Project Brief Description:
The aim of a Plato mentorshipproject in Serbia is the transfer from
Plato knowhow (Plato as a living network) from Voka- Chamber of
Commerce East-Flanders to the CCI in Serbia. The creation of a
sustainable Plato mentorshipproject-network can be the answer to
the local needs of SMEs in Serbia and fits into to Serbian government
politics towards SME-initiatives. The Plato mentorshipproject is
focused on professional coaching of SME-owners by managers from
medium-sized or major companies.

The Improved Competitiveness and Innovation Project (ICIP – Serbia)

The main output of this project is the creation of competitive business support services for SMEs in
Serbia. Target groups of this project are the Intermediate Bodies which have developed business
support services, the Policy Makers which take into consideration the results of these structures for their
policies and the SMEs which will benefit from quality business support services.
Project Brief Description:
The aim of the project ICIP Serbia is to contribute to the development of the
SME sector and to improve the competitiveness of new and the existing SMEs
through improving the quality, scope and availability of services for supporting
business operations and supporting business environment and institutional
capacities that will encourage development of innovation and
competitiveness of SMEs. The project also envisages to build up capacities of
stakeholders in innovation and to strengthen links between education,
research and business. The components of the Project are: Business Support
Services. The main purpose of the implementation of this component is to
create a new standardized service model for supporting business in Serbia and
to improve the infrastructure for supporting business operations, in order to
increase the number of new small and medium-sized enterprises and
entrepreneurs and support their existence and competitiveness. It is carried
out through two major activities: Standardization of the Business Support
Services; Quality Standards for Business Support Services Innovation Support
Services The objective of this component is to support competitiveness and
innovation through building capacity of government institutions as much as of
specialized organizations for supporting innovation in business. It is conducted
through the following activities: Strengthening the capacities of public
institutions for supporting innovation and competitiveness; Capacity building
of the Business and Innovation Support Organization; Accreditation of the
process in order to ensure quality of services, according to the best
international practice; Improving the capacity of the NARD in the process of
supporting the network portal; Promotion and importance of competitiveness
through innovations; Innovation scanning in order to increase the innovation
within a company and reduce the deficiency in providing support.

Support to Enterprise Competitiveness and Export Promotion (SECEP)

The project intends to enhance the competitiveness and networking of the SMEs in Serbia, to increase
the capacity of the Intermediate Bodies towards the supply of better services to the enterprises and to
push the Policy makers towards corrective actions upon their policies for the business sector.
Project Brief Description:
Support to Enterprise Competitiveness and Export Promotion (SECEP) project seeks to improve the
competitiveness of Serbian small and medium sized enterprises (SME) through three related but different
components: Cluster development (including cluster mapping and analysis) Supply chain development
Internationalization – promoting Serbian small and medium enterprises (SMEs) and developing their ability
to export. The process of cluster development will be realized with six Serbian clusters among which
quantitative and qualitative mapping will be conducted. Initially, each of the six clusters will be required to
develop a Cluster Action Plan (commonly referred to as cluster road mapping). The Cluster Road Map will
identify objectives of each cluster, along with the Action Plan development which should lead to
achievement of these objectives. The SECEP Project will then start working with each of the selected
clusters and will assist them in the Action Plan implementation. It is expected that the activities will vary
from cluster to cluster, depending on industrial sector, needs of the cluster, as well as its members (such as
technology transfer, innovation, export assistance) along with assistance in cluster coordination and
management requirements. The second component of the SECEP Project is the Supplier Development
Programme that seeks to improve the performance of Serbian companies (SMEs) by improving product
quality and business environment so that the companies would become more efficient and better prepared
suppliers of multi-national companies operating in Serbia. It is intended that at least 15 multi-national
companies take part in this program. The program will enhance innovation, technology transfer and
improved quality certification among Serbian SMEs. The primary goal of this part of the SECEP Project is to
achieve new supply chain contracts for Serbian companies with multi-national companies operating in
Serbia and the region of South East Europe, thereby seeking to boost direct and indirect Serbian exports.
Reduction of imports, increased employment and higher value of exported goods – are the key goals that
connect the SECEP Project and Serbian economy development strategy. For the participation in the
Supplier Development Programme 80 SMEs were selected from automotive, metal, electrical, IT and the
packaging sector, and according to the methodology of the European Foundation For Quality Management
(EFQM), evaluation of the entire business operation was organized for them. After the implementation of
the Action Plan for improvement, which was proposed by the SECEP Project consultants, 50 most successful
enterprises were chosen to receive intensive support for their further business improvement. By the end of
2011, the experts for those areas in which the need for additional improvement was identified will be
working with them. The SECEP Project organizes business exhibitions ‘Meet the buyer’ (May/October 2010
and 2011) at which precisely these companies are given a chance to present themselves as potential
suppliers of big companies to potential buyers of their products and services. During 2011, the SECEP
Project will provide support for the initiative of the exporters interested in establishing the association of
exporters, and it will also organize training for the interested export-oriented enterprises. The SECEP
Project also includes the implementation of a programme of internationalization for the six prioritized
clusters. Through the internationalization component, the project seeks to improve the ability of Serbian
clusters not only to export, by means of activities such as market analysis and partner search, but also to
build a network outside of Serbia with clusters in other countries (like exchange of experience and joint
market activities), along with strengthening links with member countries of CEFTA.

Strengthening and development of cooperation between countries on the
Eastern Adriatic coast – Adria 3 Project

their competiveness because of networking and exchange of experiences and best practices, the
intermediate bodies which support the SMEs and policy makers in the mentioned countries through the
improvement of their knowledge capacity.

The main objective of the project is the transfer of experiences and good
practices to the stakeholders in the three recipient countries. The intervention
axis are: AXIS I: Preservation of biodiversity between Friuli Venezia Giulia and
Istria; AXIS II: Internationalization - development of economics relations
between Friuli Venezia Giulia and Montenegro: strengthening and
development of economic cooperation between Friuli Venezia Giulia and
Montenegro SMEs. AXIS III : Social Cooperative: the activities aim to include
vulnerable people in the Albanian labor market - transfer of best practices in
Albania.

Overall objective is development of SMEs in the metal manufacturing
sector in border area in order to improve their competitiveness. Specific objective is supporting 20 metal manufacturing enterprises in preparing for entering the foreign markets. Results: Transfer and promotion of knowledge and experience gained during the first phase of EUMETAL project in Bosnia&Herzegovina. Improvement of the SMEs employees knowledge and skills in cross-border area. Selected SMEs in cross-border area are met the formal requirements for exporting to EU market. Selected SMES are promoted at regional and international level

Project Brief Description:
PSD is a new and innovative initiative for USAID Serbia that aims to build on
the successes and legacies of previous USAID initiatives while transitioning the
responsibilities for regional development and project management to local
entities in line with the USAID Forward agenda. PSD represents the first
Government-to-Government (G2G) assistance project supported by USAID
Serbia, is one of the first and most complex G2G programs in southeastern
Europe, and is anticipated to be a leading global example of experience and
success for the USAID Forward agenda. The aim of project: Improving the
development of small and medium sized companies and entrepreneurship
and increasing the sales and export and creating new jobs in the following
sectors: 1) Agribusiness; 2) Light industry; 3) Textile industry in 12
municipalities of South and Southwestern Serbia. Project will provide financial
and nonfinancial assistance to development of: existing SMEs; association
and clusters; youth and women entrepreneurship through overall support to
start- up business; enhance and strengthen links between SMEEs in selected
areas and organizations which provide support to business in the national and
regional level, through constant communication between selected subjects
and National Agency for Regional Development. RDA Zlatibor is partner on

Project Brief Description:
SLOHRA GLOBALNET project has been designed to foster the development of
beginner entrepreneurs, i.e. to improve their competitiveness in order to
survive on the market and to encourage export. One of the goals of the
project was to add new activities to the existing incentive measures which
would respect individual development resources of the beginner
entrepreneurs and which would consider them, as participants in economic
development, equal to the entrepreneurs who have already entered the
phase of growth and development.

Benchmarking offers a sound basis for effective support by an Innovation
Management support provider. It leads to solid and sustainable company
development.IMP³rove stands for IMProving Innovation Management
Performance with sustainable IMPact. This mission is brought to life in the
four main areas of IMP³rove: The IMP³rove Assessments of competitiveness
and sustainable growth by Innovation Management The IMP³rove – European
Innovation Management Academy The IMP³rove research results The
IMP³rove Partner services Innovation Management Consultants have access
to the large Innovation Management benchmarking database and to the

makers which support innovative actions in ICT and Telecommunications, promotes the creation of new
Startups through mentoring and coaching and support the researchers and general the society to tackle
new ideas for the promotion of entrepreneurship.
Project Brief Description:
Techno Seed is a project with the aim of selecting innovative ideas based on
ICT and Telecommunication for the setting up of new enterprises. Techno
Seed addresses to researchers, graduates, students, university employees,
secondary school teachers, companies or company executives and employees
wishing to develop an innovative project by setting up a new legal entity.
Techno Seed provides 3 main phases: training: it is vital that the potential
entrepreneur is trained in management and financial control techniques. For
this reason Techno Seed provides short courses where above providing the
basic tools for management, the main aim is to familiarize future company
founders with the essential concepts and tools required when managing a
company. This first stage ends with the initial evaluation and assessment of
the business idea described in a preliminary Business Plan. business planning:
following acceptance of this initial BP by the Science & Technology
Committee, a former incubation phase takes place where a step-by-step
assistance is provided to potential entrepreneurs through two so called virtual
Laboratories: Technology development Laboratory; Strategic and Planning
Laboratory. Each Laboratory, managed by an expertise tutor, supports the
development of the initial BP into a final BP, in particular through detailed and
focused technology analysis, market research, marketing and Sales Strategies,
financial planning, Operational analysis, sources of funding. This phase ends
with an evaluation of the final BP by the Science & Technology Committee.
start up and incubation: the aim of this activity is to support start-up
businesses during the crucial early stages. Following acceptance of the final BP
by the Science & Technology Committee and once the new enterprise has
been set up, a seed capital financial support of 20.000,00€ is assigned to the
start-up as well as the possibility to access to office space together with
professional and expert business advice within the Science and Technology
Park of Udine.

The objective is to renew the interest of SMEs in the Euro-Mediterranean market,
increase investment and business projects flow and ensure that the EU finds its
leading position as source of foreign direct investment in these countries. The
ultimate goal: to generate sustainable and inclusive investment and trade/partnership
projects. Overall objective: Boost private business and investment within the Euromed
area. Contribute to an inclusive economic development in the Mediterranean region.
Specific objective: Position the Mediterranean in key global sectors for future creation

The project "Analysis of beureaucratic costs for business ventures"has raised
the objective of verifying the economic-financial weight which, because of the
organisational complexity of the Public Administration, in a rather serious
manner on the businesses that want to activate or increase the own
productive and/or commercial activity. The itinerary Is structured in three
fundamental phases: Phase 1: Definition of a work and Analysis programme of
the necessary requirements Phase 2: Analysis procedure, recognition of
beureaucratic inefficiencies, validation Phase 3: Impact of inefficiency on the
companies' performance. A fourth phase concerning closure and diffusion,

Project Brief Description:
The Foundation “Euro-Mediterranean Development Center (EMDC) for Micro, Small and Medium Enterprises” has
been established in Milan, on June 17th 2013, by the Milan Chamber of Commerce and the Italian Ministries of
Foreign Affairs and Economic Development, as Founding Members. The EMDC Initiative has obtained the official
recognition (‘labelling’) of the 43 Member Countries of the Union for the Mediterranean (UfM), as well as of the
European Commission and the Arab League, as initiative of specific interest for the promotion of socio-economic
development in the Euro-Mediterranean Region, in occasion of the Senior Officials’ Meeting (SOM) of the UfM, on
December 4th 2012, in Barcelona. A key purpose of a network-based initiative such the EMDC Initiative is the
identification and promotion of potential complementarities and synergy with other relevant Agencies and
Institutions, as well as already existing programs and networks for economic cooperation and MSMEs
development in the Euro-Mediterranean region. Moreover, the operating principle of the EMDC Initiative is to
connect the main players in the Euro-Mediterranean Region, promoting synergies between them and achieving
outreach and proximity through an integrated and widespread network of Country Centers to be located in the
Northern, Eastern and Southern shores of the Mediterranean. EMDC Network includes an International Unit based
in Milan, and EMDC Country Centers composed of and run by the EMDC Partner Agencies and Institutions in each
interested Country of the Euro-Mediterranean Region. The EMDC Network will provide internationalization-
support services such as business events (trade missions, exhibitions), tailor-made assistance for the
internationalization process including market research, preliminary diagnosis, support for the development of the
strategy and partners’ research, as well as business to business (B2B) strategies. To date, no. 19 EMDC Partner
Agencies and Institutions supporting MSMEs from no. 9 Euro-Mediterranean Countries. There are new members
also. Micro, Small and Medium sized enterprises from the South and East Mediterranean countries involved in the
project are the main expected beneficiaries of the initiative. In addition, public and private agencies are also
expected to greatly benefit from this project, thanks to the capacity building programmes deployed. The ultimate
goal of the EMDC Initiative is to stimulate job and value creation in the Euro-Mediterranean Region, supporting
sustainable economic growth through the improvement of the commercial and financial environment for MSMEs
development, strengthened business networks and shared access to knowledge and resources. MSMEs from the
South and East Mediterranean Countries involved in the EMDC Initiative are the main expected beneficiaries. In

year aims to completely encourage the development of innovative
business activity and business culture in the Republic of Slovenia. It’s
based on motivating for business action within the Slovenian Start:up
road show, practical trainings for improving the business plan and
exchanging experience and good practice, as well as networking at the
business forum 100% Start:up and international business conference
PODIM. The competition is complete with selecting, promoting and
rewarding the best written business plan and the best start-up
companies. The competition is once again connected with the offer for
start-up companies offered by the Slovene Enterprise Fund. The
participants of the competition with a good final ranking will once
again be able obtain up to 25 points of a total 100 possible within the
tender P2. During the competition, a social network of operators in
the business eco-system is formed. It consists of entrepreneurs,

Them collaborating fruitfully is crucial for a successful development of
entrepreneurship. The competition is also a ticket for entering

NEXT - Collaborative platform to support research and technology transfer
Project Brief Description:
NEXT intends to create a collaborative platform to support innovation
and technology transfer in the Countries of the Adriatic area. The
consciousness that innovation takes place in "systems" or open
networks, through the interaction of actors which are different in
competences, skills, objectives. Unlike other similar initiatives, the
distinctive and effective innovation that distinguishes NEXT is an
original mix of virtual services (online platform for information
sharing, access to common services, etc.) and material
services/products provided directly to partners, SMEs, research and
technology transfer centers, institutions. The services/products
offered by the NEXT project - the following are the main ones – take
into account these considerations. Based on a context analysis and
through an effective involvement of the "actors of innovation" in the
areas represented, "NEXT open book" will be created, a Repository
which can be constantly updated by research and technology transfer
centers (both public and private). A summary report ("NEXT trend")
will also be produced to give details, for each of the territories
involved, of the level of technological intensity, the results of
excellence in the field of research and innovation, investment
opportunities, public policies support. Both of the tools will be
functional to identify and give visibility to excellence competences,
thereby facilitating the interaction between the different research
actors.

Project Brief Description:
SEE countries elaborate and implement the innovation policies with various
level of effectiveness. There is a lack of: cooperation, capacity and
understanding of innovation performance, policies and supporting
instruments in the region. The aim of FINNO project is to contribute to better
productivity and to achieve more comparable level of innovation among SEE
countries. The project will create a communication platform of decision-
makers, supported by sustainable mechanism for fostering innovation in SEE
area, the FINNO Committee, a legal body which provides governance level
with constant and relevant policy recommendations. The mechanism for
fostering innovation in SEE will be developed by the key stakeholders and
supporters of innovation. On the basis of innovation performance analysis and
existing measures in SEE region, common methodology for measuring TIAS
(Technology Innovation Assessment Scoreboard) will be developed. TIAS
Scoreboard rate will be measured in companies as direct users of innovation,
by using on-line Self-Assessment Tool (SAT). Based on identified TIAS rate as
well as policy and economy gaps, FINNO Committee is to prepare innovation
policy recommendations for each participating country. The main project
results incorporate coherent methodology for implementation and use of TIAS
and SAT, innovation policy recommendations and FINNO Committee
establishment in order to ensure sustainability of the initiative. Results
achieved in the project will provide an Overview of innovation efforts of the
involved SEE countries and enable benchmarks with other European regions.
These results will be disseminated and relevant stakeholders will be provided
with the guidelines how to improve innovation policies and measures in order
for the innovation performance to be upgraded in each SEE country.

CV qualifications. The output of these matches is an ordering list of CVs based

Project Brief Description:
Greece and Italy are the main gateway to and from Europe both for freight
and passengers flows. Whereas GIFT 2.0 considers Adriatic-Ionian area as a
unique HUB for traffic flows of short-medium and long distances. The project
identifies 27 hubs among ports, airports, bus and railways station and merge
the different existing services, or optimizing the ones, in order to establish a
unique interface able to give information, data, tickets, and transit times in
real time. In spite of advances in transport, and thanks to information and
communications technologies (ICT), regional travellers need of increasing
support for easy access to destinations of interest and high-valued cultural
resources. GIFT 2.0 intercepts common bottlenecks not yet overcome, in and
among both the target areas including the adjacent territories, in order to find
jointly solution through the main output: unique “virtual logistics” platform
specialized for different market segments to improve facilities. The overall
objective of GIFT 2.0 aims at demonstrating how to develop the Adriatic-
Ionian geographical area, in Apulia and Greek Regions, with multipurpose
approach through the joint coordinated management of existing
infrastructures and common services, in order to intercept new traffic flows
(short connections, neighbourhoods and long distances) and consolidate
redistributing the existing ones in an optimized way, minimizing generalized
costs.

The Tourism Promotion to New Markets project (TPNM) comes to address
issues emanating from the difficulty of Cross Border (CBC) areas to increase
their competitiveness as a common tourist product. The current situation
exhibits a lacking of an integrated tourism marketing strategy as there are
many partial operations, sites/systems of limited capabilities and outdated
technology, especially when one considers the recent shift of interest in social
media and the wider use of mobile phones. Given the expansion of e-tourism
market and the corresponding reduction of conventional distribution
channels, the current situation requires immediate and concerted action to
upgrade the electronic display, management and distribution of the tourism
product. The international practice and experience in marketing management
of touristic destinations requires centralized management of information for
each destination through advanced and technologically state of art portals
that provide geo-localized information.The project aims to unify the touristic
product of the CBC area for increasing the visibility of its touristic potential
and promote its attractiveness not only to domestic and EU markets but also
to new touristic origins (Russia, Japan, China), while strengthening tourism
business ties in both sides. To that end, five partners from Greece and Albania
have joined forces to create the conditions of a unified touristic product of the

“WENS” European Network of Female Entrepreneurship Ambassadors

Target groups of the project: SMEs which belong to women for the purpose to become the
Ambassadors, Intermediary Bodies like Chambers of Commerce and Policy Makers with the purpose to
differentiate their strategy towards the promotion of women’s entrepreneurship.
Project Brief Description:
Project objective: to contribute to the promotion of female entrepreneurship across the
Republic of Serbia through establishing National Network of Ambassadors; to encourage
the development of small and medium-sized enterprises and entrepreneurship in Serbia by
encouraging and supporting entrepreneurial potential and talents of women and increase
their overall involvement in entrepreneurship; specific: to inspire women to start their own
businesses and become entrepreneurs; to increase self-confidence of women in
establishing and running a successful business; local, national and international networking
in order to motivate women to understand that entrepreneurship can be a time of their
careers. One of the current problems of the EU economy is insufficient realisation of
entrepreneurial potential, which becomes even more significant when considering the
gender structure of entrepreneurs. Statistics have shown that, when compared to men,
women are self employed less often, i.e. they are less likely to start their own business or to
have an ambition to do so. Since intellectual potential of women and their participation in
the European competitiveness is not fully used, the European Commission insists on the
promotion of female entrepreneurship and creation of business environment suitable for
establishment and management of enterprises lead by women. With this goal, the
European Network of Female Entrepreneurship Ambassadors Project was initiated on
October 5, 2009. The fundamental idea of the project is to form the network of successful
business women that will represent the role models for future female entrepreneurs
throughout Europe. In the beginning, the network consisted of 150 female ambassadors
from ten European countries (Denmark, France, Germany, Island, Ireland, Italy, Norway,
Poland, Slovakia and Sweden), and by the end of 2010 twelve more countries joined them,
one of which is Serbia. The role of Ambassadors. Promotion of female entrepreneurship on
the national level: by addressing groups of women in schools and faculties, through
contacts with social groups, appearing in the media, as well as organising thematic
conferences, establishing business connections, and initiatives for finding work, and their
activities will be covered by media (television, radio, magazines, project website,
participation in major events, and awards to the most successful entrepreneurs).
Participation in the work of the European Network of Female Entrepreneurship
Ambassadors: participation in meetings of the European Network, participation in “e-
conferences” and in “electronic communication”, participation in relevant EU campaigns,
thus making contacts and improving business climate for female entrepreneurs in our
country. Objective: supporting development of small and medium-sized enterprises and entrepreneurship in Serbia by encouraging and supporting entrepreneurial potentials and
talents of women, and increasing their overall engagement in entrepreneurship. Specific
goals: Motivating women to become entrepreneurs and start their own business. Increasing
women’s self confidence in the process of founding and running a successful business.
Create local, national and international connections in order to motivate women to
understand that entrepreneurship can be their career. Total project amount: 84.482 EUR

Regional ICT Foresight exercise for Southeast Europe - (FORSEE)

Project FORSEE puts efforts on introducing a foresight culture in order to create a common regional
methodology through which ICT sector stakeholders (policy makers, industry players and research
community) will be able to voice aspirations, meet challenges and help develop a vision for the region in
this field. FORSEE promotes the public consultation among the policy makers, SMEs, Intermediate
Bodies and Researchers in the ICT sector. The results of it will be a support tool for decision making for
the policy makers.
Project Brief Description:
Project FORSEE puts efforts on introducing a foresight culture in order to create a
common regional methodology through which ICT sector stakeholders (policy
makers, industry players and research community) will be able to voice
aspirations, meet challenges and help develop a vision for the region in this field.
The Project’s main objectives are: To embed a foresight culture in the policy
making process in the SEE countries, which will lead to an acceleration of their
economic growth and will enhance their preparedness to the challenges of the
globalized economy, to open a dialogue between all relevant stakeholders from
participating countries, synthesize views and create a sense of regional ownership
of proposed policy recommendations, to initiate transnational collaboration in
developing strategic plans for the ICT related socioeconomic growth through
significant savings in resources, improved efficiency and increased capacity to
compete in the global market, to make a careful selection of priorities in ICT RDI
policies in each participating country which will allow already limited available
resources to be channeled into activities with realistic potential for important
achievements, to create a framework under which these areas of priorities will be
re-evaluated as pillars of a Regional Plan for development in each of the
participating countries, to produce a set of tools and a methodological platform
for performing regional Foresight exercises which will remain as legacy to the SEE
region for future use and reference. The FORSEE Project has 3 main stages: Design
the Foresight exercise, the context analysis per country and the staffing of the
Taskforce and Policy Steering Committee with representatives of project partners
and external Foresight or policy experts (including partners and regional
stakeholders, and external foresight or policy review experts). Present FORSEE
exercise methodological approach and goals through a Green Paper in Open
Consultations attended by the widest possible relevant audience in each SEE
country to stimulate Stakeholders’ participation in the process, in order to ensure
transparency and inclusiveness. Run a regional foresight pilot exercise as a
participatory process in order to synthesize stakeholder views to create a
common vision for the development of ICT RDI in the SEE region, leaving behind
tools and a sustainability plan for the establishment of a virtual Regional Foresight
Center (RFC).

Project Brief Description:
Searching and developing better, innovative products is possible only in the
case of greater cooperation, networking and entering foreign markets. Small
business in the region close to the border has in past decade developed
disconnectedly, depending on momentary capabilities. Planning and
establishment of zones was primarily dependent on local circumstances and
without consideration of the broader economic space. Project partners and
zones (business-craft zones, technology parks, incubators, etc.) recognized the
need and demonstrated intention for new cooperation and search of mutual
synergic effects. The network of Slovene-Croatian regional development
agencies (RDA) – SLOHRA, established in the ongoing Interreg Slo-Hu-Cro
project, is the main advantage of this project’s realization, because it eases
the establishment of contacts and advances the quality of cooperation in
individual regions. Opportunities which will be followed are primarily related
to establishment of the joint economic space and better services which for
small and middle-sized enterprises (SME) Main objectives of the project: to
improve the access and spreading of information about cross-border
entrepreneurial area, to increase cooperation of entrepreneurial zones to
establish the structure for partnership network development, to improve
awareness of small and medium-sized enterprises of cross-border business
opportunities and to promote a joint economic space. Target groups of the
project are business zones, incubators, technology parks, support
entrepreneurial institutions (SEI), regional development agencies, companies
operating in these zones and other operating companies which are interested
in entering into the zone, unemployed, students, potential entrepreneurs,

Project Brief Description:
The project aims to create transnational network structure between regional
development actors with the specific goal: to improve implementation of
regional policies in the innovation field and increase the capacity for
sustainable development by encouraging innovation of “clean” technologies.
The partners have stated that social environment in the Med regions is not
stimulating enough to assure good results in the innovation sphere. Partners
believe that Med space has high potential to develop innovations, which will
contribute to sustainable development in the whole Med area. The main
obstacle is the lack of coordination and co-operation among key stakeholders
(government institutions, public research institutions, universities, local
communities, chamber of commerce, SMEs, …). The regional development
actors see an opportunity to play an important role in strengthening
innovation capacities by cooperating and coordinating with stakeholders in
order to provide more efficient implementation and functioning of
undertaken measures. The concrete outcome is to establish pilot structure in
each region for counseling and providing information to target groups (SMEs,
young researchers, innovators,…).Activities set up in the project proposal will
be implemented through the transnational network structure to provide
considerable impact on strengthening innovation capacities at transnational
level and so contribute to the “green” economic growth and employment in
the Med area.

The project aims to increase the competitiveness of SMEs in the program area
through networking and cooperation. Collaboration, knowledge exchange and
technology transfer, innovation and internationalization are expected. The
partnership is composed of the most important business structures and
associations from the both sides of the program area, which are connecting
and representing all the SMEs in this area providing an excellent knowledge of
the business reality. The heart of the project is the establishment of
connections (networks, clusters, platforms) among SMEs in order to increase
their competitiveness and contribute to the overall competitiveness of the
territory. The activities of knowledge and experience exchange combined with
new forms of cooperation are promoted by the structures and business
associations. Common services will be developed for the internationalization
of SMEs, also with the help of new technologies and information sources: DBE
(Digital Business Ecosystem), KMS (Knowledge Management Systems) as
promoted by the European Commission to promote regional development.
Disadvantaged social categories (senior, pensioned) will be included and those
with potential in entrepreneurship (young people) through a system of cross-

Project Brief Description:
This trans-national association aims to promote and facilitate the contact
among Educational and Business galaxies, creating “new channels and
methods of communication”. Considering that public institutions, private
consortia inside the partnership act in the name and for the interests of their
public and business associates, it is evaluated that Adria-HUB impacts directly
over more than 120 protagonists of social and economic life in the Adriatic
region. Moreover, large business associations (like Chambers of Commerce
and Public/Private Associations) are going to widely spread methods and
outcomes generated in the partnership. Specifically, Adria-HUB intends to
institutionalize relationships and integrations acting on different levels:
Political Approach: merging interests and efforts for common purpose,
overcoming divisions between populations inherited from past; Educational
Evolution: comparing education models and effects, pushing the university
curricula toward the needs of industry; Social Action: reinforcing the
employment of young people and their correct positioning on the labour-
market; Implementation of ICT: creating an advanced web-oriented platform
to connect data and information all over the Adriatic region; Workforce
Straightening: merging individual skills and industrial needs towards the
recruitment of the most appropriate professionals; Transfer of Technology:
providing industrial needs for technology to the universities as source of
innovation; Research and Development: forwarding the R&D efforts and
capabilities of university partners toward a “business-driven research”;
Industrial Innovation: focusing resources and attention on a specific industrial

The CluStrat project strives to develop a Joint Strategy on how to enhance the
innovation capacity and competitiveness of clusters in the Central Europe
area. At the beginning, an analysis of potentials shows hubs of strategic
importance with regard to emerging industries and cross-cutting issues at
regional level. Strategy development builds upon this basis. In order to feed
the strategy development process, CluStrat partners have initiated a
systematic Policy Dialogue at regional, national and transnational level. The
Policy Dialogue is an ongoing process of exchange, discussion and learning
which involves cluster policy makers at all levels in the development of new
policy approaches and strategy elements.At the same time, sectoral experts,

Project Brief Description:
The INCO-NET project has been established to enhance the competitiveness
of innovative SMEs and startups by promoting cooperation and the exchange
of know-how in the area between Italy and Austria. To that end, a cross-
border network will be established to provide entrepreneurs with
opportunities to upgrade their skills, promote the exchange of ideas and
foster business process innovation. As a step forward in that direction, INCO-
NET aims to establish a cooperation network of science parks, business
incubators and intermediate bodies - i.e- the organizations whose mission is
to provide a link between companies and research or public institutions. Using
available tools and know-how, INCO-NET will help small companies to start
networking, enhance their skills, propose and share solutions to the issues
that are most frequently encountered in the crossborder area. The main
project focus is on young entrepreneurs and female entrepreneurs. Special

Project Brief Description:
IN-FVG New ideas for the development of the regional territory IN-FVG
project has been promoted in continuity with previous activities fostered in
the regional territory aimed at supporting business start up and technological
transfer. The main goal of this initiative is to encourage the development of
highly innovative enterprise projects by means of first-class business training
and shadowing programs in close relation with the Research, Enterprise and
Finance System. Among the project specific objectives there is also the
creation of a wide network of consultancies, collaborations and contacts on
the regional territory in view of future business activity, provided thanks to
the IN-FVG partnership advanced resources. The Business Plan Development
ends with a finalized Business Plan in view of the Business Start up. In order to
facilitate the training activities as well as the internship period, IN-FVG
provides also financial grants meant for unemployed participants. The amount
of these grants is defined according to the region/country of residence,
namely: 9.000€ for residents in Friuli Venezia Giulia, 15.000€ for residents in
other Italian regions, 18.000€ for residents in another countries.

Project Brief Description:
The Adriatic Economic Cluster Club project aims at improving the innovation
transfer of territorial and productive system in the Adriatic area through
market research and following cooperation activities. The overall objective is
to accelerate the reinforcement of clusters’ system and the creation of new
ones, with particular attention to the building of SMEs network involving,
P.As., public and private institutes of research and associations. The Cluster
Club Project focuses on nautical and shipbuilding sectors including the supply
chain of plastic, rubber, metal, wood and textiles. The main aim of the project
is to accelerate the reinforcement of the cluster system as well as the
creation of new clusters with particular attention to the building of a SME
network involving Public administration, institutes of research and

professional figure that the two Educational itineraries are directed, intended for
20 young unemployed or jobless people, under 35, with 30% of the places
destined for young foreigners. Six of the twenty places available in each course
are therefore reserved for foreign students: for this reason, the course will

The research project intends to contribute actively to the cooperation
between Europe and China investigating opportunities for mutual integration
in the healthcare sector. Cooperation and potential synergies will be
examined from a comprehensive perspective, including policies at national
and local level, the legal environment, medical practices, healthcare industries
and related businesses. An interdisciplinary approach is followed.
Researchers in the social science and humanities areas will compare the
European and Chinese healthcare systems at different levels, including value
systems and ethical issues. The economic expert will specifically analyse the
integration reached so far, in the healthcare industries (i.e. technologies,
pharmaceutical products, etc.) on the basis of foreign direct investments,
trade and micro economic data. The typical cost-benefit tools will be used to
evaluate the economic impact of integrating Western Medicine (WM) and
Traditional Chinese Medicine (TCM) practices, supporting the medical team of
experts. The legal instruments will help define obstacles and plausible
solutions that can be generated by the regulatory environment, as well as
appropriate solutions to enhance collaboration both at institutional, medical
practices and business levels. The team of experts in the medical field will
investigate best practices of traditional medical systems using a modern
science framework. The team will develop a process of recognition and
scientific validation of TCM versus Complementary Alternative Medicine
(CAM) at different levels.

the European Union. Iktimed intends to contribute towards promoting new

enterprises of the mediterranean area. The guiding principles of the project
are as follows: - the innovation does not exclusively reside within the
traditional research centres. - it is necessary to have an integrated
cooperation between public, private and world of research - the
transeuropean networks of innovation and knowledge are fundamental for

this reason, the partnership composed of 13 organisations from 7 different

Project Brief Description:
GIZ Support Programme - Assistance to Competitiveness and Compatibility with the EU
of Serbian SMEs (ACCESS). Context. Over recent years, Serbia has progressed to
become a potential candidate for EU accession. The Government has begun to bring
Serbia into line with the acquis communautaire – the body of laws, rules and policies
with which all EU Member States must comply. The process of integration with the EU
creates additional pressure for Serbia to implement reforms. In order to benefit from
the closer links with the EU and thus create new jobs and safeguard existing ones, it is
crucial for SMEs in particular to increase their competitiveness. Serbian Government is
therefore focusing its efforts on improving competitiveness and the employment
impact of small and medium-sized enterprises (SMEs). Approach. The programme helps
Serbia to meet the Copenhagen economic accession criteria: the existence of a
functioning market economy as well as the capacity to cope with competitive pressures
and market forces within the Union. The Copenhagen criteria, adopted in 1993,
comprise political, economic and institutional criteria which all candidate countries are
required to fulfill in order to join the European Union. The programme also supports
the implementation of Serbia’s National Economic Development Strategy. The
programme assists the Serbian partners to put in place the institutional frameworks
that are essential for improving the competitiveness of Serbian SMEs. It operates at the
national level and also in specific economic sectors: machine-building, information
technologies, agro-industry, and energy-efficient building materials. The main
components of the programme are: the business and investment climate, innovation
systems, quality infrastructure and standards, and increasing the efficient and effective
absorption of EU funding programmes. The implementing organizations and
cooperation partners are the Serbian Ministry of Economy and Regional Development
(MERD) and the Ministry of Science and Technological Development and their
subordinate authorities, chambers of industry and commerce, associations, universities
and research institutes, and quality infrastructure institutions or QI service providers
such as testing laboratories and certification bodies. The participation of other relevant
ministries, such as the Ministry of Agriculture, is also anticipated. Cooperation with the
German, European and Serbian business community is a core element of the project’s

APULIAN ICT LIVING LABS is a project set up by the Apulia Region to test new
approaches to innovation activities. The networking of researchers,
companies and groups of citizens can design new products and services and so
they become co-developers. Through ideas and knowledge exchange,
prototypes are evaluated and innovative technological solutions are tested.
This is a chance for economic, social and cultural change. In fact, an "open
ecosystem" was created whereby the user actively takes part in researching
and testing innovative solutions, which have been developed through the use
of Information and Communication Technologies (ICT). By adopting this
methodology, the Apulia region has set up several financial tools available to
Apulian small and medium enterprises (SMEs) working in this sector. These
tools are set out in the 2007-2013 ERDF Operational Programme,
Convergence objective" Investing in your future", Axis 1, Measure 1.4, Action
1.4.2 "Supporting the growth and development of SMEs specialising in
offering digital content and services". The aim is to develop and enhance new
products and services for the SMEs and families within the entire region.

METRIS PLUS - Boosting Research and Innovation Potential of the Adriatic
Cross-border Area in a Joint Research Initiative led by Metris Research Centre
Project Brief Description:
METRIS Plus project idea was elaborated under the leadership of the Istrian
development agency (IDA) by five different Adriatic cross-border partner
regions as the follow-up initiative of the previous Met.r.is. project that was
successfully implemented by IDA and partners within Phare 2006 - New
Adriatic Neighbourghood Programme. Basically it was established that the
strategic value for the project is mainly to be found in the need to identify
new solutions in the sector of environmental research and the correlated
eco-innovations. In order to achieve this, the project summarizes and
analyses joint problems and fosters the cooperation and networking among
research, public, private and academic sector in the cross-border area.
During the preliminary analyses phase IDA as lead beneficiary collected
support letters to the project proposal, issued by local public companies
dealing with environmental technologies, thus giving an added value to the
project idea and ensuring successful project implementation. The joint pilot
research action proposed in the project addresses the issue of improving
technologies in small wastewater treatment plants (WWTP), by creating an
eco-innovative concept and prototype of special filtering device made of
metal materials. Small WWTP made in metal have functional, economical
and environmental advantages over other construction materials solutions.
One of the challenges in using metal as structural material is corrosion
planning, prevention, analyses and treatment. Promoting the availability and
transfer of relevant knowledge related to the subject to all territories
involved and beyond, will allow to solve the problem of disparities between
regions and balance development possibilities in the involved sector. With
reference to this, the whole Adriatic area will be positively affected and

PACE The Partners for Acquis Compliance and Energy Efficiency
Project Brief Description:
The Partners for Acquis Compliance and Energy Efficiency (PACE) project
aimed at speeding-up the integration process of business communities in
the 6 Western Balkan countries (Albania, Bosnia and Herzegovina, Croatia,
FYR of Macedonia, Montenegro and Serbia). The PACE project offered
companies the unique opportunity to undergo so-called Acquis Audits
analysing their compliance with EU legislation in selected areas. The PACE
project was launched by EUROCHAMBRES, the Association of European
Chambers of Commerce and Industry, in December 2010, as part of the EU
IPA Socio-Economic Partnership Programme. Enterprises from Western
Balkan Countries received free of charge and tailored acquis compliance
consultancy through the implementation of the PACE project.

Project Brief Description:
The LDA project aims at implementing on a large scale, and in a real life test
bed, innovative mobile services based on COPERNICUS (The European Earth
Observation Programme, fromer GMES, http://www.copernicus.eu/) and
GNSS (The Global Navigation Satellite System, http://www.gsa.europa.eu/) in
the region of Attica, Greece. The region of Attica is an ideal area for
demonstrating the potential of such kind of services for addressing societal
challenges. Attica has the highest concentration of manufacturing and
commercial activity in Greece. It is the main hub of communications, with
facilities for the rapid transport of raw materials and finished products. The
region accounts for 40% of total national employment and has a plentiful
supply of manpower, particularly skilled labour. It also has a wealth of ancient
monuments and sites, which attract millions of visitors from all over the
world. The concentration of both economic activity and population in Attica
has led to uncontrolled building, inadequate public transport, an increase in
unemployment and crime, etc, and the deterioration of the natural
environment. The project is co-funded by the European Commission in the
framework of the European Mobile and Mobility Industries Alliance for the
development of large-scale demonstrators in support of COPERNICUS (former
GMES) and GNSS based services in Europe.

Project Brief Description:
FAB LAB ATHENS is an active node of the Digital Fabrication Laboratories
network Fab Labs, that are a platform for cooperation between people
and organizations from different countries around the world. Fab labs are
conceived and designed to encourage the idea that anyone can
fabricate/make anything anywhere in the world by sahring technological
and social knowledge and by using machines of digital manufacturing. The
project emerged from a program launched by The Center for Bits and
Atoms (CBA) of MIT and is led by physicist Neil Gershenfeld (director of
CBA). The project of Fab Labs has extended from laboratories in
downtown Boston to rural India, South Africa, Norway, Spain, Afghanistan,
Kenya and more. All Fab Labs work in coordination through the Internet
and a video conference network, and they meet annually in a global
event. The Fab Lab programme explores how the content of information
relates to physical representation. The Fab Labs are laboratories of
personal digital fabrication in which it is possible to make almost anything,
from a computer measuring 1 cm by 1 cm to an intelligent house. These
labs are distributed in various parts of the world and connected to each
other by way of the Internet and video conferencing, which allows the
sharing of experiences and with it the creation of a network of distributed
knowledge.

The goal is to recover marginal areas (landfills, quarries, open cast mines,
former military areas, contaminated sites, etc.) through investmens in
renewable energy sources (photovoltaic, wind, biomass, geothermal, biogas,
etc.). The project shows the participation of many partners from the European
Union (Italy, Slovenia, Greece, Romania, Bulgaria, Hungary, Austria) and from
countries involved in the pre-accession process (Montenegro, Serbia, Albania),
and includes relevant public actors with complementary interests: national
and regional agencies for energy, research centres, the system of Chambers of
Commerce, banks. M2RES wants to give impetus to the sustainable
development of the European Union, generating economic and social value
for areas which suffer for marginality, having lost their primary functions. The
turning key will be to change them into platforms for the production of

traditional systems of welfare but also as a potential factor of social cohesion
and of economic development of the European Union. With this strategic

HTA is a multidisciplinary process, well-defined methodological point of view,
which collects in a transparent, systematic, impartial and consistent
information on clinical aspects of medical, social, economic and ethical issues
related to the use of innovative healthcare technologies. The technological
innovation (medicines, biomedical equipment, diagnostic techniques,
therapeutic procedures) subject to HTA process is evaluated and compared
with existing alternatives in terms of clinical efficacy, the cost-benefit ratio,
the impact on the population and the direct and indirect cost. The course is
directed to the staff of health facilities employed in health departments,
administrative offices, pharmacies, clinical engineering services, computer and
technical education authorities. The course is free of charge. In a context of
crisis in which is increasing the demand for health and care needs in terms of

Project Brief Description:
The project " Smart home for an active and indipendent longevity of the
elderly" was born out of the aim to realise a prototype of Smart home in
which the elderly can live indipendently, safely and healthily for as long as
possible. The objective is to stimulate a scientific and industrial research and
to realise an efficient demonstrator both for the concrete commercialisation
of the singular technologies that assemble it and for the integrated system
that will build it. The project financed by funding from the Marche region was
set up in 2011 and will conclude in 2015. The first phase was dedicated to
defining the general specifics of the project starting from an accurate analysis
of the requirements. It was inspirerd by the model "Life time home", that is,
the idea of a house for life- designed keeping in consideration not only the
requirements of the groups of weaker individuals, but comfortable and usable
for every type of family- in that it majorly responds to the project objectives. A
house that is planned according to the universal principles of inclusion and
accessibility, able to simplify the basic activities of daily life, with an external
view towards the city capable of interreacting with the needs of the elderly,
simplifying to the maximum the personal autonomy of the elderly and
lightening the load for the caregivers.

Advanced systems of production for geo thermal Science

technologies for the optimization of geo thermal applications.
Project Brief Description:
Energy Sorces, active for some years in the field of renewable energies and in
particular in the geo thermal heat content field, in collaboration with ALSEO
Pilings and with LUCAP, has developed a research project aimed at optimising the
geo thermal applications, by studying the aspects and the potentialities in the
Italian territory. The three businesses in question have made use of the specific
competences of the Polytechnic University of the Marche region, of the University
of Urbino and of the University of Camerino to create a work team capable of
facing all of the project phases. The starting point was the optimistic n of the
patent AN2006A000063 developed by Energy Resources on a particular
geothermal spiral probe which compared to other classic geothermal U probes
can be inserted in a perforation ranging from 8 m to 25 m. This type of probe,
equal in thermal return, enables a saving on costs of the construction of the
geothermal exchangers that range from 30 to 50 %. The current technology for
exploiting thermal energy present in the earth implies geothermal probes that
require notably deep perforations , equal to 100-150 metres. In order to realise
such perforations it is necessary to use costly, purpose built machinery that
present a significant comparison with regards to both the timings of realisation
and the overall installation costs. The problems linked to the transportation of the
geothermal probes to the installation site must not be over looked, given their
considerable length. For these reasons the installation of the geothermal plant
incurs initial elevated costs and as such a long period of amortisation. This created
a heavy obstacle to the penetration of technology in the market, above all in the
small implantations where initial costs are significantly high. The new concept of
geothermal probe that Energy Resources has developed stands out from classic U
probes and proposes a spiral with an average diametro of 50cm that reaches a
maximum depth of 25 metres and foldable during the transport on site. The
innovative geometry of the spiral probe develops a greater surface and exchange
length of probe per linear metre compared to a traditional vertical probe. This
allows for a thermal return per linear metre that is greater and therefore a
shorter perforation is required. The costs regarding the perforations and the
installation are as a result notably reduced with an excellent return of the
amortisation plan of the entire plant.

Project Brief Description:
The project provides for the acquisition of new knowledge to be applied to
geological and thermotechnical geothermal heat pumps through work of two
young technologists, engineering and geology (with a multidisciplinary
approach), and in collaboration with the University of Urbino and the
Politecnical University of Marche. GEOTERMOTEC is focused on the design
and implementation o fan experimental geothermal plant at the new
headquarters of “Termoidraulica e Sanitari” located in Urbino (PU). The plant
will be characterized by high Energy efficiency with a system for monitoring
Energy behaviour of the system heat pump/geothermal probes/mortar
filling/land; work will also be performer experimental evaluation of
consumption of the system. In the project is planned to build a prototype
machine for the measurement of thermal efficiency (MPRT) and the study of
the chemical and physical behaviour of the heat transfer fluid within the
borehole heat exchangers. The assembling of a new machine prototype for
testing the thermal performance of the wells and pilot plant test, will
determine the correct sizigi of geothermal plants resulting in considerable
savings for the end user and the consequent diffusion of technology for
Termoidaulica’s commercial purposes.

Project Brief Description:
Into the Scientific Campus “Enrico Mattei” were carried out 11 perforations in
which they were entered 9 vertical geothermal probes with a single U 100
meters deep, at a distance of 10 meters from each other, a piezometer of 100
meters and an exploratory well 20 meters deep. The heat exchangers have
been associates with a heat pump with a power of about a 50 kW thermal and
a COP of about 4.5. The geotherma system has the function of supporting the
main air-conditionig and heating trhough 10 fan size 800x800 mm, 2
classrooms (A,B) and the library of the Campus, with a total area of about 400
m2. This system has been made possible thanks to public funding of 80% of
the costs incurred in upgrading the energy efficiency of the Scientific Campus
“Enrico Mattei”, trhough participation in an invitation of the Marche Region.
The weels were made through auction of 1.5 meters in length and with a
rotary percussion method of advancement in air and water. At the end of the
excavation and insertion of the heat exchangers, the holes were filled with
cement heat. T-shaped joints have been linked to some probes to allow the
execution of some Thermal Response Test (TRT) has allowed us to describe
the thermal performance of the heat wave and the ground due to the
different characteristics of the subsurface lithologies.

Project Brief Description:
The Bucentaur was the galley of the State of Venice , on which the doges
embarked every year on Ascension Day to celebrate the rite of venetian
marriage to the sea , but also in other festivals , such as the Festa delle
Marie and inputs in the Ducal Palace of Dogaressas . The Bucentaur was
considered valuable and a spectacular reception hall to welcome guests
and to visit the city and was the subject of numerous paintings by the
Venetian painters of the eighteenth century . He survived until the fall of
the Republic and the arrival of the French occupation in 1797. On January
9, in 1798 it was destroyed by Napoleon in defiance to the Republic
abolished , but also , more importantly, to extract gold decorations ,
burned on the island of San Giorgio Maggiore. The hull of the Bucentaurus
was converted into a gunboat and then floating prison. With the
establishment of the Foundation Bucentaur, has started a project for the
reconstruction of the last Bucentaur in shipbuilding in the city. The
reconstruction work is carried out taking into account the written and
pictorial sources come down to us. The Project " Bucentaur " is the
planning and study of a support historical, artistic, cultural and
sociological which supports the construction of the ship. Through the
creation , promotion and enhancement of the Image of the Buccintoro ,
the project aims to stimulate interest , attention, and above all the
creation of services , cultural resources , publications, participation of
organizations, institutions , museums, libraries and qualified human
resources, and promoting of a new communications strategy. The
Bucentaur , in fact , is not only the ship itself, but a representation of a
period of history, art , culture and society. The project, therefore , it is
proposed as a tool for promoting the utilization and historical re-
enactment in key tourist and cultural opportunities to enable local
national and international company's business related to the historical
tradition of shipbuilding in the Adriatic and Ionian coasts. This initiative, if
viewed from the perspective of long-term investments in sustainable
tourism or cultural purposes should trigger chains of skills related to
technology and Materials for niche but extremely interesting for the
Adriatic-Ionian economy . The project has received a favorable opinion by
UNESCO as falls fully within the program of preservation of intangible
heritage that includes crafts and trades.

Regional Road Map - Wine sector

competiveness of SMEs in the wine sector through the transfer of new RES technologies for energy
efficiency.
Project Brief Description:
In the contest of GBE-Factory project a so called “road map” has been
realized, that consists in a widespread action involving many relevant actors
and potential investors in the field of RES, providing them with tailored
solution for installation of RES plants. Unioncamere del Veneto, as leader
partner of the GBE-Factory project, realized a regional roadmap targeted on
the wine sector, in which best solutions for RES investments in wine
companies are described. The choice is mainly due to the fact that wine is still
a very important field for export, interest and importance, not only for the
Veneto Region, but also for many Italian regions and other partner countries.
The mail objective is promoting the use of the wastes of wine sector, such as
for example vinasse, wine scraps, for the production of energy. This approach
has been promoted trough conferences and seminars.
