurement and monitoring of temperature in 485 aerial distribution transformers (TAD) in each secondary extension, providing information management as technical and commercial losses by extension, circuit overload, phase unbalance and power quality dynamically. Such information will be used for the areas of loss, maintenance and planning.

The Inovcity design considers the deployment of a communications infrastructure that is already prepared for the integration of various equipment and systems that will make smart grids. The WAN (Wide Area Network), a mixed use technology in public networks using standard GPRS and private networks in IEEE 802.16e (WiMAX).

The WiMAX network has been deployed at certain points, allowing the integration of engineers measuring, automated switches and reclosers, also allowed its use by maintenance crews in the eld for internal communication. However, most of the coordinators of measurement still communi-cate at that stage by public GPRS network, enabling a performance comparison between different technologies.

Such scope is only possible according to this mixed technology will allow communication on a large endpoints for each band to be integrated into the system. The WiMAX network is based on the same concept of communication cells employed in mobile networks, in which Radio Base stations, “illuminate” a given region, allowing the connection of multiple endpoints.

At certain points of the WAN network, where the signal is weak, the reclosers or coordinators measurement, already installed on poles, may act as signal repeaters, “illuminating” farthest points without the need for new repeater towers.

The objective in the medium term for the Inovcity project is to make WiMAX the basis on which allother systems related to smart energy networks (Smart Grids) services are supported by the sameinfrastructure, optimizing investment and enabling many services that will be the future of the operation of power grids.

WiMAX networks have features essential to the achievement of a large Smart Grid project. They are IP (Internet Protocol), fully managed networks that support and control services such as QoS (Quality of Service), segregation of physical networks by creating VLAN (Virtual LAN), to stratify thedifferent applications of automation, measurement and control and data priority according to the type of information being transmitted.

Also, they allow the use of the authentication process by using RADIUS server (Remote Access Dial In User Service - RFC Authentication 2865) and management (Simple Network Management Protocol) SNMP versions 1, 2 and 3. These features enable the management of remote reconfigu-ration functions, necessary if there are changes in the network topology.

Measurement Coordinator AP-5000 has the function of taking readings of data from electronic meters via Zigbee communication interface.

Individual Consumption Query Terminal (TCCI)

Home Display is designed to be integrated with smart energy meters via Zigbee network, routers meters will be the information collected by the devices to act as “end - devices” network, allowing utilities to create new services for consumers.

Remote disconnection and reconnection module (MCRC)

Smart TUG

This module disconnection and reconnection works integrated into the Single Phase, Two Phase and Three Phase Meter of Ecil Energia. It has bistable relay with capacity to withstand current of up to 30A.

Smart Tug consists of a “male-female” socket already in the new ABNT standard, which is used to control residential equipment. This device connects to the residence for Home Display Zigbbe communication - RF, allowing the utility or the consumerremotely commanding various appliances in an easy and intuitive way.

It can also act as a shunt type meter of low cost, for measuring active energy, no display and can be connected to several residential equipment, providing monitoring for the consumer to ascertain the individual consumption of their various household appliances.

1 How much, in practice, can itgenerate in power savings(kilowatts or megawatts)?

The system allows an online control of power consumption in homes, as well as disconnection and reconnec-tion, however, the savings is linked tocampaigns on energy efficient use. For example, the system will allow prepaid and hour-seasonal billing.

The meters have antifraud fea-tures that guarantee management of non-technical losses.

The consumer will also be able to control the consumption of various equipment in the home via WEB, through the HAN network.

2 How much, in practice, can itgenerate in green savings (CO2)?

One of the functionalities of the meters is metering in the four quadrants, which in practice will allow metering in both power flows.

Thinking of systems in which micro-generation of power by the consumer will be present, the Concessionaire will, with this new meter, have the power balance between what the customer consumed from the Concessionaire and what was generated in his property, whether by wind microturbines or by photovoltaic cells.

3 What is the cost of installing this system per 100 thousandinhabitants (or per 10 thou-sand, in short, any measure-ment for comparison)?

Several studies have been conductedfor the final solution to bem com-mercially feasible.

Adoption of Mesh networks in the Zigbee standard, with low power consumption, at free frequency, and without need for retrofits in the power network, will allow economi-cally feasible projects.
