1. Administration 1.1. The Chair welcomed the attendees to the SGB meeting and noted the apology of Megan Sparks

(Good Energy) received prior to the meeting. 1.2. The Chair presented the minutes of SGB 072 to the group. One member asked for it to be noted

that 5.4 and 7.1 should not be misinterpreted and that micro-business provisions are not

changing under the Transparency Review. The minutes, with this clarification were accepted as

an accurate representation of the last meeting. 1.3. The Chair presented the actions to the Group and provided individual updates to the status of

each action. 1.4. A discussion point was raised around ‘Action 20190828/05’ from the previous meeting

regarding updates to the current website and allowing a more consumer-friendly process of

downloading the SMICoP document v6.1 in PDF format. The group chose to add a link to

‘SMICoP Version 6.1’ under the ‘Viewing options’ tab on the website to allow simpler access to

the SMICoP document.

ACTION 20190926/01 – ElectraLink to edit and update the SMICoP website with easy access to

‘SMICoP Version 6.1’ in PDF format.

1.5. It was mentioned that although the anonymised version (names replaced by notable numbers)

of the monitoring and compliance spreadsheet is presented to SGB, the un-anonymised version

will be circulated by ElectraLink with Ofgem, BEIS and Citizens Advice. Citizens Advice , for all

three to carry out their confidential statutory role on behalf of consumers, this information will

be treated confidentially.

1.6. One member queried the notable number for OVO Energy as they may be unaware of this –

ElectraLink are to confirm and communicate this number with them.

ACTION 20190926/02 – ElectraLink to confirm and communicate the notable number for OVO

Energy regarding the monitoring and compliance spreadsheet.

1.7. The Chair reminded parties that any nominated Contract Manager could contact the Code

Administrator to request their unique identifier.

2. Risks, Issues, Decisions and Opportunities Register 2.1. The RIDO was presented to the SGB and it was noted that there were no additional items raised

to go on the register. 2.2. It was agreed that the Register needs to be updated next month, to show progress with the

status, mitigating risks and actions. That, due to number of Issues associated to Monitoring and

Compliance, for efficiency the review has been proposed to occur after the presentation of the

Monitoring and Compliance Update at the end of Part 1 of SGB. SGB agreed this was more

effective and would enable consideration of whether some of the Issues have reduced in

severity. 2.3. The RIDO Register does not have a published rating system. ST suggested that some criteria

should be added to the RIDO to provide further clarity for the rating system. ST offered to

provide a demo version of the rating system for review by the SGB.

ACTION 20190926/03 – ST to provide an example version of a key for the RIDO rating system

for review by the SGB.

3. BEIS Update 3.1. AD provided the BEIS Update to the Group:

SMOG

3.2. Items discussed from the previous Smart Metering Operational Group (SMOG) meeting held on

5th September 2019 includes an update on PEMS (Post Emergency Metering Services); AD

stated there are updates on statistics from Gas Distribution Network (GDNs) regarding PEMS

replacements within 2018/19 and there will be further discussions during the November SMOG. 3.3. An update on the local pilot was provided, noting that a dedicated working group had been set

up which convened by BEIS and led by industry. The working group consists of energy suppliers,

networks, Smart Energy GB, BEIS and Energy UK. The location of the local pilot would be Derby. 3.4. The next SMOG meeting will be held on 3rd October 2019.

CRG

3.5. The last Consumer Reference Group (CRG) meeting was held on 25 September 2019. BEIS

provided an overview of a consultation proposal for the DCC to deliver a SMETS1

interoperability checker for consumers which closes on the 14 October 2019. 3.6. CRG also considered post-enrolment messaging for active SMETS1 credit customers. and

included an update on SMETS1 enrolment around domestic consumer messaging. Positive

feedback was also received regarding consumer messaging during the post enrolment

communications for active SMETS1 credit customers. 3.7. EUK gave an overview of their Smart Prepayment Meters (PPM) Change of Supply (CoS)

principles and. Ofgem discussed their Pre-Payment Meter (PPM) Self-Disconnection Self-

Rationing Consultation.

3.8.

CRG considered good practice around using smart data to support prepayment customers.

Outcome of Alternate IHD Trial

3.9. KG provided the BEIS update regarding alternatives to In-Home-Display (IHD) for smart meters.

Please find the presentation slides as Attachment 1.

3.10. The purpose of this trial was to see whether alternatives to IHDs have a similar impact in the

reduction of energy consumption. KG stated that although three Suppliers applied for

derogations, only two of these turned into trials. 3.11. All participants chose to opt into the trial and were randomly allocated either an IHD or a smart-

phone app, measuring both gas and electricity energy consumption. 3.12. Findings showed that the group using IHDs performed better than the alternative method as

their energy consumption was lower in comparison (between 0.25% and 2.6% lower on each

consumption measurement), though there was a notable margin of error around these

estimates (approx ± 2%). 3.13. A member indicated that installers of IHDs may have had extensive knowledge when explaining

how to use the product, however installers of the app may not have equivalent experience of

this. KG acknowledged this could have potentially impacted the results. 3.14. Although there was some uncertainty around the results, the trials indicated that the

alternatives performed worse in reducing energy consumption and ultimately did not evidence

that the alternatives performed as well or better than IHDs in reducing consumer energy

consumption. Therefore, BEIS’ decision is not to amend the existing requirement for suppliers

to offer IHDs to consumers.

Although the results show a 1% difference between the two methods, error bars suggest the difference can range anywhere between 2-5% of the total energy consumption; meaning the actual difference is difficult to pin-point.

Consultation on Smart Meter Policy Framework Post 2020

3.15. It was stated that BEIS are currently leading this and engaging with various stakeholders prior

to the consultation. This is currently ongoing and parties are requested to contact them if any

further information is required.

4. Green Energy Options Accessible IHD Offering Presentation 4.1. Simon Hughes (GEO) and John Worsford (RNIB) joined the meeting for this agenda item to

present an overview of their Acessible IHD. Please find the presentation as Attachment 2. 4.2. Energy UK, RNIB and GEO have been working with energy suppliers to develop and create a

device (IHD) that meets the needs of those that are blind/partially sighted, hard of hearing or

those that may have dexterity impairments. 4.3. Their vision is for the industry to come together with all Suppliers signing up to be part of a

single variant IHD, a product the industry can have confidence in, with it meeting accessibility

needs whilst reducing costs (the more suppliers, the better cost-reduction). 4.4. It was acknowledged by the group that the role of SGB is to ensure that the SMICoP is fit for

purpose, leaving it outside of the group’s remit to comment on the promotion of Accessible

IHDs. However, the given information regarding the Accessible IHDs provided insight into the

product whilst raising awareness and will be available as part of the meeting papers. 4.5. SGB noted that Citizen’s Advice had suggested this presentation as they had become aware that

some Suppliers did not know that there might be different devices out there which might help

them service different customers with special, specific or vulnerable needs.

5. Ofgem Transparency Update 5.1. RE verbally provided an update on the status of the current Ofgem Transparency Project,

stating that a consultation had been circulated. 5.2. The consultation included responses from domestic Suppliers, Citizens Advice and SGB. An

annex was also included in the consultation which contained a draft modification (to modify

SMICoP). Ofgem are currently seeking feedback on this and will be followed up with further

discussion with an actual direction containing a modification in October’s SGB meeting. 5.3. SGB reviewed and discussed the consultation and noted that Ofgem’s minded to position is to

include questions 6a and 6b. 5.4. A party questioned the inclusion of questions 6a and 6b, but not question 6, Ofgem clarified

that it is their intention that the answers to the initial part of question 6 be published, as well as

the responses to the conditional questions in 6a and 6b. 5.5. SGB discussed their views on the consultation and agreed that SGB should respond. Aa draft

letter of response be sent to Ofgem on behalf of SGB regarding the Transparency Consultation.

CH, CJ, RF, and PD will review and approve a draft from ElectraLink. The letter will reflect the

discussion captured in section 6 of these minutes. 5.6. The group noted that by not including any surveys from prior to Q4 2019, suppliers that submit

their SMICoP customer survey results annually might not have results published until 2021. 5.7. The SGB notes that only that those parties that have more than 30 responses for each question

will be published.

6. Ofgem Transparency 6.1. Both Ofgem and ElectraLink have drafted legal text for the consultation for the transparency of

the SMICoP monitoring and compliance customer survey. 6.2. RT explained the approach to both drafts would be to review the principles in ElectraLink’s draft

legal text and discuss whether any of the principles can be added to Ofgem’s draft legal text.

This approach was agreed by SGB.

Draft Change Request – CR059 Updates To MCCS Reporting Timescales Legal Text

6.3. SGB reviewed the key principles drafted for the proposed draft change from EDF.

recommended to the Change Proposer that the change should acknowledge the Direction from

OFGEM for publication of the Domestic MCCS attributable results legal text should state that

the domestic SMICoP monitoring and compliance customer survey results will be published on

an un-anonymised basis and will be published on a quarterly basis on the SMICoP website. 6.4. It was noted by the group that a quarterly basis should be referred to as ‘calendar quarters’,

given SMICoP operates on a Calendar Year and that this should be legally defined in order to

minimise confusion. Each calendar quarter will contain a time-series accumulating from Quarter

4 2019 onwards. 6.5. It was confirmed that no survey results prior to Quarter 4 2019 will be published but will begin

rolling data from this period. Suppliers who submit SMICoP customer survey results on an

annual basis will risk not having any results published until 2021. The maximum period that will

be available to view on the website at any one time will be 12 months. 6.6. In reference to 3.5.3 within the legal text, it was noted by SGB that results from Domestic

question 6 from the Monitoring and Compliance Customer Survey should be included. 6.7. It was noted that Section C 3.5.1 is repeated within the legal text regarding the requirement to

publish survey results on the SMICoP website under reference 1.5 and should be amended

accordingly. 6.8. Clause C 2.3 also needs to be amended to ensure clarity that not all survey results will be

completely anonymised and should refer to the new definition of not being anonymised. ACTION 20190926/04 – ElectraLink to draft a response letter to Ofgem reflecting the

discussions held around the Transparency Consultation. CH, CJ, RF, and PD to review and

approve.

6.9. When discussing the report, SGB noted that only Suppliers that received 30 responses or more

to a question in the survey will be published; it was queried by SGB how many Suppliers

received less than 30 responses for a question based on previous survey results, and if this has

any impact on the overall report.

6.10. RT presented the responses to the September consultation circulated to seek views on what the

SMICOP Section C Reporting Timetable should be in the future. It was summarised that the

responses to the survey were as follows: 6.11. The aim of the reporting timetable timescale changes is to ensure Domestic and micro Business

results are submitted in a timely manner, the aggregated reports are collated/ published as

defined in the code and discussed at SGB sooner. SGB noted that the reasons the Aggregated

report is provided later than defined, in the meeting papers for SGB rather than 6 weeks before,

was due to a suspension whilst the Code Administrator was overcoming the issues of results

being receiving which were inaccurate, incomplete, in a non-compliant format and beyond the

submission date – whilst this was being rectified, SGB accepted the Aggregated report as part of

the SGB papers for the meeting it would be discussed at. 6.12. Of the multiple proposals discussed, when considering Scottish Powers response their option 3

would utilise existing timescales. This proposal is in line with the 2 weeks’ timeframe already in

place to both collate and issue the report and was agreed that this will likely be the preferred

method for Suppliers to submit their responses.

6.13. SGB recommended that SMICOP Section C 4.4 and 5.5 be reviewed and amended as part of the

Change Request to ensure consistency, if specific timescales are set out in the Reporting

Timetable; where C 4.4 sets out ‘10 days and up to max of 4 weeks’ and C5.5 sets out ‘no later

than 6 weeks following the end of the reporting period’ 6.14. SGB noted that a new aim for the Timetable was to to identify when Domestic results can be

prepared for SGB review and published on the website. 6.15. Due to this, SGB agreed to have legal text drafted to demonstrate the timescales in option 3.

Setting out the Calendar Quarter, Reporting Period, Results Reporting Submission Deadline,

Aggregated Report Issues to SGB, Attributed Publication Report Issues to SGB (if different), SGB

to discuss Aggregated Results and Draft Attirbutaed Publication Report. The Code Administrator

took an action to draft a proposal for further discussions will be held at SGB 074 (31st October

2019).

Publication Reporting Template

6.16. RT presented the proposed publication reporting template with the collated response results

from each Supplier including a mock-up of Supplier data.

6.17. SGB discussed the report and suggested the cover page needs updating to enable complete

transparency for the consumer regarding SMICoP. Suggestions included adding an explanation

of ‘what is SMICoP?’ and including who monitors the results to determine compliance (Ofgem

and BEIS in their statutory role), how the results are helpful to the consumer and why they are

being published.

6.18. The table of results showed Suppliers were ranked based on their calculated mean for that

quarter, currently highlighted in green if above the mean and blue if below the mean. The

colour scheme was further discussed, and SGB came to an agreement that colours should be

removed and not be shown as either below or above the mean. Instead Suppliers will be ranked

from highest to lowest based on their percentage, but will not be in comparison to a baseline

mean score for the quarter, as compliance with SMICoP is 100% and displaying the mean might

give the wrong impression. 6.19. Suppliers will be ranked by performance, except for the summary table where they will be

ranked alphabetically, as SGB determined it would be inappropriate to rank by overall score. A

note should be added to explain how suppliers are ranked. 6.20. It was also agreed that the ‘mean column’ in the reporting table is to be removed as each

supplier will not being compared against an average for the quarter.

design of the table.

6.21. RT also questioned all members as to whether the graph or chart should be used within the

report – the majority agreed that using the graph and/or the table would be helpful as it gives

consumers different ways to view the information. 6.22. SGB members also agreed to revise and include added explanations within the commentary to

enable further descriptions for each question. This is to be added alongside each question,

rather than on the cover page. This will ensure they the confirmation of purpose is in plain

English, and is customer friendly language, which will aid transparency for consumers and

minimise confusion. 6.23. It was agreed that Question 1 is amended to remove all suggestion that is it a mandatory

requirement to have a smart meter installed, and state along the lines of ‘it is mandatory for all

Suppliers to offer customers the option to have a smart meter installed’.

6.24. .

ACTION 20290926/10 – ElectraLink to add clarity regarding the self-certification numbers,

revise question commentary, and revise Question 1.

Website Changes

6.25. It was agreed that the website would have a new link from the homepage to show the Domestic

Monitoring and Compliance Customer Survey results for consumers to read. The link will be a

button, or other easy to find format. 6.26. It may be useful to measure engagement with consumers, e.g. observing website usage and

monitoring helpdesk queries regarding the report. 6.27. The website should state that although publishing these results openly is new, the SMICoP

Monitoring and Compliance Customer Survey is just one of multiple tools used by Statutory

Bodies to monitor compliance and a link to the page describing the MCCS could be added

7. Ofgem Remedial Action Plan Update 7.1. The SGB were then provided with the Ofgem remedial action plan by KM, which was reviewed

line by line with updated actions. 7.2. An SGB member asked if there was an update about when the SMICoP Compliance Webinar

would be recorded, as agreed already. SGB members discussed holding an online webinar;

either a live session for the webinar or a scripted version that is pre-recorded, as previously

approved and agreed under the remedial work. KM asked all members which they would

prefer, and it was agreed that a pre-recorded webinar will be used going forward. This will be

circulated to all SGB members – to check all previously approved amendments have been

accommodated and if there are any new comments.

ACTION 20190926/11 – ElectraLink to record a scripted webinar in time for October’s meeting.

7.3. SGB noted the Item for wholesale review of SMICoP, it was suggested that SMICoP becomes

more slim-lined, i.e. a vision as to where SMICoP should be heading. It was also agreed that

SMICoP principles may be transferable to other meter installations, rather than specific to the

first Smart Metering Installation, e.g. RECCo – this will be further discussed at the next meeting. 7.4. Ofgem discussed the recent RECCo consultation and stated that will look into sharing with SGB

any anonymised consultation responses once they have received them, as this might inform any

discussion.

7.5. The newsletter was also discussed, and the draft needs to be chased and confirm whether it is

ready for SGB to review in order to close the action.

review.

8. SMICoP Q2 Monitoring and Compliance Customer Survey Results

8.1. It was noted that on the first page of the domestic SMICoP customer survey it stated that there

was no issue of non-compliance, however it did state that there were quality issues; this should

be amended in future to confirm if all non-compliance quality issues have been resolved. 8.2. It was also noted that it is not clear who is certified on the compliance survey which could be

included for transparency. 8.3. The Domestic MCCS results report showed that 61% of domestic consumers remembered being

offered Energy Efficiency Guidance by their supplier, a level which is still unsatisfactory level of

compliance and a focus of OFGEM and BEIS where they are monitoring, discussing with

Suppliers and considering enforcement action. SGB noted that the provisions must be clear and

OFGEM confirmed they agreed it was not an issue of understanding the obligation, but it’s

memorable application. When looking at the micro-business MCCS report it was noted with

disappointment that the mean is much lower at 31% of micro-business consumers

remembering that they received an offer of Energy Efficiency Guidance, woefully low, where

micro-business Suppliers are allowed to offer EEG pre or during or post installation. 8.4. SGB noted that some of the Domestic verbatim responses to the question of what goods or

services they were asked to pay for, indicated that the Supplier may not be acting in accordance

with BEIS SMIP policy enshrined in A2.7.3, where a Domestic Customer will not be asked to pay

for their installation. SGB noted that they could only leave this in the hands of BEIS and OFGEM

as they know which Suppliers these responses pertained to.

8.5. SGB asked if the Code Administrator when compiling the report could condense where there

are multiple responses to the same question – e.g. where 20 customers replied ‘none’ - only

one line should be included showing the number of responses with that answer.

customer survey.

9. Monitoring and Compliance Update 9.1. The Chair presented the anonymised Monitoring and Compliance log to the Group. 9.2. All members agreed that a title, version and date need to be added to the Monitoring and

Compliance update spreadsheet and updates to the column titles to reflect the name of each

artefact for clarify and to avoid confusion; therefore to be ‘MCCS Methodology Statement’ and

“2019 MCCS Submission. 9.3. It was also suggested that a note is added to the spreadsheet to state that ‘the self-declaration

was introduced in 2017’. 9.4. This will be circulated, and the group will receive an un-anonymised version.

ACTION 20190926/15 – ElectraLink to amend the Monitoring and Compliance spreadsheet to

include version control and date, and footnote.

10. CR 060 ‘Updating the SMICoP Change Process’ Vote 10.1. The Chair presented the *CR 060 Change Process to the Group. 10.2. CH highlighted that the amendments proposed for the Urgent August Changes had not all been

made, in particular the erroneous drafting which appeared in August changing the designated

OFGEM drafting for their Powers of Review which are set out in Licence, and sought to

understand from the Proposer if this was due to discussions post August SGB. The Proposer

confirmed that the agreed recommended changes from August were their instruction to the

SMICoP Legal Advisor, so were surprised these had not been accommodated. 10.3. The legal text for CR 060 was discussed amongst the group, and it . 10.4. was agreed by SGB that Clause 2.8 and 2.81 under Section B needs to be edited to reinstate

what is currently live in SMICoP v6.1, from the original legal text and any extra change not set

out in the Change Report should be removed, and prepared ready for next month’s meeting, as

a change decision can only be deferred once.

11. Change Request Log 11.1. The Chair presented the Change Request Log to the Group. 11.2. SGB agreed to the inclusion of when the Authority has received a Final Change Report for

consideration, as there have been questions where there is an SGB Decision Date confirmed,

but no sight of when the Authority received the report or when their decision deadline is due.. 11.3. The group agreed the Change Request Log should be regularly updated. CR058 has an SGB

Decision, CR 056 has been approved and implemented (on one date not two) both are not

reflected currently in the Change Request Log, Open and Closed. 11.4. *CR 055, *CR 056 and *CR 057 need to be reviewed and updated, focusing on the last three

columns of the table. 11.5. RT noted that further discussions will need to be held with the Proposer of the current draft

Change Request Updates to the MCCS Reporting Timescales in order to decide the next steps

Proposer confirming their intent for the change or the Code Administrators confirmation that

this Draft Change has been dropped and has no Proposer, so other parties who are able to raise

change can consider if they want to pick up.

12. Housekeeping Log 12.1. The Chair noted that there had been no additional items added to the Housekeeping Log prior

to the meeting.

12.2. One member noted that the Draft Change Request is not setting out all the information

determined/discussed/agreed when SGB agrees each items inclusion on the Log. This will mean

a job later for whoever proposes the CR, to populate it from multiple minutes. It needs to be

included to mitigate the risk of rejection by OFGEM (as has happened in the past). Noting it

has been a standing agreement for the Housekeeping Log (which is a drafted SMICoP Change

Request for practicality) to include these details. The member reminded the Code Administrator

that this was established where OFGEM rejected a Change Request because the CR had

insufficient detail and the OFGEM Legal Solicitor could not verify why Legal Text was being

proposed or that it met the requirements for change as there was no detail of what the change

sought to do/why/how the change proposed would do that, which left the OFGEM with the

only decision to reject the change. This will allow clarity when looking back in future months.

13. Agenda Items for Next Meeting 13.1. The Chair asked if there were any items that Members would like to be considered at the next

13.2. It was noted that a SMICoP Ltd Board will also be held in October. At this meeting the SMICoP

draft budget will be reviewed.

are due to occur regarding Licence Conditions, will impact SMICoP – all members agreed that

the Smart Export Guarantee will have no potential impacts on SMICoP. 14.4. The Group noted no additional items of business.
