The PST system The PST system (Primary, Secondary, Tertiary) of occupational classification, as the name implies, gives prominence to the distinction between those engaged in the production of raw materials; those engaged in the conversion of raw materials into finished products; and those providing services of all kinds. It is designed to reflect consumption no less than production. The income elasticity of demand for primary products is normally lower than for secondary products, while that for secondary products is in turn generally less than for tertiary services. The proportion of aggregate demand therefore changes as real incomes rise and this is reflected in occupational structures. The proportion of the total labour force engaged in primary activities is characteristically c. 80 per cent in the past in economies where income is very low whereas in wealthy countries today 80 per cent or more of the labour force is found in tertiary employment. A definition table for PST is appended to the end of this document. The system uses a numerical code in four columns (Sectors, Groups, Sections, Occupations). 5434 - Primary, Secondary and Tertiary (PST) Occupational Codes for the 1851 Census Report

Contents This data collection contains one file, pst_occ_code_1851.txt. This is a look-up table for an occupational coding scheme Primary, Secondary, Tertiary (PST) developed by E.A. Wrigley. This look-up table can be used to code three related data collections into PST:

(1) 1851 census report county occupational data

This data collection contains county level occupational data with full age-breakdowns in five-year intervals for males and females.

The PST system The PST system (Primary, Secondary, Tertiary) of occupational classification, as the name implies, gives prominence to the distinction between those engaged in the production of raw materials; those engaged in the conversion of raw materials into finished products; and those providing services of all kinds. It is designed to reflect consumption no less than production. The initial number is either 1 (primary production), 2 (manufacture and construction), 3 (dealing), 4 (retail trade), 5 (services), 90 (sectorally unspecific), or 99 (without occupation or unstated). The other three columns provide information of increasing

specificity, indicated in the table by successive degrees of indentation in the occupational descriptors. Zeroes indicate lack of specificity in the column to which they refer (thus animal husbandry is 1, 1, 3, 0 but horse husbandry is 1, 1, 3, 1). They are common in dealing with census data since the census authorities frequently used combined categories. For example, ship builder, boat builder, and barge builder have separate designations (2,71, 1 ,1; 2,71, 2, 1; and 2,71, 2, 2) but may be grouped in the census under a single heading, and will therefore be categorised as 2,71, 0, 0. At the head of the table are listed numbers which may appear in the final column and which are intended to make it simple to group the categories of employment in question. Thus all clerks will end in 40 so that the total of clerks across all occupations can be calculated simply.

It should be noted that the system has a ‘horizontal’ element between all categories whose number in the first column is 2, 3, or 4. Thus 2,35, 1, 0 is the code for carpet, mat, rug making; 3,35, 1, 0 is the code for carpet, mat, rug dealers; and 4,35, 1, 0 is the code for carpet, mat, rug sellers. This makes it simple to trace employment totals for all those engaged in making, dealing, and selling a given product.

The system is readily capable of expansion to accommodate new occupations or sections and it is intended to issue updated versions of the system from time to time.

Provenance

Who created the data and why? This coding scheme and the look-up table were created by Professor E.A Wrigley and Ms R.S. Davies as part of a research project run by Dr Leigh Shaw-Taylor and Professor Wrigley which was funded by the Economic and Social Research Council: Male occupational structure and economic growth in England 1750-1851 (RES-000-23-0131). All project members were affiliated to the Department of Geography at the University of Cambridge. The aim of this project was to reconstruct the evolution of England’s male occupational structure from c.1750 to 1851. The underlying aim was to improve our understanding of the industrial revolution. The results of the project have not, at the time of writing, been published. However, an earlier version of PST was used by Wrigley to analyse the occupational structure of England in 1841 and 1851.1

How were the data created? The PST system was developed by E.A. Wrigley to facilitate the analysis of the occupational data for the above project. PST was first used to analyse the male occupational structure of England in 1841 and 1851 using the national level data from the published report.2 Wrigley, with the assistance of Davies, developed the initial three point structure of sectors, groups and occupations (which formed an earlier version of the definition table at the end of this document) to code the occupational

categories recorded there and an associated look-up table (similar to the file which forms this data collection).

Since then the system has developed by a process of iteration. As the project progressed new occupational datasets were created. In most cases this generated occupational descriptors which had not been coded into PST before. Every time a new occupational descriptor was encountered this was added to a master look-up table. Wrigley and Davies determined which existing PST occupation and PST code it should be assigned to. Sometimes new PST occupations and codes had to be created. Over time PST has been modified and extended in a number of other ways. In particular it has grown from a three point system to a four point system.

The underlying principle is that the master look-up table contains every occupational descriptor ever encountered on the project (with whatever spelling). Thus a very large number of original occupational descriptors in the master look-up table can correspond to a single ‘occupation’ in PST. The lookup table in this data collection is a subset of the master look-up table restricted to those occupational descriptors required to code the occupational data in the published 1851 censes report. It was produced by Ms Davies by running a query in MS Access linking the 1851 occupational datasets to the master look-up table.

Structure This data collection consists of one file, pst_occ_code_1851.txt. The file has 458 lines and 16 fields. The fields are as follows:

1 Original occupation (string)

This is the occupational descriptor, or descriptors, as printed in the published report. To code the related occupational datasets this field should be linked to the ‘occ’ field in the other datasets.

2 PST1 (integer) This records the full four point PST code for the first stated occupational

descriptor. The next four fields provide each point separately to facilitate manipulation of the codes for analysis. A definition of all PST codes can be found in the definition table appended to this document.

3 pst1a (integer)

This contains the first point of the PST code recorded in field 2.

4 pst1b (integer)

This contains the second point of the PST code recorded in field 2.

5 pst1c (integer)

This contains the third point of the PST code recorded in field 2.

6 pst1d (integer)

This contains the fourth point of the PST code recorded in field 2.

7 PST2 (integer)

This gives the full four digit PST code for the second stated occupational descriptor, if there is one. This allows the coding of multiple employments.
